1 Introduction to This Document

1.1 Scope

This document describes the Huawei GSM base station subsystem (GBSS) local switching feature. It covers the function of and mechanism regarding BSS local switching, including the principles and procedures for implementing the feature.

1.2 Intended Audience

It is assumed that users of this document are familiar with GSM basics and have a working knowledge of GSM telecommunication.

This document is intended for:

Personnel working on Huawei GSM products or systems

System operators who need a general understanding of this feature

2 Overview

BSS local switching is classified into BSC local switching and BTS local switching.

BSC local switching is triggered when the BSC detects that the calling MS and the called MS of a call are under the same BSC. When BSC local switching is triggered, the speech signals are looped back on the BSC side. In addition, the signaling link on the MSC side is reserved, and the transmission resources on the Ater interface and the TC resources are released.

BTS local switching is triggered when the BTS detects that the calling MS and the called MS of a call are under the same BTS, in the same BTS group, or in the same local switching area. When BTS local switching is triggered, the speech signals are looped back on the BTS side, in the BTS group, or in the local switching area. In addition, the signaling link on the MSC side is reserved, and the transmission resources on the Ater interface, the transmission resources on the Abis interface, and the TC resources are released.

NOTE

A BTS group consists of one or more BTSs that share the same link and are controlled by the same BSC. Within a BTS group, the BTSs can be connected in a chain, star, or tree topology. A BTS can be considered as a group.

As shown in Figure 2-1 MS 1 (calling MS) and MS 2 (called MS) are under the same BSC; MS 3 (calling MS) and MS 4 (called MS) are under the same BSC. The speech signals are looped back to the MS on the BSC side. As a result, the BSC local switching is triggered, and the transmission resources on the Ater interface are released.

As shown in Figure 2-2 MS 1 (calling MS) and MS 2 (called MS) are in the same BTS group; MS 3 (calling MS) and MS 4 (called MS) are under the same BTS. The speech signals are looped back to the MS in the BTS group or on the BTS side. As a result, BTS local switching is triggered in time division multiplexing (TDM) transmission mode, and the transmission resources on the Ater interface and a certain number of transmission resources on the Abis interface are released.

As shown in Figure 2-3 the BTSs are in IP transmission mode. MS 1 (calling MS) and MS 2 (called MS) are in the same local switching area, and MS 3 (calling MS) and MS 4 (called MS) are in the same local switching area. The speech signals are looped back to the MS on the IP BTS in the local switching area. As a result, BTS local switching is triggered and in IP transmission mode, and the transmission resources on the Ater interface and a certain number of transmission resources on the Abis interface are released.

BSS local switching reduces the number of transmission resources required by a local call. Therefore, when BSS local switching is enabled, the number of transmission resources configured can be reduced, and the cost can also be reduced. In addition, BSS local switching avoids transcoding on the CN side. In this way, it reduces, especially in satellite transmission mode, the transmission delay of speech signals and improves the speech quality.

BTS local switching and BSC local switching can be enabled independently or simultaneously. BSS local switching can be enabled only when the speech coding rate of the calling MS is the same as the speech coding rate of the called MS.

BSS local switching applies to the following scenarios:

Where the calling MS and the called MS of a large number of calls are under the same BSC or BTS

BSS local switching applies to the scenario where the calling MS and the called MS of a large number of calls are under the same BSC or BTS. In this way, a large number of transmission resources are saved.

Network in remote areas

BSS local switching applies to the remote areas where transmission resources are insufficient to save the transmission resources.

Temporary coverage or emergent communication requirements

BSS local switching applies to the scenario of a large gathering or capacity expansion to meet the call requirements.

3 Technical Description

3.1 Principles of BSC Local Switching

BSC local switching is performed on the BSS side without involving NEs on the NSS side. In other words, the speech signals are not sent to the MSC. The transmission resources of sections D and E on the MSC side, however, are not released.

After BSC local switching is enabled, the speech signals are looped back to the BTS on the BSC side. In addition, idle frames are sent to the CN through the A interface board. In this way, the transmission resources of section C between the BSC and the TC are released, whereas the circuits occupied on the CN side are not released. As the number of transmission resources required by a call is reduced, the number of transmission resources configured is also reduced. In this way, the cost of network deployment is reduced.

In virtual loopback, the BSC does not process the signals received from the CN and sends idle frames to the CN to ensure that the circuits occupied on the CN side are not released. Hence, the purpose of virtual loopback is to ensure that the circuits on the CN side are occupied.

If BSC local switching is only used to save the transmission resources on the Ater interface, BssLsGenMode should be set to BSCONLY(BSC Only). If BSC local switching is preferentially used to save the transmission resources on the Abis and Ater interfaces, BssLsGenMode should be set to

BSCPRIORITY(BSC Priority).If BSSLSGENMODE is set to BSCPRIORITY(BSC Priority), you must set ISSUPPORTBTSLSWITCH to ON and set BSCLSSTARTMODE accordingly.

3.2 Principles of BTS Local Switching

When SERVICEMODE of the Abis interface is set to TDM, BTS local switching is classified into the local switching under a BTS and the local switching in a BTS group. The local switching under a BTS is considered as the local switching in a BTS group that is comprised of one BTS. In the case of the local switching in a BTS group, the BSC automatically locates the BTS that is the nearest to the calling MS and the called MS and performs loopback on the BTS to save the transmission resources.

When SERVICEMODE of the Abis interface is set to IP, BTS local switching is classified into the local switching under a BTS and the local switching between IP BTSs in a local switching area. The local switching under a BTS is considered as a special case of the local switching between IP BTSs in a local switching area. Local switching area refers to the area where the BTSs are in IP transmission mode and are connected to the same BSC. In addition, the BTSs in the local switching area can communicate with each other through IP transmission. BTS local switching can be triggered only when the calling and called MSs of a call are served by the BTS/BTSs in the same local switching area. The local switching area where an IP BTS enabled with the local switching function is located can be configured by using the REGION parameter. In a local switching area, the BSC sends the local switching message to the IP BTS. Based on the local switching message received, the IP BTS then changes the destination IP address to the IP address of the destination IP BTS to complete the loopback of the speech signals.

After BTS local switching is enabled, the speech signals are looped back on the BTS to the MS, and idle frames are sent to the MSC on the A interface. In this case, the transmission resources of section B between the BTS and the BSC and the transmission resources of section C between the BSC and the TC are released, whereas the circuits occupied on the CN side are not released.

To enable the BTS local switching function, set ISSUPPORTBTSLSWITCH to ON.

If BTS local switching is only used to save the transmission resources on the Abis and Ater interfaces, BssLsGenMode should be set to BTSONLY(BTS Only). If BTS local switching is preferentially used to save the transmission resources on the Abis and Ater interfaces, BssLsGenMode should be set to BTSPRIORITY(BTS Priority). If BssLsGenMode is set to BTSPRIORITY(BTS Priority), you should also configure BtsLsStartMode.

4 Procedures Related to BSS Local Switching

4.1 Triggering of the BSS Local Switching Call

The triggering of the BSS local switching call involves the following procedures: checking of BSS local switching general strategy, detection of the BSS local switching call, checking of BSC/BTS local switching strategy, and speech version selection for the BSS local switching call.

Checking of BSS Local Switching General Strategy

After the called party answers the phone or the incoming BSC handover is complete, the BSC determines whether to enable BSC local switching or BTS local switching based on the setting of BssLsGenMode. In the following cases, however, BSC local switching or BTS local switching cannot be triggered.

BSSLSGENMODE is set to support BSC local switching.

BSC local switching can be triggered only when both the calling and called MSs meet the conditions specified by the parameters listed from MsisdnSegList2AvoidBscLs1 to MsisdnSegList2AvoidBscLs10.

BSSLSGENMODE is set to support BTS local switching.

BTS local switching can be triggered only when the calling and called MSs meet the conditions specified by the parameters listed from MsisdnSegList2AvoidBtsLs1 to MsisdnSegList2AvoidBtsLs10.

The parameters listed from MsisdnSegList2AvoidBscLs1 to MsisdnSegList2AvoidBscLs10 and

MsisdnSegList2AvoidBtsLs1 to MsisdnSegList2AvoidBtsLs10 are optional parameters.

BTS local switching can be triggered only when the ISSUPPORTBTSLSWITCH parameter of the BTS or of the BTSs in the BTS group is set to YES(Yes).

Detection of the BSS Local Switching Call

If BSS local switching can be triggered, the BSC starts the BSS local switching call detection to detect whether the calling MS and the called MS are under the same BSC.

Checking of BSC/BTS Local Switching Strategy

If the calling MS and the called MS are under the same BSC, the BSC checks the settings of BscLsStartMode or BtsLsStartMode to determine whether to trigger local switching.

BSC local switching

− If BscLsStartMode is set to UNCONDITIONALSTART(Unconditional Start), BSC local switching is always triggered.

− If BscLsStartMode is set to ATERCONGESTS(Start When Ater Congests), BSC local switching is triggered only when the congestion rate on the Ater interface exceeds AterJamThreshold2StartLs.

− If BscLsStartMode is set to PREFIXNUMBER(Start by Prefix Number), BSC local switching is triggered when either the calling MS or the called MS meets the conditions specified by Prefix Number for BSC n, which here n indicates the range from 1 to 10.

BTS local switching

− If BtsLsStartMode is set to UNCONDITIONALSTART(Unconditional Start), BTS local switching is always triggered.

− If BtsLsStartMode is set to ABISCONGESTS(Start When Abis Congests), BTS local switching is triggered only when the congestion rate on the Abis interface exceeds AbisJamThreshold2StartLs.

− If BtsLsStartMode is set to PREFIXNUMBER(Start by Prefix Number), BTS local switching is triggered when either the calling MS or the called MS meets the conditions specified by Prefix Number for BTS n, which here n indicates the range from 1 to 10.

− In IP transmission mode, BTS local switching can be triggered only when the BTS serving the calling MS and the BTS serving the called MS are in the same local switching area.

− After an intra-BSC handover is complete, local switching is triggered only when BSSLSGENMODE is set

to BTSONLY(BTS Only) if the source cell and the target cell are under different BTSs.

Region Information specifies Whether the BTS serving the calling MS and the BTS serving the called MS are in the same local switching area. If Region Information on the two BTSs is set to the same value, the two BTSs are in the same local switching area.

For the BTS that works in IP transmission mode, BtsLsStartMode is invalid.

Speech Version Selection for the BSS Local Switching Call

To trigger BSS local switching, the speech coding rate of the calling MS must be the same as the speech coding rate of the called MS. If the speech coding rate of the calling MS is different from the speech coding rate of the called MS, the BSC must adjust the speech coding rate of one MS according to that of the other MS through forced switching. If the adjustment fails, BSS local switching is not triggered. If the AMR feature is enabled, the calling MS and the called MS must use the same speech coding rate. In addition, the speech coding rate must remain unchanged.

To select the speech version for a BSS local switching call, you should first identify the speech versions that are supported by both the calling and called MSs. You can select the speech version for the call based on the following principles:

If the speech version used by either MS of the call is supported by the other MS, you can select the speech version for the call based on the policies described in Table 4-1.

The BSC provides a protocol-based preferential rate set. Based on the rate set and the rate of the calling and called MSs, the BSC calculates a new rate adjustment threshold, and generates a new rate set. Then, the BSC adjusts the speech coding rate of the calling MS and the called MS so that they use the same speech coding rate.

If RATSCCHENABLED is set to DISABLE, the speech coding rate is switched to non-AMR rate. In this case, BSS local switching is required.

Then, the BSC adjusts the speech coding rates of both calling and called MSs to ensure that they use the same speech coding rate, and then sets up local switching.

Change the speech version for the high-rate MS to the speech version for the low-rate MS.

If the speech versions used by the calling and called MSs are different and only one of the two speech versions is supported by both MSs, the supported speech version is selected as the target speech version.

If the calling and called MSs use different speech versions, the highest version is selected as the target version. Speech versions (half-rate or full-rate) of the calling and called MSs can also be selected according to the setting for SPEECHVERADJUST. If SPEECHVERADJUST is set to FRATEPREFERRED (Full-rate Preferred), local switching is set up after an AMR call is handed over from a half-rate channel to a full-rate channel. If SPEECHVERADJUST is set to HRATEPREFERRED (Half-rate Preferred), local switching is set up after an AMR call is handed over from a full-rate channel to a half-rate channel.

In the case of BSC local switching, if the speech version used by the calling MS is the same as the speech version used by the called MS, the BSC sets up a speech signal link, and the signal switching is performed in the BSC. After the signal switching is complete, the BSC releases the redundant resources on the Ater interface.

The speech signals are not sent to the MSC, and therefore the MSC cannot obtain the information about BSC local switching. To ensure the consistency between the circuit resources on the BSC side and the circuit resources on the MSC side, the BSC does not release the circuit identity code (CIC) circuit.

In the case of BTS local switching, if the speech version used by the calling MS is the same as the speech version used by the called MS, the commands sent from the BSC to the BTS varies with the value of SERVICEMODE of the Abis interface.

If SERVICEMODE of the Abis interface is TDM, the BSC sends a link setup command to the BTS. In this case, the speech signals are looped back on the Abis interface of the BTS or the BTS group. After the loopback is successful, the BSC releases the resources on the Abis and Ater interfaces.

If SERVICEMODE of the Abis interface is IP, the BSC sends the IWF to the BTS where the local switching needs to be performed. The BTS then locally loops back the speech frames based on the IWF. After the loopback is successful, the BSC releases the resources on the Abis and Ater interfaces.

4.2 Restoration of the BSS Local Switching Call

Restoration of the BSS local switching call refers to the process through which a call in the local switching state is restored to a normal call. The restoration procedure for the BSC local switching call is different from the restoration procedure for the BTS local switching call.

Restoration of the BSC Local Switching Call

When a BSC local switching call is handed over, the target cell may not support local switching or the outgoing BSC handover may fail. In this case, the BSC local switching call should be restored to a normal call before the handover. In other words, the BSC should re-establish the transmission channel on the Ater interface. Therefore, the speech signals can be sent on the transmission channel to the MSC and then to the MS.

The BSC determines whether to restore a BSC local switching call. No manual intervention or data configuration is required.

Restoration of the BTS Local Switching Call

When a BTS local switching call is handed over, the TRX on which the target channel is located may not support local switching or the handover of a specific type may fail. In this case, the BTS local switching call should be restored to a normal call before the handover.

The restoration procedure for a BTS local switching call varies with the setting of SERVICEMODE.

When SERVICEMODE of the Abis interface is set to TDM, the BSC sends a link setup command to the BTS to re-establish a channel on the Abis interface to transfer the speech signals from the Um interface. In addition, the BSC sets up a transmission channel on the Ater interface. Therefore, the speech signals can be sent on the transmission channel to the MSC and then to the MS.

When SERVICEMODE of the Abis interface is set to IP, the BSC sends a local switching restoration command to the BTS to re-establish the route for the transmission of IP datagrams. In addition, the BSC sets up a transmission channel on the Ater interface. Therefore, the speech signals can be sent on the transmission channel to the MSC and then to the MS.

The BSC determines whether to restore a BTS local switching call. No manual intervention or data configuration is required.

4.3 Handover of the BSS Local Switching Call

Intra-BSC Handover

The intra-BSC handover of a BSS local switching call is similar to the intra-BSC handover of a normal call. The only difference is that the speech version for the BSS local switching call cannot be changed after the intra-BSC handover. In other words, the speech version for the call after the handover must be the same as the speech version before the handover. This restriction on the speech version may decrease the handover success rate and increase the call drop rate.

The call is a BSC local switching call.

If the intra-BSC handover is successful, the BSC local switching call may remain as a BSC local switching call, be converted to a BTS local switching call, or be restored to a normal call, depending on the support capability of the target channel for local switching.

If the intra-BSC handover fails, the BSC local switching call remains as a BSC local switching call.

The call is a BTS local switching call.

If the intra-BSC handover is successful, the BTS local switching call may remain as a BTS local switching call, be converted to a BSC local switching call, or be restored to a normal call, depending on the support capability of the target channel for local switching.

If the intra-BSC handover fails and the BSC receives a handover detection message before the handover failure message, the BTS local switching call is restored to a normal call. Otherwise, the BTS local switching call remains as a BTS local switching call.

Outgoing BSC Handover

The procedure for the outgoing BSC handover of a BSS local switching call is as follows:

1. The BSC determines whether to initiate an outgoing BSC handover based on the handover algorithm and sends a handover request to the MSC.

2. The MSC receives the handover request and sends a handover command to the BSC.

− If the BSC receives the handover command from the MSC, the BSC instructs the peer MS of the handover initiating MS that the call is to be restored to a normal call. This ensures normal speech after the outgoing BSC handover is successful.

BSS local switching affects certain services on the CN side, as described in Table 5-1.

Telecom operators can take the following measures to ensure the availability of those CN services that are affected by BSS local switching.

To perform those CN services that become unavailable after BSS local switching is enabled, telecom operators can disable BSS local switching.

To perform those CN services that are conditionally available after BSS local switching is enabled, telecom operators need to install Huawei CN equipment.

− When services such as MSC playing the announcement during a call and lawful interception are performed, Huawei MSC instructs Huawei BSC not to perform local switching or instructs Huawei BSC to convert a BSS local switching call to a normal call.

− When the independent billing of BSS local switching service is performed, Huawei BSC sends a message to the CN whenever Huawei BSC enables or disables BSS local switching. Based on the message sent from the Huawei BSC, the billing center starts or ends the billing of BSS local switching.

The preceding measures help reduce the impact of BSS local switching on CN services and decrease the application restrictions on BSS local switching.

6 Engineering Guidelines In Abis over TDM mode, BTS local switching can be performed only after the Flex Abis function is

enabled. In Abis over IP mode, BTS local switching can be performed on calls served by the same BTS and on those served by different BTSs in the same local switching area. BSC local switching is supported in BM/TC separated mode.

In A over IP mode, BSS local switching is not supported.

In BM/TC combined mode, only BTS local switching is supported.

The implementation of BSS local switching may require the cooperation from the MSC. When BSSLSMSCCOOP is set to BASIC(Basic Fun) or ENHANCED(Enhanced Fun), it indicates that BSS local switching is controlled by the MSC. The details are as follows:

− When BSSLSMSCCOOP is set to BASIC(Basic Fun) and the MSC does not allow the BSS local switching of a certain call, the BSC does not perform local switching on the call.

− When BSSLSMSCCOOP is set to ENHANCED(Enhanced Fun) and the MSC does not allow the BSS local switching of a certain call, the BSC does not perform local switching on the call; when the MSC allows the BSS local switching of the call, the BSC performs local switching on the call. In addition, the MSC can charge the local switching calls independently.

In the sites with combined BTS cabinets, BSS local switching can be enabled only when the BTS software and TRX software both support BSS local switching.

BTS local switching and BTS ring topology cannot be enabled for a BTS at the same time.

If the calling MS and the called MS are registered on two different MSCs, BSS local switching is not supported regardless of whether the two MSCs are connected to the same MGW or different MGWs.

In HDLC transmission mode, BSS local switching is not supported.
