MED-EMIP project is expected to be the catalyst of the reinforcement of EU-MPC energy cooperation, with particular emphasis on energy security and sustainability, through enhanced dialogue and information exchange. The major tasks

addressed by the consortium relate to stimulating the exchanges of experiences and encourage innovative approaches as well as R & D cooperation on energy-related issues in the region; Promoting regional consistency of energy policies as well as shifts in the energy mix towards sustainable energy and clean energy; stimulating technology transfer and market development for EE and RE and speeding up the creation of an integrated energy market. Within this context, Kuhbier was in charge within others in drafting guidelines and term sheets for model power purchase agreements and land use agreements or elaborating the MEDRING Update Volume V.2009 -2010Client: Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU)Assistance to the enforcement of the EC Directive 2009/28/EC into German national legislationDr. Dörte Fouquet represented Kuhbier as partner in a consortium with Wuppertal Institute to give legal assistance and to suggest first drafts for the modification of German legislation in order to respect transpose the Directive into national law. The work resulted in the official enforcement draft legislation in Germany (Europarechtsanpassungsgesetz) which later entered into force.

Since 2009Implementing flexible mechanisms for RESClient: German Ministry of Environment and Nuclear SafetyBBH in a consortium with Ecofys and EEG Austria supports the German Ministry of Environment in the introduction of the new cooperation Mechanisms under the RES Directive 2009/28/EC. The project assesses different design options of the three mechanisms, regarding political, legal, economical and social implications. The consortium follows the political discussion at EU and Member State level and scientifically supports the ministry in the development of arising questions.BBH is responsible for drafting of various legal back ground papers..

Since 2010Introduction of an electronic register for Guarantees of Origins following the provision under Directive 2009/28/ECClient: German Ministry of Environment and Nuclear SafetyBBH as partner in a consortium together with the Öko-Institut gives advice on all questions related to the establishment of an electronic register in Germany.

Strategic objectives are to contribute to the forming of a European vision of a joint future RES policy framework in the mid- to long-term and to provide guidance on improving policy design. The work will include five different policy paths -i.e. uniform quota, quota with technology banding, fixed feed-in tariff, feed-in premium, no dedicated RES support besides the ETS. An impact assessment will be undertaken to assess and contrast different instruments. This involves a quantitative analysis of future RES deployment and corresponding costsbased on the Green-X model. The overall assessment will focus on the period beyond 2020, however the transition phase before 2020 will be considered as well. The final outcome will be a policy package, offering a concise representation of key outcomes, a comparison of pros and cons of each policy pathway and roadmaps for practical implementation. The project will be embedded in an interactive dissemination framework consisting of regional/topical workshops, stakeholder consultation and a final conference.
