Welcome

As a captain it is your responsibility to organise your team effectively & provide the relevant information needed in order for your team to perform as best they can. You will be the main point of reference between the Opportunities Department & the members of your team. You will be responsible for ensuring that everything is in place for BUCS fixtures, competitions and events throughout the year. This handbook will help you to keep track of key information you’ll need to get through the season and provide you with support in your role of captain throughout the year and hopefully to a very successful BUCS season. It will inform you of the key BUCS rules & regulations, the procedures & protocol associated with being a captain of a BUCS club and how these will impact you throughout the season. It’s really important that you get to grips and understand these, all too often teams suffer due to lack of awareness of their rights and responsibilities.

First and foremost, it is important to remember that we all play sport because we enjoy it, hence the ethos of The Students’ Union at UWE and BUCS is to play the game. Being informed does not mean that you should to try and win by default rather than getting on with the fixture. Many conflicting situations can be easily resolved with some communication with the opposition. So enjoy the season, compete hard and fairly and aim for those medals, trophies and wins!

Welcome from your VP Sports & Health Erin Mills Hey Captains! I’m Erin Mills and I’m your new VP Sports & Health for the next year. Congratulations on becoming a captain for your team this year, it’s is a fantastic opportunity to have and without doubt you will gain a huge amount of experience from the role. Your job is to support your com-mittee and be a main point of contact for your team members. You are also the main link between your team and the Opportunities Team here at the Students Union, so remember to keep in contact, don’t for-get we are all here to support you every step of the way! Holding the role of a captain will offer opportunities for personal development and increase your future employability so make the most of it! You will be able to use these skills to help develop members of team along the way be that within your sport or personal skills outside of it. As a captain you have a crucial role to play, what you do is to provide a team atmosphere and ensure every member feels welcome and included. We are in such an exciting period here at UWE especially here at the SU and this Team UWE is set to be bigger and better than ever and you and your members are what make up our sporting community. 2017-2018 Sports Executive

The Sports Executive structure will be held on Thursday 12th October at 5:30pm, room

tbc.

A chance for you to get involved with the way that the Students’ Union at UWE is run.

Provides a forum to influence the way in which clubs are run.

A chance for all clubs to interact and share views and best practice.

Sports Conference meetings are mandatory for every club. A representative from your committee, usually the President,

MUST attend.

Please note failure to attend could result in a penalty against your club and failure to attend two consecutive

meetings will result in the club’s finances being frozen.

British Universities & Colleges

Sport

What is BUCS? British Universities & Colleges Sport (BUCS) is the national governing body for higher education and university sport in the United Kingdom. BUCS was formed in June 2008 following a merger of the British Universities Sports Association (BUSA) and University College Sport (UCS) organisations. BUCS aims to enhance the student experience in sport in 3 areas; performance, competition & participation. In order to do this, BUCS works with student athletes, Students’ Union/Athletics Union staff and elected officers as well as professional sporting staff, coaches and volunteers at all 171 of the member institutions across the country including UWE. BUCS provides competitive multi-sport competition structure which is made available to 2.3 million students across the UK who compete in 50 inter-university sports and 150 individual final or championship events each year.

How does UWE fit in? All institutions are arranged in Regions dependent on geographical areas and as such, we are a member of the South West Region which deals with representation and communication of local issues. If you have any issues you feel need to be discussed at the Regional level speak to the VP Sports & Health (Erin Mills). For the purposes of team competitions, all institutions are divided into Conferences. We compete in the Western Conference along with 24 other universities as far West as Aberystwyth in Wales and as far South as Falmouth in Cornwall.

How good are we? In the previous year (2016-17), UWE finished 28th in the BUCS University rankings with a total of 1024 points. The previous year of 2015-16 saw a brilliant end for UWE finishing 32nd, but even better in 2014-15 placing a phenomenal 29th in the BUCS University rankings nationally, matching the best year EVER for the University. This year we hope to better the last years season and score even more points to beat 29th place !

BUCS Individual Championship Entry Procedures

The Opportunities Team receive details of up and coming competitions/events via a weekly mail out from BUCS. Staff then forward relevant information and the key deadlines to you. Make sure you check with the Opportunities Team for up and coming events and deadlines!

Failure to submit entries to the Opportunities Team prior to the deadline will result in non-entry altogether.

At the time of submitting your entry to the Opportunities Team, it is also important to inform us of your accommodation and transport requirements in order for this to be facilitated in enough time for you. Be aware that many other universities will also be searching for accommodation for com-petition participants and hotels do get booked up very quickly. The list below will ensure that pre competition administration runs as smoothly as possible and the Opportunities Team are fully informed of all your requirements: Entries BEFORE Opportunities DEADLINE! (ensure you include PB times/ARA points/

sail numbers/weights where appropriate)

Accommodation requirements: - No. of competitors requiring accommodation - Arrival date & time - No. of nights stay - Any preferred accommodation you already know of Transport requirements: - Any hire of SU vehicles/external vehicles or use of own transport. - Dates and times of departure & return from UWE. The Opportunities Team also requires the following which applies to all trips within the UK: Trip and Transport Form: 5 working days before departure Participants List: 1 full working day before departure. Please also note if competitors are required to make a financial contribution to offset the cost of accommodation/entry/transport, this is required from each individual 5 working days before depar-ture. All entrants MUST be paid and registered members of the club before the dummy deadline date. Failure to do so will result in no entry.

Key BUCS Regulations

Eligibility: In order for competition to be fair, BUCS has introduced rules on who can represent his/her Uni-versity in Individual and Team Championships. If you are in doubt about the eligibility of any UWE student, contact the Opportunities Department prior to competition and we will confirm eli-gibility. A quick breakdown…

The student must be internally registered with UWE.

They must be on a credit registered course: e.g. undergraduate degree, masters course, PGCE, PHD - Not Foundation Courses

They must be studying for at least 60 credits in the academic year; or if post-graduate be on a study programme of at least 50% of the equivalent full-time programme.

No student can compete in the same sport for more than one institution is any one aca-demic year. (This includes UWE Hartpury.)

Any student finishing their course between December and July may compete for the full academic year

All students must have paid the appropriate Club membership.

NB: Following an important change in BUCS Constitution in season 2011-2012 UWE Hartpury Students are NO LONGER able to compete for UWE. As such ONLY UWE Hartpury students are eligible to compete for UWE Hartpury.

Team Selection: Where there are multiple teams competing in a single event, (e.g. A & B 4 x 100m relay teams competing in the same championship) every team must be selected as though all other teams were competing at the same time.

Conduct of Player, Officials and Supporters: The behaviour of your competitors, officials and supporters can affect your progress through BUCS competition and can render both UWE and your club liable to a misconduct charge for fail-ure to comply with the following:

Violent, threatening, abusive, obscene or provocative behaviour, conduct or language.

Encroachment on the playing area by spectators or unauthorised persons save for rea-sons of safety.

Throwing missiles, bottles or other potentially harmful or dangerous objects at, onto or ad-jacent to the playing area.

The printing/publication of any material which will bring BUCS into disrepute.

The conduct of members stated in Section 4 of the Students Union at UWE Sports Specific & Activities Code of Practice also applies to all members.

Health & Safety First Aid First Aiders: It is the responsibility of every Team Captain to ensure that there are a minimum of two qualified first aid-ers within each team, and present on each trip. Throughout the year, the Opportunities Team arrange a number of first aid courses and it is your responsibility to ensure that members of your club get training through these courses. The courses provided offer a nationally recognised qualification and last for three years. They are provided at a largely subsidised fee of £8 all club and society members.

First Aid Kits: First aid kits must be signed out from (and returned to) the Opportunities Team for each fixture/competition/event. Where used, First Aid Kits will be replenished. First Aid Kits are required to be returned no later than 48hours after the fixture/competition/event. As there are not enough First Aid Kits for each team to have their own, it is imperative we have them back to re-assign. A £50 fine will be imposed on your club for the late return of a First Aid Kit.

If you use any equipment from First Aid Kits, please inform us so we can ensure this is replenished! In addition it is imperative that all used equipment is disposed of by placing any contaminated items carefully in the yellow hazardous waste bag provided.

Accident & Emergency Procedure All injuries sustained during training and/or events, should be reported by submitting a completed Acci-dent Form to Kelly Howard, the Opportunities Manager. This needs to be done within 24 hours of the ac-cident/injury occurring. Accident forms can be collected from the Opportunities Team and found online at: https://www.thestudentsunion.co.uk/opportunities/howto/downloads/ . In the case that a player subse-quently visits hospital, you must telephone the Opportunities Team immediately on 0117 32 82577 /82719 /82033. If this occurs out of office hours you must telephone the UWE Gatehouse on 0117 32 82552. If an incident occurs away, especially outside of Bristol, we will plan for any subsequent return journey home.

Head Injury Specifics Having sustained a head injury, the individual requires immediate hospital treatment if he/she:

Vomits Develops a headache or an existing headache worsens Becomes dizzy, drowsy or confused Develops slurred speech or blurred vision Becomes restless, irritable or behaves strangely Develops numbness or weakness Becomes unresponsive or unconscious Has a fit

Where a head injury occurs you must phone the Opportunities Team immedi-ately

Physio Referral Sports physiotherapy treatment is provided as part of the UWE Sports Fee to all sports club members. These sessions will be available to students who have been referred either by one of the side line physio-therapists present at training sessions/fixtures or by means of submission of an Accident Form (see above), accompanied by an email recommendation from the appropriate club coach. Kit and Equipment

Equipment Sign Out It is the responsibility of each team/club captain to ensure all equipment is signed out prior to any fixture/competition/event, the majority of which is available from the Opportunities Team. Similarly with First Aid Kits, all signed out Equipment and Kit is required to be returned no later than 48 hours after the fixture/competition/event (unless a previous arrangement has been made with a member of the Opportunities Team). Failure to comply with this deadline will result in your club being fined £50. Please note that it is particularly important for playing kit that needs to be cleaned weekly to be returned to the Opportunities Team on a Wednesday evening after the fixture. If this is not possible, kit needs to be in the Opportunities Team before 9.30am on the Thursday at the latest, in order that it can be sent to our cleaners and re-turned in time for fixtures the following week.

Duty of Care Everyone owes a duty not to injure other people through acting negligently. The law concerning an indi-viduals Duty of Care requires you to consider the consequences of your actions or omissions and to en-sure that those acts and/or omissions do not give rise to a foreseeable risk of injury to any other person. As Captain, there is a certain level of care expected from you. This isn’t to say you are expected to guar-antee the safety of others but merely to act reasonably and take reasonable steps to prevent a breach of duty of care.

Common Law Negligence: Duty of Care Below is a very general and basic view of negligence. It sets out and hopefully answers the questions that you may be asking. The term ‘injury’ used in this document means physical injury and financial loses that result from such injury.

Where does negligence fit into our club? All of us understand that deliberately causing injury to others is a criminal offence, naturally resulting

in punishment for the individual. All of us understand that some injuries are accidental, i.e. the circumstances that cause them are

unforeseeable and no one is responsible. Therefore no compensation is payable. In between those two extremes are `negligent acts’. These are not deliberate, but the injury is fore-

seeable. The negligent person will not be punished however, the injured party may seek financial compensation as a result. The compensation is paid by the individual who has caused the loss and could amount to millions of pounds!

What does it do? The law of negligence is designed to determine in any incident or injury whether an act was negligent, whether the negligent act actually caused injury, whether compensation should be paid and if so how much.

How does it affect me? Each of us owes a `duty of care’ to our `neighbours’ not to cause them injury by our negligent acts

and omissions. In order to satisfy the duty of care you must behave as a `reasonable person’ would but taking into

account your specific skills, knowledge and experience. For example, a `reasonable’ non medically qualified `rescuer’ might be forgiven a medical mistake which a reasonable qualified paramedic would be expected not to make.

Your ‘neighbours’ are those people who could potentially be injured by your negligent acts and omissions.

For example: when driving a car your neighbours would include: - any passengers in your car - other road users, drivers and their passengers - pedestrians, cyclists etc. - owners of property adjoining the road

Does ordinary membership of a club affect my ordinary duty of care?

Not usually. You still owe the individual duty of care to your neighbours. However, the people who are your ‘neighbours’ might alter and/or increase to include other club members and others with who you may now come into contact as a result of membership of that club. Will being a Captain of a team affect my ordinary duty of care?

It may do. As a team captain you have accepted the responsibility of leading others. You owe them

a duty to ensure that they are not exposed to a foreseeable risk of injury, as far as you reasonably can.

You should be aware that on any outing where no group leader has been appointed, the most expe-rienced and/or qualified person present is reasonably expected to intervene and at least advise if a foreseeable risk of injury arises.

Conclusion The actual standard of care expect varies according to each individuals skills and experience and

requires us all to behave reasonably. There are some golden rules which, if followed, will reduce the possibility of a successful claim. But

behaving responsibly is likely to mean that no injury will happen in the first place. If a compensation claim is successfully brought, then third party liability insurance. All members of

the Students’ Union automatically have such cover. Members of certain clubs may have additional cover where affiliated to NGB’s with that facility.

Students’ Union Responsibilities: Duty of Care The Students’ Union will show its commitment to ensure the correct ‘duty of care’ is maintain by:

Promoting and developing a positive ‘Health & Safety’ culture, Where appropriate, provide subsidised training for club members to National Governing Body

(NGB) standards, Provide suitable first aid kits for all clubs and access to first aid training for all members, Require pre registration and authorisation of all trips from clubs, Provide funding for the acquisition, maintenance & testing of equipment as appropriate, Affiliate to BUCS and to all applicable NGB’s, Provide a system to report and monitor accidents, injuries, incidents and near-misses, Provide adequate insurance cover and additional compulsory insurance cover wherever necessary, Continually review and modify safety procedures as a matter of good practice.

Initiations and Alcohol Policy

The Students’ Union is under constant pressure as an organisation surrounding initiations & our duty of care. Several institutions have now banned initiations after reported cases of deaths of students whilst participating in such ceremonies. The Students’ Union at UWE has taken on a pro-active approach to al-low initiations to take place within guidelines to ensure the safety and wellbeing of students is maintained throughout. As a result The Students’ Union at UWE has an alcohol policy in place that must be adhered to:

Members of The Students’ Union at UWE Opportunities will not apply peer pressure upon other indi-

viduals in social situations or otherwise.

Members of The Students’ Union at UWE Opportunities will not carry out initiation* ceremonies un-

less it adheres in full to policy.

Members of The Students’ Union at UWE Opportunities will not consume alcohol in minibuses,

coaches, cars etc. *Definition: An initiation ceremony is an event in which members (often new members) of the club are expected to perform any activity as a means of gaining credibility, status or entry into that club. This peer pressure is normally (though not explicitly) exerted on first year students or members new to that particular club and may involve the consumption of alcohol, eating concoctions of various foods stuffs, nudity and any behaviour that may be deemed humiliating. All clubs that are proposing to hold any form of initiation must inform the VP Sports and Health (Erin Mills) or the Opportunities Department of the date and venue of their proposed initiation. A detailed plan of the event must be submitted to the Opportunities Team 10 working days prior to the event. A meeting will take place between the Opportunities Team and the respective committee in order to be approved. The event shall not go ahead without the prior approval from the Opportunities Team.

Drinking/Initiations: Drinking/Initiations are opt-in only & shall have no bearing on any team/squad selection A non-alcoholic alternative must be provided throughout Members of The Students’ Union at UWE Sports Clubs & Activities will not apply what may be per-

ceived as peer pressure upon individuals in any social situation Organising committees/individual will be asked to sign this agreement

Breaches of this policy may result in a disciplinary hearing, carried out by The Students’ Union at UWE Disciplinary Panel. The Disciplinary Panel will be made up of a total of staff & Officers from The Students’ Union at UWE & the University where applicable. Any breach of the procedure will result in one or more of the following: Removal of individuals from BUCS Competition Removal of teams from BUCS Competition Expulsion from The Students’ Union at UWE Opportunities Removal of Clubs from BUCS Competition Expulsion form The Students’ Union at UWE Disciplinary Proceedings by the University

If any incidents occur at the end of a season, the sanctions may be levied for the following year. As a member of The Students’ Union at UWE Opportunities , you must understand that you have a responsibil-ity to report to The Students’ Union at UWE Opportunities staff any activities that break this code.
