Hello and welcome to the latest edition of the Bronte Villager.As we head into summerI'd like to recap recent happeningsat the Town.Our Budget processonce again delivered an increaseunder CPI. This was achievedthrough PB2 and diligent work bystaff. We are on track to delivermore good news / good value

budgets for the rest of this term. I am proud to be part of a Coun-cil that continues to deliver value for money and treats yourmoney as if it was their own.QEP opened and is receiving greatreviews. If you haven't been yet, I suggest you go take a look. Iknow that you will be impressed with all it has to offer. Not onlyis it the first Community Centre south of the QEW, it is in myopinion the best. Work continues on the Bronte Heritage Park.It is taking shape and is a welcome addition to our waterfront.Life at the harbour is in full swing as boats are in the water. Astroll through the Harbour area is definitely worth the time.Withthe Shores nearing completion, construction restrictions will beover allowing for the full enjoyment of the waterfront.

Saturday June 16th. Sure to be busy with lots to see and again,listen to the music of Fiddlestix.Canada Day in Bronte: Sure tobe a great day with fireworks to end a fun packed day. Comecelebrate Canada with us.

We have had several discussions with the Provincial Government on the Great Lakes Protection Act. Our input waswell received on how all orders of govt. must work together toensure the viability of the Great Lakes for future generations.

The Great Lakes and St. Lawrence Cities Initiative is alsostepping with ideas to support the long term success of ourlakes.

A settlement has been reached with the owners of theBronte Mall. Hopefully we can now move forward and welcome the redevelopment that will spur the Bronte core revi-talization.The Town is also leading working groups on Heritageassets in Bronte and on an Economic Work Plan. The meet-ings have been well attended and the resident’s feedback isvery much valued.Together, these plans will add to the long term developmentand viability of the Bronte commercial district.

And construction is finally underway at the Blue Water Con-dominiums on Lakeshore.

Bronte Athletic Field is receiving great use with many sportsgroups using the field. The artificial turf has really extended thetime of use and it’s great to see the youngsters playing T Balland baseball on the diamond.

All these activities point to the arrival of summer.Council hasimplemented a Radio communications protocol. However, Radiocommunications remain a Federal responsibility. Any concernsor questions should be directed to your M.P.For more information please visit www.oakville.ca

by Mary EastonOn Saturday, June 9th, Halton grand-mothers from five different local“Grandmothers to Grandmothers“groups will put aside their gardening,baking and Skyping grandkids to hosttheir section of the 3d National “Strideto Turn the Tide” Walk. This Walk isorganized by Canadian grandmothersto raise funds for their sub-SaharanAfrican sisters, the courageousgrandmothers who take on the full-time parenting of numerous grandchil-dren orphaned by the AIDS pandemic.Funds raised go to the Stephen LewisFoundation which works to ease thepain of HIV/AIDS in Africa by helpinggrassroots organizations so that theycan become self-supporting.The Stephan Lewis Foundation fundscommunity organizations which areknown to the Foundation and have ca-pacity as well as accountability sys-tems in place. A feature of theFoundation is its respect for the recipients as the on the groundexperts who best know the needs, skills and local ways of doingthings. Many African grandmothers have had responsible rolesin their grassroots organizations. SLF works with these organi-zations through a team of experienced, Africa - based Field Rep-resentatives. Thus there are no offices in Africa and this keepsadministrative costs to 10%. Contact between Canada andAfrica is maintained through the donation of unused Air Miles bygenerous Canadians.Many people today shy away from helping Africa so you maywonder how thousands of Canadian women would ever find rea-son to bond with African women and see them as heroes. Thestory of how this happened is both amazing and heart warming.The catalyst for their bonding was a Canadian, Stephen Lewis.

Time magazine got it right when itnamed him as one of the world's100 most influential persons. He isa man of many lives: politician,professor, Canada's UN ambassa-dor, the UN AIDS Special Envoyfor Africa, author and eloquentspeaker.As UN AIDS envoy his love forAfrica endeared him to its people.He saw their struggles: a child un-able to find another aspirin for a

mom dying of AIDS, the dying momsanguishing about who would lookafter the children, the grandmothersburying one daughter or son afteranother. Then he saw these samegrandmothers take up the task ofcaring for the many orphaned grand-kids. In losing their working age sonsand daughters the grandmothersalso lost the main source of theirfamily’s financial support. They werenow more impoverished than ever,

often lacking the fees to send even one grandchild to school. InCanada we have never had to experience the loss of a genera-tion. Blessed by history and geography and ownership of ourown resources, we possess the wealth to stave off such perilsto our future. This is not the case in Africa. Someone had to get Africa’s AIDS story out. With his book “RaceAgainst Time” in hand, he set out on a speaking tour across thecountry. According to Randy Boswell, Stephen Lewis is consid-ered to be Canada’s most impressive orator. He is sought outfor repeat engagements by those who have heard him speak inthe past. In community halls and universities he never fails toconvey his admiration for Africa’s children and the resilience oftheir grandmothers. But it was in the churches, of every denom-ination, that he found a uniquely attentive group, women going

through the experience of be-coming grandmothers them-selves. These women were grand-mothers with a difference. Intheir twenties, they had beenshaped by the huge waves ofsocial consciousness thatswept over many people in the60’s. Tell such women thatthere are impoverished grand-mothers who now parent theirgrandchildren 24/7 and it hasthe effect of a starter's pistol.It's been said that whereverStephen Lewis spoke, anotherGrandmothers group sprangup. In Canada there are 250groups now. Since the start ofthe Grandmothers to Grand-mothers Campaign in 2006

they have contributed 13.5million to the Stephen LewisFoundation. This funding nowreaches grassroots projects in15 African countries and includes activities such asHIV/AIDS education, caregivertraining, parenting courses, income generation, vocationaltraining for teens, and schoolfees, books and uniforms forthe children.African Grandmothers are becoming activists. They arestarting to lobby their own governments. The CanadianGrandmothers’ connectionhas helped with the necessarymedia attention. In Swaziland,a few months after a secondGrandmothers’ Walk in thatcountry, the government introduced free health care forthe grandmothers in all thehospitals. In addition, morethan 6,000 grandmothersthere have obtained bank accounts and are receivingstipends on a monthly basis.At International AIDS Conferences, Grandmothershave attained official standing.Carole Holmes of Oakville’sGrandmothers group,Oomama, gave an address tothe UN. If Olivia Ward’s prediction of an African Springin 10 years comes true, it willbe today’s African grandchildren who will fight,once again, for greater free-dom. Support from Canada intheir formative years is vital. The Halton grandmothershosting the Walk include fivegroups: Oomama, the UbuntuGrandwomen, Blooms forAfrica, North Halton Grandmothers, and theBronte Grandmothers. Thesegroups extend a warm wel-come to everyone in the Halton community to join themin their Walk. Everyone whosupports the grandmothers iscalled a “GRAND OTHER”.We would love to have lots of“GRAND OTHERS” show upthe day of the Walk. Husbands, children, students,friends and strangers too, canregister the morning of thewalk at St. Thomas Aquinas

not only damage your skin, but your eyes aswell?

Over time, UV rays can lead to eye dis-eases and vision loss. They can damage

both the eye’s surface and the interior of your eyes. They con-tribute to the development of cataracts and the progression ofage-related macular degeneration, as well as skin cancers. Ifyou don’t protect your eyes from UV light, the damage can leadto blindness. Children’s eyes are very susceptible to sun dam-age and as they tend to be outside more often, they also needa pair of quality sunglasses with high UVA and UVB protection.

The best way to protect your eyes from UV is to get a goodpair of sunglasses. Lenses are as important as the frames youchoose and should be free of distortion. Most manufacturerslabel their products, stating their protective ability. Don’t be deceived by the colour or cost of sunglasses. The darkest lensesdo not necessarily give the best protection. Only an invisible UVprotective coat, applied during the manufacturing stage or builtinto the lens can accomplish this. If you spend a lot of time inthe sun, buy wrap-around glasses to prevent the sun from en-tering your eyes from the sides.

Since clouds aren’t effective UV filters, wear your sunglasseson cloudy days too, particularly if you have light eyes, which aremore susceptible. tre at the Bronte Village Mall in Oakville, wesee a large amount of acute low back pain,which can be “fixed” with one or more treat-ment sessions of Traditional Chinese Mas-sage and Acupuncture.

According to the National Institutes of Health, back pain isthe second most common neurological disorder in the UnitedStates – second only to headaches which are more common.

Most acute back pain is mechanical in nature. Acute or short-term low back pain can generally last from a few bad days to a

few weeks, but can sometimes even last months. Pain can usu-ally be caused by a sports injury, work around the house, in thegarden, or even something as simple as a sneeze or puttingsocks on. Symptoms may range from muscle aches to a shoot-ing or stabbing pain, limited flexibility, range of motion issues,or the inability to stand up straight.

Here is a typical story: In early May 2012, Steven, a newpatient, felt a sudden severe pain early in the morning afterbending over to put on his socks. He called an ambulance. Thedoctors gave him an emergency CT scan, and told him therewere no significant medical findings. Steven got a morphine shotand was sent home and told to go to see his family physician ifthere were any new changes. Steven stayed in bed for 3 days.His wife took care of dressing and feeding him. On the 4th daywhen Steven arrived at my clinic, he refused to sit down for theinitial interview—standing up from chair would “kill him”.

One hour later when Steven walked up right out of the treatment room, his wife smiled as she saw a different Steven.Steven said that 75% of his pain gone, he was very much impressed.

Steven did not need to come back for a second visit. Hecalled to cancel his follow up appointment and said that he wasfeeling so wonderful and that he just wanted to enjoy the sun atthe lakeshore waters.

Just earlier this month, a similar story happened. A gentle-man reported an immediate 50% relief of pain when he got offour treatment table. He is coming back to see me this afternoonfor his second treatment, I wonder if he will need to come backfor a third visit.

I started to investigate the mechanisms of this kind of lowback pain in the early 1990s, when I practiced as a neurologistin China. I “fixed” over 100 similar cases, in most cases with justa few treatment sessions.

In Traditional Chinese medicine, we have a special name for

this condition: “Shan Yao 腰” or “岔⽓ Cha Qi”. The blockageof Qi causes severe pain. Traditional Chinese medical doctorsalso call it irritated facet joint syndrome.

In western medicine, this condition is not well understood. Itis usually called mechanical lower back pain. Doctors usuallyprescribe pain killers and muscle relaxants for this condition. Patients sometimes may also go physiotherapy for extended pe-riod of time.

Other conditions that may cause acute low back pain can include fracture of lumbar vertebrae, injury to the muscles andligaments. Therefore adequate assessment is important.

In summary, most acute low back pain is mechanical in nature, which means medical doctors cannot always identifyspecific clinical findings. For such acute lower back pain, Traditional Chinese massage and acupuncture can correct theproblem within one to a few treatment sessions.

by Mark FleiszerMany recent research studies indicatethat the current standard in North Amer-ica for protecting public health from radi-ation is inadequate and that the radiationemanating from the antennas mountedon roofs of buildings, cell towers etc., al-though they comply with the official stan-dard, carry the risk of cancer and otherillnesses especially in young people andchildren. Apparently there are over 400such antennas in Oakville and more that300 are planned to be installed withinone year. The standard referred to aboveis “Safety Code 6”.

Bell Canada is installing a commercialstrength antenna on the Cell Tower at FireStation No.1 (Bronte Rd. at Rebecca). A fast growing group ofthe affected area residents (MyBronte group) is against takingthe risk of endangering their and their childrens’ health and tookits objections to the Corporation of the Town of Oakville whichowns the land where the Tower is located. The residents do notdispute the use of the tower for emergency purposes (since1996) by the Halton Regional Police and the Fire ProtectionServices, however they do object to the high strength commer-cial antennas and the sole authority by Industry Canada for thesiting (deciding the location) of the antennas.

On 19 March 2012 the Town Council called a public meeting todiscuss its’ staff proposal to reduce the setback from schools,

kindergartens and other sensitive areas from 200meters to 20 meters. No proper justification seemsto have been provided. MyBronte Group, andsome others, presented their objections to thisproposal to the Town Council. After a three hours’discussion with no agreement, the meeting waspostponed to a later date.

On 14 May 2012 the Town called another meeting.This time in addition to the general public it wasattended by the federal Departments of both In-dustry (I.C.) and Health (H.C.). They were able toprovide answers to many questions from theCouncillors. However their answers were couchedin scientific terms and often were inaudible tothose sitting in the audience thus few people couldclaim that they really understood what was beingsaid In short, the I.C. position was that they

would:

a) not support any setbacks,

b) the Town’s protocol could not override that of I.C.,

c) that the Safety Code 6 (currently being revised for publicationin 2013) was perfectly adequate,

d)the research findings about the risk of cancer and other illnesses were not generally scientifically acceptable (?) and

e)that the Town Council could not do anything against I.C. sitingdecisions.

As the time set aside for the meeting had run out, the hearingswhich were attended by a very large number of people (many

had to stand) had to be extended to 15th and 17th May in orderto allow the many delegations to present their views.

Over 20 presentations were heard by Council and by the obvi-ously very concerned audience on 15th and 17th May.. The pre-sentations included representatives from MyBronte group;Citizens for Clean Air (C4CA); a psychologist on behalf of Citi-zens for Clarkson – Lorne Park; an environmental lawyer andothers. Following each presentation the Councillors questionedthe presenters and a very clear picture has emerged: The people are :

a) Against the reduction of the setback to 20 meters;

b) Against the use of the high strength commercial antennas although they meet the present requirements of Safety Code 6;

c) Critical of the H.C.’s unwillingness to consider the findings ofinternational research even though some of the countries in Europe and elsewhere have adopted the “Precautionary Principle” i.e. when there are signs of possible adverse effects(in this case) to health, although uncertain, the risk of inactioncan be greater than the risk of acting.;

d) Critical of the lack of Canadian research on the subject of therisk of radiation from the cell towers etc.,

e) Against Bell Canada’s unbending attitude concerning installation of antennas close to residential areas etc. and arealso quite incensed by I.C.’s sole authority on the siting of allcell towers.

Following the presentations at the 17th May meeting the Councilvoted to unanimously to retain the 200 meters setback eventhough it is cognizant of the fact that it can be overruled by I.C.

An interesting observation was made by one of the Councillorswho stated that although he was originally for the reduction to20 meters, having heard the presentations and especially the

personal stories of hardship due to the radia-tion, he changed his opinion and voted for re-tention if the setback to 200 meters. In addition,the Council approved to replace all referencesto “Municipal Letters of Concurrence…” whichI.C. requires with “Municipal Letters of Com-ment” so as not to be seen as always agreeingwith I.C.’s siting decisions.

Furthermore the Council will require the anten-nas installers to obtain a supporting letter fromthe Oakville Member of Parliament TerenceYoung before proceeding with any installations.

The Council recognized the difficulty of doing anything to influence an upgrade in SafetyCode 6, however it is prepared to strive hardthrough the Federation of Canadian Municipal-ities toward obtaining for the municipalities amore serious role in governing their towns andcities than that available at present.

In closing it should be noted that Councillors Robinson, Johnson, Damoff, Duddeck, andKhan have been very supportive of MyBrontegroup’s appeal from the beginning of the issue.Our Member of Parliament Terence Young hasbeen and is very active in Ottawa on My-Bronte’s group’s behalf including discussionsin caucus, a private member’s bill to be pre-sented in the Parliament and also will be hold-ing a seminar on the subject for the GTA’s Members of Parliament shortly.

Nazareth (aka Naz or Nazzie) was found on November 1st, 2011 abandoned, left to die,on the balcony of an apartment. It's not clear how long he was out on the balcony withoutfood or water. Neighbours reportedly made several complaints about him barking. Buteventually he stopped barking and just lay there to die. And when a neighbour saw whatappeared to be a dead dog being eaten by birds, the authorities were called. That emaciated, bird-pecked carcass was Nazareth, and they discovered he was alive ...... dehydrated, starved, given up all hope … but alive. He was taken to the OSPCA whereit was discovered that he was paralyzed in the hind end. He was then transferred to alocal veterinary clinic for xrays & emergency treatment; and subsequently for a neurological assessment which concluded that the most likely cause of his paralysis wasa herniated disc. How he came to be paralyzed, we do not know. How long had he beenparalyzed ... we also do not know. He is estimated to be 12yrs of age. Caring for Nazzie is a full time 24/7 job. And it’s not easy. He’s a big dog & carrying himfrom room to room , or out to the garden, getting him into & out of the bath tub, liftinghim into his wheelchair, lifting him into the car, are all daunting tasks. But Nazzie is worthit. He has a spirit that touches everyone who meets him, and indeed it was that spiritthat captured the hearts of the OSPCA staff who championed for his right to live. Since arriving in rescue Nazzie has gained 17 pounds, his wounds have healed, and hiscoat is shiny & healthy. He has been attending physical therapy at the Canine WellnessCentre (www.caninewellness.com) in the hopes that he might one day walk again. In themeantime, Nazzie has been supplied with a custom Eddie’s Wheels wheelchair.The ongoing cost of caring for rescue dogs can really add up. Think about what it costsyou to feed, spay/neuter, vaccinate, deworm, heartworm test, groom, train, buy toys for,etc. for one dog. Now multiply that by two, or four, or six ….. & you’ll have an idea ofwhat it costs rescue groups to care for the dogs they have awaiting adoption. Adoption

On Saturday, April 14, 2012 that which was just a dream 10months earlier became a reality. The Oakville Church of theNazarene has two buildings on their property at 320 Bronte Rd.,the church building and a large house overlooking Bronte Creekthat was originally the parsonage. For 15 years the house wasrented to a tenant who had a daycare called Precious PeopleDaycare and who was shut down by the ministry in June of2011. The Church leadership last June felt it was time to takeback their building and step out in faith to open a not for profitchildren's centre. Seedlings Children's Centre was licensed inMarch of this year and the celebration and grand opening wasin April. The Seedlings children's centre offers safe and lovingdaycare to Toddlers and Preschoolers (starting as young as 15months). In the church's Gym, a before and after school program is being offered starting September 2012. SummerCamps will be offered for July and August for ages 6 -12 andwill run 7 a.m. to 6 p.m. to help working parents. It will includea weekly field trip and fun activities.
