The mission of the Southwest Corner Workforce Investment Board is to develop policies, oversee public funds, and procure services that will help employers and job seekers throughout Washington, Greene and Beaver counties. Chairman Terry Wiltrout called the meeting to order at 8:30 am. He began by thanking all the members for attending. He then welcomed new members John Throckmorton, Digital Site Management, LLC and Mark Beichner, Accutrex Products, Inc, and congratulated board member, Stephanie Paluda, for winning the 2019 Washington County ATHENA Young Professional Leadership Award. Chairman Wiltrout then stated that special guest, Senator Camera Bartolotta, would be joining the meeting to speak, but that he wanted to get the meeting started in appreciation of everyone’s time. Chairman Wiltrout referred to pages 9-16 of the briefing book for minutes from the February 26, 2019 meeting. He asked for any additions or corrections. With none, he asked for a motion to approve the minutes. Ms. Linda Andrews, made the motion, Mr. John Feraco seconded. All in favor, no opposed or abstentions, motion carried. Chairman Wiltrout moved to committee reports. Ms. Darla Openbrier gave the report for the Youth Council. Minutes for the meeting and reference materials are found on pages 17-18 of the briefing book. The Youth Council met on April 12, 2019. Ms. Openbrier reported that the committee discussed the RFP responses that were received and talked about shared concerns, but also proposal strengths. WDB staff were in attendance to answer questions on programmatic or WIOA law requirements. Ms. Openbrier stated that the only two comprehensive proposals received were from the current providers, Southwest Training Services and Job Training for Beaver County. She added that the both of the providers have excellent track records. She gave brief explanation of the other two proposals received and explained that the council felt these ideas would be good add-on options for the youth programs if the providers felt the need to strengthen. She added that all members scored the proposals based on the scoring matrix included in the RFP, which were available in the briefing book. She concluded her report by stating that the Youth Council recommended that the board accept both Southwest Training Services’ and Job Training for Beaver County’s proposals. Chairman Wiltrout asked for comments or questions. With none, he asked for a motion to accept the Youth Council recommendation for youth subrecipients. Mr. David Dudo, made the motion, Ms. Lori Como seconded. All in favor, no opposed or abstentions, motion carried. Chairman Wiltrout then asked for a motion to approve the minutes from the Youth Council and report as presented. Mr. Greg Hojdila made the motion, Ms. Laurel Ziemba seconded. All in favor, no opposed or abstentions, motion carried. Chairman Wiltrout asked Mr. Bob Laick to present the monitoring report. Mr. Laick reported that he visited all PACL centers in the quarter. He reported good news on staffing at the

WDB STAFF REPORTS centers, with numbers going up. He also stated that he attended a PA CareerLink 101 Training at PACL Washington, which he thought was very valuable for new staff members. He added that many upgrades are being made at the facilities, which included technology, carpet and furniture. Mr. Laick stated that recently added innovations grant for the EARN program was resulting in higher retention and higher enrollment rates for the program. Mr. Laick then reviewed a few success stories from his recent Title 1 monitoring visits. He added that there were no finding from the files he reviewed. Chairman Wiltrout asked for a motion to approve the Monitoring report as presented. Ms. Linda Andrews made the motion, Ms. Donna Ramusivich seconded. All in favor, no opposed or abstentions, motion carried. Chairman Wiltrout then introduced Senator Camera Bartolotta. He thanked her for attending the meeting and added that a brief bio was included with the handouts. Senator Bartolotta stated that she was joining the meeting to provide an update on workforce and business development from Harrisburg. She also wanted to take back ideas from her local area to assist with planning. She added that record low unemployment levels have caused a changing job market and that skill training must change with it. She acknowledges how important workforce development was by citing that one of the most difficult tasks that face employers today was finding qualified workers. She stated that the Governor’s office realizes the importance of this and has developed the Keystone Economic Development and Workforce Command Center to help with these important issues. She added that time would tell if this idea was duplicative or not. Senator Bartolotta then provided an update of the issues covered at the May 1, 2019 board meeting. She reviewed various House and Senate Bills that were being proposed. Many were focused on reentry, recovery, Career and Technical Education, and Community Colleges. She also cited a House Bill that would develop a Parent Handbook to educate on workforce needs in the area. She concluded her presentation by stating that there were many great activities occurring but they needed input from the local level. Chairman Wiltrout thanked the Senator for all of the information and added that while he thought educating parents was important he also emphasized the importance of educating High School staff including Guidance Counselors of the local workforce needs. Commissioner Zimmerman echoed the value of educating both parents and school districts on workforce stating that his office has received complaints from parents on the subject. The board discussed the best way to get the word out to local educators and parents without overwhelming them with additional meeting or boards. Commissioner Coder applauded the efforts on criminal justice reform adding that it was a difficult process. The Senator stated that the new Secretary’s goal was to make expungement easier. Commissioner Zimmerman stated that it was difficult to change societies mind on the subject. Commissioner Zimmerman asked if there were anything more we could do to assist with getting people over the poverty line. Senator Bartolotta stated that she did not feel that $15 per hour minimum wage was reasonable, but she did feel that a cost of living increase was possible. Director Gatts stated that she was thankful that the Local Workforce Boards were included in many of the initiatives. She did not feel it was productive to go around them. Chairman Wiltrout asked if we would continue to see investment in the Opioid Crisis. He

WDB STAFF REPORTS added that the current grants have benefited the area. Senator Bartolotta stated that addiction has hit PA the hardest. She stated that the death rate had decreased but there was still a lot of work to do. She noted that the decision is whether to invest in recovery or warehousing (prisons). Chairman Wiltrout stated that hospital programs have not seen a decrease in activity and there is still a waiting list for many programs they offer. Senator Bartolotta stated that she felt long-term investment was the only way combat the issue. With no further discussion, Senator Bartolotta thanked the board for welcoming her and exited the meeting. Director Ami Gatts was asked to present the fiscal information contained on pages 21-32 of briefing book. The financial status report lists every grant with administrative, programmatic oversight and programmatic services (contracted). Report shows term, expenses, and percentage spent to date. Ms. Gatts stated that all PY 17 WIOA funding had been spent and that all PY 18 WIOA expenditures are on pace to hit or exceed percentage requirements. She anticipates all expiring funds to be completely spent except for those funds related to the EARN program. She noted that the EARN program is referral based and that we can only spend on the participants that are referred from the Department of Human Services. Mr. Feraco asked if 10% is the maximum amount allowed to be spent on administrative costs. Ms. Gatts confirmed that 10% was the maximum and reminded that this limitation was what had caused issues in the past. Chairman Wiltrout asked for comments or questions. With none, he asked for a motion to approve the Fiscal Report. Mr. Fitzgerald made the motion, Mr. Feraco seconded. All in favor, no opposed or abstentions, motion carried. Ms. Gatts moved to the Director’s Report. The first item was the combined MOU/Resource sharing agreement budget draft that was included in the briefing book. Ms. Gatts stated that there were very few changes and highlighted some of the new partners that would be joining the MOU process. Ms. Gatts moved on to discuss the WDB by law update. Ms. Gatts directed the board to page 35 of the briefing book. She summarized the change by stating that all board members must be appointed for a minimum of 2 years and a maximum of 4 years including mid-term appointments. She also noted that a statement defining that there was no limit on the number of terms a member could serve was added. She stated that these were minor changes recommended by BWDA during the annual compliance review. Chairman Wiltrout asked for comments or questions. With none, he asked for a motion to approve the by law update. Ms. Paluda made the motion, Ms. Como seconded. All in favor, no opposed or abstentions, motion carried. Ms. Gatts referred to a needed alteration to the Local Plan. She asked Mr. Jeffrey Nobili to explain the alteration. Mr. Nobili explained that the OJT policy in the local plan currently stated that the minimum wage allowed to be supported is $10 per hour. It is being proposed that they minimum wage be increased to $12 per hour. He explained that in order to make a change to the local plan it must be put out for comment for 30 days and follow all other BWDA approval requirements. He explained that we are asking that the OJT policy be removed from the local

WDB STAFF REPORTS plan, so that changes can be made by the board when a circumstance like this arises. Mr. Frank Staszko stated that the local plan is more a strategic document and that details like this are not normally included. He added that a change like this will bring the plan in line with other local areas. Chairman Wiltrout asked for additional comments or questions. With none, he asked for a motion to approve the alteration to the local plan as presented. Ms. Ramusivich made the motion, Mr. Staszko seconded. All in favor, no opposed or abstentions, motion carried. Ms. Gatts then reported a few other updates to the board. She stated that we were awarded 3 of the 6 Teacher in the Workplace Grants that were applied for. She informed the board that Federal monitoring for all areas involved in the Opioid Grant would be occurring August 27-30, 2019. She notified the board that High Priority Occupation petitions were currently being accepted by the state. She concluded her report by notifying the board that an Audit Request for Proposal was out.
Chairman Wiltrout asked Ms. Neil about the PACL Operator report, but she reported that all items to be discussed were already discussed during the meeting. Ms. Neil mentioned that the current focus was on Business Services.
Chairman Wiltrout asked the board to turn their attention to the WIOA state data reports that were handed out prior to the meeting. Ms. Gatts stated that we were meeting or exceeding all negotiated levels and excelling in youth related rates. Mr. Nobili added that our negotiated levels were higher than the state levels. Mr. Feraco asked why the Adult Credential Attainments rate was lower than the rest. Ms. Neil responded that she thought it might be related to timing. She added that the 4th quarter should give a clearer picture of actual performance. Ms. Cindy Derrico added that you have 1 year to attain a credential. Mr. Feraco stated that he would like to revisit this discussion at the next meeting. Ms. Gatts added that these performance measures are new for everyone and that all parties were still trying to figure out how they work. Chairman Wiltrout asked for additional comments or questions. With none, he asked for a motion to approve the performance report as presented. Ms. Hager made the motion, Mr. Rockage seconded. All in favor, no opposed or abstentions, motion carried.
Chairman Wiltrout asked if there was any new business or public comment. Ms. Paluda asked if anyone who had any information related to SWPA Stem Fest could share it with her.
Chairman Wiltrout stated that the next meeting would be on August 27th, 2019 and held at the Hilton Garden Inn. Meeting invites will be sent. MONITORING REPORT PA CareerLink® Centers, Title I Providers
PA CareerLink® During the past fourth quarter annual reviews were conducted with the four Southwest Corner PACL centers. All four centers were found to be in compliance with regulations regarding their operations. During the past year all PACL centers have conducted a review of CareerLink Way Training in order to inform new staff of standards and expectations. The RESEA has led to an increased use of our various workshops, and our satisfaction surveys indicate that the program has been well received. Perhaps the greatest issue facing all four PACL centers is the reduction of foot traffic due to the high employment numbers. Subsequently, job fair numbers have also fallen off. In response PACL centers have utilized smaller, industry specific job fairs and several PACL centers have had their staff go to employer or partner sites to provide services. All Centers continue to use business service and participant service teams, and operations and use of forms are consistent throughout the workforce area. Title I Providers On 7/5 and 7/26/19 a fourth quarter review was completed for the Title I Providers. (both Job Training for Beaver County, Inc. and Southwest Training Services, Inc.) In all, twenty cases were reviewed from all categories (Adult, Dislocated Worker, Trade, and Youth). All cases were found to be in compliance with regulatory and administrative requirements. As usual, there were a wide variety of needs met by our array of services. Successes ranged from an individual with a 4th grade math score who went through remediation and ultimately became a software developer for PNC, to a lady who was laid off as a truck spotter and trained for her CDL and was hired at $28.23 per hour. Both Title I Providers worked with difficult Youth Cases, but in reviewing the cases one is struck by the resilience of the youth and the wide array of services provided. All seven Youth Cases reviewed resulted in training or employment. It is noted that two of the four cases reviewed at Southwest were classified as homeless. All cases reviewed from Job Training for Beaver County, Inc. and Southwest Training Services, Inc. were all documented, gave evidence of good case work, and demonstrated appropriate and effective use of public funds.

Local Plan Update Update on Previous Modification · On 5/28/2019, the SCWDB approved this change at its quarterly meeting. This modification relates
to on-the-job training policy and procedures. SCWDB has established a local policy for OJT opportunity administration.
· The first week of June 2019: Public notices were listed in three local newspapers (Beaver County Times, Observer Reporter, Pittsburgh Post-Gazette). Notice included all required information and that comments would be collected through June 30, 2019.
· No public comments were submitted to SCWDB staff; therefore, no formal responses were required. · SCWDB OJT Policy has been created and attached to this packet (Next Page) · Motion and vote will be required to accept the new OJT Policy
Upcoming Local Plan Modification Process · PA Department of Labor & Industry and PA State Workforce Development Board is requiring each
local board to modify/update its local plan this fall. This will be a modification to provide any updates, corrections, or small changes to local and regional plans. Modification will make the dates of our plan 2017-2020.
· PA State Workforce Development Board is preparing a full, new State WIOA Plan based on the Governor’s priorities and state development. This will be a full plan that will go into effect in 2020.
· Local Boards will then have Two years to work with the state plan and align services. At that time, a full, new local WIOA plan will be required. State decided to use this process so that locals can react to State Plan, and build local efforts based on ongoing actions. Should be a more seamless process.
· Much work locally is being done on required modification: o Locally, draft modification has been prepared by SCWDB staff. Takes into account new
efforts, stakeholder comments, and local economic trends. Planning discussion with Title I providers and regional partners.
o Regionally, meeting with Board partners from three neighboring boards will take place on 8/14/2019. Regional alterations focus mainly on connection to DCED and economic development efforts.
o Local and regional plan modifications are due to the state by October 31, 2019. Draft will be released for 30-day comment period simultaneously with State review, commencing on August 23, 2019.
o Locally, Board members will vote to approve both plans at our November 2019 meeting.

Southwest Corner Workforce Development Area On-The-Job Training Policy
Background: On-The-Job Training is an allowable activity under the WIOA whereby a contract is developed between an employer and the local program, which provides occupational training for a WIOA participant in exchange for up to 50% of the wage rate to compensate the employer’s extraordinary cost. Reimbursement Level: Up to 50% of the OJT employee’s wage
Cost Limit: $8,000.00 per OJT employee (Coincides with tuition limit adopted by the LWDB)
Minimum Hours per Week: Full-time defined as not less than 30 hours per week (DOL definition)
Minimum Wage Allowable: $12.00 per hour There is no 40-hour cap on OJT reimbursement. Employer must still follow all Fair labor standard Act in regards to overtime and compensation. SCWDB will reimburse at a percentage of the starting wage, not the premium wage which includes the overtime wages.
Length of Training Time: The maximum length of training shall not exceed 26 weeks. Additionally, in determining the length of training, consideration will be given to the skill requirements of the position utilizing the Specific Vocational Preparation level established by the United States Department of Labor. The OJT developer has the discretion to limit the hours of training based on the prior experience of the OJT employee in relation to the specific OJT position.
OJT Employer Performance: An OJT contractor is expected to provide continued employment for the OJT employee after the OJT is completed unless the termination of employment is the fault of the employee. Employers who fail to provide continued employment may be disqualified for additional OJT contracts.
Record Retention/Privacy: For all required program documentation, employer may submit documents electronically to Title I Provider. Employer must keep original documentation on file for three (3) years after the completion of this contract. Employer must be able to supply original documentation to Title I Provider within five (5) days of receiving a request for original documentation. Employer must take the necessary steps to ensure privacy of all Personally Identifiable Information (PII) obtained from participants and/or other individuals and to protect such information from unauthorized use.

State Local Internship Program Summary Governor Wolf program that facilitates 8-week youth internship opportunity for area employers. 33 area youth participated across 27 worksites. Industries represented include local government, education facilities, engineering firms, tax revenue offices, manufacturers, and chambers of commerce, just to name a few. July 25 was National Internship Day. PADOL ran a #PASummerInterns Social Media Day and Twitter Chat, which all areas participated in helping to advertise and gather participants. Some quick statistics on the campaign:

Grant Updates
Recently Received Grants: Southwest Corner Workforce Development Board (SWC) will collaborate with Keystone Development Partnership (KDP) to build the apprenticeship ecosystem in support of the energy and manufacturing sectors in Southwestern Pennsylvania. The Project Team will bring together employers, unions and training providers to create new RA and Pre-RA programs that support employers’ current and future workforce needs. New RA programs will be tailored to specific company requirements (e.g. Joint/Non-Joint, Individual/Group Sponsorship), and will be aimed at both new hires who show potential for advancement and incumbent workers who could benefit from upskilling. Employers, industry associations, unions, and training providers will be engaged as potential Group Sponsors. Award Amount - $275,000.00
Program Updates · Teacher in the Workplace (TIW)
o All three districts are busy with their summer plans. Beaver Valley Intermediate Unit and Peters Township School District have both run intensive weekly programs to this point and will begin incorporating lessons into the new school year. Trinity School District is finishing their first TIW grant, and will begin work on second soon. As soon as new grant cycle is announced, SCWDB will begin reaching to additional schools for participation in the program.
· Business-Education Partnership (BEP) o The 2018 BEP grant is complete (final statistics in the data section of the briefing book).
Youth work experience, summer career camps, and internship opportunities ongoing. Providers will work through the school year to continue bringing career-specific information to teachers and students across all three counties.
· State/Local Internship Program (SLIP) o Governor Wolf program that facilitates 8-week youth internship opportunity for area
employers. 33 area youth participated across 27 worksites. Industries represented include local government, education facilities, engineering firms, tax revenue offices, manufacturers, and chambers of commerce, just to name a few.
· Incumbent Worker Training/Advanced Manufacturing Next-Gen Sector Partnership o SCWDB and Title I providers working with Keystone Development Partnership to
increase incumbent worker and partnership-related training opportunities with local employers, specifically manufacturers.
· Opioid Project o Advanced EMT Training (Incumbent Worker) thru Penn State Fayette
Project Dates: January 7, 2019-May 15, 2019 Incumbent Worker Training for Brownsville Ambulance Service, Inc. employees. 4 EMTs completed; one individual has passed his certification exam at this point, he will now work for Brownsville Ambulance as an Advanced EMT. Remaining completing their community service/clinical hours and will schedule for the certification exam.
o EMT Certification Training (Incumbent Worker) thru Community College of Allegheny Co. Project Dates: January 15, 2019 - June 18, 2019

Training held in collaboration with Washington County EMS. 8 enrollments into this program, all Individual Training Accounts. The program was held at Washington County EMS with CCAC providing training. 7 of 8 attendees successfully completed.
o EMT Certification Training (Individual Training Accounts) thru Community College of Butler County Project Dates: May 16, 2019 - September 19, 2019 2 Beaver County job seekers received ITAs for BC3’s EMT Hybrid training program.
o Certified Recovery Specialist Training thru Penn State Beaver Project Dates: April 27, 2019 - June 22, 2019 27 ITAs were written for the CRS Training. 2 dropped out (1 was a medical). Classes 1 day per week, on Saturdays, for 9 weeks, at the Harmony House in Washington, PA with Penn State Beaver providing training. 17 attendees completed ALL of the classroom portion and 8 are currently making up hours missed in order to complete all of the required hours. Most of the 17 have taken and passed their certification exams the remainder are in the process of scheduling certification exams.
§ 1 employee from SPHS / The Care Center, Washington, PA was enrolled in this CRS training program. This individual successfully completed the classroom portion of the program and has passed the certification exam.
o Paramedic Training (Incumbent Worker) thru Penn State Fayette Project Dates: August 1, 2019 - December 31, 2020 Incumbent Worker Training for EMS Southwest, Inc.’s 2 employees has been scheduled. Employees have been scheduled/ enrolled to attend Penn State Fayette’s Paramedic Training program. Once they pass certification exams, they will advance with EMS Southwest as Paramedics.
o Paramedic Training (Incumbent Worker) thru Indiana University of Pennsylvania Project Dates: September 1, 2019 - December 31, 2020 Incumbent Worker Training for Noga Ambulance Service, Inc. 5 employees scheduled and enrolled for IUP’s Paramedic program. Once they pass certification exams, they will advance in their careers with Noga Ambulance Service, Inc. from EMTs to Paramedics.
o Paramedic Training (Incumbent Worker) thru Community College of Allegheny College Project Dates: August 19, 2019 - December 31, 2020 Incumbent Worker Training for 1 Economy Ambulance Service employee has been scheduled. Employee enrolled in CCAC’s Paramedic Certificate training program. Once they pass certification exam, he will advance with Economy Ambulance Service from EMT to Paramedic.
o Additional Certified Recovery Specialist classes are planned for both Washington and Beaver Counties for the Fall. Recruitment is ongoing for these classes. Penn State Beaver will provide the training at their Beaver campus as well as a Washington County designated location
o 1 ITA is currently being written for the Paramedic program at Penn State Fayette to begin August 2019. This individual is currently an aide at a local hospital.
