BRAVO : Executive SummaryWhat: A Spatial Planning for Tripa Peat Swamp Forest (Hutan Rawa Gambut Tripa) is required to save the forest in the area. The spatial planning, aimed to change the status of the peat swamp forest currently under the Areal for Other Purposes (Areal Penggunaan Lain/APL) to prevent further destruction of the forest, will be proposed to the local government. The spatial planning is expected to establish protected forest zone, which should be protected by all parties; utilization zone, where companies with utilization rights may cultivate the land accordingly; and people’s cultivation zone, which should be located near people settlements. People should not move far from their homes to cultivate the land for their livelihoods. The implementation of spatial planning is the first and important step to save the currently unprotected Tripa Peat Swamp Forest from further destruction. Who: All parties, including government, companies and the community should be involved in the adoption and the implementation of the spatial planning. Partners involved in the spatial planning program are Foundation for Sustainable Ecosystem (Yayasan Ecosystem Lestari/YEL), and local government through Regional Development Planning Board (Badan Perencanan Pembangunan Daerah/Bappeda) and Forestry and Estate Crop Agency (Dinas Kehutanan dan Perkebunan/Dishutbun). Both Bappeda and Dishutbun have direct roles in designating the area into protection forest, utilization zone for companies with utilization rights and people’s cultivation zone. Donor like OCSP (Orangutan Conservation Services Program) has proposed to help creating the spatial planning concept for Tripa area.When: Local government, especially Bappeda of Nagan Raya District has initiated the early stage of the program to formulate Tripa spatial plan. YEL is currently preparing a plan to help the spatial planning program, while waiting for the RTD meeting to be conducted in the near future. In the meantime, the Pride campaign program is expected to speed up the spatial planning formulation. How: A collaborative financial management will support the project. Local government through Bappeda and Dishutbun, as the pilot for the spatial planning project, will be in charge for finding the funding. OCSP as donor will contribute financially and take part in designing the spatial planning. YEL, therefore, does not need to support the program financially. The spatial planning has more or less been initiated by Bappeda. YEL and OCSP are only giving inputs to be synergized with the present concept to create a comprehensive spatial plan.

Supports for the program are growing. Many in the community are willing to attend meetings and discuss the sustainability of Tripa Peat Swamp Forest. Community leader like Mr. Mukim of Seuneuam is currently fully support the program. The conservation impacts of spatial planning in Gunung Leuser National Park and Ulu Masen Forest conservation have not been perfect. However, there are signs that spatial planning has brought positive impacts to the conservation of those area. Number of encroachment in those protected area are recently decreasing. Further forest degradation can be prevented. Spatial planning does not only aim at protecting forest area, but also preventing further degradation in the area. Information dissemination on the importance of conservation for all parties and community involvement in forest protection efforts are required to secure sustainable impacts to the conservation of the ecosystem and surrounding community.

1st Tipping Point At the early stage of the program, findings showed that there was not any spatial planning initiative from the local district government to mark Tripa Forest boundaries in Babah Rot area of Abdya District . Pressures were then given to save Tripa Forest area to formulate a spatial planning for the area. The efforts aim to clear the peat swamp area from small cultivation areas by local community as well as massive cultivations by private companies. Since the area contains a large amount of peat and consequently serve as carbon storage, efforts should be done to save the forest. Peat potentials of the area should be used to increase local income from non-timber area. As local government of Abdya District has not so far initiate a spatial planning for Tripa area, pressures should be addressed to them for the sake of the area. A sound spatial plan will maintain areas outside the boundary of the protected Tripa Forest as people’s cultivation zone. As the result, Tripa Forest will stay protected without ignoring the welfare of the surrounding community.

Spatial planning concept for Nagan Raya District, on the other hand, has been developed. It only requires finalization by the higher provincial government. Once it is finalized, the spatial plan will help the recovery and conservation of Tripa Peat Swamp Forest.

YEL, Bappeda and OSCP will work together to measure the conservation impacts of the spatial planning project. Assessments will be conducted before and after the implementation of the spatial plan. Other important points of the assessment are time frame to measure the impacts achieved and level of failure to evaluate the whole program. The project requires participation of all parties, including the community.
