A regional strategy for european development of cyber
1. The first challenge: to be part of a community of « research, education, innovation » on a regional, national and Europeanlevel
2. The second challenge: create stronglinks within the economic ecosystem
3. The third challenge: contributedeveloping capacity to respond to the cyber crises at regional level
The cyber defence and cybersecurity

Initated by the French Ministry of Defense and the Regional Council of Bretagne in 2014
Pôle Excellence Cyber (PEC)
Objectives: o stimulating the development of research, training and innovation through
cooperation between the academic and industrial stakeholderso enhancing the development of the cybersecurity sector
• Industrial stakeholders: Airbus D&S; ATOS-Bull; Bertin IT; Cap Gémini Sogeti; DCNS; DCI; EDF SA; Le groupe La Poste; NOKIA; Orange SA; Sopra-Steria; Thales; Amossys; Secure-IC; DIATEAM…
• Academic stakeholders: Centrale-Supélec; CNRS; ENS Rennes; INRIA; INSA; Rennes 1; Rennes 2; Institut Mines Télécom; UBL; UBO; UBS; CNAM…
• Defence stakeholders: DGA Maîtrise de l’information; military academies (Saint-Cyr, École navale, ETRS, ENSTA Bretagne...)…
Research, an overview of some significant results :
• General partnership agreement for research (DGA, CRB, CNRS, INRIA and 11
academics) & doctoral and post doctoral grants : 12 M€ over 6 years
• High security laboratory in Rennes : Join Initiative with DGA, Brittany Region,
Centrale/Supelec and French research Institute with strong links with industry +
Open Platform for viruses and security evaluation
• Creation of a regional distributed infrastructure with 6.3 M€ investment program in
platforms ;
• 4 industrial chairs with SMEs: naval systems, critical infrastructure, threat analysis
and cyber defence and crisis management ;
Training, an overview of some significant results :
• A specialized Master "cyber defence operations and crisis
management » open to civilian and militarian studiants;
• An increase of 2,000 to 3,000 trained or informed students per year;
• 22 new civilian or military training offers, in a catalogue of approximately
100 offers;
• Implementation of specific industry-oriented training courses and MOOC.

Our Cyber security Program focus on businesses
�Development of the Cyber Valley : Become the prefered location for companies specialized in cybersecurity
�Promote the regional expertise in development of systems, solutions and services with dual applications (civil and military)
�Support SMEs in gaining access to civil markets : e-Health, Energy and Mobility, Smart grids
�Foster innovation through transfer

� We identify a need to develop collaboration between Regions on cybersecurity at the EU level
� Need to exchange best practices on how Regions can support the development of cybersecurity ecosystems
� Need to develop links between European cyber clusters or centers of excellence on cyber
That’s why Brittany is developing an Interreg Europe project on cyber + S3 interregional Cyber pilot action
