The parks and floral displays are great and necessary for tourism and shoppers to Visit the town. The Spa is excellent as is the Royal Hall. The library service is also excellent.
The importance of Harrogate's Parks and Open Spaces differentiates it from other small towns - having the nursery providing our parks and spaces is an exceptional experience all involved should be very proud of

Re cycling and refuse collection is a great service. We have lovely parks and gardens and our town is free from rubbish.
The community on the whole is safe and pleasurable to live in. Using refuse waste in the incinerator is a progressive solution (one of many) to a long term problem.

Not much at the moment, I feel that all the new buildings are taking the heart out of Harrogate. Older buildings could be renovated and none residential buildings could be turned into residences.

Repairs and maintenance is carried out very well on properties. Once repairs are reported to the council, normally carried out very quickly and efficiently.

Transport (29 comments)
A focus on sustainable transportation and last mile transportation services. For example providing more cycle lanes and closing cut-through roads or making them one way.
Better publicised park and ride for major events and better organised. My trip to the Great Yorkshire Show was awful. I tried the parking at the rugby club and although a bus came quickly it just joined the horrendous traffic queues, was no faster and too hot. Many people on the bus from other areas of the country were asking why it was so bad. Recycling should be improved to accept more of everything at the kerb side. Single use plastic should be stopped at source.

In relation to sustainable transport, please think of flat dwellers in the town centre. We need localised bike storage facility if we are going to cut down on traffic. I have suggested to din Mckenzie pay as you go storage facilities near to bus stops.
More traffic guidance signage and management consistently. Not only manage the traffic effectively during big events like the Great Yorkshire Show but immediately before and after the events when all support traffic is either arriving or leaving. Also more road works managed better e.g. More night work , or morning or evening work . Better use of traffic lights or traffic manager directing traffic flow.

Top of my list are better arrangements for cycling and for pedestrians. Our area is far too dominated by cars and other motor vehicles. I also think we need more allotments. Waiting lists for these are far too long yet they provide exceptional physical and mental health benefits. More could be provided very easily and cheaply by agreements with developers. Particularly valuable bearing in mind the tiny gardens on new development.

As a young adult, i think there should be a little more focus on
housing provisions for young people
It's really difficult for us to move out and get on our own feet in
terms of housing.
As a young person faced with concerns of the likehood of home
ownership, I would like to see more housing provision in the form
of more council housing, affordable housing, shared ownership or
housing associations.
Clear off the rough sleepers and beggars
I think the pressures on finances mean asking HBC to do any
more is hard to justify. But I do think with the problems with
housing a bold move would be to build more council properties
and stop or curtail the right to buy.

More could be done about the homeless More homeless shelters and more parking hours
renting regulations. the current average price of rent is more than
the average monthly payment for a mortgage. Not only does this
trap the youth in the renting market it reduces the economic
growth of the population and forces residents out of the area whilst
the council should be doing everything it can to support its local
people.

More services and support for young people to be involved in the community
More for young people that doesn't cost the earth. There is little provision for those in the 11-15 age bracket to do whether after school/in the holidays, you provide the valley gardens play area for those who re 10 and under, what is there for older kids - the skate park is great if your kids skate/board/scooter but neither of mine do! I have to take them places and spend money (that I don't have!) I would also like to see waste bins which recycle (as seen in Leeds) so I can put my rubbish in plastic bin, cardboard bin etc.

In previous years there were events put on just for the town which were lovely, and made harrogate feel like a community. I remember the Wimbledon weekend some years ago where a big screen was put up on the stray for the residents to watch together, and afterwards singalong movies were played. In recent years this weekend has been remembered many times. Often with 'i wish HBC did things like this again'. Events for the residents, not just for out of towners. Encouraging events like the 1940's day in valley gardens are important and making small investments in the community buys HBC goodwill.
More community activities. It should be local people first and bringing them together but you spend alot of time, money and effort on UCI for example.

There are not very many services provided for rural areas
You should be doing more for Knaresborough and outlying areas rather than always concentrating on Harrogate. You hardly ever promote it, spend very little on it - it is a disgrace and totally unfair. Knaresborians pay as much council tax as residents in Harrogate but are getting inequitable services. We need a proper Museum and Art Gallery for Knaresborough, & improvements to the High Street and a one way system loop round the town centre to allow this to happen.
Somewhere for the people who hang around the bus station in Ripon all day drinking to go where they don't upset visitors with their foul language.

I’d like to see environmental issues being made a priority. Improvement of our local areas with green spaces improved and perhaps making it easy for residents to help with this, tree planting, wild verges, wild life friendly initiatives. Think this could encompass schools, local residents, community safety and the elderly in our areas
Conservation and safeguarding of the town environs as obligatory Enforcing those bylaws that exist and not turning a blind eye to Stray damage by allowing parking of cars on it . A forum for local population to be involved in conservation - involve local schools in discussing Civic responsibilities within Harrogate.

vehicles. I also think we need more allotments. Waiting lists for these are far too long yet they provide exceptional physical and
mental health benefits. More could be provided very easily and cheaply by agreements with developers. Particularly valuable
bearing in mind the tiny gardens on new development.

Recently a recycling collection was almost missed. The Wetherby Road tip I find quite unhelpful on the rare occasions I go. Rarely help to carry stuff up the metal steps which I'm unable to do. The Leeds Meanwood tip has a facility where stuff is dropped in, this would be much better.
Recycling Recycling and the bins are a constant headache to everyone you speak to! There are so many wasted man hours when you can see council staff stood about having a chat! if i did that my job would not get done. ( in the council offices and out on the streets.
Bin collection should be weekly. Bring back street cleaning at 6am every morning - it used to wake me up! Weeding was not done this year - it was disgusting the way they were left to grow like triffids. The town looked a state. The flower beds have been better in the past - when are we going for an 'in bloom' award again? It always now goes to Ripon or Pately Bridge or other places. More money should be spent on marketing the convention centre for events to bring business to the town. Less should be spent on cycling events where people come and ruin the town and the Stray but don't spend money.

taken, I am disabled and get a lot of deliveries so I have a lot of cardboard and have to get someone to take it to the tip because the boxes or bags are not enough. Investment in proper bins for glass and plastic would help a lot. A lot of people do not wash their bottles and not having lids is an environmental danger.

town center (pedestrian area by far the worse) have decreased (not helped by the amount of rubbish left out in recycling tubs and blue bags to be blown around). The rough sleeping in the town center has been well reported and has improved greatly over the recent weeks and the information made available via the local press has been good in giving the facts around this and stopping some of the more extreme commentary.

For example if they were open 12:00 - 20:00 for one or two days a week this would allow people who work 9-5 like hours to use the services. I'm frustrated with planning enforcement. Too often, projects are granted retrospective permission for work that would not have been approved and with no reference to the local community. The cowboys build first and then can get away with it.

Planning, housing development appears to be moving rapidly on any available patch of land, with no regard to provision of services such as schools or surgeries to cope with the increase in population. Increase in traffic congestion is also disregarded.

Planning department is clearly understaffed and the process is very slow - even after a decision is granted the paperwork is extremely slow as the legal team is also understaffed.
Planning decisions in respect of trees and also alterations to windows etc in conservation areas and protection of conservation areas and visual amenity is atrocious. I have seen numerous decisions that are clearly lazy, fickle, and substantiated by lists of policies hand picked to suit their own personal agenda. That department needs an independent review!
Planning decisions lately could be catastrophic for Knaresborough. Nearly 500 houses dumped on the edge of Knaresborough without any forethought for the impact on traffic and congestion, local schools, GP services etc., the environment and wildlife. Were section 106 agreements drawn up to bring benefits (planning gain) to the town to counter all these negative impacts? I haven't heard of any - it is an OUTRAGE. Ditto the Boroughbridge road development.

When I wanted to extend my house some years ago, my very reasonable application was turned down several times, while large inappropriate housing developments that I object to are allowed to go ahead, eroding our green spaces and adding congestion to our roads.

Licencing hours for the sale of alcohol are leading to the town being unsafe and dirty.
The local plan for housing hasn't listened to the views of local residents. It appears that developers have been given the green light to build wherever they want.

Car users are given too much priority. Other public transport needs promoting and services extending especially to rural areas. Park and ride and other schemes are needed to keep the number of cars going through or into the centre to a lower level.

I live in Knaresborough and many of us feel neglected. Our parks and gardens appear to have much less invested, the swimming pool needs work, buses are not regular and often let you down trying to get to work in harrogate. Knaresborough has potential to be a very affluent thriving place for tourists and locals wishing to spend their leisure time and money here on high quality eating and drinking and shopping. I have lived here a long time and not seen any movement forward in its development. A lift from the castle to waterside would be fantastic! For locals tourists elderly. Parking is always difficult. Traffic is bad. Bond End has improved lately but at peak times both Harrogate and Knaresborough are choking. There are just too many cars and lorries. Knaresborough High Street is unpleasant from huge lorries, noise and exhaust fumes.

Public transport and parking. The cost of the busses in Harrogate are so high it is cheaper for me to take my own car and park in town. The bus fair needs to be considerably cheaper to encourage people to use them. Without raising the prices of parking as this is seen as profiteering rather than fixing the issue which is the cost of the busses.

Roads are dreadful. Shops empty. It's a disgrace in a high wealth area we have no shops, no centres for youths to learn or meet. You have to spend more money on promotion of local businesses and reducing congestion. Promote our town centres or we won't have one soon. This is urgent as it is terrible and I rarely have a need to go in now. Give a year free business rates to all new businesses. Do something positive and you will reap the rewards down the line.

The cleanliness of the streets and especially the town center (pedestrian area by far the worse) have decreased (not helped by the amount of rubbish left out in recycling tubs and blue bags to be blown around). The rough sleeping in the town center has been well reported and has improved greatly over the recent weeks and the information made available via the local press has been good in giving the facts around this and stopping some of the more extreme commentary.

It doesn't do much to boost the local economy effectively in Knaresborough. The Tourist Info centre is poorly served, VisitHarrogate is largely ineffective, the Games in Parks are poorly promoted, Knaresborough Castle is under publicised. It has invested in Tarmac for it's car parks but doesn't see the need to ensure they are well sign posted eg York Place. The visitors first impression of Knaresborough is left to chance.
You Planning - parking and business development don’t listen. You desperately need to do something about the empty shops. You have caused numerous transport problems with ridiculous road work schedules. The telephone reception service, with the queueing system is appalling and takes far too long to process callers. The reception team do their best and try to be helpful, dealing with a huge volume of calls, but they cannot be expected to handle all the queries for each dept themselves. Why can't they simply transfer you to the dept you need to speak to, without the need to try and answer your query, which causes the long queue. They then have to email the relevent dept asking them to return your call. So after a really frustrating half-hour procedure, you still haven't had your simple query resolved. It's absolutely bonkers and alienates your council taxpayers, who should be able to be put through to the correct dept without this stupid filter system. Also, removing the community street cleaners who had built up
Planning. Recycling - the collection points are difficult but often messy. Customer Services - why can't we revert to the old system of speaking direct to the appropriate official. Whilst the Customer Services staff are always polite and try to be helpful they cannot understand everything and it is frustrating to have to explain every detail, and in the end the appropraite member of staff has to deal with the issue so why not cut out an uneccesary link?

Our parks and gardens appear to have much less invested, the swimming pool needs work, buses are not regular and often let you down trying to get to work in harrogate. Knaresborough has potential to be a very affluent thriving place for tourists and locals wishing to spend their leisure time and money here on high quality eating and drinking and shopping. I have lived here a long time and not seen any movement forward in its development. A lift from the castle to waterside would be fantastic! For locals tourists elderly. Parking is always difficult. Traffic is bad. Bond End has improved lately but at peak times both Harrogate and Knaresborough are choking. There are just too many cars and lorries. Knaresborough High Street is unpleasant from huge lorries, noise and exhaust fumes. doesn't seem to think that anyone who lives outside Harrogate actually exists

I think that we are spending too much on sports and leisure, we shouldn't subsidise this is it is unprofitable. If the private sector can provide sports and leisure for profit then so can the public sector.
I understand that very many of the services are statutory so cannot be stopped, so any significant savings would have to be through leisure services. I don’t like this but I have always felt that in times of austerity this area is where we could make savings.

I dont think this is a question for residents, as its clearly designed to trip them up. If HBC is not fulfilling thier obligations and has its residents up in arms, then you should invest more money in bringing in an external consultancy firm to help you understand where you are going wrong, who to cut, and how to fix it

You give no detail of what is involved in Economy and Transport so perhaps that should go. It appears that the planning new housing developments department is either incompetent or corrupt so that department responsibilities should be transferred to Parish Councils and Northallerton.
