BPA‐FCRPS Power Plant Modeling Collaboration Overview
By Gordon Kawaleyi‐PCGRID3/29/19
BPA Overview Bonneville Power
Administration (BPA) is a federal Power Marketing Agency in Pacific Northwest
BPA markets power from 31 Federal dams and the Columbia Generating Station Nuclear Plant
BPA operates more than 15,000 miles of transmission, including 4,735 miles of 500‐kV lines
BPA operates several large paths in the Western Interconnection – California Oregon AC Intertie (4,800 MW), Pacific HVDC Intertie (3,100 MW), Northern Intertie (3,100 MW), and Montana Intertie (2,200 MW)
2
BPA’s WIND PMU Coverage
18 wind power plants
Totaling more than 1,600 MW of generation
Mostly Siemens Type 4 and GE Type 3
Mandatory PMU installation on any new Wind generation connecting to BPA
More to be added
4
Model Validation – Power PlantsGeneral Electric was the first to implement disturbance play‐in capabilities in PSLF
BPA has many PMUs at POIs of power plants
BPA used the PSLF play‐in function for past 17 years to validate and improve generator models using PMU data, resulting in significant cost savings and improved efficiency
BPA used disturbance model validation for NERC Standard compliance
General Electric added model calibration functionality to deal with situations when simulations do not agree with reality
