About this report

This report provides monthly and program year data on the Working Holiday Maker (WHM) visa program administered by the Department of Home Affairs (the department). The report has been provided to assist policymakers and stakeholder organisations.

This report is published every six months, and further developments will occur over time to increase and improve information sharing about the WHM visa program. Current and previous versions of the report are available on the department's website. Data is sourced from several departmental visa processing and recording systems. Data can be dynamic and there can be delays in transmission of information from the department's global operations. A citizenship country of 'Not Specified' can result from eligible dual nationality applicants where the non-eligible nationality has been recorded for the WHM application.

The country of citizenship of the visa applicant or visa holder. Where a visa applicant or visa holder has more than one citizenship country, either the citizenship of the travel document or the citizenship nominated by the visa applicant is used.

Unless otherwise specified, the number of visas granted includes all visa grants.

The snapshot date is a point in time at which a count is undertaken. In this report, the number of visa holders in Australia at a point in time is used.

Used to refer to clients applying for a visa.

Background to the Working Holiday Maker visa program The purpose of the Working Holiday Maker (WHM) visa program is to foster closer ties and cultural exchange between Australia and partner countries, with particular emphasis on young adults. It has been in existence since 1975. Today, the WHM visa program comprises the Working Holiday (subclass 417) and the Work and Holiday (subclass 462) visas. Initially the program comprised of a relatively small number of Commonwealth countries and has since grown to encompass 42 partner countries.

Australia has an overarching bilateral arrangement with each partner country, usually in the form of a Memorandum of Understanding. Of the 42 partner countries, 19 are Working Holiday (subclass 417) and 23 are Work and Holiday (subclass 462) visa arrangements. The key difference between the two visas are that Work and Holiday visa arrangements generally have caps on the number of visas granted annually and additional eligibility requirements.

WHM arrangements are generally reciprocal, providing Australians with similar opportunities overseas. In considering whether to add new WHM partner countries, the Australian Government considers a range of factors, including the ability of the prospective partner to offer reciprocity to Australians, and the strength of any cultural and people-to-people links.

Eligibility requirements All WHM (both Working Holiday and Work and Holiday) visa applicants must:

· be aged 18-30 (inclusive) at time of application (Canada and Ireland age range is 18 – 35 inclusive)· hold a passport from an eligible partner country. A list of eligible countries is provided in the ‘Australia’s

Working Holiday Maker Visa Arrangements’ section of this report· not be accompanied by dependent children during their stay in Australia· meet financial, health and character requirements

Work and Holiday visa applicants must meet additional requirements, which may (or may not) include: · functional English· successful completion of at least two years of undergraduate university study (except Israel & USA)· a letter of home country/government support in association with their visa application (except Argentina,

China, Israel, Singapore & USA).

Working while in Australia All WHMs may work for the full duration of their 12 month stay in Australia, but cannot generally remain with any one employer for longer than six months (by operation of mandatory visa condition 8547) unless exempt.

A visa holder may work for the same employer for a combined total of more than six months, provided the work is undertaken in a different location and work in any one location does not exceed six months. However, working in a different position at the same workplace (for example, changing to a cleaning role after initially working for six months at reception) would be considered a continuation of employment with the same employer.

WHM visa holders may be eligible for an extension of the six month employment limitation in certain circumstances, including:

· Visa holders who have carried out six months work as an au pair anywhere in Australia.· Visa holders who have carried out six months work in eligible industries in northern Australia.

From 5 November 2018, the period in which subclass 417 and 462 visa holders can stay with the same agricultural (plant and animal cultivation) employer is 12 months.

Studying while in Australia All WHMs are entitled to study for a period of up to four months during their 12 month stay in Australia.

Background to the Working Holiday Maker visa program - continued Second Working Holiday First-time Working Holiday (subclass 417) visa holders who complete three months of ‘specified work’ in regional Australia during their stay acquire eligibility to apply for a second such visa.

‘Specified work’ includes work in the agriculture, mining and construction industries. For the purposes of second Working Holiday visa eligibility, regional Australia includes large parts of rural and regional Australia, which are identified in a list of postcodes available on the Department’s website at: http://www.ho meaffairs.gov.au/Trav/Visa-1/417-.

Second Work and Holiday First-time Work and Holiday (subclass 462) visa holders who complete three months of specified subclass 462 work in eligible northern and regional Australia during their stay acquire eligibility to apply for a second such visa.

Specified subclass 462 work, is work that is undertaken in a 'specified' field or industry in a designated area in Australia. Further information on the second Work and Holiday (subclass 462) is available on the Department’s website at http://www.homeaffairs.gov.au/Trav/Visa-1/462-

Recent developments in the Working Holiday Maker visa program (from 1 July 2018 to 31 December 2018) Further Work and Holiday(subclass 462) visa developments, including signings and commencement dates for new arrangements, will be announced on the Department’s website at: http://www.homeaffairs.gov.au/Trav/Visa-1/462-.

• On 1 July 2018, the first phase of online applications was implemented as a trail period for Argentina, Spain, theSlovak Republic and Uruguay. On 16 November 2018, the second online phase included Austria, Chile, CzechRepublic, Hungary, Israel, Luxembourg, Peru, Poland, Portugal, San Marino and Slovenia.

• On 1 November 2018, the eligible age for subclass 417 visa applicants from Canada and Ireland was increasedfrom 30 to 35.

• On 5 November 2018 –o regional areas were expanded to all designated regional postcodes in Australia for Work and Holiday

(subclass 462) visa holders working in agriculture (plant and animal cultivation) industry to qualify for asecond year of stay in Australia, and.

o subclass 417 and 462 visa holders have automatic permission to stay with the same agricultural (plantand animal cultivation) employer for more than 6 months, up to the expiry of their visa.

• On 28 December 2018, cap increases occurred for Israel (500 to 2,500) and Spain (1,500 to 3,400).• After 1 July 2019, there will be the option of a third-year for subclass 417 and 462 visa holders who undertake

6 months of specified work in a specified regional area during their second year. This is subject to the creationof legislation in 2019, and only work performed after 1 July 2019 will count towards the six months

Executive Summary

1 Applications lodged

In the six months to 31 December 2018, there was a 1.6 per cent decrease in WHM visa application lodgements compared to the same period in 2017-18.

There was a total of 79,964 first Working Holiday (subclass 417) visa applications and 20,502 second Working Holiday (subclass 417) visa applications lodged in the six months to 31 December 2018.

There was a total of 14,714 first Work and Holiday (subclass 462) visa applications and 2,864 second Work and Holiday (subclass 462) visa applications lodged in the six months to 31 December 2018.

2 Visas granted

First Working Holiday (subclass 417) visa program

A total of 80,305 first Working Holiday visas were granted in the six months to 31 December 2018. This is a 3.2 per cent reduction compared to the same period in 2017-18.

Reductions in Working Holiday visa grant numbers may be influenced by a range of factors including changing economic conditions and seasonal variability in visa application numbers in partner countries.

The top five countries for first Working Holiday visa grants were: • United Kingdom (15,457)• France (12,426)• Germany (11,954)• South Korea (8,861)• Taiwan (5,246).

Second Working Holiday (subclass 417) visa program

A total of 18,812 second Working Holiday visas were granted in the six months to 31 December 2018. This is a 16.3 per cent increase for the same period in 2017-18.

Where there has been an increase or decrease in first Working Holiday visa grants, a similar but delayed trend could be expected to flow through to second Working Holiday visa grants.

The top five countries for second Working Holiday visa grants were: • United Kingdom (4,385)• Taiwan (3,706)• South Korea (1,917)• France (1,827)• Ireland (1,427).

In the six months to 31 December 2018, around 92 per cent of the second Working Holiday visa applicants indicated they engaged in agricultural work to acquire eligibility, around seven per cent undertook construction work, and less than one per cent undertook mining work (see Table 2.21). The employment of the remaining participants (less than one per cent) has not been disaggregated.

Combined Working Holiday (subclass 417) visa program

A total of 99,117 combined Working Holiday (first and second) visas were granted in the six month to 31 December 2018.

Key Points • In the six months to 31 December 2018, a total of 115,547 Working Holiday Maker (WHM) visas

(subclass 417 and subclass 462) were granted, a 0.6 per cent increase compared to the same period lastyear.

• There was a 3.2 per cent reduction in first Working Holiday (subclass 417) visa grants to 80,305 anda 16.3 per cent increase in second Working Holiday visa grants to 18,812 in the six months to31 December 2018.

• In the six months to 31 December 2018, Work and Holiday (subclass 462) visa grants increased by4.5 per cent to 16,430. There were 13,498 first visa grants, a decrease of 4.4 per cent and 2,932 second visagrants, an increase of 82.9 per cent compared to the same period last year.

Executive Summary – continued First Work and Holiday (subclass 462) visa program

A total of 13,498 first Work and Holiday visas were granted in the six months to 31 December 2018. This is a 4.4 per cent increase compared to the same period last year.

The top five countries for first visa grants under the Work and Holiday visa program in the six months to 31 December 2018 were: • United States of America (3,540)• China (2,795)• Chile (1,745)• Spain (1,494)• Argentina (991).

Second Work and Holiday (subclass 462) visa program

A total of 2,932 second Work and Holiday visas were granted in the six months to 31 December 2018.

The top five countries for second Work and Holiday visa grants were: • China (1,033)• Chile (419)• United States of America (399)• Indonesia (294)• Spain (220)

In the six month to 31 December 2018, around 59 per cent of the second Work and Holiday visa applicants indicated they engaged in accommodation and food services and 38 per cent undertook work in the agriculture, forestry and fishing industries. (see Table 2.22). The employment of the remaining participants (less than three (3) per cent) has not been disaggregated

3 Grant rates

The grant rate for first Working Holiday (subclass 417) visas for the six months to 31 December 2018 was 99.5 per cent. The grant rate for second Working Holiday visas was 93.4 per cent.

The grant rate for first Work and Holiday (subclass 462) visas for the six months to 31 December 2018 was 98 per cent and the grant rate for second Work and Holiday visas was 97.4 per cent.

The grant rates for WHM visas are indicative of the low risk nature of this caseload. The large proportion of online applications for this caseload also contributes to the high grant rate. A number of automated eligibility checks occur during online applications, alerting clients early in the process if they do not meet visa requirements.

4 Working Holiday Makers in Australia

Working Holiday (subclass 417) visa holders

As at 31 December 2018, there were 127,688 Working Holiday visa holders in Australia (first and second visas). This is a 2.9 per cent reduction in the number of Working Holiday visa holders in Australia compared to the same period last year.

Work and Holiday (subclass 462) visa holders

As at 31 December 2018, there were 17,791 Work and Holiday visa holders in Australia. This is a 19.6 per cent increase in the number of Work and Holiday visa holders in Australia compared to the same period last year.
