Dear Hillsides Friends,

In my 30 years in child welfare, I have not seen the field evolve as it has unfolded this past year. Most recently, the Continuum of Care Reform (AB 403), that went into effect on January 1, 2017, calls for a spectrum of services to accelerate the path to permanency for children in foster care, whether through successful reunification or, when appropriate, adoption. To provide the path to permanency AB 403 requires, we announced our intent to merge with Bienvenidos in spring of 2016, an agency whose foster care and adoption program greatly enhances our ability to secure safe and effective treatment on children’s way to permanency.

We anticipate to benefit from our strategic union by becoming one workforce, developing greater efficiencies and increasing funding utilization to create a greater impact for those in our care while focusing on the three goals of AB 403: safety, well-being and permanency.

We recognize that children are best served in their homes, with their families, supported by their communities. Safety is the initial lens we look through that drives everything we do to serve 13,000 children, youth and families in Southern California. We prioritize the well-being of every child and youth to create lasting change in their lives. Together with the community-based programs offered by

Bienvenidos, we deliver personalized treatment plans to improve their daily functioning, restore hope and brighten futures. Through Bienvenidos, we partner with resource families, formerly known as foster families, to provide greater permanency in the lives of children and youth in foster care. We aim to transition children and youth into their communities, prepare families to reunify with them, offer permanent housing to transition-aged youth and mainstream students into public school settings from Hillsides Education Center.

With strong provider partnerships in the community, Hillsides and our affiliate Bienvenidos are committed to being an effective resource for children, youth and families until they are reunited. As demonstrated in these annual report stories, we are breaking new ground in our communities.

Residential Treatment ServicesAn enduring love that produces permanent results

Mama Lucy’s 35 Years Caring for Children

As a young woman, Lucy Garabedian Abdelradiy did a friend a favor and drove her to a job interview at Hillsides. The friend didn’t get the job, but Lucy did.

That was 35 years ago, and since then, Lucy has been transforming the lives of children in foster care who live at Hillsides residential program. A childcare counselor, she takes care of the children each day, getting them up for school, taking them to doctors’ appointments, and making sure they eat healthy meals. And she does it all with an unflagging caring spirit.

“These kids are like my own,” she said. “I love them on the good days; I love them on the bad days.”

Known throughout Hillsides as Mama Lucy, Lucy believes that everyone is born with distinct skills. Hers are to be giving and encouraging to the children. “I never ask for anyone else’s gifts,” she said. “Mine are enough.”

Not to say her job is always easy. When she first started, there were times she felt like quitting. But she thought back on her own childhood, when as an infant, she recovered from a life-threatening illness. This “miracle”

gave her courage. “God didn’t give up on me and I was not going to give up on the children,” said Lucy.

Throughout the years, Lucy never felt the need to move into a supervisory or administrative role. She wanted to invest everything she had into working directly with the children.

One child she invested in was Stephanie Castillo, who lived at Hillsides from the ages of 10 to 15. “Lucy was the first person to nurture me,” she said. “I was so attached to her; everyone thought I was her daughter.” Now 39 and a successful manager at a healthcare consulting firm, Stephanie regularly visits Lucy. Recently engaged, Stephanie has asked Lucy to walk her down the aisle at her wedding.

Success stories like Stephanie’s are what make it all worthwhile for Lucy. Her goal is for all children to transition from the safety and security of Hillsides into productive and stable adult lives. And thanks to Lucy, many do.

Residential Treatment Services provides a safe and stable environment for 125 children each year who cannot live at home and/or have emotional or behavioral challenges.

How Hillsides Gets Clients the Help They Need Quickly

Imagine you or a loved one are suffering from depression or a mental illness, and when you seek help, you’re told you will have to wait months to see a therapist.

Such waiting lists are common in the mental health field, but not at Hillsides, where we have streamlined our client intake procedure and are able to get clients seen within 24 hours to a few days.

Quick referrals are key to a client’s success. Seeking therapy takes courage, and without a waiting list, clients have less time to change their mind. “When people contact us, they are in the right frame of mind to dive in and get as much benefit as they can from what we have to offer,” said Joseph Tesoro, Hillsides intake program manager. “However, when potential clients are told they have to wait, they can lose incentive and give up trying to get services.”

A quick turnaround also means that our clients receive more effective treatments as symptoms can be nipped in the early stages before spiraling out of control.

For example, we recently received a referral for a high school girl with a substance use

problem. At the same time, her sister was hospitalized for the intent to harm herself. Our intake staff was able to get both girls seen immediately by staff. The first sister now receives ongoing therapy and participates in a substance use group. The second sister is in therapy one to two times a week and receives case management for extra support. Both are stabilizing while in addition, the parents are receiving parent education and family therapy.

As a result of our new intake system, we’re also able to serve more clients. During a two-month period in the winter of 2015, we were able to match 98 people with services -- more than double the amount the previous year. Looking forward, we anticipate even more positive outcomes as we continue to fine-tune our intake system and best serve the needs of our clients.

Family Resource CenterFast tracking to mental wellness

Our Family Resource Centers offer families mental health support and other crucial services at seven locations throughout Los Angeles County: Baldwin Park, East Los Angeles, Echo Park, Montebello, Pasadena, Pomona, and South Pasadena.

How One Student Overcame Reading Difficulties to Become a Peer Mentor

Daniel Hernandez couldn’t read until he was in middle school; a childhood spent in foster care and multiple schools disrupted his academic success. But then, at 11, an interest in Batman comic books made him determined to learn to read. Within a few years, he was mastering the complexities of the Harry Potter series.

When Daniel, now 18, arrived at Hillsides Education Center (HEC) as a high school freshman, he was asked to become a peer tutor in the school’s Reading Rocks program for underperforming readers. Daniel leapt at the chance. “I wanted to help kids because I know how it feels not to be able to read,” he said.

For the last several years, Daniel has tutored students at HEC a few times a week, becoming one of the most dependable and sought-after tutors. He proudly points out his success with one student who at first could barely sound out words. “I kept pushing him, and by the end of the session, he started to read, and he has been reading ever since,” he said.

The Reading Rocks program maintains 64

reading coaches for 36 students; more than half the tutors are students themselves. With this system, not only do the mentors reinforce their own reading skills, they gain newfound confidence in their abilities.

“Students like Daniel who have experienced negative experiences can feel like they have nothing to offer. But being a mentor increases their confidence and allows them to see they actually have a lot to offer their community and the world,” said Reading Rocks director Rob Wherley.

Daniel is proof of this. “Tutoring makes me feel good inside and like I’m a smart kid,” he said. His Reading Rocks experience has also shown Daniel a career path and a road map to permanent success. After graduating from high school, he plans on becoming a teacher or a teacher’s aide.

Hillsides Education Center is a therapeutic residential and day school that offers individualized academic support and psychological services to 120 students annually.

One Young Man’s Victorious Fight over a Destructive Past

Victor Pinzon, 24, knows about fighting. As a youth growing up in a gang-riddled Northern California neighborhood, he let his fists do the talking for him. His constant scrapes with the law landed him in Juvenile Hall by age 12, and he spent the next six years bouncing between detention halls and probation camps.

When Victor turned 18, he was ready for another battle – the one against the low expectations society had of him and which he himself held. “I was eager to change and be a better person,” he said. He found a safe haven at Youth Moving On (YMO), which provided him with affordable housing, counseling and life skills that allowed him to learn how to live independently with focused goals. He channeled his need for physical expression into salsa dancing and boxing lessons.

Victor next enrolled in Pasadena City College and began the uphill challenge to become the first in his family to attend college. Hillsides supported this dream by hiring him in a part-time position as an YMO peer partner that would allow him to support himself and still have enough time to focus on school.

As a peer partner, Victor mentored troubled teens and put them in touch with crucial resources such as housing referrals and substance abuse programs. Many of the youth reminded him of someone he used to know: his former self. “I’ve been in their shoes, and know how much pain they’re in,” he said. Along the way, he continued on his journey to transform his life. “By helping others, I could feel myself growing and becoming an even better person,” he said.

Victor recently graduated from Pasadena City College and is leaving his job at YMO to become a full-time student at Cal State Dominguez Hills in Carson, California. He plans on studying psychology and to eventually obtain a master’s degree and work as a school counselor. He realizes knowledge, not fists, is his secret weapon. He’s still a warrior, but his method has changed. “Now,” he said, “I fight with books.”

One Woman’s Mission to Ignite Children’s Musical Expression

Rachael Worby is well-known as the dynamic artistic director, conductor, and founder of MUSE/IQUE – a counter-conventional orchestra based in Pasadena, California. However, she is also committed to the children of Hillsides and in 2016 was awarded the Hillsides Community Angel Award at our annual Circle of Excellence dinner honoring donors and volunteers.

For the last five years, 12 – 15 times a year, Rachael has brought world-class performers to the Hillsides’ campus to provide musical programs for the children. The breadth and depth of the musicians include famous solo singers, world-renowned harp players, tap dancers, string quartets, brass ensembles, guitar players, and even a percussionist who laid down his beats on a typewriter.

“We have always worked diligently to mine the field for the great living artists, knowing

that to mesmerize the kids at Hillsides, we need to have a mesmerizing performance,” said Rachael.

Due to Rachael, the children have become musically literate and some, with support from Hillsides, have been inspired to start music lessons. Beyond exposing children to music, Rachael’s goal is to provide the children with a regular commitment they can count on that will offset any losses and abandonment and boost their self-esteem.

She knows that the feeling of safety and permanency she and her performers help instill in the children who live at Hillsides is key to their healing and well-being. In addition, one day, her program might just produce the next Yo-Yo Ma or Itzhak Perlman.

Capital CampaignHillsides is creating lasting change on our campus

Preparing for our next century of service to serve children, youth and families

Construction at Hillsides is in full swing as part of our creating lasting change capital improvement project, an ambitious renovation and reconstruction of our 17-acre main campus in Pasadena. We are excited about how the children, youth and families we serve will benefit from the project, which will expand Hillsides’ therapeutic capacity, better facilitate acute care, improve campus safety and security, and support the development of permanent, supportive families. The size and scope of this project sets a new bar for Hillsides, exceeding any single project we have undertaken to date. To recognize the importance of this reimagining of campus, we held a held a ground-breaking ceremony in June of 2016 attended by 75 community stakeholders, including former County Supervisor Michael D. Antonovich.

Currently we are anticipating that the project

will be completed by March of 2018. To accomplish this, we are utilizing value engineering, a methodology that emphasizes alternative solutions to maximize functionality and efficiency. Our new 35,000 Student Center will house an expressive arts wing, a spacious dining commons, a modernized kitchen and a student demonstration kitchen. Children and youth will play and gather in groups in the outdoor recreation corridor with expanded playing fields and a new pool. An entrance kiosk, a service road and underground parking will reduce congestion and increase campus safety.
