As the UK National Standards Body (NSB), BSIrepresents UK economic and social interests atthe European and international standardsorganizations CEN, CENELEC, ETSI, ISO andIEC. We manage the national standards makingprocess, providing a service for organizationsof all sizes and across all sectors to developmarket led voluntary consensus standardsthrough open public consultation and fullstakeholder engagement. Our relationship withHer Majesty’s Government (HMG) is constitutedthrough a memorandum of understanding(MOU)* that sets out our role as the NSB.

The importance of standards to the EuropeanCommission in supporting EU legislation ishighlighted on the website of the DirectorateGeneral for Enterprise and Industry: “While theuse of standards remains voluntary, theEuropean Union has, since the mid-1980s,made increasing use of standards in support ofits policies and legislation. Standardization hascontributed significantly to the support of thecompletion of the Internal Market in thecontext of ‘New Approach’ legislation, whichrefers to European standards developed byEuropean standards organizations.”**

Effective participation in European standardsorganizations safeguards UK interests byensuring that standards used to demonstratecompliance with European Directives areacceptable to the UK.

Former Minister for Universities and Science,the Rt Hon David Willetts MP, visited BSI inMarch 2014. He was briefed on the role ofstandards versus regulations, how standardssupport innovation as well as gaining a betterunderstanding of our role.

During the year 2013/14 we have significantlyincreased our engagement activity with UKbusiness, industry and societal interests,strengthened our dialogue with our standardscommittee members and continued to invest infuture standards making capabilities. Thisreport addresses the use of funding from HMG,which comprised around 6% of BSI Standardsrevenue over that period.

1. Introduction

BSI is the UK’s NationalStandards Body (NSB),representing UK interestsinternationally anddelivering a world-classformal standards makingprocess at home.

2.1 IntroductionDuring 2013/14 we continued to implement ourstrategy of providing a clear market sector focusfor our standardization work programme. Thisenables timely and effective solutions to theneeds of businesses trading in the UK andinternationally, and supports associated UKGovernment priorities.

Our standards work continues to be more than90 per cent self-funded. HMG funds activities inkey areas of public policy interest and priorityareas such as innovation.

Our standards-related activity met the objectivesfor the 2013/14 funding year set by the annualfunding agreement between the Department forBusiness, Innovation & Skills (BIS) and BSI. Thissection of the report summarizes our activityduring the year relating to the funding agreed forour work as the UK NSB.

The overall allocation for the funding year2013/14 was £4,430k. The full BIS contributiontowards standards-related activities was used.Total expenditure on these activities exceededthe 2013/14 allocation. Our traditional fund-associated NSB activities were supplemented bycommittee member training, higher educationwork and initiatives with other standards bodiesthat are developing a standards infrastructure.

2.2 Areas of activity supported Recognizing the importance of the work we doand that some aspects are not self-funding, BISfund specific activity in three main areas:

Influence and leadership supports theinfrastructure necessary for the UK toparticipate in European and internationalstandardization, while giving HMG access tostandards. The fund includes a subscription feethat gives all HMG departments and agencies alarge discount when buying standards publishedby BSI.

Support for standards development coversactivities relating to developing standardscontent. Most of the total funding is madeavailable for development activities in areas thatpromote key HMG policies, such ascompetitiveness, innovation, reduction of tradebarriers, fair trading and protection of consumerinterests, environmental protection and publicprocurement. There is specific development inemerging technology areas in support ofTechnology Strategy Board priorities.

In 2013/14 BIS funding contributed towards fullprogramme-management support for 147 UKstandards technical committees. Theirprogrammes largely comprise European andinternational work (95%), with some national

work (5%). In addition, we continued to act asthe gateway for interested UK parties to takepart in international standardization throughsupport received from our Committee ServiceCentre (CSC).

In 2013/14 BIS-funded UK standards technicalcommittees, including those managed via ourCSC, facilitated publication of 1,954 new andupdated standards, with 1,297 withdrawn fromcirculation. Please refer to Appendix 5.1 fordetails of committees supported and Appendix5.2 for subject areas of the standardspublished.

Support for participation in standardizationenables UK participants in European andinternational standards work by contributingtowards their travel costs. Making sure that UKdelegates attend overseas standards meetingsis often key to ensuring that UK interests arerepresented when European and internationalstandards are created or updated. This fundalso helps ensure continued consumerparticipation in standardization by providingsupport towards travel to standards committeemeetings, recruitment and training for ournetwork of consumer representatives.During the year, BIS funding contributed to thetravel costs of 2,946 UK experts participatingon behalf of the UK at overseas European andinternational standardization meetings.

2.3 Funding allocation

2.4 Influence and leadership BSI Membership for HMG

All HMG departments and agencies wereprovided with access to BSI Member services,which includes:

• 50 per cent off British Standards (including adopted European and international standards)

• 50 per cent off BSI’s online database product,BSOL

• Up to 10 per cent off international (ISO) and non-UK standards (e.g. DIN German standards)

• 50 per cent off many BSI conferences• Free postage and packing when buying

hard copy standards, as well as credit where prepayment when buying a standard is not necessary

• Access to the Private List Updating Service (i.e. validation and tracking of a standards list provided by the Member, with new versions sent automatically when they are updated)

• Expert help from the BSI Knowledge Centre, including advanced subject searches and fast identification of international equivalents from more than 200 standards organizations in 23 countries

• Inexpensive access to international and foreign national standards including American, ISO and DIN, through a postal loan service; and the sale of withdrawn British Standards

We continue to work with BIS to make HMGaware of BSI Membership benefits. In 2012/13we updated and refreshed our leaflet thatexplains the benefits of the HMG Membershippackage. Distribution continued throughout2013/14. In May 2013 it was sent to HMGmembers of our standards committees and inJune it was promoted via a news story on theBIS intranet, alongside access instructions forthe BSOL account. We’re working to get similarstories on other government departmentintranets.

This activity is carried out in conjunction withother efforts to promote standardization withingovernment departments, as well as supportingBIS in meetings and follow-up actions from thecross-governmental Taking StandardizationForward committee.

As part of their Membership, we continue tomanage several government departments as‘key accounts’, where our key accountmanagers work closely with their HMG contactsto develop a strong relationship, ensuringindividual department and agency requirementsare met.

• BIS to work with BSI to agree activities to raise awareness of the Membership services available to HMG departments and their agencies.

Contribution to membership of ISO/IEC/CEN/CENELEC

The financial contribution to our internationaland European subscriptions represents part ofBIS’s direct support to the standardsinfrastructure. Our membership ofinternational and European standardsorganizations supported through thiscontribution enables the UK to maintain astandards infrastructure consistent withEuropean standards policy as required by theMoU between BSI and HMG.

Membership also opens gateways forinternational discussions, enabling UKstakeholders to participate in the developmentof international and European standards, whileenabling us to influence, on behalf of the UK ata high level, the policies and strategies oforganizations such as ISO, IEC, CEN andCENELEC.

Under European Regulation 1025/2012, EUmember states must give notification of anynew national standards being developed.During this year, 125 new British Standardsprojects were reported to CEN/CENELEC.

BSI Director of Standards, Dr Scott Steedman,continued his role as CEN Vice President (Policy)during the year. We participate in all key policydevelopment committees of the internationaland European standards organizations,including administrative boards and technicalboards. We also provide leadership by holdinginternational standards committee secretariatsin key areas for the UK, such as energymanagement, sustainability, qualitymanagement, nanotechnologies, environmentalmanagement, anti-bribery and wave energy.

The BIS contribution makes up approximately23% of our annual subscriptions to ISO, IEC,CEN and CENELEC.

2.5 Support for standardsdevelopment

This funding contributes towards activities weundertake to meet UK formal standardizationneeds and to facilitate UK participation ininternational standardization. These activitiesinclude:

• Support via named BSI staff as programme managers for eligible UK national committees and European/international committees (including where the UK holds the secretariat of the latter)

• Support via the BSI CSC for some UK national committees, providing a gateway to interested UK parties for participation in European and international standardization

• A continued Priority Areas programme of proactive development of standardization supporting HMG policy priorities, via projectsdrawing on a unique mix of BSI standards development activities (e.g. pilots and case studies, research, funded leadership positions, etc.)

ObjectivesThis fund supports UKobligations under European

Regulation 1025/2012, which aims toprevent the creation of new technicalbarriers to trade. The purpose of thisactivity is to:

• Ensure we maintain an appropriate presence on key international and European committees and fora to enable the UK to influence standards policy.

• Ensure that UK obligations under European Regulation 1025/2012 have been fulfilled.

Standards development programmeUnder our standards development programmescheme rules, funding is applied to non-commercially viable UK committees whosework supports HMG priorities in relation to:

• Government or public interest (i.e. regulation, public procurement, consumer protection and safety)

• Standardization supporting Priority Areas (pre-competitive standardization supportinginnovation, such as Technology Strategy Board priorities)

• NSB international work programme (i.e. activities the NSB conducts to fulfil its core function on behalf of the UK)

• Specific/urgent industry standardization (i.e.promoting productivity or UK competitiveness in world markets through standardization that protects UK interests, exploits UK expertise and has a large impacton UK industry, including international secretariats)

Non-commercially viable UK committees arethose where the use of resource (in the form ofour staff supporting the UK committee and,where applicable, any corresponding BSI-runEuropean or international secretariats) exceedsthe average annual income generated by salesof standards assigned to that UK committee.

A forecast of the eligible committees and theHMG priorities supported by their workprogramme is developed via a review of thework programme and drivers for UKcommittees and their corresponding UK-heldsecretariats, supported by named BSIprogramme managers. The review is integral tothe overall BSI Standards market developmentplanning process, whereby each sector teamanalyses its overall standards pipeline andforecasts resources accordingly. The use of our staff in support of UKcommittees (and corresponding BSI-runinternational secretariats where applicable) ismonitored each quarter. At the end of the finalquarter, the actual resource employed duringthe funding year is determined and committees

with a main HMG priority are confirmed andadded to the initial forecast list or removed asappropriate.

The list of technical committees supported byStandards Development funding in the year isdetailed in Appendix 5.1.

At the end of the funding year, 147 technicalcommittees identified as candidates requiredsupport from the Standards Development fund.The costs of supporting these committees andthose managed via the BSI Committee ServiceCentre exceeded the available contribution.

Published output of committees supported by BIS fundingDuring 2013/14, the 147 UK standardscommittees that received BIS funding andsupport from named BSI ProgrammeManagers facilitated the publication of 939new and updated standards, with 435withdrawn from circulation.

A further 1,015 standards were published and862 withdrawn as a result of access tointernational standardization facilitated by theCSC. Please refer to Appendix 5.1 for details ofcommittees supported and Appendix 5.2 forthe subject areas of the standards outputs.

Priority Areas standards developmentprogrammeWe delivered a varied programme ofstandardization activity to support policypriorities and the innovation agenda, rangingfrom standards strategy creation and deliverywork to communication and awareness-raisingactivities.

As previously, the cross-departmental TakingStandardization Forward committee, managedby BIS, validated and shaped the Priority AreasStandards Development Programme. All2013/14 project proposals put forward –including those that proposed funding for arepeated intervention – went through aninvestment case process.

2013/14 Priority Areas programme highlights:

Raising awareness of BS 8848Numerous events were held to raise awarenessof the newly revised BS 8848 Specification forthe provision of visits, fieldwork, expeditions,and adventurous activities, outside the UnitedKingdom. BS 8848 is gaining recognition as theindustry benchmark for organizationsplanning, operating or organizing adventurousactivities outside of the UK. It seeks to ensurethat risks are managed and minimized. We

sought to raise the standard’s profile amongthe mainstream tourism industry, wider public,education institutions and charities. Thiscoincided with the standard’s first revision andthe need to maximize stakeholder engagementand stimulate views from across the industry sothe revised standard met the needs of themarket, consumers and government.

More than 300 comments were gathered, aidedby an event we staged in June 2013 at the RoyalGeographical Society (RGS), which sought inputfrom the adventure travel market. We alsoexhibited at the RGS Explorer event inNovember 2013 and at The Telegraph OutdoorAdventure & Travel Show in January 2014 atExcel, London. Consumer and industryengagement has been strong throughout, and aBS 8848 awareness-raising event in April 2014attracted a high registration rate of 190 people.

Our BS 8848 consumer guidance is beingrevised to create a brochure that will helpensure that participants and their families canmake better-informed decisions when choosinga provider.

Wiltshire-based Year Out Group representsleading UK-based providers of year-outprogrammes. Its CEO Richard Oliver says: “The

revised version will be even easier to follow. Theoriginal document was written primarily withgroups in mind, which was problematic forthose offering individual activities. This hasbeen addressed. The ultimate benefactors willbe those taking part in activities overseas –their safety is paramount.” Shane Winser ofRGS summarizes: “BS 8848 is agroundbreaking tool that can help organizers ofadventurous activities overseas to benchmarksafety.”

Enabling self-regulation of financial servicesCo-funded and in partnership with theChartered Institute for Securities andInvestment, we commissioned research intohow standards could enable better self-regulation of the financial services sector. It alsoaimed to illustrate how standards function inthis way in other sectors, while identifying gapsand possible barriers to adoption.

The resulting report – Backing Market Forces:How to Make Voluntary Standards Markets Workfor Financial Services Regulation – waspublished in November 2013. As well as beingmade available online, 3,000 hard copies weredistributed and a soft launch event was heldwith representatives from industry, trade bodiesand regulators in attendance.

Several high-profile media organisations andpublications (e.g. Reuters UK, The EconomicVoice, HR Director Magazine and The EveningStandard) reported key findings and BSI Directorof Standards, Dr Scott Steedman, wasinterviewed on BBC Radio 4’s Todayprogramme. Follow-up research and industryengagement under 2014/15 funding isunderway. It aims to identify specific areaswhere standards can add value to the financialservices industry.

Responsible sourcing stakeholder forum Standardization in responsible sourcing ischaracterized by lack of harmonization, aproliferation of labels, consumer confusion andburden of costs on producers. A 2012/13 BIS-funded report provided a thorough explorationof standards and policy in this area, whileidentifying areas where responsible sourcingstandards could be created or improved.

A stakeholder forum was held in October 2013to validate and prioritize research results. Itbrought together key stakeholder grouprepresentatives to discuss where collaborativestandardization is most needed and how itcould be taken forward. On the day we hosteda lively conversation between stakeholders, aswell as engaging key organizations (such asISEAL, the global membership association forsustainability standards). Sustainability leadersshared their perspectives on key challengesand opportunities, while our research findingswere reported, with attendees later splitting offinto discussion groups.

Outcomes and next steps were captured in areport later circulated to all attendees andmade available on our website (together withpresentations from the day). Findings are beinganalyzed to determine specific actions andprojects to take forward. We will continue theconversation with stakeholders and workclosely with DEFRA to ensure policy fit.

IoT stakeholder forum According to the Technology Strategy Board(TSB), the “Internet of Things” (IoT) will enable“internet-enabled devices [to] network andcommunicate with each other and other web-enabled gadgets”. It could transform how we liveand age, travel and find out about services andentertainment as our surroundings change.

It is estimated that the number of connectedobjects will reach 50bn by 2020 and thepotential added value of IoT-enabled servicesamounts to hundreds of billions of pounds ayear. The TSB has launched an initiative thatseeks to accelerate an ecosystem of applicationsand services. The IoT is an underpinningtechnology for TSB initiatives in ConnectedDigital Economy and Future Cities, as well as anenabler for Future Transport, Healthcare and Big Data. This project we undertook proposedstakeholder engagement and mapping to better understand standardization requirementsin this area.

The event took place on 24 January 2014, with 95people attending. The day began withpresentations on security, privacy, lessons fromhistory, the role of biometrics, etc., continuedwith networking over lunch and ended withdiscussion workshops. A Twitter feed to captureattendees’ comments was broadcast during theevent.

Standards mapping work (in progress) will resultin a report with recommendations we will takeforward. We’re hosting an internationalworkshop as part of the international IoTcommittee meeting in July 2014.

An allowance for staff travel is available withinthe Support for Standards Development budget.It enables our staff to accompany UK committeemembers to meetings and provide the guidanceand support that enables technical experts anddelegates to maximize their influence duringoverseas meetings, which ultimately benefits theUK. This funding continues to provide valuablesupport to UK committee members.

Halal foodProgramme Manager JoannaMacnamara supported UKdelegates new to standardization in the newEuropean technicalcommittee for Halal food.

The Staff Travel Fund enabled her to attend thefirst launch meeting and a second meeting atwhich a first draft of a new standard was approved.This support is likely to continue for the next fewmeetings, because the CEN chair and secretary are newto standardization. The guidance given to UK attendeesensures progress can be made, with the UK position promoted.

Water qualityThe fund enabled ourProgramme Manager TomDigby-Rogers to attend theEuropean TechnicalCommittee on Water Qualityto support the UK

delegation in advancing a UK proposal. Theproposal aims to improve the environment ofendangered species, supporting both the EU WaterFramework Directive and the Habitats Directive.

Horology Horology is the science ofmeasuring time. ProgrammeManager Sarah Horsfieldattended a meeting of theinternational technicalcommittee on horology to

support the UK delegation. With a key UK expertleaving the national committee, UK internationalinvolvement had been limited in recent years, butwith a new expert who was new to standardizationrepresenting the UK, and the REACH (Registration,Evaluation, Authorization and Restriction of Chemicals)European regulation impacting on the watch and jewellery industries, guidance onprogressing standards was essential. The ISO committee discussed an important Europeanstandard for which the UK had put forward a proposal to amend. After the ISO meeting, theUK committee amended its proposal to give it a better chance of succeeding.

2.6 Support for Participation in Standardization

Assisted International Travel Scheme The AITS fund supports UK participants ininternational standards work by contributingtowards their travel costs. The presence of UKdelegates at international standards meetingsensures UK interests are represented wheninternational standards are created oramended. Without this assistance manyexperts and delegates would not be able toparticipate.

In 2013/14 AITS funding of £1,209k wasawarded. The scheme supported theattendance of 2,946 UK committee membersat international meetings in various roles overthe course of the funding year.

During 2013/14 the fund was used mainly bySMEs, in line with government priorities forSME access. Although this funding is crucial forsmaller companies without resources toattend, it also allows technical staff withinlarger companies to justify travel costs andtime away from their employers.

Quality managementsystemsColin MacNee has beeninvolved in the UK nationalcommittee for 23 years andin the internationalcommittee for 18. Up until

three years ago a global corporation supported hisparticipation, but for the past three years he hasrun his own one-person business. In that time hehas received almost £5,500 in AITS funding, whileproviding more than £6,000 in personal funding totravel to ISO meetings, as well as £2,500 for UKmeetings. That equals 10 weeks of internationalmeetings and four of national meetings. In thattime he has contributed internationally to ISO 9001,ISO/TS 9002 and ISO/IEC 17021-3 and nationally tothe ISO/IEC 22000 and ISO/IEC 27001 – aconsiderable investment of his time and money.

Colin explains: “As the owner of a very smallbusiness, I can’t commit the resources of a hundredbillion dollar business. However, I can make asignificant personal investment. As the secretary ofISO/TC 176/SC 2/WG 24 I’m a critical resource inthe delivery of ISO's most successful managementsystem standard, which now has more than amillion accredited certifications worldwide. If itwere not for AITS I couldn't do the work and UK plcwould suffer in participation and prestige,” hestresses.

Packaging and environmentalstandardizationJohn Swift is the Chairman ofthe national standardscommittee on Packaging,PKW/0. “The AITS schemeand the support it gives to

experts in my specialist area of packaging andenvironmental standardization have always beeninvaluable,” he says. “But with the financial pressuresbusinesses have been under in recent times it’sbecome absolutely invaluable in maintaining UKinvolvement and influence in key European andinternational standards meetings.”

Recounting two recent examples he adds: “I’m the lead UKand European expert in packaging terminology. At the endof 2013 a working group meeting was held in Minneapolis,USA. Without the AITS funding, I would not have been ableto attend and there would have been a very slantedoutcome. My attendance ensured a much more balancedapproach, safeguarding UK and wider European interests.

”Representation on the ISO environment technicalcommittee has reduced in recent years mainly because anincreasing number of experts are self-employed, so theydon’t receive the support large companies used to provide.The AITS scheme is vital in enabling the continuingattendance of many UK experts. Experts such as myself arestill able to ensure that UK interests are properlysafeguarded,” he argues.

Consumer involvement in standardizationThe current priority areas for consumerinvolvement in standardization are:

• Inclusivity (includes accessibility, design for all and vulnerability)

• Security, privacy and identity• Sustainability (includes energy and

environment)• Wellbeing (includes health and safety)• Services standardization

With these areas as the focus, CPIrepresentatives have been involved in morethan 115 UK and international standardstechnical committee meetings and workinggroups. Topics have included: accessibilityguidance to standards developers; aestheticsurgery; biotechnology; child safety guidance;comparative testing of consumer products;complaints handling; customer services;design life of buildings; environmentalmanagement and labels; fairground andamusement parks; ladders; nanotechnology;performance description of houses; privacyand data protection; public information symbols; recreational diving services; robots

and robotic devices and; safety of electronicequipment, household electrical and motorizedappliances.

CPI representatives plan what they wish toachieve in meetings to develop specificstandards and report against these objectives.Some examples of the purpose and benefits ofconsumer involvement include:

Societal and citizen security A CPI representative (and human factorsexpert) organized a successful workshop at ameeting of the relevant European technicalcommittee. This included presentations fromthe Chair of the ISO consumer policycommittee and President of ANEC (theEuropean voice of consumers instandardization). A plenary resolution wasmade to set up a task group to developguidance on consumer and citizen issuesrelating to societal security, to be led by the UKCPI representative.

Robot ethicsA CPI representative is a key member of thegroup that considers social and ethical issuesrelating to developing robots to be used insocial, personal, domestic and medicalapplications. The group explored instanceswhen people would and wouldn’t feel happyabout close interaction with robots, leading toa proposal for a guide on the ethnical designand application of robots and robotic systems.

Child safety issuesLed by a CPI representative (and child safetyexpert from the Child Accident PreventionTrust), the ISO Consumer Policy Committee(COPOLCO) working group has revisedguidelines for standards developers on childsafety issues. The CPI representative led adiscussion on the draft guide at the COPOLCOmeeting in May 2013.

Increasing consumer awareness of standardization Standards matter to consumers is a newbrochure that was partially funded by BIS anddistributed at the Trading Standards InstituteConsumer Affairs & Trading Standardsconference in Brighton in June 2013. It coversstandards in the consumer and public interestpriority areas of services, wellbeing, inclusivity,sustainability, security and privacy. Anaccessible PDF version (and other consumerstandards leaflets) can be downloaded fromour website.

In early 2014, our staff and several CPIrepresentatives worked with the BBC on 15half-hour programmes broadcast in Marchrelating to standards, product testing andimprovements made over the years. Topicscovered included the safety of glass ovendoors, cycle helmets and blind cords.

Contacts with wider organizations Our Consumer and Public Interest Unit (CPIU)staff have maintained or renewed contactswith various public interest organizations atevents or specific meetings, including Age UK,Legal Services Board, Trading StandardsInstitute and the UK European ConsumerCentre (which assists consumers in handlingcross-border complaints).

We’re a member of the Electrical Safety CouncilElectrical Safety of Products Committee, whichenables us to share knowledge about electricalproduct safety concerns and how this feedsinto standards committees. A CPIrepresentative from the manufacturing sectorattends this committee and the CPICoordinator for Risk presented a poster on thenew international instructions standard at theElectrical Safety Conference in May 2013. In April 2013, CPIU staff and CPIrepresentatives met with staff from renowned(Consumers’ Association-published) magazineWhich? to identify how they can work withnetwork members to influence standards.Knowledge and contacts were exchanged andhopefully more references to standards willappear in the magazine, with increased input instandards development from Which? staff,particularly where testing has revealed areaswhere standards could be improved or

extended. A subsequent meeting took placebetween Which? and the CPI Coordinator forRisk to discuss product recall in relation tostandards.

Information has been provided to SWASA(Swaziland’s standards body) on how weorganize consumer and public involvement instandardization. The topic was also covered ina study visit by 13 delegates fromCommonwealth developing countries inNovember 2013.

A closer relationship is being developed withthe UK Sustainability Network forStandardization. The Trades Union Congressand new organizations HealthWatch andHolidayTravelWatch have been added to theCPI Network.

Consumers International Through the CPIU, we’re now supporter-members of Consumers International (CI),which gives our CPI representatives access toworldwide information and training. The CPIUManager gave our perspective on consumerinterests and standards in a CI training webinarthat attracted more than 90 participants fromdeveloping countries.

Access to complaints dataWe’ve signed a data sharing arrangement withCitizens Advice to gain access to basicstatistical data about complaints. This can beused to feed into standards development andnegotiations are continuing to get morevaluable detailed case information.

Encouraging young consumers Once again we were proud to be one of thesponsors of the Trading Standards InstituteYoung Consumers competition. We alsosponsored a similar competition for schools forchildren with learning disabilities, organized byBirmingham City Council.

Policy, planning and informative meetingsOur Consumer & Public Interest StrategicAdvisory Committee (CPISAC) consists ofrepresentatives from key UK consumer andpublic interest organizations, including newmembers, the Electrical Safety Council andHealthWatch.

It provides a forum for discussing consumerconcerns and how they influence or areinfluenced by standardization, at national,European and international level. The CPISACchair also provides consumer representationon the BSI Standards Policy and StrategyCommittee. CPISAC is now chaired by ChristineHeemskerk, former chair of the TradingStandards Institute, who took over fromconsumer journalist and broadcaster LynnFaulds Wood in October 2013.

CPISAC met at Citizens Advice in September2013 and at BSI in February 2014. The Februarymeeting was a workshop to which a broadergroup, including the British Retail Consortiumand Financial Conduct Authority, were invitedto help develop the 2015-17 CPI Strategy.

Two CPI network meetings took place in 2013:the summer meeting at the TSI ConsumerAffairs & Trading Standards conference inBrighton in June and the winter meeting at BSIin December.

ISO COPOLCOOur involvement with CPIN in the ISOConsumer Policy Committee (COPOLCO) ismanifold. The UK has representatives on theCOPOLCO Chairs Group and it co-chairs (withArgentina) a key working group – ConsumerParticipation & Training. There are UKrepresentatives on all other working groupsand several task groups, and CPIrepresentatives lead on such topics as graphicsymbols, nanotechnology and protection ofpersonal data.

The COPOLCO plenary and workshop was heldin Malta in May 2013. Because it was in Europe,a larger than usual UK delegation attended thisvaluable information-sharing and networkingopportunity.

Development of 2015-2017 CPI StrategyA key activity during 2013/14 was thedevelopment of the next three-year CPIStrategy. Discussion took place at theDecember 2013 all-members meeting, CPICpanel meetings and CPISAC workshop inFebruary 2014. It included discussion on howbroadly the ‘public interest’ and CPINmembership should be interpreted and itconsidered some of the recommendationsfrom the Regional Diversity project that startedin 2013. Proposals for the new strategy went tothe Standards Policy and Strategy Committee.

We also support consumer and public interestin standards development by funding the BSIConsumer & Public Interest Unit (CPIU) andhonoraria for the volunteer Consumer & PublicInterest Coordinators.

Throughout 2013/14 we continued to improveour standards development tools to ensurethey provide an excellent, accessible service tocommittee members and wider stakeholders,while maximizing the transparency ofstandardization activities.

More than 1,300 committee memberscompleted an online survey in October 2013,which provided detailed insight into members’attitudes and the demographics of ourcommittees. A standards forum event held inNovember 2013 in London attracted 200delegates, with more than 60 attending aworkshop to discuss the survey results.

From this we identified key themes to focus onfor ongoing engagement with members: theneed for better recognition, recruitment andcommunication; improved ways of working;more cross over between committees; andwider engagement in standards making. Acurrent project is seeking to deliver initiativesacross all of these areas, including an awardsscheme for committee members, developmentof collateral to help recruit new members and awelcome pack for new members.

BSI Director of Standards, Dr Scott Steedman,travelled to China as part of the PrimeMinister’s trade delegation. While there, hesigned an agreement with the Minister forGeneral Administration of Quality Supervision,Inspection and Quarantine (signatory forChina’s National Standards Body) in front ofthe Chinese Premier Li Keqiang and UK PrimeMinister David Cameron. The agreement opensthe door for business to put forward Britishand European standards for potentialrecognition or adoption by China.

The Rt Hon David Willetts MP, former Ministerfor Universities and Science, visited BSI on 13March. He was briefed on how standards cancomplement or be used in place of regulationsand support innovation, as well as finding outmore about our work.

During the year, Dr Scott Steedman remainedin his role as Vice President (Policy) for CEN,continuing our record of holding leadershippositions in the European and internationalstandards organizations to ensure UKinfluence.

Working with donor agencies, we delivered arange of projects to support the standards andquality infrastructures in countries across theglobe, including key trading partners, emergingeconomies and developing countries.

We’ve continued to work to improve access forsmall businesses to the standards developmentprocess. The establishment of a new SMEforum to provide opportunities for them tofeedback to us on standardization strategy andpolicy matters and the continued investment inweb-based tools and video conferencing aretwo major developments. We’ve alsocommissioned a two-stage research projectinto UK SMEs to better understand what theyneed from standards and how their access tothe standardization process can be improved(see list of Priority Areas projects, section 2.5).We continue to take a leading role in the small-business related activities of CEN/CENELEC.

3.1 Working with governmentIn his 2012 report, No stone unturned: in pursuitof growth, Lord Heseltine gave his wide-rangingeconomic plan to improve the UK’s ability tocreate wealth. One of his recommendationswas for BSI to work closely with the TechnologyStrategy Board (TSB) and Research Councils tocreate standards for new technologies andservices at the earliest opportunity.

3. Working in the UK national interest

As in 2012/13, wecontinued to use our ownfunding to coverimportant work carriedout by the internationalprojects, education andcommittee membertraining functions, whichcontinue to thrive.

In 2013 we started working on four TSB pilotstudies concerning offshore renewable energy,synthetic biology, cell therapy and assistedliving. We’re researching the rolestandardization can play in the rapidlydeveloping sphere of offshore renewableenergy (i.e. wind, tidal and wave power) andstandardization projects could follow. We’realso working with SynBiCite, the ImperialCollege-led Innovation and Knowledge Centrein synthetic biology, to develop a standardsstrategy to help accelerate development ofsynthetic biology. We’ve also been workingwith the Cell Therapy Catapult, a London-basedcentre of excellence for regenerative medicineestablished by the TSB in 2012 to build theUK’s position as a global leader in cell therapy.

Synthetic biology and celltherapies/regenerative medicine have beenidentified by the Rt Hon David Willetts MP,former Minister for Universities and Science, asone of the “Eight Great Technologies” the UKneeds to prioritize and in which theGovernment is to invest more than £600m.

Working with the United KingdomAccreditation Service (UKAS), in 2013 wedeveloped a handbook for governmentministers called Standards and accreditation –Tools for delivering better regulation. It explainshow standards and accreditation can helpgovernment to deliver policy through self-

regulation, earned recognition and co-regulation, in line with better regulationprinciples. The handbook was distributed fromthe Prime Minister's office to all governmentministers, with a letter that highlighted thebenefits of standards and accreditation asalternatives to regulation. The handbook canbe downloaded from our website(bsigroup.com/externalpolicy).

Reporting directly to the Prime Minister, we’realso a member of a special Champion Groupestablished to help create dementia-friendlycommunities. The Prime Minister has put hisfull weight behind efforts to tackle the UK’sworsening dementia problem, which hedescribed as a “terrible disease” and “nationalcrisis” when launching his Dementia Challengein March 2012.

The Challenge seeks to significantly improvedementia care and research through betterhealth, care and research, while creatingdementia-friendly communities. We’ll continueto work with the Prime Minister and others toseek to improve dementia care in the UK.

In 2013 we began work on a consultationproject for HS2 Ltd, the Department forTransport-owned company responsible fordeveloping and promoting the planned high-speed rail network that will link London, theMidlands and the north of England.

The project aims to find ways to better manageand improve infrastructure design codes andstandards to improve efficiency and make costsavings. Our initial research has focused onthree areas – civil engineering, buildings andrailway systems. We’re working with expert onour committees to revise or remedy codesdeemed obsolete, inefficient or duplicate. Workwill begin on a publicly available specificationthat will guide designers efficiently through thevarious design codes, standards and availablemethods for use on the HS2 project.

3.2 CEN, CENELEC and ETSIWe’ve been participating in a CEN andCENELEC project called Bridging the gapbetween standards and research (or ‘BRIDGIT’).Part of this has involved leading training forfellow CEN/CENELEC members to equip allstandards bodies across the system with theknowledge of how to approach their ownresearch communities. Further aims of theBRIDGIT project include producing materialsthat will enable researchers to betterunderstand standardization, particularly asstandards are mentioned as possible researchdissemination mechanisms in the Horizon2020 EU R&D funding calls.

As Vice President (Policy) of CEN, BSI Directorof Standards Dr Scott Steedman led theEuropean Commission High-Level Group onbusiness services, seeking to makerecommendations on completing the EuropeanSingle Market for services.

CEN will now have a smaller administrativeboard and its constitution was passed inNovember 2013. The new arrangement has 12members (previously all 34 CEN memberbodies could send up to two delegates), agreedby an election process each year. Dr Steedmanwill continue as Vice President (Policy) in thenew structure.

European Standards Strategy 2020: wecontinue to advocate closer working betweenCEN and CENELEC, and the two organizationshave agreed to an aligned implementationplan.

We chaired a meeting where CEN andCENELEC members and European stakeholdergroups discussed new initiatives to improveaccess for SMEs and societal stakeholderorganizations to standardization and make thesystem more accessible to all.

The European Standards Organizations (ESOs)and the US National Standards Body (ANSI)have continued to discuss how agreements onstandards can be used to promote tradebetween the US and EU.

We provided the first set of annual reportingunder standardization regulation 1025/2012.Reports on transparency, ICT use, consumers,environmental groups, unions and SMEs weresubmitted to CEN/CENELEC, which then gave aconsolidated report to the EuropeanCommission with results from all NSBs.

We developed a new telecommunicationsstandards website to facilitate the publicationof European Telecommunications StandardsInstitute (ETSI) standards and gave apresentation about this at the organization’sgeneral assembly.

We hosted the annual meeting of the UK,French and German governments, standardsbodies and accreditation bodies with theEuropean Commission in Cambridge (5-7 June2013). The theme was the role that standardscan play to supporting research. EC DGResearch participated for the first time and theInstitute for Manufacturing hosted a workshopcomparing the different approaches tostandards and innovation in the three countries.During the meeting, we hosted a dinner atJesus College attended by Professor Sir JohnO’Reilly (Director General of Knowledge andInnovation at BIS) and other senior figures.

3.3 ISO, IEC and other international issuesBSI Director of Standards, Dr Scott Steedman,travelled to China as part of the PrimeMinister’s trade delegation and signed anagreement that will open the door for businessand industry to put forward British andEuropean standards for potential recognition oradoption by China.

Following the signing of this historic agreementbetween the UK and China on standards, wereceived numerous recommendations of BritishStandards for adoption in China. The purposeof this recognition will be to promote UK tradein China.

The new Administrator of the StandardsAdministration of China (SAC), Dr Tian, visitedBSI in March. BSI and SAC have signed a newcooperation agreement to reflect new interests,replacing the old one, which was signed tenyears ago.

We’ve joined the Pan-American Standardsbody, COPANT, as an adherent member. Thisgives us access to the annual meeting. We willalso make a keynote speech at the GeneralAssembly of ARSO, the regional standards bodyfor Africa. The assembly is the biggest

gathering of standards bodies on the Africancontinent and will provide opportunities for BSIto meet NSBs from across Africa.

As the UK member of ISO, we participated in aconference organized by UNECE (the UnitedNations Economic Commission for Europe) onStandards and Regulations, and presentedviews on the strengths of voluntary standardssupporting regulation.

We addressed an audience of 600 seniorpoliticians, including 20 heads of state andbusiness leaders from Africa and Asia, at theSmart Partnership Dialogue in Tanzania in June2013. Key messages about the role standardscan play as knowledge for socio-economictransformation were debated for an hour withheads of state. We also led sessions onstandards and new technologies and standardsand regulations. We’ve worked with theorganizers (Commonwealth Partnership forTechnology Management) for some threeyears, but this is the first time that standardshave been on their global dialogue agenda.

We provide a Co-Chair for the ConsumerParticipation & Training Working Group of theISO Consumer Policy Committee (COPOLCO).Members of our Consumer & Public InterestNetwork lead on nanotechnology, symbols andpersonal data. We’re also leading a societalstakeholders group, looking at the needs ofother stakeholders with regard to the Europeanstandardization system.

In October 2013 we supported the InternationalFederation of Standards Users conference inLondon. BIS funding from 2012/2013 ensuredfree attendance for ten UK small businesses.High quality presentations, discussions andworkshops helped to earn very positivefeedback for the event.

3.4 UK engagementOur Standards Forum, which was free toattend, took place in November 2013 andattracted 280 delegates (twice as many asusual). Speakers covered consumerinvolvement in standardization, the userperspective, the Technology Strategy Boardand the Construction Products Directive (CPD)becoming a regulation.

In April 2013 we organized a standardssymposium at the Institute of Ergonomics andHuman Factors annual conference inCambridge. A plenary lecture from Dr ScottSteedman started the morning and was followedby five speakers on the use of ergonomics andstandards in their work (e.g. medical devices,banking and the nuclear sector).

BSI and the United Kingdom AccreditationService (UKAS) held a joint reception at theHouse of Lords in June 2013 that was attendedby some 120 civil servants and BSI/UKAS staff.It provided a great networking opportunity, aswell the chance to explain how standards canhelp deliver government policy.

We continued extensive engagement with BISon the Industrial Strategy and the Eight GreatTechnologies initiative and have been buildingcontact with officials leading the variousstrands of work.

We’ve also continued to place importance onour participation in the InnovationInfrastructure group of organizations, whichfocuses on how a more strategic approach tostandards, accreditation, patents, metrologyand other innovation support structures candeliver benefits to the UK.

3.5 EducationOur Education Development Manager andothers continue to promote standardization inUK seats of learning. Recently he has manageda BIS Priority Areas for Standardization-fundedresearch project benchmarking the teaching ofstandardization in UK higher education, as wellas gathering important feedback fromstudents, academic staff and employers (seelist of Priority Areas projects, section 2.5). In partnership with other European standardsbodies we’ve set up a project group to createeducation content that will be shared. Our

initial contribution will be case studies thatshed light on good practice examples ofstandardization education in the UK.

We’ve also established a network to enable ourpeople to deliver standards-themed lectures atUK universities and colleges and feedback hasbeen extremely positive. We’ve been deliveringlectures on BS 8888 to design students at DeMontfort University in Leicester for three years.The standard brings together internationalstandards that govern preparation of technicalproduct specifications.

“The lectures have been enjoyable and highlyinformative. Students have learned a lot – evenknowing they can search the BSI website forinformation about standards is very useful,”comments Dr Eujin Pei, Senior Lecturer inProduct and Furniture Design at De MontfortUniversity. “In 2013 we invited students andstaff from other departments. The lectureshave been very well received.”

In 2013 we provided material that wasintegrated in to the MSc Management(International Standards) course at SwanseaUniversity. We’ve already worked withMiddlesex University, the University ofManchester, De Montfort University, KingstonUniversity and Birmingham City University.We’d like more UK academic staff to join ourEducation Stakeholders Group and work with

We’re assisting in the restructuring of theCEN/CENELEC Joint Working Group onEducation about Standardization, to create aproject-based group that will be betterprepared to meet its objectives. And we’recontinuing to work on the steering committeeof an EU-funded NEN (Dutch standards body)-led project to build an SME-focused e-learningplatform for standardization.

3.6 International projectsOur International Projects team coordinatestechnical assistance and provides support forquality infrastructures in developing countries.Its role is to design, manage and implementprojects to strengthen quality institutionsworldwide.

While helping to improve fundamental marketinfrastructures throughout the world, projectsalso enhance the UK’s influence worldwide.The improved infrastructures that result areoften in fast-growing regions and our workhelps to make markets more accessible andopen to trade with the UK.

Below are some highlights of work carried outmore recently by our International Projectsteam (a full project list is provided in Appendix5.3).

We worked with the National AccreditationAgency of Ukraine (NAAU) on a two-year‘twinning’ project that ended in October 2013.Twinning projects bring together public bodiesand institutions in the EU and beyond to sharebest practice to enable reform. A key objectivewas to secure greater international recognitionfor NAAU’s accreditation services and betteralign them with international standards.

Information and document managementsystems were improved, which will enhanceNAAU’s efficiency, while strengthening itscapacity to accredit conformity assessmentbodies for products falling under the EU NewApproach Directives.

In 2013, work started on the Lebanon twinningproject, which ended in summer 2014. Theobjective was to increase competitiveness ofLebanese products in international marketsthrough conformity with internationalstandards, while better protecting the healthand safety of Lebanese consumers.

Our work included: producing gap analyses,marketing and action plans; reviewing existinglegislation and technical regulations; training;developing quality manuals and procedures;technical support to laboratories; facilitatingstandards development and updating technicalcommittee structures; and awareness raising.We’ve passed the midpoint of a five-yearproject working for the Chinese Government tosupport reform in line with the country’ssustainable development objectives. A key goalis to improve China’s framework for developingnew and revising existing technical regulations,standards, conformity assessment, marketsurveillance and accreditation systems.

By 2020 China aims to become an “innovativesociety”, which is why its government hasprioritized development of the nation’s productquality infrastructure to meet internationalstandards.

In May 2013, we began work on a new EC-funded project for India’s Ministry ofCommerce and Industry. It supports theCapacity Building Initiative for TradeDevelopment, which seeks to strengthenIndia’s capacity to achieve economic growth,sustainable development and reduce povertythrough better integration into global trade byincreasing product safety and quality, reducingcosts and impediments to trade.

In particular, the project aims to improve foodsafety and increase government agencies’capacity for export certification, testing,accreditation, conformity assessment, riskmanagement and safety/quality standardsenforcement throughout the food export valuechain. It also aims to improve technicalregulations and standardization.

3.7 Committee member trainingWe deliver training courses for all those directlyinvolved in the standards-making process. Thecourses cover a broad range of technical andinterpersonal subjects that aid committeemembers, both new and established, inundertaking their roles and they are free tosuch experts.

4.1 Smart Cities initiativeThe Smart Cities of the future will use datacapture and communication managementtechnologies to deliver high quality services tocitizens. Smart approaches to transport,utilities and waste management couldtransform the efficiency and sustainability ofurban communities, significantly reducingservice provision costs and carbon emissions.

With funding from the BIS Services Unit, wecontinue to work with stakeholders to developSmart City standards. Our Smart Cities Initiativeseeks to explain the role standards can play inaccelerating the implementation of SmartCities and develop a programme of standardsto assure citizens that risks are being managedappropriately. Specific projects include:

Terminology: establishing a commonterminology for Smart Cities to promote ashared understanding of concepts. PAS 180Smart Cities – Vocabulary was published inFebruary 2014.

Smart City governance: providing a decision-making framework for Smart City leaders andsetting out how to deliver a Smart City project.PAS 181 Smart City framework - Guide toestablishing strategies for smart cities andcommunities was published in February 2014.

Economic assessment and funding of SmartCity initiatives: A scoping workshop was heldin October 2013 to set out principles for theeconomic assessment and funding of SmartCity initiatives. Potential business models werecovered, as was procurement. Numerous areaswere identified for future standardization work.

Interoperability: To aid sharing of data betweendifferent agencies within a city, PAS 182 SmartCity Data Concept Model is in progress, withpublication planned for September 2014. Anonline tool for the PAS (Publicly AvailableSpecification) is also being developed.

Mapping the Smart City landscape: Oneelement of the programme involves mappingthe current Smart City landscape acrossdifferent standards bodies internationally andsharing best practice. A report published inFebruary 2014 will influence international workin this area at CEN/CENELEC and IEC forums.CEN/CENELEC and IEC activities have beensupported further with UK input atinternational meetings in January and February2014.

Leading internationally: We’re contributing toISO standards on sustainable communitydevelopment, global city indicators andinfrastructure metrics.

Promotion of current activities: A BSI SmartCities website has been created(http://www.bsigroup.com/en-gb/smart-cities/) as has a promotional document – TheRole of Standards in Smart Cities – which isavailable on the website. An awareness-raisingevent for PAS 181 and PAS 180 was held on 26February 2014.

Smart City planning guidelines: PD 8101,scheduled for publication in October 2014, willcontain Smart City planning guidelines toexplain how major new residential, retail andbusiness developments can support the widerplans of a city in becoming smarter.

Smart City Overview:Scheduled for publication in November 2014,PD 8100 will give an overview description of aSmart City, to provide the basis forcommunicating the benefits of Smart Cities tokey decision-makers.

4.2 Developing Standards inEmerging Technologies

In his 2012 report, No stone unturned: in pursuitof growth, former Deputy Prime Minister LordHeseltine recommended that BSI, theTechnology Strategy Board (TSB) and ResearchCouncils UK work together to ensure that newstandards are created earlier in thedevelopment of new technologies.

Standards play an important role in drivinginnovation and are seen as a useful alternativeto regulation or legislation. Lord Heseltine wasparticularly keen to see if the UK could gainfirst-mover advantage by developing standardsin new or emerging technology areas. To thisend, work commenced in July 2013 to fostercollaboration between BSI and the TSB toaccelerate development of emergingtechnologies in four key areas – syntheticbiology, cell therapies, offshore renewableenergy (ORE) and assisted living.

Synthetic biology refers to the design andconstruction of biological parts, devices andsystems. Cell therapies/regenerative medicinerefers to replacing or regenerating human cells,tissues or organs to restore or establish normalfunction. A key challenge is to establish howstandards can encourage innovation andadvancement in both.

In partnership with and with funding from theTSB, we’ve been working with SynBiCite (anInnovation and Knowledge Centre based atImperial College London) to develop a strategyfor standards in synthetic biology to helpcreate a digital biomanufacturing industry andaccelerate the rate of commercial successusing the technology.

We’ve also been working with the Cell TherapyCatapult, a London-based centre of excellencefor regenerative medicine that was establishedby TSB in 2012. It was created to bolster theUK’s position as a global leader in thedevelopment, delivery and commercializationof cell therapies.

The UK is already an ORE world leader, but tomaximize the benefits of technologicaldevelopment pioneered here and fuel rapidmarket growth, knowledge must be codified.We’re working with the ORE Catapult Centreand Carbon Trust to identify priority areas forstandards development, mapping existingstandards, consulting with industry experts onpriority areas for future standardization anddeveloping pilot codes of practice.

With people generally living longer, majorchanges to how long-term care is delivered arenecessary and solutions will need to be foundto enable older people to live as independentlyas possible. Standards are key to thedeployment of assisted living technologies.

With other partners, we’re participating in theTSB Long Term Care Revolution project,working to identify how standards can supportnew healthcare provision, ensuring that the UKtakes a leading role in revolutionizing careprovision. Standards development towards thisend is gathering pace.

High Speed TwoWe’ve been working with High Speed Two Ltd (HS2), the company formed by the Governmentto develop the high-speed rail link between London and Birmingham and the north of England.

We’re working on a consultation project that is part of HS2’s Efficiency Challenge Programme.It seeks to enable better management of infrastructure design codes and standards to deliverefficiency and cost savings. Several new standards have been proposed, which industrybelieves will streamline design practices and lead to better use of existing design standards.Our initial research was focused on three areas: civil engineering, buildings and railwaysystems. Input came from designers, consultants and contractors from industry andprofessional bodies. We’re working with our expert committees to revise or remedy codesconsidered obsolete, inefficient or duplicate. A Publicly Available Specification (PAS) is plannedthat will guide designers efficiently through the various design codes, standards and availablemethods for use on the HS2 project.
