1. Introduction

Gujarat State Biotechnology Mission (GSBTM), working under the aegis of the Dept. of Science &

Technology, Govt. of Gujarat, is the nodal agency for overall development of Biotechnology in the State.

Established in April, 2004 to play catalytic role in promoting Biotechnology in the socio-economic

upliftment of the State, GSBTM is an autonomous body, wholly supported by Govt. of Gujarat and registered

under the Societies Registration Act.

The State is committed towards building the capacities of its stakeholders inclusive of the students and help

them to compete at national and international level and emerge as global best. World-class manpower is

certainly one of the key drivers to Biotech Industry - a knowledge based industry. In order to create a world

class highly competitive manpower, GSBTM is providing platform for Capacity Building of Undergraduate

and Post Graduate Students of the State to train them for various National Competitive Examinations at

National Level in order to achieve Academic Excellence in the field of Biotechnology.

2. Objectives of the Programme:

1. To provide an integrated Capacity Building Exercise for the Under Graduate and Post Graduate

students of the State by undertaking rigorous year-round training (Crash Workshops) & Orientation

Programmes in different regions of the State towards creation of competitive manpower.

2. To provide structured mentoring by forming an institutional framework of Cells for Capacity

Building to help the budding Biotechnologists to prepare for various National competitive

examinations like JNU-CEEB, ICAR-JRF & IIT-JAM, etc. for Undergraduate Students and UGC-

CSIR-NET, GATE, etc. for Post Graduates for professional careers in the field of Biotechnology.

3. GSBTM formed BT-CBC Cells:

3.1. Capacity Building/Regional Cells for N-BT-CBC-UG (SY &TY):

3.2. Two Capacity Building/Regional Cells for N-BT-CBC-PG

o Ashok and Rita Patel Institute of Integrated Study & Research in Biotechnology & allied Sciences

o Shree M. & N. Virani Science College, Rajkot

4. Eligibility / Target Group:

4.1. For N-BT-CBC-UG : This programme will provide Financial Support to the Selected BT-CBC

Centres of the State, imparting training to the candidates currently studying/appearing in S. Y. B.Sc.

and T. Y. B.Sc. in Biotechnology & Allied areas and competing for various Examinations at National

Level for admission to Post Graduate Courses of learning.

4.2. For N-BT-CBC-PG: This programme will provide Financial Support to the selected BT-CBC PG

Centres, imparting training to the Candidates currently studying / appearing / previously completed

M.Sc./M.Phil. or pursuing Ph.D./Research/Faculties of UG and PG colleges of the State and competing

for various examinations at National Level for admission to Doctoral courses or Research in

Biotechnology and allied areas.

5. Guidelines for BT-CBC Centre

1. Duration of Workshop

o For SY CBC – Each UG-BT-CBC shall conduct a minimum of 30 hours sessions for every

Academic Year [AY].

o For TY CBC - Each UG-BT- CBC shall conduct a Twelve [12] days’ Crash Workshop (i.e. ~120

hours of sessions in total) for every academic year and may decide on the format of their

workshops [i.e. four workshops of three days each OR two workshops of six days OR any

combinations, thereof] for TY CBC [Probably a 4-day Workshop between November-December

targeting TIFR, GATE, IIT-JAM, etc. and remaining 8 days’ Workshop targeting JNU-CBEE,

ICAR-AIEEA, etc.].

o For PG CBC - Each PG-BT-CBC shall conduct a Twelve [12] days Crash Workshop (i.e. ~120

hours of sessions in total) for every academic year i.e. 6 days before each CSIR NET examination

as per convenience of each BT-CBC Centre.

2. Intake

o For SY - TY CBC & PG CBC – Each UG-BT-CBC should strive to have minimum of 50

students whereas; each PG-BT-CBC should admit minimum of 35 students for every workshop

and at least 60% of the participants be from other colleges in its geographical jurisdiction.

3. Selection of Candidates - Each UG-BT-CBC and PG-BT-CBC shall need to follow a transparent

unbiased mechanism for selection of candidates for workshop.

The UG-BT-CBC and PG-BT-CBC shall conduct Orientation Sessions, common for their respective

category of candidates at each college of their region followed by conduction of Screening Test

(Offline Manual/Physical Test similar to OMR based evaluation or Online Test depending upon the

type of facilities/infrastructure available at each BT-CBC) before initiating the Crash Workshop to

spread awareness about the Programme. A lumpsum amount of Rs. 10,000/- to each UG & PG BT-

CBC would be provided to the Centre for Conduction of Orientation Sessions.

All centres shall undertake all preparations [Preparing Questions for Test Papers, etc.] that are

required and all communications/publicity to the various colleges in the area under its jurisdiction

about the same. Each UG-BT-CBC may also invite recommendations of the target category from the

higher authority of colleges/institutions of their respective regions for selection of candidates in crash

workshops.

4. Awareness - Posters/Publicity Material should be designed and circulated to all UG and PG

Colleges before Workshop to spread awareness about workshop and encourage maximum

participation.

5. Refundable Deposit/Fee

o For SY - TY CBC - To ensure the participants with higher interest and to maintain the strength

of the participants in Workshops, a Nominal Deposit Fee of Rs. 500/- per candidate for SY

CBC and Rs. 1,000/- per candidate for TY CBC would be charged.

o For PG CBC

(a) Rs. 1,000/- per candidate for M.Phil/Ph.D./Research Fellows/Faculties and

(b) Rs. 500/- per candidate for PG Students

o The deposit would be refunded at the end of the Final Workshop to ensure commitment of

trainees throughout the training.

6. Modus Operandii:

For SY - TY CBC & PG CBC

o Each BT-CBC should ensure that the candidates are trained in all subjects/topics including

(Physics, Chemistry, Mathematics and Biology) so that they perform better at the target

examinations. The total Weightage of different subjects may be kept as - Biology (60%),

Chemistry (20%), Physics (15%) and Mathematics (5%) in concurrence to the target National

Competitive Examinations.

o Each BT-CBC may arrange Progress- assessing Tests, Aptitude test, Mentoring Sessions and

develop a Collection of Resources to serve the objectives of the Programme better.

o A single faculty may not take more than Three [3] lectures per day and not more than 2 days

of each crash workshop with exceptions for BT-CBC Coordinators to avoid the monotony.

o The Collection of Resource Materials availed under BT-CBC may be utilized to develop a

Library which could be kept accessible to benefit the aspirants of the National Competitive

Examinations.

o The Network should not be on the wrong side of the law by any activity such as infringement

of copyrights of any author or any such action.

o In case of seeking some special permissions/requirements from this office, each BT-CBC

Coordinator would intimate about the same to this office well in advance before or during the

programme for further timely proceedings.

o A Common Valedictory and Felicitation Programme be organized for the awardee students

having ranks upto 100 (1 to 100) in the National Competitive Examinations to felicitate them

and also to encourage the next batch of students of BT-CBCs.

7. Feedback from Students & Coordinators - The Programme Coordinator shall collect feedback

from participants, study & assess the impact of the Programme with an objective of improvements

in future

7. Process Flow and Release of Financials

1. The Proposal for Financial Assistance [Annexure I] for Orientation and Crash Workshops should

reach the office before 30 working (w) days of the proposed crash workshop.

2. GSBTM will try to process the received applications within 5 w days of the receipt of application

and release 60% advance within 10 w days of the receipt of application. The amount released can

be spent under the approved heads/items within the allocation under the respective heads/items. The

second and final instalment of the sanctioned grant will be released on the receipt of Programme

Report [Checklist as per Annexure-III], duly completed and with necessary deliverables as indicated

therein and duly signed Utilization Certificate of the total expenditure [Annexure-II (a and b)]. All

these documents should be submitted to GSBTM within 15 /days of the completion of the workshop.

3. GSBTM officials/nominee may visit BT-CBC Centre on one/few/all days of the Programme.

4. After completion of every Crash Workshop, the Centre has to submit the following to this office

within 15 days:

(a) Utilization Certificate (UTC) [Annexure II (a)]

(b) Statement of expenditures with head-wise bills [Annexure II (b)]

(c) Deliverables/Checklist as mentioned in [Annexure III]

8. Important Points

1. The centre has to use the given amount for the proposed workshop only.

2. All the decision taken from time to time has to be strictly followed by the centre.

3. In the case where the number of attendees/participants is less than anticipated, this office shall allow

payments (20% excess than those present but not more than anticipated) as per actual presence

from 3rd day onwards.

4. The sanctioned amount will be released in the name of Registrar/Director/Principal and to be issued

by multi-city cheque/RTGS facilities. The grant will not be disbursed to any individual name or

Programme name in the Institution/Organisation.

5. The final amount of the workshop completed as well as the advance amount for the next

workshop will be awarded only after submission of all the requirements mentioned in Annexures

II and III, by each cell within 15 days of completion of workshop.
