ASBESTOS HAZARD EMERGENCY RESPONSE ACT 

In accordance with the Asbestos Hazard Emergency Response Act (AHERA), parents and guardians of children attending the Alice Costello Public School must be notified annually of this district’s activities regarding asbestos found in the school. 

In the past year, periodic surveillances have been conducted. This means that an inspector came to the school and visually inspected all areas containing asbestos materials. This inspection in no way posed any harm to the students and/or staff. 

The management plan and the inspection results can be found in the main office of the school and are available for your review during school hours. 

 

CARE OF SCHOOL PROPERTY USE OF SCHOOL GROUNDS 

School buildings, playgrounds, equipment, and other school facilities represent an investment by the local community in the future of its children. To help protect that investment, littering, defacing, or destroying school property is strictly prohibited. Such actions will result in school disciplinary action and/or prosecution to the fullest extent of the law. Students and their parents or other persons, will be responsible for the full cost of repairs and/or replacement of school property, except when accidental damage occurs through no fault of the

student during a supervised school activity. The use of school grounds by unauthorized persons during school hours is prohibited. After the close of the school day, the school asphalt playground and equipment are available for community use. Hitting or throwing balls or other objects against the school building is prohibited. Skateboards are prohibited on school property at all times. These rules will be enforced at all times, whether or not school is in session. The Board of Education reserves the right to restrict access to the school grounds at any time. 

 

VISITORS TO THE SCHOOL 

In order to protect the welfare of the children attending the school, all visitors to the school must report to the office and pick up a visitor pass, before going to any other part of the school building. There are to be no deliveries made to students during the school day such as flowers, balloons, etc. If you would like to meet with the Assistant Principal or Superintendent, a meeting must be made in advance.   

 

EMERGENCY SCHOOL CLOSING -600- 

When it is necessary to close or delay the opening of school because of extremely bad weather conditions or other emergency situations, the school district signals parents by announcements on radio stations, the school telephone, and through the AlertNow system. School Districts are indicated by number rather than by name under a timesaving system that has been in operation in the greater Philadelphia area for several years. The Brooklawn Public School District is identified by the code number: 600. 

Make sure your child understands where he/she should go, such as a neighbor’s house, if school is dismissed early and you are not home. Please make sure that you notify the school office of any change in home, work, or emergency telephone numbers. 

 

SCHEDULE FOR SCHOOL 

The hours for morning classes are 8:15 a.m. to 11:32 a.m. Afternoon class hours are 12:34 p.m. to 2:55                                     p.m. Tuesday school hours are 8:15 a.m. to 11:12 a.m., afternoon classes are 12:14 p.m. to 2:20 p.m. 

Students should not report to school prior to 8:15 a.m. before the morning session. The school cannot provide supervision for students before these time. All students in grades 5-8 must remain on the school playground area behind the school. Kindergarten, 1st, and 2nd grade students will enter through the main office side of the building. Third and 4th grade students will enter through the doors on the MacAdams Way side of the library. 

Whenever school is in session for a half-day (during parent/teacher conferences, before school vacations, etc.) school will be held from 8:15 a.m. to 12:30 p.m. and the class schedule is revised. Pre Kindergarten and Kindergarten are full day, and will have the same hours as the upper grades.

PARKING 

Please, when bringing your children to school, utilize the drop off lane on Haakon Rd. We ask that you enter Haakon Rd. from Christiana Street. Only permit your children to exit your vehicle from the passenger side while in the drop off lane. 

*DO NOT remain parked in the drop off lane for any reason. 

*DO NOT stop in the middle of the street and allow your children to exit your vehicle. If the drop off lane is full, park your vehicle then allow your children to exit your vehicle. 

 

Please do not park (or stop) in the school/municipal parking lot to pick up or drop off your child during school hours. There is no parking on the school side of Christiana St. 

 

On school days, during the hours of 8:00 am to 9:00 am and 2:30 pm to 3:30 pm, the following roads will become one-way streets: Christiana St. will be one way between Noreg Circle and Haakon Rd. Haakon Rd. will be one way between Christiana St. and Bergen St. Bergen St. will be one way between Haakon Rd. and Hannevig. Ave. 

 

Only permit your children to cross the street at the intersection. If you are crossing with them, we expect you, as a parent or guardian, to cross with them at the intersection. 

 

We are asking your cooperation for the safety of the children. If you choose not to cooperate, your child will be issued after school detention and you may be subject to a traffic citation by the local police department. 

 

 

 

 

INFORMATION FOR PARENTS 

AGE AND IMMUNIZATION REQUIREMENTS 

The child’s official birth certificate must be shown at the time of original registration for verification of birth date. A child must be five years of age by the last day of September to register for school. A child who turns five within the subsequent thirty days may, under certain conditions be registered for school. Contact the school office for further information. 

To be admitted to any school in the state of New Jersey, the following immunization records must be presented:

• Diphtheria and Tetanus Toxoids and Pertussis (DTP) Vaccine: A minimum of four doses of DTP are required. One dose must have been administered on or after the fourth birthday. A child with five doses will also be in compliance. New regulations also require Tdap for children entering the 6th grade. 

• Poliovirus Vaccine (OPV): A minimum of three doses of oral polio vaccine is required, provided at least one dose is given on or after their fourth birthday. 

• Measles Vaccine: Two doses of measles vaccine on or the first birthday or documented laboratory evidence of Rubella immunity. 

• Rubella Vaccine: Two doses of rubella vaccine on or after the first birthday or documented laboratory evidence of rubella immunity. 

• Mumps Vaccine: One dose of mumps vaccine on or after the first birthday or documented laboratory evidence of mumps immunity. 

• Varivex (Chicken Pox Vaccine): One dose given after the first birthday or proof of disease needed to enter school. 

• Haemophilus Influenza “B” (HIB): At least one dose before entering school. 

• Meningococcal Vaccine: One dose for students entering 6th grade. 

• Hepatitis “B’ Vaccine: Effective September 1, 2001,the following are required to have 3 doses of Hepatitis B vaccine: 

- children born on or after January 1, 1996 and entering Kindergarten.  

- children born on or after January 1, 1996 and transferring to a NJ school from out-of-state.  

- children born on or after January 1, 1990 and entering 6th grade.  

- children born on or after January 1, 1990 and transferring to a NJ school from out-of-state.

• If your child fits into one of the above categories, he/she must receive the first dose of Hepatitis B vaccine in order to enter school in September. For children age eleven or older, the two dose series of Hepatitis B vaccine will be accepted with proper documentation from your child’s doctor. 

• Pneumococcal Vaccine: Minimum of one dose given after the first birthday. 

• Influenza Vaccine: One dose required for pre-K students between September 1st and December 31st. 

Both pre kindergarten and kindergarten students are required to have physicals before entering school. Complete records must be presented to the school nurse at registration before the student may enter school. Only a doctor’s verification is acceptable. 

According to NJ law, transferring students must provide documentation of a physical done within 365 days or they will not be admitted to school. 

 

TRANSFERS 

All requests for transfers must come from the parents or guardians of children to be transferred. This may be done by note, telephone or by personal visit. All such requests must be processed through the school office. Parents may pick up a copy of the school transfer card and student health records, which are required for registration at the new school. The official records will be mailed to the receiving district, following a request from the principal of the new school. 

 

STUDENT RECORDS 

New Jersey laws and regulations require certain records for each student attending public school. These records include items such as identifying information, academic progress, standardized test scores, attendance, health, and similar information. Records are reviewed by school personnel annually and at graduation. Only pertinent records are retained or forwarded to a new school. The parents/guardians of each pupil may inspect these records by making an appointment through the school office. 

 

MANDATORY ATTENDANCE 

Attendance of all pupils up to the age of sixteen is mandated by New Jersey State Law, and parents can be prosecuted for non-attendance or excessive tardiness. Even more important, absences and lateness disrupt the school Program and can interfere with learning. To be present one full day, a student must be present at least four hours during the school day, excluding lunchtime, and at least one hour during the afternoon session. A student must be present at least two hours during any morning, or afternoon session to be recorded as present one-half day. Parents are required to help ensure that their children are not excessively absent or late.

ABSENCE FROM SCHOOL 

Our provisions for your child’s health, including local and state regulations, are described on the following pages. Please familiarize yourself with the material. Your cooperation will help keep your child and other children well. 

 

LATENESS OF STUDENTS 

Students who arrive for class after the late bell rings (8:20 am and 12:34 pm - 12:14 pm on Tuesday) must report to the main office to obtain a late pass. This pass must be presented to the homeroom teacher. Excessive lateness can interfere with a student’s progress at school; therefore, students must keep lateness to a minimum. Beginning with the fourth lateness, students will be assigned detention, or other disciplinary action will be taken. 

 

ILLNESS 

For the protection of your child and his/her classmates/teachers, your child should be kept at home if he/she has symptoms of illness such as: sore throat, running nose, cough, inflamed eye, earache, nausea or vomiting, discharging ear, enlarged glands, chills, fever, over-fatigue, diarrhea, red or swollen joints, skin rash, flushed face, unusual paleness. 

Sending a child to school when he or she is ill may delay recovery, spread infection to other children/staff members and necessitate a trip to school by the parents to take the child home. 

If you keep your child at home for any reason, please call the school and notify us. If we do not get a call, we will call you to check that you kept your child home. When a child returns to school following an absence due to illness, even though you have called us, a note must be brought to school stating the reason for the absence and the inclusive dates. After five days of continuous absence, a note from the physician is required. (Students will be assigned school detention for failure to bring a note.) 

 

EXCLUSIONS FOR HEALTH REASONS 

In accordance with New Jersey State law, a pupil may be excluded from school when he/she has symptoms that indicate a serious infection or illness and/or his/her condition endanger the health of other pupils. The parent will be notified of the reason. 

 

ILLNESS AT SCHOOL 

If a student becomes ill at school or has an accident of sufficient seriousness, the school will contact the parent immediately. School personnel will administer first aid and use their discretion as to what will be done in an emergency. If there is no responsible person home at such time, the child will be sent to the home of a person

authorized by the parent to function in such an emergency. For this reason, early in the year, a form is sent home asking to whom the child should be sent, the name of the family doctor, and the telephone number at which the parent may be reached in case of an emergency. It is important to keep this emergency card up to date. Please notify the school office of any changes. 

 

COMMUNICABLE OR NUISANCE DISEASES 

When a child has been confined because of communicable disease, the minimum time that will elapse before returning to school is prescribed by the State Board of Health as follows: 

Chicken Pox: Six days after onset of rash.  

Scarlet Fever: Until recovery has been verified by physician.  

Head lice and Nits: Until the head is free of all live lice and the student’s head has been treated. 

 

RELIGIOUS HOLIDAYS 

Parents/guardians may feel it is advisable to keep a child out of school for an entire day in cases of religious holidays. If this is the case, a written excuse must be presented to the teacher before the absence occurs. Such absences are not counted against the child’s record and children are permitted to make-up any work missed by such occurrences. 

 

EARLY DISMISSAL 

If a student is to be dismissed from school early for any reason, such as visiting the doctor/dentist, the parent must write a note requesting permission for the student to be excused early, giving the reason. The note should be given to the homeroom teacher the first thing in the morning. All students who are dismissed early must be picked up by the parent/guardian in the school office . In order to guard their safety and welfare, students will not be sent home alone. 

 

HOME INSTRUCTION 

When a child is expected to be out of school for a prolonged period of time due to certain illnesses or immobility, parents may apply for home instruction. This application must take the form of a letter from the child’s doctor, stating the nature of the illness and its probable duration, (a minimum period of two weeks), and verifying the fact that the child will not be endangered by receiving such instruction. This request will be processed through the office of the Superintendent. Home instruction is furnished ten hours per week. There is no charge for this service.

FREE AND REDUCED PRICE MEALS 

The school serves breakfast and complete lunches to pupils remaining at school during the lunch period. Applications for free or reduced breakfast or lunch are always available in the school office, we urge all parents eligible to receive a free or reduced breakfast or lunch to complete the application and return it to the school. (This information is confidential.) Parents are requested to notify the school office if their financial status under the lunch program guidelines changes during the school year.

Students in grades six, seven and eight have specific requirements for promotion, which may require attendance at summer school. To be eligible for promotion to the next grade, students must pass four of their five major subjects: Reading, Language, Math, Science, and Social Studies. Contact the homeroom teacher or school office for additional details. 

 

REPORT CARDS AND INTERIM PROGRESS REPORTS 

The school year is divided into four marking periods, with a report card issued at the end of each one. With the exception of the final marking period when report cards are issued on the last day of school, report cards must be signed by the parent/guardian and returned to the homeroom teacher within three school days. Failure to return report cards in a timely manner will result in the issuance of after school teacher detention. 

Interim Progress reports are issued to some students at the middle of the marking period. They must be signed by the parent/guardian and returned within three days. 

Interim and report card dates are listed on the school calendar. Parents who have questions regarding these reports are urged to call the school office to arrange a personal or telephone conference with the appropriate teacher. 

 

HONOR ROLL 

Each marking period the school publishes Meritorious and Distinguished Honor Rolls for students in grades three through eight. Grades are counted in English, Science and Social Studies, Reading/Literature and Math. Grades in the required subjects of Art, Health, Music, Physical Education, and Spanish will also be considered in determining students who will earn a place on the honor roll. A student who earns a grade less than “S” in any of these subjects cannot earn a place on the honor roll. The distinguished honor roll is for students earning “A” in all subjects. The meritorious honor roll is for students with a “B” average or above. 

 

 

HEALTH INFORMATION  

Records and Examinations 

Health records are maintained by the school nurse for every child in the Brooklawn Public School. Health screenings continue throughout the elementary grade according to the following schedule: 

Scoliosis: Ages 10 to 18 Biannually  

Vision: Biannually  

Color Perception: Once  

Hearing Yearly: Grades K, 1, 2, 3, & 7

Height and Weight: Yearly  

All new students: Physicals, vision screenings, height and weight if not already completed by previous school nurse. 

The school nurse will send home a notice of any problems that are discovered during the screening. Parents are advised to consult an appropriate medical practitioner as soon as possible and are requested to inform the school of any corrections that are made. 

 

MEDICATION 

The administration of medication during the school day is discouraged. When it is necessary for your child to take medication during the day, please arrange to administer it before the opening of school, during lunch or after school is dismissed. 

The school nurse can provide students with Tylenol provided they have a signed permission slip. Students are not to have any medication in their possession, whether over the counter or prescribed for short-term illnesses. 

When a chronic medical problem exists that warrants administration of prescribed medication, it may only be given under a prescription from a physician. The parent must sign a request form asking the school to administer the medication, giving name of medication, dosage and time of administration. This form is provided by the school. The medication should be brought to the school by the parent in the original prescription container that shows the directions and the name of the physician 

Under certain circumstances some students may carry emergency medication, such as a “bee sting kit” or an asthma inhaler. Please contact the school nurse for specific details. Depending on the particular situation, it could be appropriate to keep a child at home until the need for medication no longer exists. 

 

INSURANCE 

The Board of Education will be providing school time only insurance for all students (at no cost to you). This insurance is supplemental to your primary carrier. All students are covered by BMI Benefits, LLC. during school hours/activities. You will still have the option of buying “round the clock” coverage if you so desire. 

 

*PLEASE NOTE: If your child is hurt at school, your personal insurance is to be used first (Primary Insurance) and the school insurance is secondary (supplemental) If you have questions, please call the office. 

 

PARENT/TEACHER CONFERENCES 

A regular conference is scheduled each year so that you and your child’s teachers may exchange information

If you desire a conference at other times, you may send a note to the teacher and an appointment will be scheduled. Please note that parent’s signatures will be requested periodically during the school year. 

 

STANDARDIZED TESTING PROGRAM 

Each year all students participate in a standardized testing program, the results of which help the school to assess its program and the progress of each child. A summary of the scores is sent home for each child. Grades 3rd-8th take the New Jersey Student Learning Assessment-Math/ELA test. Grades 5 and 8 take the New Jersey Student Learning Assessment-Science Test. Additional information can be obtained by making an appointment through the school office. It is important that students are present and rested that week. These tests serve as an ‘academic checkup.’ Although they are only one measure of your child’s progress, the scores on the New Jersey Student Learning Assessment test can be compared from one year to the next. The test is a useful tool to determine your child’s performance and the level of progress and readiness for the next grade. Ultimately it will tell you how well your child is prepared for success after graduation.

TIPS FOR PARENTS 

PARENTS RIGHTS 

Parents of Brooklawn Public School District students have a number of rights which have been established by federal or state regulations and court decisions. Some of these are listed: 

You have the right: 

1. To take legal action against a school official if your child has been disciplined with “excessive or unreasonable” physical force. 

2. To have your handicapped child placed in an “appropriate” school program. Parents also must be consulted about the evaluation and placement of their handicapped child. 

3. To educate your child at home, providing you meet the conditions and standards set by the state. 

4. To make an appointment to look at all your child’s records. You may challenge any record you believe is untrue or unfair. School officials must respond to your challenge within a “reasonable time.” If you are dissatisfied, you may request a hearing. 

5. To look at all official school policies. 

 

OTHER SUGGESTIONS 

All children need love and understanding. Regardless of age, your child will depend upon you for this relationship. 

Show an interest in your child’s school activities. Praise him/her for the things he/she does well. 

Avoid emotional disturbances. Good students have been known to fail tests in school because of emotional problems. 

Learn to recognize your child’s abilities. Demand of him/her as much as he/she is capable of doing, but do not expect more than he/she is able to do. If you are not sure of your child’s ability, speak to the teachers. 

Give your child the proper conditions under which to work in doing his/her homework. He/she should have a quiet place in the house, free from distractions. It is the rare student who can do homework well and watch TV at the same time. Insist that the work be done first and the pleasures and privileges come after. 

Be patient. What sometimes appears obvious to an adult can be honestly puzzling to a child’s mind. If a child needs help in understanding a homework assignment, perhaps an explanation is needed. Parents should help children to like school and their teachers. If a child is to learn, he/she must have confidence in those teaching him/her. Do not undermine such confidence by talking against a teacher in front of children. In order to be fair to the child, however, make sure he/she works out the problem and that the solution is not simply given to him/her. Only then has the learning taken place. 

Children very often naturally “gripe” about teachers, or have petty complaints because of

misunderstandings. If a problem seems serious, contact the teacher or person concerned and get all of the facts before drawing a final conclusion. Support your school. Together we can assure your child a better education than can be given by either party alone. 

 

QUESTIONS REGARDING SCHOOL 

Persons who have questions regarding the Board of Education, School, Programs, Classes, Rules, or any aspect of school operations should call the school office at 456- 4039. Many times, questions or other concerns can be easily resolved by speaking with the proper person. As a general guide, questions regarding class activities, homework, grades, etc. should be directed to the appropriate teacher. General questions regarding the school should be directed to the Principal. If a satisfactory answer is not obtained to a question, the person at the next organizational level should be contacted. The general order should be Teacher, Principal, Superintendent, and the Board of Education. 

INFORMATION FOR STUDENTS 

ARTICLES PROHIBITED IN SCHOOL 

Each year some students bring items to school as play-things that may be hazardous to the safety of others or interfere with school procedures. Items such as toy guns, water pistols, cell phones, iPods, , skateboards, scooters, bicycles, hardballs, knives, and other objects will be impounded and returned to the parent/guardian at his/her request. In cases where such items are repeatedly brought to school, they may be impounded until the end of the school year. Children are also not permitted to wear Heelys or any other wheeled sneakers to school. 

If students are found to be in possession of a cell phone, the phone will be confiscated. A parent will then be required to come to the school in person to retrieve the phone at the end of the school day. Under the terms of New Jersey law, weapons, (i.e.; guns, knives, etc.), are prohibited in school. Possession of a weapon, will result in suspension from school, a report filed with the police department, and in the case of a firearm, will result in an expulsion hearing before the Board of Education. Parents are urged to help children understand the necessity for this procedure. 

 

BEHAVIOR 

In order that the school maintains an environment that promotes the greatest possible learning for students, various rules have been established to govern student behavior. In general, students must behave in a manner that is courteous and respectful of the rights of others. Disrespectful behavior, talking out in class, improper language, fighting, and other such behaviors will not be tolerated 

The school staff utilizes a number of methods to promote positive behavior. Conferences with parents and students, written assignments, and the creation of behavior contracts are several of the methods utilized. At times it may be necessary to remove a student from the classroom so that the process of education can continue

for the remainder of the class. The school has adopted a new Code of Conduct, which both teachers and administration follow when giving out consequences.  

Students may be suspended in or out of school and may not participate in any school related activities during the period of suspension . Parents will receive a phone call or letter of notification of a suspension.  

Multiple removals from class, regular detentions, and suspensions will result in additional sanctions. Students will lose the privilege of participating in class trips and other activities. In grade 8, students may also lose the privilege of participating in class trips, the commencement party, and commencement exercises. 

Students involved in serious discipline incidents are referred to the Principal for further discipline. Students and their parents may be required to participate in a conference with the Board of Education and students may be assigned an alternative education program. 

It is the belief of the school that a close working relationship with parents will eliminate most problems. Parents with questions are urged to call the school office. Please refer to the Behavior Guidelines section of this booklet. 

 

HARASSMENT 

A safe and civil environment in school is necessary for students to learn and achieve high academic standards. Harassment, intimidation or bullying, like other disruptive or violent behaviors, is conduct that disrupts both a student’s ability to learn and a school’s ability to educate its students in a safe environment. Since students learn by example, school administrators, faculty, staff, and volunteers should be commended for demonstrating appropriate behavior, treating others with civility and respect, and refusing to tolerate harassments, intimidation or bullying. If you feel that there is a matter that needs to be investigated, the district urges you to ask for a HIB report form to fill out.  

“Harassment, intimidation, or bullying” means any gesture or written, verbal or physical act that is reasonably perceived as motivated either/or by any actual or perceived characteristics such as race, color, religion, ancestry, national origin, gender, sexual orientation, gender identity and expression, or a mental, physical or sensory handicap, or by any other distinguishing characteristic, that takes place on school property during school hours, or any school sponsored function. 

 

CONTROLLED AND DANGEROUS SUBSTANCES 

DRUG AND ALCOHOL USE/MISUSE 

The Brooklawn Board of Education recognizes that the use/misuse of controlled dangerous substances (CDS) is a serious problem, with legal, physical, and social implications for the whole school community. The Board defines CDS to include illegal and controlled prescription drugs and alcohol. Consequently, the Board prohibits the use, possession, or sale/distribution of any CDS on school property at any time or at any school

sponsored event off school property. 

Under applicable laws, all staff members are required to report any suspected use/misuse to the                             Superintendent. If it is determined that a reasonable cause exists to suspect the actual use/misuse of a CDS, the                                     parents of the student will be notified and arrangements will be made for an immediate medical examination.                                 The results of the medical examination will be utilized to determine an appropriate course of action, which will                                   include referral for counseling services and disciplinary action, as appropriate.  

 

PETS 

Pets are prohibited on the school grounds and in the building. 

 

BICYCLE RIDING, SKATEBOARDING & SCOOTERS 

Students are not permitted to ride bicycles, skateboards or scooters to and from school. There is no adequate parking area or racks where bicycles, skateboards or scooters can be safely stored. 

 

FIRE DRILLS AND EVACUATION PLANS 

Fire drills and evacuation drills are an important emergency procedure that can prepare students to properly behave in an emergency. New Jersey state law requires two fire drills a month and one evacuation drill a year. We also periodically practice lockdown drills based on a three-tier system. 

Children are to line up and quietly follow their teacher out of the building and to their designated assembly point. 

Students that are participating in special programs are to stay with that teacher. The teacher of each class will make arrangements with students to ensure that classroom doors and windows are closed and the lights are turned off. 

Teachers will review evacuation procedures with students.  

 

DRESS AND GROOMING CODE 

While the Board recognizes that each student’s mode of dress and grooming may be viewed as an expression of the student’s personal style and individual preference, the Board also desires to enforce a dress code that will aid the teachers and administrators in maintaining a good educational system and program. Attire must be clean, appropriate and not extreme or affect the educational program of the school. Shorts may be worn by students and must be of fingertip length. 

The following dress is deemed inappropriate: 

1. That presents a hazard to the health or safety of the students or others in the school;

2. That materially interferes with school work, creates disorder, or disrupts the education program of the district; 

3. That causes excessive wear or damage to school property; 

4. That prevents students from achieving their own educational objective because of blocked vision or restricted movement; 

5. Bare-back, bare midriffs; torn or dirty clothes; cut-offs; tank tops that are not at least three fingers wide at the shoulders; any type of spandex wear used as outer garments; flip-flops or like footwear; hats in the building; underwear as outerwear; mesh or see-through tops; any type of pants/shorts that fall below the underwear line; 

6. Buttons, “sew-ons,” or clothing that are vulgar, indecent, obscene, insulting; or that promote or encourage behavior contrary to valid pedagogical purposes, including smoking, drinking, drug use or sexual violence. 

The third violation of the dress code will result in in-school suspension. Additional violations beyond a third violation will result in more serious disciplinary action. 

 

HOMEWORK 

Homework is part of the regular school program and is utilized to reinforce and expand upon the material and concepts learned in school. The failure to complete assigned homework can affect the overall grade earned by the student. Students in the primary grades will have few separate homework assignments. Most of them will be to complete work not finished in school. Students in the upper grades will have an increasing amount of homework. Work missed due to an absence from school must be made up. It is the student’s responsibility to make satisfactory arrangements for make-up work with the classroom teacher. Parent’s signatures will be requested periodically during the school year. 

 

GUM CHEWING 

The chewing/eating of gum or candy is not permitted during class time. (Class parties and/or reward time are exceptions.) 

 

LOST & FOUND 

The school maintains a “lost and found” for misplaced articles. If you are missing something, please call the school office to check on our selection of “found” items. Please put your child’s name on his/her belongings in order to make it easier to return “lost” items. Periodically, approximately every two months, the articles that are not claimed will be donated to charity. 

 

SMOKING 

Smoking by students, in or around the school building is strictly prohibited at all times. The possession

of smoking materials, matches, lighters, vaping equipment, etc., is also strictly prohibited. Violation of this rule is an offense punishable by suspension from school. New Jersey law also prohibits smoking anywhere in the school building and/or on school grounds. 

 

PLAYGROUND RULES 

Before school and during the lunch period, only limited ball playing is allowed on the blacktop. Play must be conducted in a safe manner. Students are not to jump on each other, wrestle, or do other activities which may lead to injuries. Students conducting themselves in an improper manner will be subject to discipline. Please refer to the specific rules listed in this handbook. 

 

LUNCHROOM RULES 

A number of rules are enforced in the lunchroom to ensure the safety and proper behavior of all students. These are reviewed at the beginning of each school year. Students who stay for lunch are not allowed to leave the school grounds during the lunch period. 

Student use of the lunchroom is a privilege. Improper behavior in the lunchroom or on the playground may result in the removal of the student’s privilege to stay for lunch. The parents will be notified and will have to make other arrangements - outside of the building for an assigned period of time. Please refer to the specific rules listed in the handbook. 

After lunch, all students line up behind the school building. Grades 4 - 8 line up at back steps. Grades K - 3 line up at the gym doors. All students returning from lunch should go directly to the playground. Students are not to enter through the main office unless they are late. 

 

TEXTBOOKS AND SUPPLIES 

All school textbooks are available for use by students free of charge. Because textbooks represent a major investment, they must be properly cared for. Hard back textbooks must have book covers at all times and pupils are not to write in them or mark them in any manner, except for their name. Each pupil is responsible for his/her own textbooks during the school year. Lost or damaged books, and report cards must be replaced. Parents and/or students are responsible to pay for such replacement. 

A reasonable amount of school supplies, such as pencils, paper and art materials are provided for each student. Students are responsible for providing additional supplies if they are needed. 

 

TELEPHONE USE BY STUDENTS 

Students may only use the school telephone in exceptional or emergency cases. Please do not call the school to talk to a student or ask a student to call you, unless absolutely necessary.

CELL PHONES 

All student cell phones must be turned OFF, and placed in their lockers during the entire school day while the student is in the school building. If a student is using their cell phone during school hours, the phone will be confiscated and must be picked up in the main office by the child’s parent/guardian. 

 

LOCKERS FOR STUDENT USE 

Lockers are provided to upper grade students for the in-school storage of books, clothing, school                             material, and personal property. Lockers are the property of the school district and are under the jurisdiction of                                   the Board of Education and Administration. 

Each student to whom a locker is assigned is also provided with a combination padlock. This lock                                 is to be used on the locker, and students may not provide their own locks. Lost locks must be paid for. 

Students are encouraged to keep their lockers locked at all times in order to assure the safety of their belongings. Students are also encouraged to keep their lockers clean and neat. 

Lockers may not be used to store objects, materials, or substances, which otherwise would not be allowed in school, and/or constitute a threat to the welfare of the school students and staff. The School District reserves the right to open a student’s locker and inspect its contents in cases when the presence of such items is suspected 

Lockers shall be opened in the presence of the Superintendent or his/her designee, who shall be responsible for the safekeeping and/or proper disposal of any object, material, or substance found to be improperly stored in a locker. 

 

AVAILABLE PROGRAMS FOR STUDENTS 

Focused Intervention Program  

The district’s intervention program provides supplemental instruction in reading, math and language to students who demonstrate the need for these services. Students who participate in this program are selected on the basis of test scores, teacher recommendations and other measures. The program is provided through a combination of Federal and State funding and must be conducted according to specific guidelines. Student progress is reviewed throughout the school year to assess areas of growth or regression; therefore, students’ status in the program may change throughout the year. Further information may be obtained from the school office. 

Intervention & Resource Services (I&RS Team) 

The I&RS Team is a committee of staff members which meets on a regular basis to review the progress of individual students, who may be experiencing difficulty in the school program. The team provides support

and assists classroom teachers in developing action plans to help ensure the success of all students. Please contact the Child Study Team office if you believe the I&RS Team can be of assistance to your child. 

CHILD STUDY TEAM 

The district Child Study Team consists of a School Psychologist, a Social Worker, a Learning Disabilities Teacher/Consultant and a Speech/Language Therapist. The team’s responsibility is to work with individual children and their parents in cases where a child may be experiencing difficulty in the school program. The first step is to refer the student to the Teacher Resource Assistance Committee, after which a child may be referred to the Child Study Team by a teacher, administrator, or the child’s parents. 

When a referral is made, the parents and the Child Study Team meet to review the situation and the procedures to be followed. The child is observed in the school setting, and then if deemed necessary, an extensive testing is conducted to thoroughly assess the child’s academic progress and abilities. Based upon the team’s findings, the child may qualify for special help in school. For further information about the Child Study Team, please contact the Child Study Team office. 

Throughout the entire process, parental involvement is required so that an appropriate course of action can be prepared. 

SPECIAL EDUCATION 

The district provides special education programs for students who qualify for such services. Children who may need special education programs must be evaluated by the district Child Study Team. If a specific disability condition is determined to exist, a special education program is then provided. Please contact the Child Study Team office for further information. 

 

SPEECH CLASS 

Each year students new to the school are screened to determine whether they need additional speech help. The speech teacher works with individual and groups of students to correct any identified problems. Parents who feel that their child may need speech help are asked to call the Child Study Team office. 

 

COUNSELING 

Counseling services are provided through many types of activities. Some students receive counseling as indicated as a related service through their IEP. Students meet individually or in small groups to enhance academic success. 

PEER MEDIATION 

The peer mediation program utilizes specially trained upper grade students to mediate disputes between students. Students must voluntarily agree to participate in mediation sessions, which are conducted under the supervision of a staff member. When mediation is successful, the students sign a written agreement that specifies exactly what each participant must do or refrain from doing to resolve the dispute. Contact any teacher

MENTOR PROGRAM 

The Mentor Program provides additional support to individual students who can benefit from the concern and encouragement of a caring staff member. Individual students can be referred to the program by anyone who recognizes the needs of the student. Parental approval is requested and then a student is matched with a staff member who meets on a regular basis with that student. This special relationship helps to foster feelings of self-help as needed. Please contact the Child Study Team office for further information. 

 

PRE-SCHOOL SPECIAL NEEDS PROGRAM 

The school district provides an education program for three-year-old children who experience significant delays in various developmental areas. General characteristics of children with such “developmental lags” may include any of the following: a quiet child, delayed speech or language development, social and/or emotional difficulties in relating to other children, perceptual problems, physical or intellectual handicaps, or under- developed fine and/or gross motor skills. 

Yearly testing is provided for students suspected of having such “developmental lags.” To participate in the pre-school program, parents are urged to contact the Child Study Team office for further information. 

 

GIFTED AND TALENTED PROGRAM 

The school conducts an enrichment program for students that qualify to participate in this program. Specific information may be obtained by contacting the gifted and talented teachers, Mrs. Fotch or Mr. Lee. 

 

INTERSCHOLASTIC SPORTS 

The school provides an interscholastic sports program for students in grades five through eight. Sports include soccer, field hockey in the fall, basketball in the winter and softball in the spring. Specific eligibility rules include satisfactory academic progress and behavior, which must be maintained to be a team member. A student sign-up is conducted prior to the start of each season. Depending on the number of students applying for a sport, skill may be a criterion for selection. 

A complete physical examination, by your family doctor, is required once a year for participation in any sport. Specific information is made available to students when they sign up to participate on a team. 

 

CHORUS AND INSTRUMENTAL MUSIC 

Students in grades five, six, seven, and eight audition for chorus, and participate in at least two concerts during the school year. Rehearsals are held one period a week on a rotating schedule, and chorus members must keep up with all class work.

Students may take instrumental lessons in grades four through eight, and perform in at least two concerts during the school year. Lessons and band rehearsals are once a week on a rotating schedule and instrumentalists must keep up with all class work. A grade is given for instrumental music. 

 

FAMILY LIFE EDUCATION PROGRAM 

The New Jersey State Board of Education has required that each school district adopt a formal program                                 for Family Life Education, which is taught in conjunction with the district’s health education and drug and                                 alcohol education programs. This program will be taught by the school nurse. 

Parents or other interested persons may review the outline of the program and materials by contacting the school district office.

SPECIAL SUBJECTS  

ART 

Students in grades K thru 8 participate in the school art program. Art activities include instruction in art appreciation and history, as well as the opportunity to complete projects that teach skills utilizing many different kinds of art media. It is the intention of the art program to develop creativity and encourage activities that can be expanded and cultivated during leisure time outside of the school setting. 

 

TECHNOLOGY 

The Alice Costello School offers an education that specializes in tools that will assist the learner in the 21st century. Technology skills are essential for today’s society. Every student receives a comprehensive education in technology skills-word processing, typing, spreadsheet design, database functions, on-line research, and graphics design and digital photography are areas that receive detailed attention. Instruction will also be provided to parents via special workshops throughout the school year. 

 

LIBRARY/MEDIA 

Throughout the grades, students learn about the materials available in the library and how to use them. Fiction and non-fiction books and stories are introduced, through a program of book talks and other appropriate activities. Reference skills, study skills, use of the card catalog, and bibliographic skills are included. The library is also available for use by individual teachers, students, and community residents. Additional materials are available through a loan program from the Camden County library system.

MUSIC 

All students must participate in a weekly vocal music class. Many different styles and types of music are included in the program, as well as the opportunity to develop skills in singing, listening and performing. Music experiences are essential to the continuing development of each child. Through music experiences, one can explore intellectual, social, aesthetic and physical needs. 

PHYSICAL EDUCATION 

Physical education is an integral part of the school program. Physical conditioning is emphasized, as well as instruction in a wide range of individual and group physical activities. Proper clothes for physical education are required for participation in the class. Dress should consist of comfortable clothing, which allows adequate movement, and sneakers. Shorts are permitted only under the terms of the school dress code. Failure to be properly dressed will adversely affect the grade earned in physical education. Students must wear the proper clothes to school each day that physical education is scheduled, as there are no locker room facilities at the school.

The purpose of this section of the handbook is to acquaint you with the general guidelines and expectations for student behavior. We believe that more effective learning will take place in an orderly and consistent environment. At the same time, it is crucial for students to understand the importance of their own behavior. This is important not only in school; it also establishes a framework for behavior that will be important throughout a person’s entire life. 

The enclosed information is meant to be representative of the school procedures and rules, and is not meant to cover every individual situation. Each teacher will develop individual rules and procedures that are consistent with these guidelines. These will be reviewed with your child at school, and it would be very helpful for you to review this material with your child at home. In that manner, the necessary close cooperation between home and school can be maintained.

CROSSING GUARDS WALKING TO AND FROM SCHOOL 

Not following the Crossing Guard Rules will be reported to the School Principal and appropriate action will be taken. 

1. Riding bicycles, scooters, or skateboards to school is not allowed. 

2. Snowball throwing is not permitted. 

3. You are to follow the instructions of the crossing guard members. 

4. You are to walk to and from school in an orderly manner. 

5. Roughhousing and/or other improper behavior are not allowed. 

6. You must respect the property of people, on your way to and from school. 

Stay on the sidewalk. 

7. You may cross streets only at corners. Stay between the painted lines. 

8. You may not cross the railroad tracks except at the designated crossing. 

9. You must follow the directions of the crossing guard, cross with the crossing 

guard. 

PLAYGROUND 

Behavior Rules 

1. You are to follow the directions of the teacher and/or aide supervising you on 

the playground. 

2. When the line-up bell rings, students should proceed to the proper line, and be 

ready to enter the school. 

3. Games played on the field must not include roughhousing. Games that cause 

students to be knocked to the ground or tackled, will not be allowed. 

4. Excessive running or tag games are not allowed on the blacktop.  

5. Pushing and/or shoving, rough play, and fighting will not be tolerated. 

Snowball throwing is prohibited. 

6. Students are to remain behind the school building and are not to stand or wait 

around on the Bergen Street or Christiana Street side of the school. You are not allowed on the parking lot.

HALLWAY, STAIRWELL AND LAVATORY Behavior Rules 

1. Follow all directions from school staff. 

2. You must be quiet and orderly in the hallways and stairwells. It is not fair to 

disturb other students who are working. No running is allowed. Walk up and down stairs, one step at a time. Stay on the right side of the stairs. Walk in single file. 

3. When you enter the school, walk to the door of your classroom and line up 

along the wall. Students with lockers in the hallway, go directly to their locker. 

4. Use the lavatories only for the purpose intended. Fooling around and/or 

improper behavior is not allowed. 

LUNCHROOM Behavior Rules 

1. Take everything you will need with you to the lunchroom. You will not be 

permitted to return to your classroom or to your locker. 

2. If you are to receive the school lunch, you are to line-up in the gym. Join the 

line only at the end. If you bring a lunch from home, you may enter the lunchroom and sit at your assigned table. 

3. You are to remain in the seat initially chosen. You may not leave your seat 

without permission. 

4. You must raise your hand and be recognized by the teacher or aide, in order to 

ask a question. 

5. Eat your own food. Do not take any food from anyone else. 

6. Talk only to the students sitting immediately on either side or directly across 

the table. Loud talking, shouting, pounding on the table, or talking between tables are not permitted. 

7. No food or other items are to be thrown on the floor or left on the tables. All 

trash is to be placed in the trash can. 

8. When the teacher and/or aide raises his/her hand, you must immediately raise 

your hand and stop talking. 

9. When dismissed from the lunchroom to go to the playground, students with 

lunch boxes should place them in the assigned basket and immediately go outside. Upper grade students may not go to their lockers and must go directly outside. Use the gym door. 

10. When you remain inside because of inclement weather, you must take school

work or other materials with you to the lunchroom. Failure to provide appropriate materials result in disciplinary action. 

11. Students who do not follow the lunchroom rules will be barred from the lunchroom and will not be                                     permitted back until their behavior improves. Parents need to make other arrangements outside of the school for                                 lunch. 

OTHER GENERAL RULES 

HOMEWORK 

Homework assignments are required to provide students with the opportunity to expand and reinforce concepts learned at school, as well as to foster good habits for independent study and learning. 

Homework and/or classroom assignments missed due to absence must be completed. It is primarily the student’s responsibility to make arrangements with teachers to complete assignments, although the student’s age and maturity level are considered.  

EXCESSIVE TARDINESS 

Excessive tardiness can have a negative effect on a child’s school career, as well as being a violation of New Jersey Law. The following procedures will be taken to resolve severe tardiness cases: 

• Beginning with the fourth tardiness, a student will have one absence added to their record. 

• When a student is tardy ten times, a conference will be required with the parent/guardian. 

• A “Five Day Notice” to attend school on time may occur which is the first step in legal proceedings against the parent/guardian. 

• Formal proceedings will be instituted in Municipal Court.

Student Code of Conduct

Philosophy The Brooklawn Board of Education believes that an effective instructional program requires an orderly school environment and that the effectiveness of the educational program is, in part, reflected in the behavior of students. The emphasis on positive behavior creates an atmosphere of mutual respect and the appreciation of individual differences among staff, students, and parents, as well as respect for District and community property. The Brooklawn Board of Education expects students to conduct themselves in keeping with their level of maturity, and in such a way as to demonstrate proper regard for the rights and welfare of other students. Students are expected to conduct themselves in keeping with the educational purpose underlying all school activities, including the care of school facilities and equipment. The Brooklawn Board of Education believes that the standards of student behavior must be set cooperatively by interaction among students, parents/guardians, staff, and community producing an atmosphere that encourages students to grow in self-discipline.

Overview Many policies and regulations govern the operation of a school district. This booklet will provide students and parents/guardians with an overview of important school and district policies and procedures, including student and parent responsibilities. These important policies and school regulations have been summarized in this reading, while full detailed policies can be found on the district website at www.alicecostello.com . Parents/Guardians and students are to read and discuss each segment of the Student/ Parent Handbook to gain a complete understanding of what is expected of them and what they can expect of Brooklawn Public Schools. However, any failure to do so will not excuse pupils or their parents/guardians from compliance with the standards, expectations, and penalties set forth in this Code. It is important to note that the policies, as set forth, are to assist students with the establishment of the boundaries between acceptable and unacceptable behavior. It is to be clearly understood that disciplinary action is the direct result of a student’s misconduct. As required, certain infractions will be reported to local law enforcement agencies. In addition to the disciplinary consequences, a student may also receive support services. All students, parents, and staff are subject to these guidelines.

This code of Student Conduct does not address every potential form of inappropriate student behavior. Those not cited in this document will be handled on a “case by case” basis.

1. The Superintendent of Schools shall develop general guidelines for student conduct on school property or while attending school events, trips or contests, and shall direct development of detailed regulations suited to the age level of the students and the physical facilities of the individual schools. 2. The Superintendent of Schools or designee shall provide to students and their parents/guardians the rules of this district regarding student conduct and the sanctions that may be imposed for breach of those rules.

3. All students shall adhere to the rules and regulations established by the Superintendent of Schools. Noncompliance will result in disciplinary action. 4. Disciplinary action shall be applied consistently and uniformly with necessary due process in accordance with the regulations of the New Jersey Administrative Code. Staff shall comply with the regulations of the New Jersey Administrative Code when dealing with discipline and/or suspension of classified pupils.

5. Certain infractions shall be reported to the local law enforcement agency in accordance with the District’s Memorandum of Agreement which is on file with the School Safety Specialist. Student/Staff confidentiality shall be protected in accordance with federal and state law.

Responsibilities Students are expected to:

● Know and exercise positive modes of behavior and good manners. ● Accept the responsibility for their own actions and the consequences of inappropriate behavior as

outlined in the code of conduct. ● Respect the rights of others, including the right to secure an education in an environment that is orderly

Every parent/guardian is expected to:

● Model positive modes of behavior and good manners. ● Insist on his/her child’s punctual and regular school attendance. ● Exercise respect and civility in all interactions with staff, students, and members of the community. ● Explain and discuss the code of conduct with his/her child. ● Reinforce student compliance with the code of conduct. ● Provide emotional, social, and academic support in the student’s school life. ● Adhere to all policies and procedures of the school district.

The school staff is expected to:

● Model positive modes of behavior and good manners. ● Exercise respect and civility in all interactions with staff, students, and members of the community. ● Maintain a positive learning environment during the school day. ● Explain and discuss acceptable and unacceptable modes of behavior with students and

parents/guardians. ● Foster an emphasis on positive behaviors creating an atmosphere of mutual respect and the

appreciation of individual differences among staff, students and parents for individuals as well as for district and community property.

● Inform and enforce the discipline structure with students. ● Be consistent in enforcing the discipline structure throughout the school. ● Comply with requirements of New Jersey Administrative Code and District policies and procedures.

Student Conduct Guidelines In order to help ensure a respectful, responsible learning environment, it is expected that a student shall:

➢ Be on time and attend every class every day. [See Policy 5200, Attendance]

➢ Attain satisfactory academic achievement consistent with the student’s ability and complete all homework and other assignments.

➢ Assume personal responsibility for acting with respect and civility and shall not contribute to any infraction which may be observed. Harassment, Intimidation and Bullying in all its forms, is unacceptable. [Policy 5512]

➢ Exhibit ethical behavior as it applies to tests, assignments, and other work for which the student is responsible.

➢ Abide by school rules that have been developed to assure the safety and accountability of all those in the school community.

➢ Communicate with peers and those in authority with respect and consideration, and assume responsibility for one’s own behavior and speech.

➢ Accept disciplinary consequences with dignity and a resolve to improve one’s performance and conduct.

➢ Comply with Board Policies governing appropriate dress and the proper use of electronic devices.

➢ Understand and comply with school requirements in relation to bus conduct and appropriate conduct at all extra-curricular or other school-sponsored activities.

➢ Respect school property and help to keep it free from damage.

➢ Refrain from the use of non-prescription drugs at school and at all school-sponsored activities unless necessary for the health and safety of the student in accordance with District policy and procedural requirements, including written authorization provided by the parent/guardian to the school nurse.

➢ Students are not permitted to self-administer medication except in certain limited life-threatening conditions. [See Policy 5330, Administration of Medication.]

➢ Refrain from using and/or possessing alcohol, controlled dangerous substances, or other illegal substances at school, on school property or school buses, and at all school-sponsored activities.

To maintain a safe and orderly learning environment in all schools, students are expected to be aware of, understand the seriousness of, and abstain from infractions and unlawful acts as defined in this document.

Student Rights Students have the right to:

➢ Advance notice of behaviors that will result in suspension or expulsion. These behaviors are listed under the Discipline Categories section of this Code.

➢ Education that supports students’ development into productive citizens.

➢ Attendance in safe and secure school environments.

➢ Attendance at school irrespective of student's’ marital status, pregnancy, or parenthood.

➢ Notification to their parents/guardians consistent with procedures established by the District for instances of law enforcement agency interviews involving their children, for short-term and long-term suspensions or expulsions, and for attendance-related issues and consequences.

➢ The due process procedures established by the District for review of conduct which may result in the imposition of short-term suspensions, long-term suspensions, or expulsions. Those procedures are set forth below in this Code of Conduct.

➢ Appeal disciplinary determinations of District officials or the Board of Education to the New Jersey Commissioner of Education and, where applicable, to pursue the due process rights established in N.J.A.C. 6A:14 for pupils classified as eligible for special education.

The Brooklawn School District provides the following comprehensive behavioral supports that promote positive student development and the students’ abilities to fulfill the behavioral expectations established by the Board of Education: The School District’s supportive interventions and referral services include the following:

➢ Intervention & Referral Services: are provided in accordance with the provisions of N.J.A.C. 6A:16-8.1 et seq. The I&RS team provides an individualized monitor outside of regular counseling staff to follow up with students in need of intervention services. Interventions can include behavioral assessments and behavior intervention plans, referral services, working with teachers to provide instructional modifications such as extended time, and provide referrals to community-based resources.

➢ Attendance Committees: meet with students with attendance issues. Students appear before the committee to explain absences and the committee can grant an attendance performance contract to encourage good attendance and permit the student to maintain academic credit.

➢ School Nurse: provide a variety of health professional supports, including support with physical and mental health issues.

➢ Affirmative Action Officer: Each Building Affirmative Action Officer shall serve as a resource person for students and staff members in his or her building.

➢ School Anti-Bullying Specialist: shall chair the school safety team, lead the investigation of Harassment, Intimidation, and Bullying incidents and act as the primary school official responsible for preventing, identifying and addressing acts of HIB.

➢ School Safety Team: shall execute all duties related to HIB as requested by the principal or the district HIB coordinator.

Remediation of problem behaviors take into account the nature of the behaviors, the developmental age of the student, and the student’s histories of problem behaviors and performance.

For students with disabilities , the behavior interventions and supports are determined and provided pursuant to the requirements of N.J.A.C. 6A:14. Students with disabilities are sometimes eligible to receive behavioral supports/services as determined by the IEP team or the Child Study Team. The Brooklawn Public School District provides these types of services to eligible children based on individual assessments performed by qualified professionals in the field of Behavior Consultation or Behavior Analysis. Individual behavior plans which are designed are based on a positive behavior approach, ensuring that children are learning to modify their behaviors based on positive feedback from adults. Behavior plans may be re-designed as often as necessary as the child grows, develops, and learns to modify his/her behavior over time. The School District also has procedures in place for the discipline of students with disabilities, designed to implement the relevant mandates outlined in the federal IDEA and N.J.A.C. 6A:14. These procedures apply to all students who have been determined eligible for special education and students who have been referred to the Child Study Team for possible eligibility, while that process of identification and/or evaluation is in progress.

The district assures that physical restraint and seclusion techniques on students with disabilities are only used in an emergency in which the student is exhibiting behavior that places the student or others in immediate physical danger in accordance with the provisions at N.J.S.A. 18A:46-13.4 et seq .

THE FOLLOWING IS A GENERAL GUIDELINE FOR DISCIPLINE. ALL FINAL DECISIONS WILL BE

MADE AT THE DISCRETION OF THE SCHOOL ADMINISTRATION.

Students do not have the right to disrupt or impede the learning process of others, nor does any student have the right to jeopardize the safety and well-being of others in the school. Defiance of adult authority, or verbal abuse of those adults employed in the school will not be tolerated. Classroom Management of Student Behavior Teachers are charged with keeping order and propriety in the classrooms. There are many techniques teachers should employ to bring about the desired change in student's behavior. Teachers should make use of the following strategies and techniques to correct unacceptable student behavior in the classroom. The order in which these strategies are employed may vary depending on the situation: 1. Personal conferences with pupil 2. Teacher assigned detention 3. Parental contact--In-person parent conference; by phone; in writing/email 4. Conference with other teachers 5. Conference with a Child Study Team member, with or without the pupil 6. Teacher initiated performance contract 7. Informal conference with administration 8. Child Study Team referral, if warranted 9. Referral to Administration 10. I & RS referral NOTE: Once a student is referred to the assistant principal, the assistant principal will evaluate the situation and, in the context of the student’s disciplinary history and the consequences of his/her misbehavior, assign the appropriate disciplinary measures. Suspensions Out of School Suspension is assigned for repeated infractions or serious infractions such as fighting, threatening behavior, possession of alcohol or controlled substances, theft, etc. Out-of-school suspensions may be from one to ten days in duration, depending upon the seriousness of the offense and the past record of the student. Parent guardians are responsible for student during the OSS period. Students are not allowed to return to the school premises during the out-of-school suspension period, nor may they attend any school-sponsored events during a suspension. A parental conference may be required before a student is permitted to return from a suspension. In School Suspension may be assigned per the Code of Conduct. Multiple Suspension Rule Any student who receives two (2) out-of-school suspensions from school, during the course of the year, will become immediately ineligible to participate in any extra-curricular and school sponsored events/activities for the remainder of the year. These events/activities include, but are not limited to: athletics, all clubs, dances, field trips, and class trips.

Re-Earn Eligibility A student may re-earn his/her eligibility by demonstrating acceptable behavior, maintaining academic eligibility, and not receiving any Administrative disciplinary action within 45 school days. At the completion of the 45 day probationary period, the student can appeal to the Discipline Review Committee, via a discipline appeal form, for reinstatement of privileges. Expulsion Expulsion is the most severe form of discipline that can be levied against a student by a New Jersey public school. The decision of a local Board of Education to expel a student has the effect of denying the student educational opportunities in any public school in the state. School administrators can only recommend expulsion to the Board of Education and the Superintendent. Only the Board of Education can take action to expel a student.

Harassment, Intimidation, and Bullying Policy (5512) In order for a HIB to be confirmed the following policy must be followed. If #1 or #2 are not a contributing factor the the investigation, then it is NOT HIB and consequences will be assigned based on the code of conduct. This could include inappropriate behavior or language towards another student. “Harassment, intimidation, or bullying” means any gesture, any written, verbal or physical act or any electronic communication, whether it is a single incident or a series of incidents, that is:

1. Reasonably perceived as being motivated by either any actual or perceived characteristic, such as race, color, religion, ancestry, national origin, gender, sexual orientation, gender identity and expression, or a mental, physical or sensory disability;

2. Or by any other distinguishing characteristic ; and that 3. Takes place on school property, at any school-sponsored function, on a school bus, or off school

grounds, as provided for in N.J.S.A. 18A:37-15.3;

Consequences will be varied and graded according to the nature of behavior, age of the student, and the history of the students behaviors and performance.

The consequences may include, but are not limited to, expulsion, deprivation of privileges, classroom or administrative detention, ISS, OSS, reports to law enforcement or other legal action, and participating in school district-sponsored events.

Sexual Harassment: This could include, but not limited to, grabbing, and touching. Consequences are based on policy along with developmental age of the student.
