CONGRATULATIONS - to Julia and Paul Tisdale of Elm Lodge on the birth of Beatrice on Friday 22nd May, a little sister for Sam and Rosie. We wish them all well and lots of sleep! - to Martin Hall and Catherine Gordon of The Little House on their marriage which took place at Babbington House on 14th May. DORIS CHAPMAN We regret to report that Doris Chapman died on 4 May after a short spell in hospital. We send our condolences to her family. There will be a Service to celebrate her life at 2.30 p.m. on Friday 5 June in St. Nicholas' Church. All welcome. Alison Flint CO-ORDINATOR FOR BIDDESTONE VILLAGE WEBSITE The Biddestone and Slaughterford Parish Council are looking for a person who would be willing to give a small amount of time to co-ordinate the Biddestone Village website. This would entail keeping the information up to date (such as upcoming village activities, announcements, Parish Council Minutes and other information for the community). This website is a very useful vehicle for circu-lating news and information and needs someone to ‘keep it alive’. If you feel you would like to take this small task on, we would be very grateful. BIDDESTONE MANOR OPEN GARDEN - 10th May 15 The sun didn’t shine on us and we competed with Badminton, Election Fatigue and VE day services but we did offer greenery and solace to 270 people on Sunday afternoon. I was very proud of our beautiful garden which was glowing and growing after the showers. The birds were singing and hopefully raised the hearts and souls of our visitors to the spring. It could not have been a success without all the help we receive from so many people. Di & Dave and all the garden club members on the gates. Lorena and her amazing tea and cake ladies, Simon & Nicki for the table and chair trans-portation, James, Fiona and Freddie for the use of the field for parking and Biddestone Stud staff for field preparation. We, Mrs A, Rosie & Bill would like to say thank you to all who helped and all that came to visit. We raised £1,447 for the national Garden Scheme Charities.

Record of Biddestone & Hartham W.I.Meeting held on 20th May 2015 Jo Hancock, President, opened the meeting by welcoming Lesley Holdway, W.I.Adviser, and 12 members. Apologies had been received from Pat Humphreys. Jo asked for a minute's silence to remember Doris Chapman who died at the beginning of May. There will be a memorial service for her on 5th June at 2.30pm. Jo thanked Valerie Ringham for standing in for her during April. She then read out the Resolution proposing the removal 'of distinction between nursing care and personal care in the assessment of the needs of individuals'. It was felt to be a very complicated resolution and difficult to implement, but after much discussion a vote in favour of the Resolution was taken, but with discretion for the dele-gate to make the final decision after hearing the debate at the AGM. There was then a break for refreshments, provided by Alison Flint, before business mat-ters were attended to. The Record of the previous meeting was read and approved. Matters arising Final arrangements were made for the Plant and Cake Stall on the Green on Monday, 25th May (B.Holiday). A letter had been received from Lorena thanking the W.I. for providing cakes and help at the Manor teas. £400 had been raised and Lorena gave the W.I. a donation in gratitude. Valerie Ringham reported on the New Speakers Day that she and Valerie Spencer Jones had attended at Holt. There had been talks on various topics and it had been an interesting day. She also reported on the Rifle Shooting and Archery Day which she and her husband had attended on a wet and very blustery day at the beginning of the week. They had enjoyed the day never-theless but felt there were too many people (nearly 50). Her husband was relieved to find there were three other men in the group!

INTERNATIONAL HONOURS FOR BIDDESTONE CRICKET CLUB.

Biddestone cc are proud to report that two players have been selected for England honours. Nathan Caddell – has been selected for the full England Lions Deaf squad of 23 players for 4 upcoming matches. Nathan went through the trials and was selected for the final squad. Nathan has been with us since under 11 and has come through our youth sections. Lucy Farrant – has been selected for the England ladies under 15 development squad. Lucy has been with us for 3 years in our female sections. Lucy has already spent a weekend with the squad at Loughborough university. Lucy as well as our female section, also plays for both our under 15 boys team as well as the 4th men’s team on a weekend. The club is proud of both of them and congratulates them both on their achievements – it is fantastic for the club AS

The Curse of the Irresponsible Dog Owners Despite our appeal in the April Broadsheet and personal approaches to several individuals, both villagers and outsid-ers, the problem of dog mess and dogs off leads has not gone away. On the 6th May an under 6’s football training session had to be cancelled because of dog faeces on the area set aside for them to use. This is not acceptable. Toxocariasis is a disease caused by the eggs of the roundworm Toxocara that can be found in dog faeces. This can contaminate soil even after dog mess is cleared up. Children are particularly at risk of this disease and infection can lead to serious illness and possible permanent loss of sight. Since the article in the April Broadsheet we have had 2 reported cases of dogs suspected of fouling, 13 cases of dogs off leads and 4 cases of dogs loose without owners. We have also in that time cleared up 6 lots of dog mess, and we know that some responsible dog owners have cleared up other owners’ mess without reporting it. We suspect this number of instances is a small fraction of what happens. We would like to thank all the dog walkers who have taken note of our appeal, and thank all of you who have taken it upon yourselves to remind dog owners of their responsibilities and have reported transgressors to committee mem-bers, please continue to do so. Even if you do not know the person by name; give a brief description of the person or dogs, take note of car registration numbers or, if you have a phone with you, take a photo. We can then build a pic-ture of who might be causing the problem. Any information will be kept in the strictest confidence. We have approached the Dog Warden Service for help and advice, and they are going to make some patrols of the village playing fields over the coming months. They will also take action against anyone who is reported to them for letting their dog defecate. Depending on the evidence produced this will be a warning, fixed penalty fine or prosecu-tion. If they find dogs without an owner they will impound them. The Village Hall and grounds are not public land but are owned by Biddestone Village Hall and Recreation Trust Ltd. The Committee of the Trust is responsible for administering the amenities for that part of the public living in the Area of Benefit, and have the right to set and enforce conditions of use that they deem necessary. The Committee has considered the possibility of banning dogs altogether from the trust land if the problem of dog fouling and dogs not on leads continues; this is common practice on many other recreation grounds. This is an action that the Committee would regret having to take. Please help us to maintain the Village Hall grounds to a standard that is acceptable, so we can all enjoy them in safety.

BIDDESTONE VILLAGE HALL AND RECREATION TRUST Notice of Annual General Meeting The AGM of the Trust will take place at the Village Hall at 7.30pm on Wednesday 1 July. The agen-da will be put up in the usual notice boards. Everybody in Biddestone, Slaughterford, Hartham and Gidea Hall is very welcome to come along, have their say and vote in committee members. Below is a resume of some of the things that have happened over the last year. The committee this year had two new faces: Claire Urizza Rodriguez took over from John Chambers, who sadly was terminally ill with cancer. I took over from Mike Chrystal who had been chair for many years and quite rightly felt he had done enough. Apart from Claire and I the members of the committee are Alison Flint (secretary and WI rep), Ian Smith (tennis rep), Andy Short (football rep), Kerry Isom (bookings Secretary), Kris Boulton (cricket rep), David Daniel, Debbie Entwistle, Lorena Roberts and Gill Stafford (Parish Council rep). It’s been a good year. Bookings have been healthy and the number of people playing tennis, cricket and football is remarkable. Our finances are healthy as well. We have over £31,000 in the bank – up from £23,000 at the time of last year’s AGM. The improvement in our finances was largely due to two events: a very successful Bonfire Night, which made over £1,600 profit and the hire of the Hall for the Agatha Raisin filming. This brought in £6,100. The Cricket Club has applied to Sport England for a grant of £50,000 towards the cost of a new pa-vilion. The Club already has the remaining funds necessary in place, has planning permission and the approval of our committee. Some things the committee has had to deal with are not so good; a few break-ins, a brand new TV stolen and a seemingly endless list of repairs; minor and major. We have decided to turn the Trust into a limited company. At the moment the Trust’s committee members and trustees are potentially personally liable for everything we do. This is not fair as of course all of us are unpaid volunteers. The current structure also means that the Trust cannot own its land. At the moment the land is held on trust for BVH&RT by three individuals. A company has been formed but it has exactly the same purpose as the current trust. For technical reasons it will be necessary for anybody who wants to vote at the AGM to apply to become a member of the new company, not that you have to be a member to come along to the AGM and have your say. If anybody has any queries about the trust company please raise them with me at the AGM. We have to find a new treasurer and secretary at the AGM. Alison has announced that she will not stand again. She has been a committee member one way or another for an amazing 20 years. Claire will also not be able to continue as her husband has been promoted away from the area and she will be leaving us in the autumn. Nick Davis, chair BVH&RT.

PUBLIC QUESTION TIME No written questions had been received. One parishioner attended, but did not raise a question CHAIRMAN’S ANNOUNCEMENTS There is now a different way of conducting the PC business the AGM will be held annually in May and will include a six monthly reports (Nov-April). The November Meeting will also include the normal six monthly reports (May-Oct) All parishioners are invited to attend all PC meetings. Two were controversial and one of these has yet to be resolved. The application for Bay Tree Cottage was originally supported by the PC subject to conditions, but as these were not met, approval was withdrawn. Cllr Juniper attended the planning committee meeting and requested refusal of the application. This was unsuccessful and the application was approved. Another application, for Elliott’s Cottage, caused concern and the PC asked Cllr Scott to ‘call in’ the plans before a decision was made. This was done, but unfortunately the planning officer responsible did not act on this request, resulting in the delegated case officer giving approval. Apologies have since been received from the officer.

There are inconsistencies in procedure, which need to be addressed. (AJ) Area Board Corsham: Three meetings since the Open Meeting have resulted in the following: Penny Bell (Springfield Centre) has replaced Dave Roberts as the Board Co-ordinator A Youth Management Committee has been established (similar format to CATC) with Xina Hart as Youth officer. PS Ben Huggins is the new police officer responsible for Calne and Corsham. There is a car fitted with front and rear CCTV working in the area. Wiltshire and Dorset Fire and Rescue Services merged on 1st April 2015.The Porch Sur-gery is involved with the WC Better Care Plan to keep older people in their own homes as long as possible. One thousand houses are planned for the Lacock/Corsham area (Chippenham South Development). Wiltshire Legacy: There is a Magna Carta procession in Salisbury and it is suggested that there are local events to celebrate this. (TS) Area Board Chippenham: Parish Councils are asked to fund their own Speed Indicator devices following cuts in funding. Fibre Optic Broadband has been rolled out with Partnership Funding. This includes Castle Combe, Yatton Keynell and Chippenham. Future development in Chippenham will include a new bridge and improvement to the Railway Station, better use of outdoor spaces for recreation, improved business opportunities in the town, and re-fresh and re-brand the town. The Safe Places Scheme has been launched. Council initiatives to tackle climate change, insulate social housing and help 8000 people in fuel poverty have also been discussed, together with electric hook-ups in car parks and the site alloca-tion in Chippenham for new housing. The April Meeting focussed on youth. (RdeF) Village Hall: The new committee in place since June 2014 has been tidying up issues, which have affected the run-ning of the Trust. The incorporation of BVHRT as a Company has been completed and the assets of BVHRT have been transferred to the company. G Blake, A Flint and M Beswick have been removed as owners of the assets. Com-mittee members are not now personally liable. The Constitution is also being reviewed. New agreements with the Sports Clubs are being considered. The Zipfel lease has been discussed and, a way forward for future negotiations is to be agreed with the Committee. There is financial stability with, in general, good bookings and activities. Dog fouling continues to be a major issue. Options on how to spend the Section 106 money are being considered by the Committee. The new Cricket Pavilion plans are going through the planning process and much work is going into raising grants to ensure it is built soon. (GS) Parish Steward: These duties have changed from Balfour Beatty to ‘a Man with a Van’. In this parish, Sean under-takes work and, he has so far attended one Community Day, working in both Slaughterford and Biddestone. Work in Slaughterford has included grip digging, widening on the bridge, and drain and gully cleaning Road signs have been cleaned and the footpath to the church has been cleared. On-going work includes, repairs to a broken fence rail on the riverbank. The area has been secured and the work should be completed within the next six months. The tarmac on the pavement outside ‘Highbank’ should be attended to by the end of June. Work in Biddestone has included cleaning and sweeping Cuttle Lane, cleaning signs and dealing with a water leak on the Corsham road from Biddestone. Also re-alignment of the saddle stones on the Green. Weavern Lane will be closed on 9th June when the road re-surfacing is scheduled to commence. The next visit by the steward is scheduled for 1st June. (CM) Bybrook School Governor: Report awaited. (CD) Police & Neighbourhood Watch; Report awaited (AS) CATG & Roads; Much work has been undertaken in an attempt to prevent large HGV lorries travelling through the village and down into Slaughterford. It has been agreed that new signs are necessary, and these will be supplied by WC.The PC is required to make a contribution (up to £500) towards the total cost and, these funds will come from the payment received by the PC from the ‘Agatha Raisin filming’. The type and positioning of the signs has been agreed, and it is hoped that the work will be carried out in the summer. Traffic Calming/Speedwatch: Report awaited (AS) Toilets: This has been a very frustrating and time-consuming issue. The toilets were in a worse state than was real-ised. Continuing problems and the lack of a cleaner has prevented them being re-opened. A plumber will attend to the ongoing issues, and if no cleaner has been found, a cleaning company will be approached. The funding for the toilets has been from a WC grant not from PC funds. The grant ceases at the end of 2015/2016 and a decision, as to whether to keep them open, will then need to be made. (GS) Defibrillator: It is now in place on the wall of the Public Toilets. The Fete Committee provided funding of £1600 for 4 years. Twice weekly checks are carried out. A training evening was held last autumn, and, whilst the turnout could have been greater, those who attended found it helpful and reassuring. There will be further training this autumn, when it is hoped that more people will attend. The Chairman thanked those who had attended and the meeting closed at 7 50pm

DRAFT MINUTES OF THE PARISH COUNCIL MEETING HELD ON TUESDAY 5TH MAY 2015, AT BIDDESTONE VILLAGE HALL, AT 7.50.PM APOLOGIES FOR ABSENCE Cllr de Fossard PRESENT Cllrs Stafford, Juniper. Mullens, Smith, Short, Draper, Madley, Williams and Scott (WC), plus one parishioner DECLARATION OF MEMBER’S INTEREST Cllr Short declared an interest in the planning application for Biddestone Cricket Club. PUBLIC QUESTION TIME No written questions had been received and none were asked from the floor from the one member of the public pre-sent MINUTES The minutes of the meeting held on Tuesday 7th April were approved as a correct record after the amendment of lines six and seven to read ‘because the grip is ineffective’ MATTERS ARISING Dog Waste Bin: This has been emptied once; Cllr Williams will monitor this to ensure that it continues to be emptied regularly. (AW) Duck Signs: These are now in place. Traffic Calming: Mr Hamilton-Baillie has now returned from sick leave, a meeting for him to visit the village is to be arranged, preferably in September. (CD) Open Spaces Survey: This has been completed by Cllr Smith. Slaughterford HGV signs: Cllr Williams had forwarded to all members the details of the proposed sites for the signs, and also provided a large map giving these details. Cllr Williams was thanked by all for the large amount of work she has done to reach this agreement with Highways. CHAIRMAN’S ANNOUNCEMENTS Section 106 Money: This matter has been passed to the Village Hall for their proposals, as the permitted use of the funds is usually restricted to projects of a sporting/recreational type. The Parish Council will be kept informed and WC agreement has to be received before any order or contract is placed. Icon Films: The company wanted to film for two hours on the Village Green for an Archeological programme for Channel 4 TV. Website: As yet there has not been any response to the request, placed in the Broadsheet for a Co-ordinator. PLANNING Mountjoy Farm: A neighbour attended the meeting and confirmed that he had sent a letter to WC objecting to the application. The opening at the top of the site had been agreed on condition that the lower opening was closed on the grounds of safety. The consultation concluded at the end of April. Cllr Scott has called the issue into the next plan-ning meeting and will get an update on 6th May, which will be emailed, to the Chairman. A member of the PC will attend the planning meeting, and the complainant may also attend and request to speak. Elliotts Cottage Stone Tiled Roof: A letter that had been circulated to all councillors for comment was agreed and sent to Brian Taylor (WC Planning). So far there had been no response. Elliotts Cottage Retrospective Application: Retention of three roof-lights and internal changes: There were originally two small roof-lights but now there are three much larger ones, which the applicant wishes to keep. There are a num-ber of precedents in the village where other applications were refused Velux roof-lights; it has been called in to WC Planning Committee. (JS) The Chairman will forward the agreed response details to the Clerk. (GS). Baytree Cottage update: Cllr Scott said this had been called in and, there were no planning reasons for refusal. WC does not wish to take cases to appeal if there no planning reasons for refusal. Biddestone Cricket Club: Cllr Short had declared an interest, however, he was asked to explain the application. After a discussion it was decided to support the application. The Range: Any comments on the revised plans should be submitted by 8th May. Cllr Draper will review the previ-ous comments made to decide if any further response is necessary. (CD) Wiltshire Core Strategy Plan – Partial Review: The review period is 20th April to 2nd June. Cllr Williams will con-sider this matter. (AW)

BIDDESTONE & SLAUGHTERFORD INTO THE FUTURE Risk Assessment: there are still a number of issues to be settled and, the Chairman and Clerk will arrange to meet and discuss these (GS & MN) CORRESPONDENCE Memorial Bench: A request has been received from a non-resident, but frequent visitor, to donate a bench or tree , near the pond, in memory of his son who tragically died recently. After some discussion, it was agreed that the Chair-man and other Councillors would meet on Thursday 7th May at 9.30 am to see if a form of memorial acceptable to the applicant and the village would be possible, then email the family accordingly. (GS) Cotswold Warden/Dog fouling: There is still a local problem with dog fouling again, by dogs not on a lead getting access though stiles. It was suggested that perhaps some ‘kissing gates’ might be the answer, and the Chairman will pursue this possibility. (GS) Grass Cutting Little Challows: This has not yet been carried out, but should happen, at intervals between March and November. BIDDESTONE BOOK CLUB

Thank you to Angela for hosting our trip to Slaughterford. We had all en-joyed The Miniaturist but most were irritated by the 'loose threads' left at the end of Jessie Burton's much acclaimed first novel.

On June 15th we will be meeting at Debbie's, Challows House at 7.15pm to discuss Silas Marner by George Eliot.

Our book for July is The Narrow Road to the Deep North by Richard Flanagan.
