Belgium argues that the redundancies were caused by major structural changes in world trade patterns due to globalisation and the worldwide competition in the construction and mining machinery sectors. The rapporteur agrees with the Commission that this application meets the intervention criteria of Article 4(1) of the EGF Regulation. She stresses the importance of EGF-funded measures destined to provide the redundant workers and 300 young people not in employment, education or training (NEETs) with retraining and counselling. This is Belgium's second EGF application in relation to Caterpillar and the fifteenth EGF application that concerns the manufacture of machinery and equipment.
