The “Technology Gap”

What is it, and why is it important? What is it, and why is it important?

Is it getting smaller or bigger?

How is it measured?

National Innovation Systems (NIS)various definitions

Ø Network of public and private institutions whose activities and interactions initiate, import, modify and diffuse new technologies. (Freeman, 1987)

Ø Elements and relationships which interact in the production, diffusion and use of new, and economically useful, knowledge ... and diffusion and use of new, and economically useful, knowledge ... and are either located within or rooted inside the borders of a nation state. (Lundvall, 1992)

Ø Set of institutions whose interactions determine the innovative performance ... of national firms. (Nelson, 1993)

Ø National institutions, their incentive structures and their competencies, that determine the rate and direction of technological learning in a country. (Patel and Pavitt, 1994)

Implications for international policy

Ø Need to understand 'cause and effect' in technology flowsØ Complex and differentiated systems of innovationØ On-going efforts include:

Ø CSTDØ WSIS follow-up and an on-going forum for debate and exchange

of experiencesof experiencesØ UNCTAD

Ø Science, Technology and Innovation Policy (STIP) ReviewsØ ICT Policy Reviews

Ø UNESCO Ø Science & Technology Policy Reviews for Africa

Ø OECD Ø Innovation Policy Reviews

Page 28: Bridging the Technology Gap - UNCTAD · 2012-02-17 · Bridging the Technology Gap Short courses for Permanent Missions in Geneva Friday 24th April 2009 ... Taxation and incentives

Implications for national policy

Ø Range of policies to facilitate inward technology transfer

Ø Policies to build an enabling environment for both absorption and development of technology

Ø Develop policy mechanisms to support and stimulate innovation at the domestic levelØ ProcurementØ RegulationØ Direct support for R&D (e.g. grant funding)Ø Indirect support for R&D (e.g. tax credits)

Science, technology & innovation policy at the heart of development strategy

STI

On this basis, STI policy needs to have a more central position in the policy environment. This is the basic logic behind the need to integrate STI policy into national development strategies. But, how to do it? What can we learn from the East Asia “miracle”? Well, first, we should note that the “miracle” took about 30-40 years in Japan and the Republic of Korea, the two most notable success stories.

Case Studies and Discussion

Ø What can be learnt from the development of ICT policies for other technology policies?

Ø What is the role of public sector R&D?

Ø What policy mechanisms have been successful in stimulating innovative activities in more and less developed countries?

Ø AND ANY OTHER TOPICS OF COMMON INTEREST
