Retail Thrive Zones Initiative - www.thrivezones.com

• Three-year pilot program aimed at creating and supporting inclusive, vibrant commercial corridors in eight targeted neighborhoods.

• Initiative provides greater access to capital and financial incentives; activating underutilized real estate and improving the health of the corridor; and creating community-based wealth by supporting existing businesses and new entrepreneurs.

• To accomplish those goals, the City will offer a growing package of assistance and programs. These include:• Small Business Grants• Property Tax Incentives• Infrastructure Improvements• Reducing Barriers for New and Existing Businesses

• CDOT / DPD partnership through the People Plaza program for the installation of four Temporary Vendor Structures (Boomboxes) at Englewood, Austin, Bronzeville and Chatham.

People SpotsTemporary platforms in

the parking lane of streets with narrow sidewalks or high pedestrian volumes

People Streets Convert “excess” asphalt into

spaces for pedestrian use through temporary urban

design measures that address pedestrian mobility, access and

safety.

People Plazas Activate existing

CDOT Malls, Plazas and Triangles with new

programming and retail opportunities.

People Alleys Enable use of alleys for artwalks, seating and

events to support placemaking and

economic development.

Includes the development of outdoor public enjoyment areas, which might include the installation of temporary vendor structures (i.e., Boomboxes) and may be used to conduct outdoor special events

Placemaking is the iterative process of transforming common space into community place by cultivating a sense of ownership, belonging, and safety through community engagement, physical transformation and the nurturing of community capacity and local leadership.

• Public/Private Partnership started in 2015 through a selective RFP process to activate, maintain and upgrade “People Plazas”

• Goal – to transform underutilized public plazas into cultural and economic catalysts throughout the City. Expanded to include city-owned vacant lots as part of the Thrive Zones Initiative.

• Private partner provides activation services, manages temporary vendor structures and raises revenues for program support through community engagement and capacity building.

People Plazas can be initiated by the public or through the Activate! Plaza Program
