Thirteen years ago, in April, 1962, Cesar Chavez" Helenhis wife, and their eight children moved into a two­bedroom house on Kensington Street, Delano. At ap­proximately the same time, the AFL-CIO decided tostrengthen its drive to organize farm workers anddispatched fresh organizers to several locations in thestate. The California Migrant Ministry, now known asthe National Farm Worker Ministry, took the historicstep of placing staff in the fields along side unionorganizers. And, in the deep South, a campaign toliberate Black Americans was raging.

Between 1962 and September, 1965, the fledglingNational Farm Worker Association, formed by Cesarand a handful of determined organizers, grew to severalthousand members. A credit union, the first for migrantfarm workers, an automotive cooperative, a newspaper,service center, and death benefit insurance plan wereestablished... all without foundation or governmentgrants, depending solely upon the will of the farmworker union members for support.

But in that incredible September of 1965, four mightystreams - the NFWA, the religious, civil rights andlabor movements converged to support what is nowknown as the Great Delano Grape Strike.

Members of the predominantly Filippino AFL-CIO andthe Chicano NFWA formed a joint strike committeededicated to bringing the powerful table grape growersof California to the bargaining table. Their strike wasmet by sheriff's deputies at riot alert, dogs, privatepolice, guns, helicopter patrols, and of course strike­breakers recruited by labor contractors. The AmericanFarm Bureau, the Chamber of Commerce, John BirchSociety, and later the Nixon-Reagan Axis, joined handsin an alliance of Right-Might, determined to crush thefarm workers' movement. The United Auto Workers,International Longshoremen's and Warehousemen'sUnion, and other independent labor organizationsthrew their weight behind La Causa. And even then, thebattle, as in so many in the agricultural fields before,looked hopeless.

Then a new tactic was tried. In spite of those who said itwouldn't work, a consumer boycott of table grapes waslaunched. Student volunteers and farm workers literallyrode the rails and hitch hiked to distant cities to ask thepublic not to buy grapes. Through a sacrifice rarely ex­ceeded in the history of the American Labor Movement,workers from the lush vineyards fanned out across theentire world. Like a fist slowly closing, the grip ongrower profits tightened, until, in the summer of 1970,table grape growers from Coachella to Chowchillatrooped up to the bargaining table and made their peacewith the new farm workers union, now called UnitedFarm Workers, AFL-CIO.

Meanwhile, other skirmishes were fought and won:Gallo, Almaden, Christian Brothers, Novitiate, Fran­zia, Perelli-Minetti" Schenley, and Italian Swiss Colonyfelt the sting of the strike and boycott, fought back, andfinally signed contracts with the union. Thus, almost60,000 migrant farm workers covered by union con­tracts saw their labor respected, their wages raised from90 cents to $2.50 per hour, their health protected by amedical plan, and their lives lengthened by protectionsagainst deadly organo-phosphate pesticides in the fields.For a while it seemed that the dreadful statistic quotedby the U.S. Department of Labor, that farm workersenjoy a life expectancy of only 49 years, would be erasedand forgotten. Victorious and exhausted, farm workerorganizers returned to their homes to begin to enjoy thefruits of the long struggle. But barely before the ink wasdry on the grape contracts, signed in the summer of1970, the International Brotherhood of Teamsters an­nounced a campaign to wipe out the momentum of theUFW by signing contracts with all the lettuce growers inthe Salinas Valley. Outraged, UFW members in the let­tuce fields carried out the largest and most effectiveagricultural strike in the history of the United States.

In a matter of days, however, the picketing wasprohibited by the growers' traditional friends, themedieval-minded, black-robed rural judges. Un­daunted, the union pressed forward with a boycott ofhead lettuce, which continues to this day.

Meanwhile, labor peace settled over the vineyards. Eventhe hated labor contractors, with their man-slaughteringbuses, were driven from the fields and replaced byhiring halls. In 1972, just ten years after Cesar, Helenand family had moved to Delano, the number ofmigrant children graduating from high school had risen700070. Farm workers were settling down, participatingin local politics, and enjoying long-sought stability.

Then, on April 16, 1973, these table grape contracts ex­pired in Coachella Valley. The outlook was not good forrenewal. In fact, labor leaders, churchmen, and jour­nalists were appalled to hear of the incredible allianceannounced by Teamster International President, FrankFitzsimmons at the annual convention of the AmericanFarm Bureau. But there it was, out in the open, ablatant conspiracy between these two giants to destroythe United Farm Workers. In the face of appeals forreason from the National Conference of Bishops, thewedding took place. The Teamsters and the Growershoneymooned, and gave birth to a scrap of paper theynamed a contract.

Again, as in the lettuce dispute, the outraged farmworkers struck with all their might. Again, the courtscame to the defense of the agri-business Giants. Andthis time, in Kern County, the full force of the Sheriff'sDepartment was thrown into the battle on the side of theGrowers and Teamsters.

Over four thousand farm worker strikers were arrestedfor refusing to obey unconstitutional injunctions. Hun­dreds were gassed and beaten. Two were killed.

The Gallo Wine Company and the table grape growershave all signed contracts with the Teamster without per­mitting their workers the simple dignity of casting a votefor the union of their choice. Farm workers have beenrobbed of their union contracts and today are in slavery.They must pay dues to Frank Fitzsimmon's unionagainst their will, or be fired.

And so, Gallo, grape and lettuce strikers are boycottingagain.

They are fighting for their lives.

SOLIDARITY FOREVER

Throughout the course of the United Farm Workers struggle

for Union recognition, the United Auto Workers Union has proved

itself a strong long-term ally. When the first strike was barely

three months old, in December 1965, Walter P. Reuther, UAW Presi­

dent, went to Delano, California to pledge his Union's support for

the fledgling UFW.

Days after assum ing the UAW presidency, Leonard Woodcock

showed his commitmentto carryon the Union's fine tradition of

Solidarity with the Farm Workers. President Woodcock joined

Cesar Chavez in a downtown Detroit rally which began the journey

of the historic "DELANO FREEDOM BELL". From Detroit, the UAW's

hometown to Delano, the hometown of the UFW.

Since 1972 as Regional Director, I have followed my own

dictates as well as the policy of our Union to support the Farm

Worker's struggle wherever it is, and I pledge the continued

support of UAW Region 6 in the future.
