    General Information

    Fee AssistanceBloomington Parks, Recreation & Cultural Arts provides a fee assistance poli-cy to reduce certain fees and charges for those who are unable to pay.Application forms are available at the main office and at the Lincoln LeisureCenter.

    Applications taken at least two weeks prior to the start of a program will begiven priority processing; however, fee assistance fund availability and programregistration cannot be guaranteed. Proof of residency and income are requiredat time of application. All requests will remain confidential.

    All requests will be reviewed and applicants will be notified at least one weekprior to program start dates. The decision of the Recreation Department will befinal.

    Americans with Disabilities ActWe comply with the Americans with Disabilities Act (ADA) which prohibits dis-crimination on the basis of disability. We will make reasonable accommodationsfor individuals with disabilities who meet essential eligibility requirements forthe desired program. Individuals with disabilities are encouraged to contact us

    Scene from 2012 Penguin Project McLeanCounty production of Beauty and the Beast Jr.

    What is the Penguin Project of McLean County?The Penguin Project of McLean County is a group of individu-als, ages 10 - 24, who take to the stage to perform a modifiedversion of a well-known Broadway musical. This production isunique, however, because all of the roles are filled by individu-als with disabilities. Performers with disabilities are paired withsame age peer mentors who support them throughout therehearsal and performance schedule. By creating unrestrictedaccess to the performing arts, The Penguin Project demon-strates that the special challenges of a disability need nothandicap a childs ability to participate in lifes experiences.

    The Penguin Project was started eight years ago in Peoria. InMcLean County a core group of individuals from BloomingtonParks and Recreation, Kiwanis Club of Normal, Easter Sealsand the community joined forces to present the first PenguinProject of McLean County production in June 2009. Annie Jr.was performed in 2009, Music Man Jr. was performed in June2010, High School Musical Jr. in 2011, and Beauty and theBeast Jr. in 2012.

    Our penguins may not be able to fly, but that does not preventtheir spirits from soaring.

    2013 RehearsalsRehearsals for Peter Panstarted March 5. The cast is com-plete for this year. Please come see the show. Contact us afterthe show if youre interested in being involved in the 2014 pro-duction.

    A young princess named Snow White finds herself in peril when herstep-mother, the Queen, is told by her Magic Mirror that the princessis fairer than she! Aided by her two Henchmen and a band of evilBats, the Queen plots to get rid of Snow White. Snow White escapesfrom the Queen and from the Black Forest Creatures with help fromWitless the Woodsman, and finds a home with the Seven Dwarfs.When the Queen learns of Snow Whites whereabouts, she attemptsto poison Snow White. But, the Queens evil plans are thwarted whenSnow Whites fearless Forest Friends, her father King Backwards, the

    Seven Dwarfs and the Prince come to her rescue.

    Come to the BCPA for two nights of great fun as the BCPAand the Bloomington-Normal Jaycees team up to presentthe 2013 Bregala Festival. Great music outside, and anopportunity to sample some of the worlds best beers in a

    fundraising event to support local charities.

    Summer 2013 events at the BCPA!

    The Missoula Childrens Theatre (MCT)returns to the Twin Cities, engaging up to 60

    local 1st through 12th graders in two

    unforgettable theatrical productions.

    These two musicals will be presented consecutively over atwo week period. Prospective cast members will audition onthe Monday prior to the performance and learn the show overa five-day rehearsal schedule. Rehearsals will take place with-in the BCPAs Creativity Center, 107 E. Chestnut St., Blmg.Outdoor performances will take place that Friday andSaturday on the outdoor stage at Miller Park.

    You must audition to participate each week for a chance to becast and participate in that weeks production.

    If your child is cast there is a $35 registration fee per child per

    show.

    Cultural Festival WeekendFriday - Sunday, August 16 - 18

    Miller Park BandstandCultural Festival Weekend is a three-day event that includescultural and ethnic food vendors; entertainment that features

    local and national R & B, Blues, Country, Jazz, Classical,Gospel Performers, and Dance Groups; in addition to generalmerchandise vendors offering a vast array of items. Whether you prefer being outdoors orinside, working with preschoolers or older adults, assisting park visitors or hosting special events, we have a volunteer opportunity foryou. Have a great time while meeting new friends who share your interests, learning new skills, and improving your mental and phys-ical well being.

    Most volunteer opportunities do not require any previous education or experience, although we benefit greatly from the professionaland life skills of our volunteers. Volunteers can elect to make a small or large time commitment, either on a regular basis or just occa-sionally during weekday and weekend hours.     S.O.A.R.Special Opportunities Available in Recreation is a communi-ty therapeutic recreation program serving individuals whoare unable to successfully participate in regular recreationprograms. Social, leisure, and developmental skills areemphasized to promote the highest level of recreational par-ticipation possible. S.O.A.R. is sponsored by Bloomingtonand Normal Parks & Recreation Departments.

    EligibilityMost individuals with disabilities are eligible to participate inS.O.A.R. activities. Persons from youth to adults who are inspecial education classes, workshops, nursing homes, orwho have leisure needs not met by traditional recreation pro-

    grams are eligible. This includes those with developmental,physical, or learning disabilities; sensory, genetic, or behav-ior disorders, autism, or emotional difficulties.

    VolunteersS.O.A.R. uses a wide variety of volunteers to assist in week-ly programs and special events. Volunteers help with pro-gram activities and events and work closely with participantsto provide an enjoyable and quality leisure experience. Pastvolunteers have been community residents, college stu-dents, and community service groups. If you are interestedin volunteering, contact Maggie Rutenbeck at 434-2260.

    The Bloomington Parks, Recreation & Cultural Arts Dept. hasestablished the following policy for youth and adult sport pro-grams in regards to heat issues during athletic outdoor pro-grams:

    Youth Sport ProgramsYouth sport programs will be cancelled if temperatures reach100 degrees and/or a heat index of 104 degrees. The decisionfor cancelation of evening programs due to extreme heat willbe made by 4:00 pm.     Rock DwellersThis 4-day camp is designed to provide

    Your children will participate in a variety of activities includ-ing arts & crafts, archery, games, fishing, cooking, andmore. Campers will go on field trips on Wednesdays of theeven numbered sessions. Participants must be able to func-tion in an outdoor camp setting with a counselor/camper

    ratio of 1:10. Six year olds must have completed kinder-garten to be able to participate in this program. Benefitsof attending camp include building self esteem, increasingcreativity, socialization with peers, and exploring new recre-ation experiences.

    DROP OFF / PICK UP:Campers may be dropped off between 7:00 & 9:00 am.Regular Day Camp activities will take place from 9:00 am -3:30 pm. Children will need to be picked up between 3:30pm & 5:45 pm. The counselors are not on duty before 7:00am, or after 5:45 pm. The extended hours allow flexibility forworking parents. During the drop off/pick up times camperswill be able to participate in various games and crafts, aswell as have time to play on the playground equipment. Asmall snack will be provided in the afternoon.

    WHAT TO WEAR:Children will be participating in various activities that involveusing paints, sand, food, water, and other materials. Pleasedress your child accordingly. Shoes must be worn at alltimes. We recommend gym shoes as various activitiesinclude a lot of running and walking which make sandals dif-ficult to wear.

    Campers must bring their own swim suit, towel, sacklunch, and drink daily. Water will be available at alltimes.

    SoccerGet your child involved in a class that can prepare them for fall soccer and help them become fit kids! Individuals will be taught thefundamentals in this program which offers instruction in dribbling, passing, shooting, kicking, and having fun while improving coordi-nation skills, social interaction, and self-esteem.     Policy for Heat Issues

    The Bloomington Parks, Recreation & Cultural Arts Dept. hasestablished the following policy for youth and adult sport programs

    in regards to heat issues during athletic outdoor programs:

    Youth Sport ProgramsYouth sport programs will be cancelled if temperatures reach 100degrees and/or a heat index of 104 degrees. The decision for can-celation of evening programs due to extreme heat will be made by4:00 pm. All program cancellations will be announced on theBloomington Parks, Recreation & Cultural Arts hotline (434-2386).

    Adult Sport ProgramsAdult sport programs will be cancelled if temperatures reach 103degrees and/or a heat index of 107 degrees. The decision for can-celation of evening programs due to extreme heat will be made by5:00 pm. All program cancellations will be announced on theBloomington Parks, Recreation & Cultural Arts hotline (434-2386).

    Class/Game Make Up InformationYouth Program make up dates will be determined before the startof the program and announced to parents and guardians at thebeginning of the sport program. Once those dates are exhausted,no additional make ups will be scheduled.

    Adult Instructional Program make up dates will be determinedbefore the start of the program and announced to participants atthe beginning of the sport program. Once those dates are exhaust-ed, no additional make ups will be scheduled.

    Adult League Program make up dates will be added into existinggame schedules, added to the end of the season or held onSunday afternoons as a last resort. This information is included inleague rules and discussed at the team managers meetings heldbefore the season.

    Youth Sports

    Teen Tennis: ages 13 - 17 - Teens at any level can devel-op or reinforce their fundamental skills. Class includesskills, drills, strokes, serves and challenging play to taketeens to the next level of their game.

    Adult Beginner: ages 16 & over - Beginner to novice play-

    ers are welcome. Emphasis is on introducing the serve,footwork, volleys, and ground strokes. Play and scoring willbe introduced.

    Adult Intermediate/Advanced: ages 16 & over - A con-tinuation of the Adult Beginner class, but more skill isexpected of the participant. Consistency of ground strokes,serves and volleys are developed during play and moreadvanced techniques and strategies are introduced andincorporated into singles and doubles.

    Tennis Courts are open for public play free-of-charge on a first-come, first-served basis. Courts are located atBloomington High School (8 lighted), McGraw Park (6 lighted), O'Neil Park (3 lighted), Stevenson Park (3 lighted),and Rollingbrook Park (3 unlighted).

    Lessons/tournaments sponsored by our Department have priority over open play. Times and dates of classes and tour-naments are posted at each court. Lights are activated by Park Security between dusk and 11:00 pm.

    Skill Levels

    Youth: ages 8 - 12

    Youth player levels will be brokendown by qualified staff within each

    individual class to ensure a com-fortable and challenging situation

    for all. Focus will be on the funda-mentals of grips, strokes, serve,and volleys.

    USTA Junior Team Tennis: Ages 8 - 18Another exciting tennis opportunity available for youth this summer is USTA Jr. Team Tennis, which will take place at EvergreenRacquet Club on Fridays. Boys and girls will join a tennis team, working together toward a team win, just like in other team sports.USTA Jr. Team Tennis gives kids the chance to put what theyve learned in clinics to use by competing in a modified match formatincluding singles, doubles, and mixed doubles.     Indoor Rock Climbing Day Camp - (Cliffhangers)This 4-day camp is designed to provide participants with a complete introduction to the sport of rock climbing. The camp will includeequipment safety, belaying (managing the climbers rope to prevent a fall), climbing techniques, games, open climbing, and promotepersonal growth while focusing on the importance of trust and communication. Each of the daily sessions will encourage kids to findnew ways of approaching climbing through one-on-one and age appropriate group instruction. The cost of the camp includes an Upper
