BATAVIA – On the outside,Batavia High School juniorBrooklyn Belair seems likeyour typical bubbly, fun-lov-ing teenager.

But since eighth grade,Belair said she has battledagainst anxiety and depres-sion. That battle is document-ed in the recently publishedbook, “Brooklyn’s Battle: ADaughter’s War with Anxietyand Depression.”

The book is authored byBelair’s mother, KimberlyLoveday. Belair contributedher poetry and prose to thebook.

“Until I had read her poet-ry, I didn’t know what it waslike for her,” Loveday said.

Belair is not alone in herbattle. According to the Na-tional Institute of Mental

Health, about 11 percent ofadolescents have a depressivedisorder by age 18. The bookis dedicated to the memory ofBatavia High School studentsQuincee Ariel Barnes-Miller,Dylan Wagner and MarmionAcademy student Ben Wilkin-

son of Batavia. All threecommitted suicide in the lastthree years.

Their suicides hit home forLoveday.

“It was when Dylan andQuincee committed suicidethat I kind of stepped backand was like, ‘Wow, this couldbe really happening in myhouse,’ and started lookingfor the changes that were go-ing on and reached out andgot some help,” Loveday said.“It was at that point that werealized how serious thingswere for her.”

For Belair, her poetry rep-resented a way to express herfeelings. She said it was a wayto get something out in a cre-ative way.

Belair’s therapist had sug-gested she publish her poetry.

“Her therapist was using itwith other clients,” Lovedaysaid. “The therapist had sug-

gested that she publish her po-etry because it had been help-ing a lot of her other clients.”

Adding to Belair’s depres-sion was being diagnosed lastyear with reflex sympatheticdystrophy/ complex regionalpain syndrome after sufferinga sprained ankle at a BataviaHigh School cheer camp. Itis a chronic systemic diseasecharacterized by severe pain,swelling and changes in theskin.

Belair had planned to be acheerleader in college.

“It can happen after a mi-nor injury,” Loveday said“There is no cure.”

Belair said she is trying tostay positive, despite the in-jury, she said “last year waspretty bad after the initial di-agnosis.”

“There’s just a lot morein store for life,” she said.“There is always something

to live for.”Belair said she hopes the

book helps remove the shameand stigma of having anxietyand depression and that itwill compel other teenagersto seek help. Belair is partof Party in the Park, whichhopes to educate the publicabout depression while rais-ing money for Batavia-basedSuicide Prevention Servicesof America.

In July, the event raisedmore than $11,000 for SuicidePrevention Services of Amer-ica. Party in the Park orga-nizer Emily Roberts said sheappreciated Belair’s efforts toput a spotlight on the issue ofteen depression.

“Brooklyn and her sto-ry really embody the visionof Party in the Park,” Belairsaid. “The ultimate goal is get-ting more teens to reach outwhen they are in trouble.”

BATAVIA – Developershave until Friday, Jan. 17, tosubmit their qualificationsfor the redevelopment of theformer First Baptist Churchbuilding in downtown Batavia.

Aldermen in August ap-proved a staff recommen-dation that the city issue arequest for qualifications forpotential purchasers, and thatthe purchasers be given theoption to maintain or demol-ish the entire facility.

The deadline for those tosubmit their qualifications is4 p.m. Friday Jan. 17. Therewill be a pre-submittal confer-ence at 3 p.m. Thursday, Dec.12 at the Batavia Government

Center, 100 N. Island Ave., toanswer questions about theprocess.

Aldermen in 2005 approvedthe purchase of the buildingfor $715,000 as part of a proj-ect to straighten the Route25 jog. But the city and theIllinois Department of Trans-portation have dropped theproject in part because thereis no money to pay for it, andcity officials said the projectwould cause more problemsthan it would solve.

In 2009, S.B. Friedman, aChicago-based company al-dermen had hired to assistthe city in the redevelopmentof the building, suggested thesite could be used for town-houses, condominiums, offic-es and stores.

City officials officials havesaid they would like to get thebuilding back on the tax rolls.A Northbrook-based firm,WJE, has estimated it willcost at least $3.1 million to re-pair the former First BaptistChurch building at the cornerof Washington and Wilsonstreets in downtown Bataviaso the building can be reused.

The firm has inspected thebuilding, and recommendedrepairs be made to the exte-rior and interior of the 1889church, 1930s addition and1959 classroom wing as wellas the building’s mechanicalsystems.

The firm recommendedthe city budget between $3.1million and $3.5 million forthe work.

BATAVIA – Thousandsof dollars worth of goods, in-cluding cellphones and head-phones, were stolen over theweekend from a locker roomat Batavia High School, ac-cording to the Batavia PoliceDepartment.

Police said items were sto-len about 8 p.m. Nov. 30 – thesame evening the Bataviaboys basketball team com-peted in the Windmill CityClassic. During that game,the Batavia High Schoolfootball team was honored

at halftime after winning the6A state title earlier in theday.

Stolen items included aniPhone worth about $100; aniPhone 5S worth about $700;a Galaxy S4 cellphone worthabout $300; and an S Phoneworth about $500, accordingto police reports.

In addition to the cell-phones, a pair of Soul head-phones worth about $150 andanother pair of headphonesworth about $300 also weretaken.

A bank card, $5 in cashand another $10 in cash weremissing as well, police said.

BATAVIA – Batavia May-or Jeff Schielke on Dec. 3summed up his outlook forbusiness in Batavia in oneword – optimistic.

Schielke addressed mem-bers of the Batavia Cham-ber of Commerce during theannual Mayor’s Breakfast,during which he outlined anumber of areas in Bataviathat are ripe for developmentor redevelopment. He said thecity is poised for a housingboom in the next few years,as an estimated 1,200 to 1,500new housing units soon couldbe built there.

He said a recent annex-ation of Mooseheart propertyis slated to be used to build se-nior or age-restricted housingunits. As many as 830 housingunits could be built on thatproperty, he said.

“I anticipate this will bedeveloped over the next fewyears,” Schielke said. “That1,200 to 1,500 [housing unit]number – a lot of that willtake place in the Mooseheartarea.”

Schielke said he antici-pates the Siemens propertybetween McKee and West

Wilson streets along VanNortwick Avenue soon mightbe developed into a mixed-use residential housing area,possibly including condos,townhouses and single-familyhomes.

Utilizing a service froma new business in town,Schmanke Media – a compa-ny that takes aerial photosand videos using small modelplanes – Schielke took cham-ber members on a tour of Bat-avia from above to show areasthat soon might be developed.

Schielke said many majorretailers have chosen to build

in the Tri-Cities area becausethe population of the Tri-Cit-ies, combined with that ofMill Creek and CamptonTownship, adds up to about125,000 people, and counting.

Schielke highlighted thenew addition to the Walmartstore and noted that Bataviahas become known as thecentral Kane County groceryarea.

“What’s missing is a high-er-end Fresh Market-type ofgrocer,” he said. “I predictone or two of those will showup on the Tri-Cities stretch ofRandall.”

Each year, local fire de-partments place a wreathdecorated in red lights onthe front of their fire sta-tions. The wreaths remainlighted 24 hours during theholiday season, accordingto a news release.

Whenever a fire occursthat is a result of holi-

In receiving a three-yearcontract to head BataviaSchool District 101, newBatavia School Superinten-dent Lisa Hichens’ contractis linked to student perfor-mance and academic perfor-mance within the district.

Illinois School Code re-quires that mutiyear admin-istrator contracts be linked tostudent performance and ac-ademic performance withina district. Hichens took overas superintendent in July af-ter the retirement of formerschool superintendent JackBarshinger.

Hichens said she believesthe law “in general is a goodidea.”

“But we have to be carefulon placing too much empha-sis on test scores,” she said.“We have to make sure the in-formation is used for the goodof students.”

Batavia Education Asso-ciation President Tony Ma-

lay agreed.“Our belief is that stu-

dents are more than a testscore,” Malay said. “Testscores don’t accurately re-flect what they are learning.We don’t create thinkers, wecreate test takers.”

School districts soonwill have to deal with morerules in regard to studentperformance. In 2010, Gov.Pat Quinn signed the Per-formance Evaluation Re-form Act, which requires allschools in Illinois to changehow teachers’ and principals’performance is measured.

Districts already are deal-ing with one part of the law.Starting in September 2012,all principals had to be eval-uated every year by trainedand pre-qualified evaluators.And starting Sept. 1, 2016, allIllinois school districts – in-cluding those in Kane County– must begin using new teach-er evaluation systems thatincorporate student growthmeasures.

“It’s just another tool for

helping schools improve,”Illinois State Board of Edu-cation spokesperson MaryFergus said. “For too long,we’ve seen teachers rated asexemplary without any con-structive feedback. Teachers,like any other professional,need a holistic evaluationand support that will guidethem toward improvement.”

The act was written withteachers, administrators,union representatives andother people at the table, Fer-gus said.

But Rae Ann McNeilly, ex-ecutive director of the Chica-go-based Taxpayers United ofAmerica and a North Auroraresident, had some concernsabout PERA.

“It sounds l ike i t isgood,” McNeilly said. “Whatwouldn’t be good about apay-for-performance envi-ronment? But the problem isthat the unions are involvedin selecting or establishingthe criteria that is used in theperformance evaluation.”

Under the law, district ad-

ministrators must work withteachers’ union representa-tives to develop evaluationsystems that incorporatesstudent growth. McNeillysaid that creates a conflict ofinterest.

“That’s just not the roleof the union,” McNeilly said.“The union has no interest inthe students or student out-comes. Their sole interestlies in helping teachers keeptheir jobs, whether they de-serve to or not and helpingthem get high pay, so thatthey can then get high pen-sions. The unions have a vest-ed interest in pulling in moremoney for these performanceevaluations.”

Malay disagreed.“We do have an interest

McNeilly also was upsetthat performance evaluationsof teachers, principals andsuperintendents are exemptfrom Freedom of Informationrequests.

“You have a right to knowif your child’s teacher orprincipal have poor perfor-mance evaluations,” McNeil-ly said. “That’s all part of thepicture.”

St. Charles School Super-intendent Donald Schlomannsaid he is concerned thatPERA is taking away localcontrol.

“PERA was really negoti-ated at the state level, not atthe local level,” Schlomannsaid. “It feels a great deal thatyou are starting to lose localcontrol. Everybody has gotto be the same. Whether youare teaching in an inner-cityschool in Chicago or if youare teaching in St. Charles,you’ve got the same expec-tations and same goals thatyou’ve got to meet.”

ST. CHARLES – John Borraswas raised in Venezuela, but hisparents tuned his palate to Span-ish cuisine because that wastheir heritage.

Borras opened MacarenaTapas in St. Charles last month,a sit-down restaurant that of-fers a menu of Spanish dishes,and according to the menu, somewere inspired by his mother andgrandmother.

“My dad and mom broughtme up eating really good food,”he said. “My parents never tookme to a fast food restaurant intheir life.”

Borras is part owner of aMacarena Tapas in Naperville,which opened in 2007. He ownsthe new St. Charles location andruns it with the help of his opera-tions manager, Alex Ayala.

Borras’ parents moved fromSpain to Venezuela in the 1960s,and they brought their Spanishrecipes with them, which haveinspired the restaurant’s menu.Many of the dishes at MacarenaTapas are meant to be shared,although there are some entreesavailable. He emphasized thatSpanish food is much differentthan Mexican food and said thetwo shouldn’t be confused.

“Not too many people knowabout Spain. In 1905 or 1908, theywere a big Spanish army empire.It also is a big mecca for food,” hesaid. “A lot of Chicago chefs arefrom that background. We have alot to offer.”

Borras, the owner and chef,offers the “ensalade de espinacascomo le gusta a mi madre,” oneof the classic cold tapas on themenu. Translated to English, itmeans, “spinach salad just theway my mom likes it.” The spin-ach salad is served with pear,avocado, peaches, dried cran-berries, walnuts and bleu cheese

with a mixed-berry vinaigrette.Another one of the more popu-

lar cold tapas dishes on the menuincludes the tortilla de patatas“just like my grandmother madeit.” The dish is a Spanish potatoand onion omelet.

The menu also features clas-sic hot tapas. Those include aspicy potato dish served in a hot-sweet tomato sauce topped withchipotle and jalapeno aioli and

fresh white cheese.Hot tapas also include crab

cakes topped with spicy Asian

coleslaw and finished with pi-menton, otherwise known as pa-prika and aioli sauce. Borras also

serves up beef tenderloin me-dallions over toasted bread withsun-dried tomato, topped withpiquillo pepper and manchegocheese. Another hot tapas dishon the menu includes a pork bel-ly crusted with sweet mixed nuts.

Borras said he put a lot ofthought into the name of therestaurant, Macarena Tapas,which was inspired by the song,“Macarena.” He said the artists,Los del Rio, composed the songwhile in Venezuela.

“The song came from the samearea I’m from,” Borras said.

Borras has a degree from theCooking and Hospitality Insti-tute of Chicago and a degree fromLe Cordon Blue College of Cu-linary Arts in Chicago. He alsocompleted cooking training inItaly and Spain.

Wherever they went, Gene-va resident Karen Tomko andher neighbor Laurie Heinekept hearing the same thing.

“We’d hear moms com-miserating about how theholidays are so great becauseyou can hold that over theirkids’ heads to keep themgood,” Tomko said. “Then,the day after Christmas, [ev-erything] breaks loose. Wereally felt there was someneed to help parents withtheir kids after the holidays.”

What the women did waswrite a children’s book,“Rodney the Repo Reindeer,a Cautionary Tale to beShared After Christmas.”

“There are a ton of booksout there for Christmas, butnot for one after that,” Tom-ko said with a laugh. “Dec. 26is tough.”

Essentially, the book isabout a brother and a sisterwho wake up one morningto find all their toys gone.They are experiencing shockand awe until their motherexplains that the toys weretaken away because of theirbad behavior. She then showsthem a package that came forthem, containing a magicaljar of snow with Rodney theRepo Reindeer who explainshow they can get their toysback – by being good.

Tomko said it took abouta year and a half to write thebook, which was the first forboth women. “It was a blast,”she said.

Even more enjoyable, shesaid, was seeing the book illus-trated. Once the manuscriptwas accepted, an illustratorwas assigned to the project

who communicated with themby phone and other means.

“It was kind of fun watch-ing him come to life,” Tomkosaid, adding that the womennever met the illustrator faceto face.

Along with the book comesa poster of Rodney, which canbe hung up in a child’s room.It’s red on one side as a re-minder to kids that somethingis going to be repossessed ifthey don’t behave. It’s greenon the other to show they’ll getthe toys back if they’re good.

The 20-page book, whichis aimed for children ages 3through 10, costs $9.99. It waspublished last year.

“We would love to write aprequel,” Tomko said. “A lotof people would love to knowwhere Rodney came from.”

Maybe if adults are good,they’ll do just that.

The Soulsville studentsrelished the chance to per-form. With soaring voicesthat filled the restaurant,slick instrumental interpre-tation and expertly flowingdance moves, I marveledthat they were just highschool students rather thanseasoned professionals.

A song precluded eachcourse and the studentsmatched the show-stoppingquality of the food and wine.They danced in the aisleswith the patrons – myselfincluded – and showed thattheir future is limitless.

“We want it to be amulti-sensory event,” Prud-hon said. “It’s a challenge topull all the logistics togetherbecause there is so much tofocus on – the music, food andwine. Our goal is to createan event where everythingworks well together and peo-ple are entertained.”

St. Charles East senior Shea Hoyt fig-ured to encounter pool pressure simplyby growing up in a swimming-saturatedenvironment.

That she credits her family’s moveto St. Charles for jolting her careersuggests something about her parents’largely casual approach, and somethingmore about what Hoyt feels inside eachtime she prepares to dive into her lane.

Yes, Hoyt is the daughter of two for-mer collegiate swimmers – one a formerOlympian – and the sister of anotherone-time collegian. Still, she says she de-rived equal motivation from her team-mates after the Hoyts relocated fromAtlanta in late 2011, eventually turn-ing that momentum into a nod as KaneCounty Chronicle Girls Swimmer of theYear. The Kane County Chronicle is asister newspaper to The Republicans.

“Last year, I was definitely over-whelmed because it was my first yearswimming high school in Illinois,” Hoytsaid. “There was definitely an over-whelming experience. But this year, Ifelt like I knew what I needed to do. Iwas more comfortable this year.”

Hoyt earned the Chronicle area’s topindividual finish at last month’s IHSAstate meet at New Trier, placing third inthe 100-yard breaststroke in 1:03:07. Shealso was part of East’s fifth-place 200 med-ley relay and 12th-place 200 freestyle relay.

Classmate and fellow Iowa recruitIzzie Bindseil joined Hoyt in the 200 free-style relay. The duo played a big role inthe Saints’ Upstate Eight Conference andsectional championships, as well as aneighth-place team finish at state, the pro-gram’s first top-10 showing since 2010.

“Just great spirits,” East coach JoeCabel said. “They enjoy swimming andthey enjoy the team. Just absolutelyhave not been any kind of problem what-soever. They’re two great kids.”

Hoyt made friends at South ForsythHigh in the Atlanta suburb of Cumming,Ga., but soon had to leave them after herfather, Rick, transferred positions atPepperidge Farm midway though Hoyt’ssophomore year.

She competed for just one high schoolseason at South Forsyth – prep boysand girls both swim during the winterin Georgia – but joined the St. CharlesSwim Team club program shortly uponher arrival in Illinois.

That’s where she met Bindseil andmany of her current friends while em-bracing SCST’s enjoyably competitiveculture.

“It was awesome that I could go toschool and swim with my best friends,”Hoyt said. “It’s just a really great groupof girls.”

Added Bindseil: “We’re all pretty laidback. None of us are too crazy or tense,and I think that’s what helped our team.”

Hoyt endeared herself to the Saints asa junior, finishing seventh in state in the100 breaststroke. Her swim of 1:03.92 wasthe fifth-fastest in the event, althoughshe was racing in the consolation final.

Hoyt’s mother – the former MaryLubawski when she represented Cana-da in the 1984 Olympics – competed inthe 200 breaststroke in the Games. Yearslater, she met her husband when bothwere athletes at Georgia. Hoyt since hassurpassed her mom’s top time in the200 breastroke, swimming in the 2:34s,about one second faster.

“Shea’s a hard worker. She knowsthat hard work pays off,” Mary Hoytsaid. “I always told her that. Every meetyou go to needs to count. It’s for a teamand it’s not just going to happen over-night.”

Hoyt’s older sister, Shelby, won aGeorgia state title in the 500 freestyle in2011 and was runner-up in the 200 free-style. She committed to North CarolinaState but no longer competes there.

These days, about the only time offShea Hoyt allows herself is a week be-tween the end of the IHSA season and thebeginning of her club workouts. The fam-ily headed to Georgia for Thanksgiving.

“It was good to just rest and take it allin, kind of relax a little bit,” Hoyt said.“That’s always nice.”

Too much rest can lead to complacen-cy, however, something Hoyt doesn’t seeherself fighting.

Whether at the Norris Center or athome, it runs in the family.

It’s annual enrollment time,the autumn period when manypeople with job-based health in-surance ante up for another year.Although news reports have

fixated on the problems with theonline health marketplaces thatlaunched Oct. 1, for the vast ma-jority of people that’s a nonissue.If they get insurance through ajob at a company that has at least50 employees, they probablywon’t be using the marketplaces,also called exchanges.That doesn’t mean people with

employer-based plans are unaf-fected by the health law. As em-ployers adjust plans to meet newrequirements and try to reducetheir costs, people can expect tosee changes next year.

Moderate increasesOverall, premium increases

will be moderate in 2014, aver-aging 5.2 percent, according toa 2013 employer survey aboutplanned health care changes bythe human resources consultantTowers Watson. Last year, theincrease was projected to be 5.9percent in 2013.But employers may raise rates

disproportionately for spousesand dependents, the surveyfound. The health law requiresplans to cover dependent chil-dren up to age 26, and mostplans cover spouses too.But employers continue to try

to minimize those costs by mak-ing it financially less attractive toemployees to cover their familymembers. They may charge sepa-rately for each child on a plan,for example, or add a surchargefor covering a spouse who is alsooffered insurance through hisor her own job.
