3. Measures Taken

3.1 Relief Interventions:

• Food: 9,869 MT has been delivered Mainly from WFP/DPPA Stocks

• Non-food items such as Shelter and related items, health, water and sanitation and agricultural input estimated at Birr 8,817,387 have been provided to the needy.

• Search and rescue operations by helicopters and boats conducted by experts from Ministry of Defense

• Delivery of relief supplies by a Cargo Plane (US Government) and helicopters (UN/WFP) Particularly to the Somali Region

• Financial support for boat operation (UN OCHA) to the SNNPR

3.5.4 Status of construction of Residential Houses in Dire Dawa

• Plan is to construct 1,600 houses.• Two blocks of one story buildings

accommodating 26 HH have been constructed by Ayat Real State and were handed over to the Administration.

• 200 houses for 200 HH are under construction by HCS

• The DD Administrative Council is ready to start constructing 374 houses for 374 HH.

Note: Resources for the construction of the remaining 1,000 houses for Dire Dawa alone is yet to be mobilized

2 Existing Needs Assessment Process

A) Food

In Ethiopia, the humanitarian requirements are established based on the joint assessments led by the DPPA.

2.1 The Early Warning Working Group (EWWG), Composed of members from DPPA, MoARD, MoH, NMSA, EMA, EU, USAID/FEWS Net,WFP, UNICEF, FAO, UNOCHA, CIDA, CRDA, ERCS, and NGOs.

2.2 Partners in the assessment include representatives from:

• Concerned line ministries (MoH, NMSA, MoARD, FSCB, EMA)

• Donors, • UN agencies• NGOs • Concerned regional bureaus, zonal and wereda offices

2.3 Responsibilities of The EWWG:

• Regularly monitors Belg and Meher seasons• Identifies existing problems at the end of each

season. • Decides time for the assessment • Devises assessment methodology • Briefs assessment teams on the methodology

before dispatching• Participates in the debriefing program upon

completion of the assessment • Participates compilation and consolidation of the

assessment report.

2.4 Responsibilities of The EW Department of the DPPA

As a chair of EWWG:

• Invites partners to participate and coordinates logistics

• Communicates with regions and advises to be prepared

• Dispatches teams to regions• Chairs the debriefing meeting of the findings• Compiles and analyses the results

2.5 Duties and Responsibilities of Assessment teams

• Provide briefings at regional and lower (zonal, wereda) levels• Review the existing regional/zonal data • Identify priority zones/weredas in consultation with and agreement of

regional/zonal authorities• Give briefing on the methodology to participants joining from

regions/zones/weredas• Go to priority zones/weredas• Visit randomly selected sample HH • Interview sample farmers/pastoralists• Conduct field observation on crop/livestock performance• Visit markets to observe prices

Upon Completion:

• Establish and agree on beneficiary figures at wereda level

• Areas of difference are referred to zonal level• Similar discussions take place at regional level• Debriefing sessions are arranged at federal level

to compile information from different regions and to consolidate a national beneficiary figure and establish humanitarian requirement.

FUTURE DIRECTIONS FOR NEEDS ASSESSMENT

• Needs assessments in the future will be based on Livelihood Approach, a Project financed by USAID.

• This Approach is believed to help overcome the problems related to better estimation of needs.

B) Non-food

• Despite some progress, there are still considerable number of limitations in the process of establishing transparent and need-based non-food requirements.

• Continued efforts in the development and strengthening of more realistic methodology is critical.
