Toda', an estimated 1" million people globall' are 8or-ing in a countr' other than that of their birth0From Bangladesh alone around 10& million migrants are estimated to be 8or-ing in over %&$different countries based on !$%4 government figures0 In !$%2, 1/&,$&& migrant 8or-ers )3&0&percent men* found emplo'ment abroad0 A cumulative (S %4$0$4 billion has been sent to the

countr' b' migrant Bangladeshis as remittances since %3/"0 espite the efforts made to ensurethe protection of migrant 8or-ers, man' migrants continue to eDperience numerous problemsparticularl' more vulnerable groups, such as female domestic 8or-ers, entertainers and lo8er s-illed 8or-ers0 Currentl' our organi.ation is activel' 8or-ing in various parts of Bangladesh toresolve the challenges faced b' migrant 8or-ers and promote safe migration0

To resolve the aforementioned problems, 8e 8ould li-e to 8or- in a-shin-ahan 8hich is locatednear a.rat Shah?alal International Airport in ha-a0 As of no8, 8e have been 8or-ing 8ith thepoor and disadvantaged people of the area, and 8ith BRAC@s assistance, 8ould no8 li-e toeDpand our activities and 8or- 8ith potential migrant 8or-ers0 This is because, in our 'ears of 

operation, 8e have found it to be a high migrant prone area0

a-shin-han is one of the most densel' populated areas in the countr' 8ith !/!/1$ people livingin a small area of %%0$1 s7 -m0 Males constitute &4 of the population, and females 2/0 As of !$%2, a-shin-han has an average literac' rate of "3 8hich is line 8ith Bangladesh@s nationalliterac' rate of "/0 It is an interesting fact 8orth noting that although a-sin-han has been listedas an upa.ila in BRAC@s list of upa.ilas, it is notE it@s in fact a thana under Te?gaon evelopmentCircle and has onl' one union 8ith 1 mou.as0

alf the population of the area is migrants from several different districts in the countr', 8ith thema?orit' from Tangail and M'mensingh0 9ver the 'ears, this population in particular has also

sho8n a high tendenc' to migrate abroad for emplo'ment0 9ther factors that pla' significant rolesin ma-ing this area high migrant prone include its close proDimit' to the airport and BM5T facilities,and the rapid gro8th of numerous private Technical ;ocational 5ducation and Training )T;5T*center and manpo8er agencies in the area0

3.). Objetives

%0 Promote information and services related to safe migration in the targeted migrantcommunities for mass a8areness and assistance in migration process for potential migrant8or-ers particularl' 8omen migrants0

!0 Provide pre+departure services and training# orientation to the departing migrant 8or-ers toensure safe migration and protection of their legal rights0

40 Capacit' building of migrant 8or-ers and their families to promote self+sustainabilit'020 Provide support and assistance to the returnee migrant 8or-ers particularl' 8omen

3.*. I$&le$entation Strateg+

The pro?ect@s aim is to ma-e migration for foreign emplo'ment safer and more beneficial for migrants0 It 8ill provide interested 8omen and men 8ith accurate and relevant information at theupa.ila level )through Migration Information Centers* so that the' can ma-e informed decisionsabout labour migration )or non+migration* and to protect themselves against fraud and eDploitation0The pro?ect prevents the potential migrants from fraud and cheating b' providing right information

and it also rehabilitates the eDploited migrants b' providing legal support for both men and 8omenand ps'chosocial, medical and short term shelter support for 8omen0

It should be noted that CB9s 8ill pla' the principal role in the successful implementation of thepro?ect and 8ill be responsible for the ma?orities of its activities0 C(P@s role 8ill be that of afacilitator and it 8ill also provide the CB9s 8ith technical assistance0 The CB9s and C(P 8ill 8or-together during ever' stage of the pro?ect starting from its needs assessment to planning and

implementation of all pro?ect activities0 The pro?ect 8ill be carried out b' participator' approach b'bringing together -e' sta-eholders 8hich include C(P, CB9 representatives, Thana and (nionParishad 9fficials, BM5T, local T;5T centers, manpo8er agencies, legal aid organi.ations andother local =>9s0

Esta'lishment o! .Migration -esource Center/ M-C:  C(P 8ill form a Migration ResourceCentre MRC in the thana of a-shin-han0 Its eDecutive bod' 8ill consist of 3 members + 1 CB9members )one from each CB9* and a C(P representative0 To begin 8ith the MRC 8ill form a listof migrant 8or-ers and potential migrant 8or-ers via surve' and voluntar' registrations0 9ur counsellors at the MRC 8ill provide necessar' information to migrant 8or-ers, potential migrant8or-ers and their famil' members about safe migration0 9ur counselors 8ill be e7uipped 8ithaudio, video facilities and reference materials0 There 8ill be a total of 2 counselorsE each of themresponsible for ! mou.as0

The center 8ill also provide communication services to the migrant 8or-ers and their families,8hereb' the' 8ill be able to access services such as the telephone and video calling0 A small fee8ill be applicable for these services0 More detail on that can be found in the financial proposal0 Tobe precise, the MRC 8ill be the hub for all our pro?ect activities ranging from pre+departureorientation to all -inds of training and emplo'ment services, i0e0 it 8ill be the first point of contact for the migrants and their families for all our services0

01areness -aising:  A8areness campaign and information dissemination 8ill be t8o ma?or contributors to8ards establishment of migrant 8or-ers and their families0 These 8ill facilitate their self+emplo'ment initiatives0 A continuous basis program 8ill be adopted to implement the follo8ingactivities in particular:

• Production and distribution of eaflets, Posters, Information+boo-lets, etc0

Production and screening of short documentar' film and a8areness through radio0• Rall', convention < counseling 8or-shops on various aspects of safe migration including

proper utili.ation of remittances0

• Convention on safe migration and eDperience sharing meeting, particularl' for 8omen,

attended and conducted b' 8omen, as 8omen are the most vulnerable to discrimination,eDploitation and abuse0

• Popular Theatre group formation, stage drama and fol- cultural sho8s 8hich the migrant

8or-ers and their families can relate to0

• 5as' and safe travel#Immigration and customs procedures

• 5mplo'ment contract, i0e0 the rights and responsibilities of overseas Bangladeshi 8or-ers

and 8hat to do in case of contract violation0

• Raising A8areness of issues such as fraudulent agents, and human and drug traffic-ing0

Capacit$ 'uilding o! migrant 1orkers and their !amilies:  C(P 8ill utili.e its eDisting trainingfacilit', C(P partners and other =>9 facilities in a-shin-han to train and certif' the migrant8or-ers as per the specifications of the clients abroad, i0e0 the training 8ill be sector specific, e0g0nurse, driver, house -eeper, builder, carpenters, mechanics, etc0 A small to-en fee of T-0 4$$ 8illbe charged from the 8or-ers )per training#service*0 e 8ill ma-e a conscious effort ensure that the

7ualit' of training meets international standards and help secure placement for candidates onsuccessful completion0 Should the number of migrant 8or-ers eDceed be'ond our capacit', 8e8ould for8ard them to the relevant government department, BM5T 8here the' can receive trainingfree of charge, and other eDisting private T;5T institutes for subsidi.ed price0

 As far as the families of the migrant 8or-ers are concerned, the' 8ill be provided a variet' of services based on his#her current level of education and set of s-ills0 The' 8ill also be charged T-04$$ per training#service0 I9M and RMMR( have conducted t8o separate surve's on RemittanceReceiving Families to dra8 their Socio+5conomic Profiles0 Studies sho8ed that the ma?orit' of theremittance receiving families is ?oint families 8ith an average si.e of siD persons0 So famil' basedpro?ects on agricultural farming 8ill be suitable for migrant families0 5mpo8erment of the migrant

8or-er families ma' be possible through ensuring appropriate social and economic re+integration0This 8ill be ensured through the follo8ing services, as per the migrant and their families@ interestand eligibilit' )T-0 4$$ pa'able for each of the follo8ing services*:

• iaison 8ith Investment opportunities in the countr' at various levels0

• Counseling on investment opportunities0

•  Arrangement of loan from ban-s for SM5 initiatives0

• 5ntrepreneurship evelopment Training0

=ote: An estimated 4$$$ migrant 8or-ers and famil' members 8ill receive at least one of theseservices, )training, counseling, loan, etc0*0 As mentioned before, a registration fee of T-04$$#migrant is applicable for each service0 Based on our capacit', 8e should be able to secure

placement for %$$$ migrant 8or-ers0 A commission of T-0 %&$$ per migrant 8ill be charged fromthe emplo'ers0

e 8ould also ma-e a conscious effort to improve and secure the lives of the children, 8ith thefocus of improving the 7ualit' of our future 8or-force and this can onl' be done b' substantiall'adding to the education, training and grooming capacities and capabilities0 At the pre+primar',primar' and secondar' level, 8e 8ill reach out to those students from poor communities 8ho donot have access to education and ensure 7ualit' education and training in an attempt to build ahighl' s-illed migrant 8or-force for the future0

2inancial Education !or migrant 1orkers and their !amilies:  The lac- of financial -no8+ho8 and

s-ills to budget ma' lead to higher ris-s of indebtedness, labour eDploitation and overallunproductive use of remittances at all stages of the migration c'cle b' migrant 8or-ers and in their home communities0 Financial education 8ill introduce concepts of mone' and 8a's to manage it8ell0 The training pac-age 8ill be designed to teach )prospective* migrant 8or-ers and their families about mone' and ho8 to use it 8isel'0 It 8ill offer the opportunit' to learn s-ills related toearning, spending, budgeting, saving, borro8ing and 8a's to ma-e the most of one@s resources0 Itaims to remed' the lo8 levels of education and the une7ual po8er relations that often eDistbet8een 8omen and men, and the 'ounger and older generations in the a poor and disadvantagedarea li-e a-shin-han0 It should be noted that 8ill remain a free service for the entire length of thepro?ect0

Migrant 8or-ers need -no8ledge and s-ills not onl' to manage their da'+to+da' eDpenses, but tomeet their needs throughout their life+c'cle G education, marriage, children and income securit'8hen the' become old or sic-0 The' need -no8ledge and s-ills to use financial services G saving,borro8ing and insurance G that can help them reduce vulnerabilit' and build assets0 The trainingpac-age 8ill also ensure that potential migrant 8or-ers have ade7uate -no8ledge of simple, safeand eas' 8a's for the repatriation of earnings made abroad0

Support and assistance to the returnee migrant 1orkers3 particularl$ 1omen: 9ur first step

8ould be to prepare a database of the returnee migrants0 This database 8ill be based on the data

collected during our surve' and registration of 8illing returnee migrant 8or-ers in a-shin-han0

The registration process is to be conducted b' our counselors at our MRC0 After completion of 

registration the list of migrant 8or-ers returned from different countries 8ill be sorted on the basis

 As mentioned earlier in the proposal, C(P 8ill carr' out this pro?ect b' forming a MRC and 1CB9sE this 8ill therefore ma-e it easier for us to conduct the communit' and local+level activities,such as a8areness raising, social development, training, etc0 8hich are re7uired for the successfulimplementation of this pro?ect0 9ur model is eDtremel' simple, 'et efficient and can easil' be replicated in various parts of thecountr'0 To begin 8ith, the materials 8e 8ould be using, such as documentar' films and other printed information can be easil' replicated and used across the countr'0 e 8ill develop our CB9s on a self+sustaining basis as 8e have done in the past0 9ur eDperienceof evaluation of previous pro?ects is that CB9s are the basic building bloc-s of such pro?ectsEsustainabilit' rests on the foundation of solid groups0 Man' pro?ects have sho8n a continuingdependence on counselors#group organi.ers, 8ho are the motivators, mobili.ers and trainers of the groups0 This dependence has been found to continue for %+! In recent times, the government of Bangladesh has also been activel' 8or-ing to promote safemigration and are hence, eDtremel' supportive to8ards such pro?ects because it reali.es that there

is a surplus of manpo8er 8ith a combination of professional, s-illed, semi+s-illed and less+s-illedlabour force0 =ot onl' does it recogni.e the benefits of migration and remittance, such as reducedunemplo'ment and economic development of the countr', but it also recogni.es the ris-s involvedin the process of migration in a countr' li-e Bangladesh0 It is continuousl' devising effectivemechanisms to implement safe migration, one such eDample amongst man' is the digiti.ation of the migration s'stems 8hereb' a computer database has been developed to stop the fraudulentactivities in the process of migration0 Considering all these factors, it can be eDpected that thegovernment 8ill ac-no8ledge the potential of this pro?ect and 8or- in collaboration 8ith us tofurther improve it and thus promote its sustainabilit'0

In addition, International agencies li-e the (nited =ations )(=* and its related organi.ations along

8ith the orld Ban- have also been emphasi.ing the need to better the migration managements'stem to ma-e it safer and more reliable0 The' alread' have ongoing pro?ects on safe migrationon Bangladesh 8hich are rapidl' eDpanding, and the eDpansion is such that it is ver' li-el' somethe effective features of our pro?ect 8ill be incorporated into other safe migration programmesacross the countr'0
