E-AUCTION NOTICE
Housing Board Haryana is the premier agency of State Government
constructing the houses for various categories notably BPL/EWS, Defence
personnels and also for the general public. Housing Board Haryana invites the applications for allotment of residential and commercial properties at various locations across the state. As per the Regulation 1972 of Housing Board Haryana,
in case the number of eligible applicants is more than the number of flats offered for allotment in that category station wise, the allotment will be done through e-
auction amongst the qualifying applicants.
Accordingly, e-auction is being conducted in respect of residential/commercial
properties at various stations through the web portal http://hbh.sets.co.in
The details of BPL/EWS flats to be auctioned vis-a-vis the number of eligible
applicants, reserve price and minimum bid increment are as follows: -

No Bid below reserve price shall be admissible. Minimum Incremental value for will be Rs. 10,000/- for General category and Rs. 5000/- for BPL/EWS.
ONLY BPL/EWS of state of Haryana will be eligible in the said category however the general category is open for participation for general public.

Annexure -I
E-auction Bidding terms and conditions
The detailed terms and conditions of E-auction bidding are as under:-
1. Online E-auction shall be conducted by Housing Board Haryana,
on the pre-specified date and time (separate schedule will be
announced) while the bidder(s) shall be quoting from their own
offices/places of their choice, internet connectivity and other
paraphernalia required for participation in the E-auction shall have
to be ensured by the Bidder(s) themselves. Please note that failure of
internet connectivity/(due to any reason whatsoever it may be) shall
be sole responsibility of bidder(s) and Housing Board Haryana shall
not be responsible for such unforeseen circumstances. In order to
avoid such contingent situation, bidder(s) are requested to make all
the necessary arrangement/alternative whatever required so that
they are able to circumvent such situation and still be able to
participate in the E-Auction successfully. The bidder(s) are
requested not to wait till the last moment to quote their bids to
avoid any such mishaps.
2. Material of Bid: Sale of Flats, Shops, Plots, Koisk and Community
Centre by Housing Board Haryana.
3. Type of Auction: E-Auction
4. Bid start Rate (Reserve Rate)/Minimum Incremental Value: The
Bid start Rate of the E-Auction and the Minimum incremental rate
shall be available to the bidder(s) on their bidding screen.
5. Bid: The bidder(s) have to quote the rate for the Flats, Shops, Plots,
Koisk and Community Centre available for E-Auction.
6. Procedure of E-Auction
(i) E-Form Submission: The bidder is required to register on
portal http://hbh.sets.co.in or Housing Board Haryana
website www.hbh.gov.in before participating in e-auction. The
registration is free of cost.

(ii) Online E-Auction
Housing Board Haryana declare its Bid start Rate (Reserve
Rate), which shall be visible to all the bidder(s) during the
start of the E-auction. The first online bid (i.e. H1 Rate) that
comes in the system during the online e-auction has to be
higher than bid start Rate( Reserve Rate) by the minimum
incremental value/higher than minimum incremental value
(incremental value Rs. 5000/- for BPL/EWS and Rs.
10000/- for general category). The second online bid and
onwards will have to be higher than the H1 rate (Higher
Bid) by one minimum incremental value or by higher than
the minimum incremental and so on.
E-auction for Flats, Shops, Plots, Koisk and Community
Centre shall be valid for a period from time and date of start
of bidding to closure of bidding. If a bidder(s) places a bid
in the last 5 minutes of closing of the e-auction and if
that bid gets accepted, then the e-auction’s duration
shall automatically get extended for another 5 minutes,
from the bid closing time. Please note that the auto-
extension shall be for unlimited times and will take
place only if a valid bid comes in last 5 minutes. In case,
there is no bid in the last 5 minutes of closing of e-auction,
the e-auction shall get closed automatically without any
extension. However, bidder(s) are advised not to wait till the
last minute or the last few seconds to enter their bid during
the auto-extension period to avoid complications relates
with internet connectivity, network problems, system crash
down, power failure etc.
7. During e-auction: if no bid is received within the specified time,
Housing Board Haryana will sole and absolute authority to decide
on it.

8. The bid once submitted by bidder(s) cannot be cancelled/withdrawn
and the highest bidder shall be bound to buy the Flats, Shops,
Plots, Koisk and Community Centre at his/her final bid, subject to
approval from competent Committee/Authority of Housing Board
Haryana. The failure on part of bidder(s) to comply with any of the
terms and conditions of the E-auction notice & Offer Letter issued
after approval of the bid by the Board, will result in forfeiture of the
earnest money (EMD) paid by defaulting bidder(s).
9. The bidder(s) will be able to view the following on their screen along
with necessary field in the e-auction:
a. Leading bid in E-auction (H1-Highest Bid).
b. Bid placed by bidder(s).
c. Bid start Rate (Reserve Rate) & Minimum Incremental value.
d. The bid rank of bidder(s) in the e-auction.
10. Housing Board Haryana is at liberty to cancel the E-auction process
at any time or even before declaring the successful bidder(s) without
assigning any reason.
11. Housing Board Haryana shall not be liable towards bidder(s) for
any interruption or delay in access to the website irrespective
of the cause.
12. The bidder(s) are required to submit acceptance of terms and
conditions before participating in the E-auction at the time of
deposition of participation fee and EMD.
13. Successful bidder(s): At the end of the E-auction, Housing Board
Haryana will evaluate all the bids submitted and will decide upon
the successful bidder(s) after taking due approvals from the
Competent Authority.

Annexure-II
For participation of e-auction (Flats/ Shops/ Plots/ Koisk wise and Station wise)
1. It shall be the sole responsibility of the bidder(s) to inspect and
satisfy themselves(s) about the site position of the flat(s)/properties
before submitting the bid.
2. Allotment of flats will be made to the Highest Bidder (H1).
3. The Earnest Money Deposit (EMD) of the unsuccessful bidder(s) will
be refunded without interest, cost or claim after the closure of the E-
auction or the extended period as decided by the Housing Board
Haryana. The refund of EMD of unsuccessful bidder shall be
deposited in the same bank account which is specified by the bidder
in the E-Auction form at the time of registration. Housing Board
Haryana shall not be responsible if incorrect/incomplete Bank
details are furnished by the bidder in any manner. Further, EMD
will not be non transferable to the other Bidder or any other
property to be purchased by the same bidder through E-auction.
4. The Board reserves absolute right to accept or reject any bid(s)
without assigning any reason thereof.
5. The acceptance or rejection of the E-auction by the Board shall not
become a cause of action or ground to initiate any legal action
before any court of law for obtaining any Order, Injection, Direction
etc. from the Hon’ble Court to stay the proceedings.
6. In the event of any dispute arising out of the E-auction, such
dispute would be subject to the Jurisdiction of the Civil Court
within local limits of district Panchkula, Head Office, Housing Board
Haryana, Awas Bhawan, Plot No. C-15, Sector-6, Panchkula.
7. The allotment of the flats, general flats, plot, shops and koisk shall
be allotted within the time period specified by Housing Board
Haryana after paying 25% of bid amount.

8. The allottee will follow the building regulations and parameters as
prescribed for the particular use of the flats, general flats, plots ,
shops koisk and community centre.
9. The allottee will be liable to pay GST as applicable as per GST Act
2017 on the bid amount of flat, general flat, shops, plot koisk and
community centre.
10. The bidder(s) shall not involve himself or any of his representatives
in prices manipulation of any kind directly or indirectly by
communicating with other bidder(s). The bidder(s) shall not divulge
either his bids or any other exclusive details of Housing Board
Haryana to any other party.
11. The decision of Housing Board Haryana regarding declaration of
successful bidder(s) shall be final and binding on all the bidder(s).
12. Housing Board Haryana shall not have any liability to bidder(s) for
any integrated or delay is access to the web-site irrespective of the
cause.
13. Housing Board Haryana is not responsible for any damages,
including damages that result from, but are not limited to
negligence. Housing Board Haryana will not be held responsible for
consequential damages, including but not limited to systems
problems, inability to use the system, loss of electronic information
etc.

Annexure-III
Terms and conditions for Sale of property
1. There will be two different categories for E-Auction purpose General
Category (open for participation by anyone) and another being
BPL/EWS (open for participation by BPL/EWS) for State of Haryana
only. Interested to login on portal http://hbh.sets.co.in.
2. For BPL category the bidder shall upload passport size photo
against white background (no cap/goggles, only regular spectacles),
yellow/pink BPL card as applicable and original Aadhar Card at the
time of registration at portal http://hbh.sets.co.in.
3. For EWS category the bidder shall upload passport size photo
against white background (no cap/goggles, only regular spectacles)
EWS certificate issued by the Executive Magistrate or concerned
authority and original Aadhar Card at the time of registration at
portal http://hbh.sets.co.in.
4. For General category the bidder shall upload passport size photo
against white background (no cap/goggles only regular spectacles)
original Aadhar Card and ration card or any valid ID proof ( eg.
Voter ID, Ratio Card, Driving License, Pan Card and Passport etc.)
issued by Government of Haryana/Central Government at the time
of registration at portal http://hbh.sets.co.in.
5. All categories bidders will enter bank account detail i.e. Name of
Bank, Bank account number and IFSC code alongwith copy of
cancelled cheque for refund in case of unsuccessful bid at portal
http://hbh.sets.co.in. The Housing Board Haryana will not be
responsible any laxity.
6. There will be no registration charges. Only EMD is to be paid.
7. EMD for both categories i.e General Category as well as BPL/EWS
will be 10% of the reserve price and will be mandatory for
participation in auction process.

8. Balance 15% amount (calculated against the highest bid/auctioned
value) will be deposited by the successful bidder within 30 days of
the acceptance of the bid and only after deposit of the said amount
the allotment letter will be issued. Balance 75% amount can be paid
in lump sum without interest from issue of letter within 100 days or
in Six half yearly instalments with 10% interest.
9. GST will be charged as applicable as per GST Act, 2017 beyond the
amount of auction price.
10. For BPL/EWS flats a ban on sale/transfer shall be for 5 years. Any
transfer/sale deed on the basis of GPA/SPA will not be allowed.
After completion of the said period and issuance of No Dues
Certificate conveyance deed will be allowed to be executed. No
Conveyance deed will be allowed before 5 years even if all dues have
been cleared by the allotee. However, there will be no such condition
for the flats/properties purchased in General Category.
11. Minimum incremental value to be quoted as against the reserve
price of the property. The minimum incremental value shall be Rs.
5000/- (Rs. Five Thousand Only) for BPL/EWS and Rs. 10000/-
(Rs. Ten Thousand Only) for general category.
12. Not more than one property for BPL/EWS will be allowed to be
purchased by single bidder. The General bidder can purchase
maximum two properties but on different stations across the State
of Haryana.
13. Bidder paying up the EMD against one category of Flats, Shops,
Plots, Kiosk and Community Centre will be allowed to bid against
that category of flats and if the bidder is willing to purchase the two
properties at separate locations bidder will have to pay
corresponding numbers of the EMD amount e.g. one EMD value for
Rs. 49000/- will be eligible to make him bid against the 480 BPL
flats in Sonepat and if bidder is willing to participate against the
property put to auction in Jhajjar he will have to deposit additional
amount of 61000/- to bid against 30 BPL properties in Jhajjar and

so on. However, there will be capping on maximum properties one
bidder can purchase as explained above.
14. In case the number of bidders are less than the number of Flats,
Shops, Plots, Kiosk and Community Centre the allotment will be
done against the choice of number(s) of the flat. E-auction will be
carried out in case the bidders are more than the number of
flat/properties offered for sale/auction. Separate schedule for E-
auction will be announced.
15. The EMD for unsuccessful bidder will be refunded with in 30 days
without interest from the closure e-auction process.
16. General Public will be allowed to visit the properties to satisfy
themselves before participation. The properties will be auctioned on
As is where is basis.
17. The concerned Estate Manager, Housing Board Haryana shall be
Nodal Officer to facilitate site visit by prospective bidder. The detail
of concerned Estate Manager has been provided on the website
www.hbh.gov.in
18. The bidder shall be allowed to register themselves on portal
www.hbh.gov.in and http//:hbh.seats.co.in from 25.09.2019 to
24.10.2019 (registration is free of cost, only EMD is to be paid).

Annexure - IV
Terms and conditions of payments
1. The intending bidder(s) shall have to deposit EMD @ 10% of reserve
price at the time of registration through online mode i.e. net
banking, debit/credit card. There will be no registration charges.
2. The highest bidder, after approval of the bid, has to deposit the
following amount:-
i. 15% allotment money will be paid within 30 days from
acceptance of bid.
ii. Balance 75% amount can be paid in lump sum without
interest from the issue of allotment letter within 100
days or in 6 half yearly instalments with 10% interest.
3. In case, the allotment amount as mentioned 2(i) above is not
deposited within stipulated period, then amount of earnest money
deposited on account of EMD shall be forfeited without giving any
notice.
4. The bidder shall have to deposit the balance amount calculated
against H1 value in the following bank account as per given below:-

DECLARATION BY BIDDER(S)
All the bidders have to accept the terms and conditions of E-auction to
complete the registration process:
1 That I have read the entire e-auction Bidding Terms and Conditions for
allotment of Flats, Shops, Plots, Kiosk and Community Centre through e-
auction, Payment & Sale of property terms and conditions and have
understood them fully.
2 That I agree to abide by all terms and conditions to take part in the
online e-auction.
3 That I will abided by all Rules and Regulations of Housing Board Haryana
for participation in e-auction.
4 That I have paid 10% earnest money (EMD) of reserve price.
5 That I shall pay balance payment as per rules and regulation of Housing
Board Haryana as amended from time to time.
6 That I shall abide by GST Act 2017 and shall pay GST as applicable
from time to time on the e-auction property.
7 That I shall not transfer/sale this EWS/BPL e-auction property on
the basis of GPA/SLP for the next 5 years from the date of allotment of
the property. I am also aware that conveyance deed will not be executed
till 5 years despite the No Dues Certificate has been issued.
8 That I shall not claim any interest on earnest money (EMD).
9 That I shall not withdraw e-auction application after deposit of EMD
and participate in the e-auction.
