Chairman Belford welcomed her fellow Board members and the viewing audience and called the August 10,2021 School Board meeting to order at: 5:30 p.m. She read the following statements to help ensure a more orderly meeting. "For those joining us in the audience this evening, I want to advise you of a few things. First, if you must leavethe building for any reason, you will not be permitted to re-enter. Your seat will be given to the next personwaiting to enter. Additionally, please note that this is a business meeting of the board held in the public. The board is authorizedto adopt rules or policies to maintain orderly conduct or proper decorum in a public meeting and youropportunity to be heard is subject to those rules and policies. The appropriate place for public participation inthe meeting is during your individual public comment opportunity as identified in the agenda. Outside of yourindividual public comment opportunity, your role in the meeting is as an observer. Pursuant to Florida Statute 877.13, it is unlawful, and a misdemeanor of the second degree, punishable by upto 60 days jail and a $500 fine for any person:(1) knowingly to disrupt or interfere with the lawful administration or functions of any educational institution orschool board; or(2) knowingly to advise, counsel, or instruct any school pupil or school employee to disrupt any school orschool board function or activity on school board property. I will ask persons deemed to be knowingly or intentionally disrupting this meeting of the Brevard Public SchoolBoard to stop or leave.  If persons receiving the warning do not follow my instructions, I will instruct BrevardCounty Sheriff’s Deputies to take any law enforcement action they deem appropriate and you may be escorted,detained, or arrested depending on the conduct.  Persons who refuse to depart after a warning, may also becommitting the crime of Trespassing, pursuant to Florida Statute section 810.09.  These statutes apply toconduct on all school board property which includes this board room as well the outside of this building to thesidewalks. In the event multiple individuals fail to adhere to these expectations and board business cannot continue due todisruption, I will call a recess and request that the law enforcement officers present clear the board room ofattendees. When the room is cleared, the board will return and resume their meeting with no public present. Those who are signed up to speak will be seated under the front entry area and called in when it is your timeto speak. If you continue to cause a disruption, you are in violation of F.S.S. 877.13 or if you fail to leave thepremises after being warned by the Sheriff’s Office, you are committing trespass and the board has authorizedthe Sheriff’s Office to enforce these rules."

Approve the listed administrative staff recommendations:

Accept the retirement of Doreen Carlo-Coryell from the position of Assistant Principal (10 month) at Roosevelt

Elementary School, effective August 4, 2021.

The reclassification/transfer of Courtney B. Lundy from the position of Assistant Principal (12 month) at

Satellite High School to the position of Interim Principal at Stone Magnet Middle School, on annual contract,

effective August 11, 2021. Annual salary based on grade 27 of the Nonbargaining Salary Administration

Program.

Accept the retirement of Stephanie R. Archer from the position of Director of Elementary Programs, effective

September 15, 2021.

The transfer of Catherine Murphy from the position of Principal at Fairglen Elementary School to the position

of Principal at Endeavour Elementary School, effective August 25, 2021. Annual salary based on grade 26 of

the Nonbargaining Salary Administration Program.

The reclassification/transfer of Rachel Roberts from the position of Principal at Columbia Elementary School

to the position of Director – Elementary Leading and Learning, effective September 10, 2021. Annual

salary based on grade 29 of the Nonbargaining Salary Administration Program.

The reclassification/transfer of Chana M. Speir from the position of Assistant Principal (10 month) at

Cambridge Elementary School to the position of Coordinator in Student Services, on annual contract, effective

August 2, 2021.

Superintendent Dr. Mark Mullins provided a summary of the COVID Mitigation strategies in place forBrevard Public Schools.  Chris Moore, Assistant Superintendent of Student Service, provided the latestquarantine information for students given the Florida Department of Health.  Dr. Beth Thedy, DeputySuperintendent/Chief Human Resources Officer, provided information on employee quarantines. Following the Superintendent's Report, the opportunity to ask the health experts questions was provided tothe Board.  Questions ranged from masks, to transmission rates to hospitalizations.  Consistently, thehealth experts stated that universal masking, social distancing, hand washing and vaccinations are themost effective mitigation strategies the public currently has to fight the spread of COVID-19 and itsvariants.   Chairman Belford thanked the panel and let them know they were free to leave before public comments. Chairman Belford called for a recess at: 7:09 p.m. and reconvened the meeting at: 7:23 p.m.

Dr. Mullins reiterated COVID mitigation strategies. Ms. Chris Moore walked through new flow charts forquarantine processes.Passing of three new rules.  Campbell - is there a way if a student has had a verified within 90 days.  Can parents supply to the schoolvoluntarily? Moore - they can submit to the clinic. Moore - we are not requesting lab reports or vaccinecards - but we will accept them. There was some questions about 6 to 3 feet. Moore - it is 6 feet. 25. Consideration - Re-implementation of Policy 8420.02

Ms. Jenkins had asked to have this item added to the August 10, 2021 agenda. She made a motion to re-implement Policy 8420.02 which was seconded by Ms. McDougall.  She then made a motion to amend themotion to include a strictly outlined opt-out clause.  Ms. McDougall seconded the amendment. Empassioned discussion ensued.  Ms. Jenkins and Ms. McDougall were empahtic that students and staffneed the protection that masks offer and were not willing to do nothing. Mr. Susin, Ms. Campbell and Ms.Belford felt the opt out not only would be unsuccessful, but place an enormous burden on staff to track. Ms.Belford explained the consequences the District could face if they defied the Governor's executive order. The amendment was voted on and failed three to two:
