BENCHMARK ASSESSMENT TEST (BAT) ADMINISTRATION SCHEDULE The Broward County Benchmark Assessment Test (BAT) is designed to mirror the Sunshine State Standards appropriate to each grade level. As such, results from the assessment should be used as one component to guide instructional decision-making.

Benchmark Assessment Test (BAT) Schedule: Grades 3-10

Schools must administer the BAT using the schedule listed below:

Grades 3 & 4: Administer one session of Reading on days one and two, and two sessions of Math on day three.

** NOTE: If this option is selected, the Reading test booklet must be collected at the conclusion of each

Reading session. The Mathematics test booklet would then be distributed to students. Please keep the following guidelines in mind as you decide on the most appropriate testing schedule for your school: • All testing must be completed by the end of the school day on the Thursday following the first day of administration. • All TO BE SCORED answer sheets will be picked-up either Friday the week of testing or the following Monday.

TEST ADMINISTRATION POLICY & PROCEDURES Students to Be Tested All students in grades 3-10 should participate in the Benchmark Assessment Test with the exception of ESE students who have an IEP indicating the student will not participate in FCAT testing. ESE students who do not participate in FCAT may participate in the District Benchmark Assessment Test if school staff determines that it would be appropriate for them to do so. Administration Accommodations Accommodations should be provided to ESE students with current IEPs, limited English proficient (LEP) students, and students with 504 plans in the same manner that accommodations are provided on the FCAT. Make-Up Administration Procedures No specific make-up test dates will be allocated for the administration of the Benchmark Assessments. All testing must be completed within the designated administration window. However, within the test administration window, schools may choose to administer make-up sessions for students who were absent during the regular test administration. Please keep in mind that students who participate in only one session within a subject area (e.g., take Reading Session 1, but are absent for and do not make-up Reading Session 2) will NOT receive a score for that subject area. Calculators Students in grades 7-10 may use the FCAT calculators provided by the District on the Mathematics section of the BAT. Students in grades 3-6 are NOT permitted to use calculators. Mathematics Reference Sheets Students in grades 6-10 will be provided FCAT Reference Sheets for use on the Mathematics section of the BAT. Students in grades 3-5 are NOT permitted to use reference sheets. Answer Sheets All students will record their answers on a separate answer sheet using a #2 pencil. There will be one answer sheet for both the Reading and Mathematics test. The answer areas of this document are color-coded (the Reading is PURPLE and the Mathematics is GREEN), and the subject area is clearly identified above the answer bubbles. Responses in the incorrect answer area will not be scored and must be transcribed, along with the student’s personal information, on a new answer sheet. School staff MUST check the answer sheets following the session administration and make certain that students have responded in the correct area. STUDENT ANSWER SHEETS WILL BE PREPRINTED WITH STUDENT IDENTIFICATION INFORMATION. Test Administrators are responsible for ensuring that the information on the preidentified answer sheet is correct. Pay close attention to the Student ID number (use the student’s external number from TERMS A03 panel), grade, and the subject area. A student whose answer sheet has incorrect identifying information is not guaranteed to receive test results. If any student information is missing from a preidentified answer sheet, the information may be added to the answer sheet by hand-gridding the appropriate bubbles. If any student information is incorrect, a blank, non-preidentified answer sheet must be hand-gridded with the student identification information. Remember, only a #2 pencil should be used. DO NOT USE A PREPRINTED, PREIDENTIFIED ANSWER SHEET FOR ANY STUDENT OTHER THAN THE STUDENT FOR WHOM IT IS INTENDED. Please do not make any marks on the answer sheets with any writing instrument other than a #2 pencil. Writing anywhere on the answer sheets with an ink pen, marker, highlighter, colored pencil, correction fluid, etc., will interfere with the scanning and scoring of the documents.

TEST INVALIDATION & SECURITY PROCEDURES Test Invalidation It may be necessary to invalidate a student’s answer sheet during testing. If any of the following situations arise, the student’s answer sheet should not be submitted for scoring:

The student is caught cheating or is disruptive during testing. The student becomes ill during testing. The student was not allowed the correct amount of time to complete the session.

If any of these situations occur, please fill in answer choice F of item number 100 in the appropriate answer section. This will be used to identify test invalidation. Test Security District Benchmark Assessment Tests are considered secure test documents. All test security rules and regulations apply to the Benchmark Assessment Tests, which should be treated in the same manner as state assessments. Activities prohibited under test security protocols include:

Reading the passages or test items Revealing the passages or test items Copying the passages or test items Interpreting or reading test items or passages for students Changing or otherwise interfering with student responses to test items Causing achievement of schools to be inaccurately measured or reported Copying or reading student responses

All personnel are prohibited from examining or copying the test items and/or the contents of the student test books and answer sheets. The security of all test materials must be maintained before, during, and after testing.

TEST ADMINISTRATOR’S RESPONSIBILITIES

Before Testing • Prepare the room for testing. Arrange the room so that each student will have enough work space and so that there will

be sufficient space between students to prevent cheating. • Assemble materials needed during and after the test, including #2 pencils, a watch or clock to keep time, and the test

books and answer sheets. • Check the preidentified answer sheets. Again, if any student information is incorrect, a blank, non-preidentified

answer sheet must be hand-gridded with the student identification information. If any student information is missing from a preidentified answer sheet, the information may be added to the answer sheet by hand-gridding the appropriate bubbles. Remember, only a #2 pencil should be used.

During Testing • Distribute materials as specified in the scripts that follow, making sure that each student receives the preidentified

answer sheet with his/her name on it. • Read scripts VERBATIM. • Keep time during testing. • Maintain test security. • Supervise test administration. While students are working, the test administrator should move about the room and

ensure that: Students have cleared their desks of all materials except the appropriate test materials. Students are working independently. Students are using only a #2 pencil to mark their answers on the answer sheets. Students are working in the correct session of the test and marking their answers appropriately on the answer sheet

in the correct subject area.

Students are permitted to use the empty space in their test books as work space. They may underline and/or circle words, phrases, etc. in the passages, problems, or questions if they find this strategy helpful. However, no extraneous marks should be made on the student answer sheets. Students must take care to only grid the answer choice that they have selected for each item on the answer sheet. Remember, only a #2 pencil should be used. While it is appropriate to encourage students to continue working during the test administration, it is not appropriate to talk with them about any test item or to help them answer any test question. For example, if a student finishes the test before the allotted time for the session has elapsed or has not attempted to complete a question, it would be appropriate to encourage him/her to go back and check his/her work. It is not acceptable to provide students with any information that would allow them to infer the correct answer, such as suggesting that they might want to check their work on a specific question. Do not talk to students about any specific test item or engage in any verbal or nonverbal communication that would allow students to conclude they have answered a question incorrectly.

Collecting Test Materials If all students have completed the Benchmark Assessment Test, checked their work and are sitting with their test books closed prior to the 10-minute warning, test administrators may issue the 10-minute warning. Once the 10 minutes have expired, materials may be collected and the test administrator may proceed to the next testing session or classroom activity. After Testing • Separate the To Be Scored answer sheets from the Not To Be Scored materials (test booklets, unused answer sheets,

etc.). • Make sure that no stray marks have been made on the student answer sheets. Carefully erase any stray pencil marks on

the student answer sheets, without changing or otherwise interfering with student responses to test questions. • Return all test materials (answer sheets, test books, and administration manuals) to the school testing coordinator. • Notify the school coordinator immediately if any materials are missing.

SCRIPT FOR TEST ADMINISTRATION ~ READING SESSION 1 (GRADES 3-10)

The following script must be read VERBATIM. Do not paraphrase or skip any section of the script.

SAY Please remove all materials from your desk, except for a sharpened #2 pencil. Mechanical pencils, ink pens, highlighters, colored pencils, markers, correction fluid, etc., are not permitted.

Pause to check and make sure all students have cleared their desks before continuing.

SAY

Today you are going to participate in the first session of the Benchmark Assessment Test in Reading. First I am going to distribute the answer sheets. Do not mark on these sheets until I tell you to do so. You should use only a #2 pencil for marking on your answer sheet. If you do not have a #2 pencil, raise your hand and I’ll give one to you.

Distribute the Benchmark Assessment answer sheets, making sure that each student receives the preidentified answer sheet with his/her name on it.

SAY

First, please check the name and student information on the back side of the answer sheet. Verify that all of the information is correct. If the information is correct, please fill in the name area of section E of the answer sheet. If the pre-gridded information is not correct, raise your hand and I will give you a new sheet. If the information is correct, please turn over your answer sheet and find the Purple section marked Reading.

The name field in section E of the answer sheet must be completed by each student even if the answer sheet is preidentified or the other student information has already been hand-gridded by school staff. If the preidentified answer sheet contains incorrect information, it is recommended that the student simply fill in his/her demographic information in the boxes on a new, blank answer sheet and that school staff grid the corresponding bubbles once testing is complete to ensure that this process is done correctly. Please verify the accuracy of the student identification information in TERMS, making sure that the identification number used on the answer sheet is the student’s external number from the TERMS A03 panel. Please note that for students in grades 11 and 12 who have not yet met the FCAT graduation test requirement in Reading and are participating in the BAT, the grade 10 and the Retake bubble must be gridded on the answer sheet. After the preidentified information on all answer sheets has been verified or students have been given a blank, non-preidentified answer sheet, proceed to the next set of instructions.

SAY Next I am going to distribute the test booklets. Do not open your test booklet until I tell you to do so.

Distribute the Reading test booklet.

SAY

Before we begin, please write your first and last name in the space provided on the front of the Reading test booklet. Next, please open your book and check the page numbers to be sure there are no missing or upside-down pages. If there are any missing pages, upside-down pages, or pages that are out of order, raise your hand so I can give you a new booklet. If your book is fine, close it and sit quietly.

Wait until all students finish. If a defective book is found, give the student a replacement, and then continue.

SAY You are going to take Reading Session #1 now. This test is 60 minutes in length.

Make sure each student returns his/her test book and answer sheet. Notify the school coordinator immediately if any materials are missing. Reading Session 2 will be administered the following day. Grades 5–10: Reading Session 2 or Math Session 1 will be administered immediately after Reading Session 1. Provide the students with a short break, and then proceed to the script for the next session.

Do not open the test booklet or mark on the answer sheet until I tell you to do so. You should use only a #2 pencil for marking on your answer sheet. If you do not have a #2 pencil, raise your hand and I’ll give one to you. First, please check the name on the answer sheet. If you do not have the correct answer sheet, please raise your hand now.

After each student has verified that he/she has the answer sheet with his/her name on it, proceed to the next set of instructions.

SCHOOL COORDINATOR’S RESPONSIBILITIES Before Testing • Receive and inventory test materials. • Train Test Administrators. There should be one test administrator present in each room with up to 30 students. In

rooms where more than 30 students will be tested, there should be a proctor trained and assigned to aid the Test Administrator. One proctor should be assigned for each addition 30 students.

• Ensure implementation of administration accommodations. Accommodations should be provided to ESE students with current IEPs, limited English proficient students, and students with 504 plans in the same manner that accommodations are provided on the FCAT.

• Provide necessary materials to Test Administrators on the appropriate testing day based upon your school’s administration schedule. Make sure that Test Administrators have the appropriate test booklets and corresponding student answer sheets for the subject area(s) being administered that day.

• All students will record their answers on a separate answer sheet using a #2 pencil. There will be one answer sheet for both the Reading and Mathematics test. Student answer sheets will be preprinted with student identification information. Test Administrators are responsible for ensuring that the information on the preidentified sheets is correct. Pay close attention to the Student ID number (use the student’s external number), name, and grade. A student whose answer sheet has incorrect demographic data is not guaranteed to receive test results. If any student information is incorrect, you must hand-grid a blank, non-preidentified sheet. If any student information is missing from a preidentified answer sheet, the information may be added to the answer sheet by hand-gridding the appropriate bubbles. Remember, only a #2 pencil should be used. Please leave the name field of Section E blank for students to complete in class. DO NOT USE A PREPRINTED, PREIDENTIFIED ANSWER SHEET FOR ANY STUDENT OTHER THAN THE STUDENT FOR WHOM IT IS INTENDED.

Please do not make any marks on the answer sheets with anything other than a #2 pencil. Writing on the answer sheets with ink pens, markers, highlighters, colored pencils, correction fluid, etc., will interfere with the scanning and scoring of the documents.

During Testing • Supervise test administration. The school coordinator should have a plan for providing test administrators with

additional materials in the event a defective document is identified during test administration. In addition, the school coordinator is responsible for arranging the monitoring of each classroom to ensure that administration procedures are followed. School coordinators should be available during testing to answer questions. It may be necessary to invalidate a student’s answer sheet during testing. If any of the following situations arise, the student answer sheet should not be submitted for scoring:

The student is caught cheating or is disruptive during testing. The student becomes ill during testing. The student was not allowed the correct amount of time to complete the session.

If any of these situations occur, the test administrator should bubble in answer F of item 100 and notify the school testing coordinator. Documentation of the reason for and circumstances surrounding the invalidation, as well as a copy of the invalidated answer sheet, should be retained at the school site. Although no make-up test dates will be allocated for the Benchmark Assessment Test and all testing must be completed within the administration window, schools may choose to administer make-up sessions for students absent during the regular test administration within the designated administration window. Please keep in mind that students who participate in only one session within a subject area (e.g., take Reading Session 1, but are absent for and do not make-up Reading Session 2) will NOT receive a score for that subject area. As such, schools should bubble in answer F on item 100 if a student participates in only one session of a subject area.

SCHOOL COORDINATOR’S RESPONSIBILITIES • Supervise test security. Broward Benchmark Assessment Tests are considered secure test documents. As such, all test

security rules and regulations apply to the District Benchmark Assessment Tests, which should be treated in the same manner as state assessments. Activities prohibited under test security protocols include:

Reading the passages or test items Revealing the passages or test items Copying the passages or test items Interpreting or reading test items or passages for students Changing or otherwise interfering with student responses to test items Causing achievement of schools to be inaccurately measured or reported Copying or reading student responses

All personnel are prohibited from examining or copying the test items and/or the contents of the students’ test books and answer sheets. Secure test materials should be placed in locked storage when not in use. The security of all test materials must be maintained before, during, and after testing.

After Testing • Collect all materials from the test administrators. Make sure that each test administrator returns all answer sheets (both

used and unused) and test books that were assigned to him/her. • Prepare the TO BE SCORED answer sheets for return.

Inspect the answer sheets, both used and unused, and separate the To Be Scored answer sheets from the Not To Be Scored answer sheets (unused preidentified answer sheets, and unused non-preidentified answer sheets). Carefully review the student demographic information on the To Be Scored answer sheets – especially any hand-gridded answer sheets. If an answer sheet is missing or has incorrect student information, the student will NOT receive a score for that subject area. It is crucial that the STUDENT NAME, ID NUMBER (using the student's external number from TERMS), SCHOOL NUMBER, and GRADE (matching the student's current grade level on TERMS), are complete and accurate. Please verify that students have NOT made any alterations to the preidentified information (i.e., no name, grade level, or ID number erasures or changes).

Make sure that the answer sheets are all facing the same direction. Please separate the hand-gridded forms and place them on top of the preidentified answer sheets. This will

allow staff to check for and correct any problems before scanning and scoring begins. Again, it is crucial that all answer documents face the same direction.

All student answer documents should be submitted for scoring. However, schools should keep a record of any students for whom a test section was invalidated. This includes students who were absent for one or both sessions of the test within a subject area, students who became ill during testing, and students whose tests were invalidated for any reason.

District staff will be opening and checking the answer sheets to verify that they have been prepared correctly and will be asking school staff to correct any errors before the documents are submitted for scanning and scoring.

THERE SHOULD BE NO POST-ITS, PAPER BANDS, PAPER CLIPS, DIVIDING PAPERS BETWEEN GRADE LEVELS, OR OTHER MATERIALS PACKAGED WITH THE ANSWER DOCUMENTS. These materials cause problems with the scanning machine and could result in major delays in test scoring.

There are no header sheets or count forms to complete. All TO BE SCORED answer sheets will be picked-up either the Friday or Monday immediately following

Benchmark Assessment Administration. No other materials should be packaged with the To Be Scored answer sheets. Please use the RED labels on the top of the TO BE SCORED boxes.

REMEMBER: ALL TO BE SCORED ANSWER SHEETS WILL BE PICKED UP BETWEEN 7:00 AM AND 2:00 PM ON THE DESIGNATED DAY. A schedule for the pick-up of answer sheets will be provided. Please note that schools that do not have their materials packaged and ready for pick-up at the designated time MUST hand-deliver the answer sheets to Student Assessment & School Performance on the Tuesday following BAT administration before noon. Prepare the test books for return. Test books will be picked up from schools by warehouse staff the week following each BAT administration.

Please make sure that your boxes of test books are appropriately packed, labeled (using the yellow labels provided), numbered, and ready for pick up.

Test books should be packed and sealed in boxes. Affix the bright YELLOW labels provided to the top of each box of test books. These labels should be completed with the school name and the name of the test (Reading Benchmark Assessment or Mathematics Benchmark Assessment). Use the space on the labels marked “BOX _____ of _____” to number the boxes (1 of n, 2 of n, and so on, where n is the school’s total number of boxes).

Verify that all test books received by the school, including those provided from the district overage, have been returned. All test books must be accounted for. If any test books are missing, notify the Student Assessment & School Performance Department at (754) 321-4250 IMMEDIATELY.

PLEASE DO NOT USE OVERSIZED BOXES FOR PACKING TEST MATERIALS. Boxes such as those used for paper and large items cannot be lifted without causing physical injury to district staff. Your consideration in this matter is greatly appreciated.

• Any unused, preidentified answer sheets (with incorrect information or for withdrawn students) must be destroyed (i.e., shredded) at the school site.

• Unused, non-preidentified answer sheets (blanks) should be returned to the Student Assessment & School Performance Department via pony.

• This test Administration Manual should be retained following the first Benchmark Assessment Test. These manuals should remain at the school for use during the second Benchmark Assessment Test administration in November/December. New manuals will NOT be printed for the November/December administration. Following the second Benchmark Assessment administration in November/December, the Test Administration Manuals may be discarded.
