    Biography: Richard Lazarus is the Justice William J. Brennan, Jr. Professor of Law at the Georgetown University Law Center, where he teachesEnvironmental Law, Natural Resources Law, Supreme Court Advocacy, and

    Torts. He has a B.S. from the University of Illinois in Chemistry and a B.A. inEconomics, and his law degree is from Harvard. At Georgetown, he is also theFaculty Director of Supreme Court Institute, which sponsors academic coursesand workshops on the Supreme Court and provides practice moot courtarguments for counsel for more than ninety percent of the cases before theCourt.

    He has previously taught at Indiana University, Harvard University, Northwestern University,University of San Diego, University of Texas, and Washington University schools of law. For thepast three summers, he has co-taught a course on the history of the Supreme Court of the UnitedStates with the Chief Justice of the United States. Professor Lazarus worked for the United States

    Justice Department, both in the Environment and Natural Resources Division (1979-83) and theSolicitor General's Office (1986-89), where he was Assistant to the Solicitor General.

    Professor Lazarus has represented the United States, state and local governments, andenvironmental groups in the United States Supreme Court in 37 cases and has presented oralargument in 13 of those cases. He most recently served as counsel of record for environmentalrespondents Riverkeeper et al in Entergy v. Riverkeeper, argued in December 2008. He alsorepresented the United States in U.S. v. Chem-Dyne, the first case to establish joint and several

    liability underCERCLA, and the California Supreme Court case, National Audubon Society v.Superior Court of Alpine County, applying the public trust doctrine to Mono Lake.

    His primary areas of legal scholarship are environmental and natural resources law, with particularemphasis on constitutional law and the Supreme Court. He has published two books, The Making of Environmental Law (U. Chicago 2004), and Environmental Law Stories (Aspen Press, co-edited

    Biography: Senator Bob Graham is the former two term governor of Florida and served for 18 years in the United States Senate. This iscombined with 12 years in the Florida legislature for a total of 38 years of public service. As Governor and Senator, Bob Graham was a centrist,committed to bringing his colleagues together behind programs that servedthe broadest public interest. He was recognized by the people of Florida

    when he received an 83% approval ranking as he concluded eight years asGovernor. Bob Graham retired from public service in January 2005,following his Presidential campaign in 2004.

    Bob Graham is recognized for his leadership on issues ranging fromhealthcare and environmental preservation to his ten years of service on the Senate SelectCommittee on Intelligence including eighteen months as chairman in 2001 2002. Following therelease of the Joint Inquiry's final report in July 2003, Senator Bob Graham steadfastly advocatedreform of the intelligence community and sponsored legislation to bring about needed changes. Inthe fall of 2004 Senator Bob Graham authored Intelligence Matters based upon his experiencesgleaned during the joint inquiry and his analysis of the run up to the Iraq war.

    After retiring from public life, Senator Bob Graham served for a year as a senior fellow at theHarvard Kennedy School of Government where he lectured to undergraduate, graduate andexecutive management students. His primary focus was on civic education and intelligence. Theseissues continue to be of great importance to Senator Bob Graham. He is currently researching and

    Senator Bob Graham has also been a regular contributor to National Public Radio's Morning Edition, a frequent guest on CNN, Fox and MSNBC news, and has written opinion editorials for

    Biography: Frances Beinecke is the president of NRDC. Under Frances'sleadership, the organization has launched a new strategic campaign that sharply focuses NRDC's efforts on curbing global warming, moving America beyondoil, reviving the world's oceans, saving endangered wild places, stemming thetide of toxic chemicals and accelerating the greening of China.

    Frances has worked with NRDC for more than 30 years. Prior to becoming the president in 2006, she served as the organization's executive director foreight years, during which time NRDC's membership doubled and the staff grew to more than 300. She also worked as a member of NRDC's water andcoastal program, fighting to protect marine ecosystems from offshore oil and

    gas development and advocating for sound coastal land use.

    In addition to her work at NRDC, Frances has played a leadership role in several otherenvironmental organizations. She currently serves on the boards of the World Resources Institute,the Energy Future Coalition and Conservation International's Center for Environmental Leadershipin Business and is on the steering committee of the U.S. Climate Action Partnership. She has been amember of the boards of the Wilderness Society, the China-U.S. Center for SustainableDevelopment and the New York League of Conservation Voters.

    Francesreceived a bachelor's degree from Yale College and a master's degree from the Yale Schoolof Forestry and Environmental Studies. She now co-chairs the Leadership Council of the YaleSchool of Forestry, is a member of the School of Management's Advisory Board and a formermember of the Yale Corporation Frances has received the Rachel Carson Award from the National

    Biography: Cherry A. Murray, who has led some of the nations mostbrilliant scientists and engineers as an executive at Bell Laboratories and theLawrence Livermore National Laboratory, was appointed dean of HarvardUniversitys School of Engineering and Applied Sciences (SEAS), on July 1,2009.     Previously, Murray served as principal associate director for science and technology at LawrenceLivermore National Laboratory in Livermore, Calif., where she lead 3,500 employees in providing core science and technology support for Lawrence Livermores major programs. She is the currentpresident of the American Physical Society (APS).

    Before joining Lawrence Livermore in 2004, Murray had a long and distinguished career at thefamed Bell Laboratories, home to creative researchers who went on to win numerous Nobel Prizes,garner tens of thousands of patents, and invent revolutionary technologies such as the laser and thetransistor. She was hired into Bell in 1978 as a staff scientist, marking the beginning of a career thatculminated in her position as senior vice president for physical sciences and wireless research.

    Murray was elected to the National Academy of Sciences in 1999, to the American Academy of Arts and Sciences in 2001, and to the National Academy of Engineering in 2002. She has served onmore than 80 national and international scientific advisory committees, governing boards, andNational Research Council (NRC) panels, including chairing the Division of Engineering andPhysical Science of the NRC, and serving on the visiting committee for Harvards Department of Physics from 1993 to 2004.

    A celebrated experimentalist,Murray is well-known for her scientific accomplishments using lightscattering, an experimental technique where photons are fired at a target of interest. Scientists canthen gather insights into surface physics and photonic behavior by analyzing the spray of photons in

    various directions from such collisions.

    She is also a leader in the study of soft condensed matter and complex fluids, hybrid materials thatshow properties of different phases of matter. The control of suspensions, foams, and emulsions hasapplication for the development of everything from novel drug delivery systems to lab-on-a-chipdevices.

    Among other diverse topics in condensed matter physics, Murray has studied semiconductorsoptical phenomena, nanostructures, phase transitions, and controlled self-assembly of opticalmaterials all critical for the advancement of quantum optics, engineered semiconductors, andtools such as optical tweezers.

    Born in Fort Riley, Kan., and the daughter of a diplomat, Murray lived in the United States, Japan,Pakistan, South Korea, and Indonesia as a child. She received her B.S. in 1973 and her Ph.D. inphysics in 1978 from the Massachusetts Institute of Technology. She has published more than 70papers in peer-reviewed journals and holds two patents in near-field optical data storage and opticaldisplay technology.

    In 1989, Murray won the APSs Maria Goeppert-Mayer Award for outstanding achievement by a woman physicist in the early years of her career, and in 2005, she was awarded APSs George E.Pake Prize in recognition of outstanding work combining original research accomplishments withleadership and development in industry.     Biography: Fran Ulmer is chancellor of Alaskas largest public university, theUniversity of Alaska Anchorage (UAA). In addition to serving as UAAsChancellor, Ms. Ulmer was appointed by President Barack Obama in June 2010to the National Commission on the BP Deepwater Horizon Oil Spill andOffshore Drilling. The commission is charged with investigating the causes of the explosion and oil spill, and recommending changes to prevent futuredisasters from occurring.

    Prior toher appointment to the oil spill commission, Ms. Ulmer was a member of the AspenInstitute's Commission on Arctic Climate Change and held Board positions with the Alaska NatureConservancy, the National Parks Conservation Association and the Union of Concerned Scientists.

    Appointed Chancellor in 2007, Ms. Ulmer previously was a Distinguished Visiting Professor of Public Policy and Director of the Institute of Social and Economic Research at UAA.

    During her more than 30 years of work in public service onthe local, state and national level, Ms.Ulmer has helped to shape both public and environmental policy. As a state legislator, Ms. Ulmerserved on the Special Committee on the Exxon Valdez Oil Spill Claims Settlement. In addition, she

    was the first Chair of the Alaska Coastal Policy Council and served for more than 10 years on theNorth Pacific Anadromous Fish Commission. Ms. Ulmer served as an elected official for 18 years asthe mayor of Juneau, a state representative and as Lieutenant Governor of Alaska. As Director of Policy Development for the State of Alaska, Ms. Ulmer managed diverse programs, including coastalmanagement, intergovernmental coordination, and public participation initiatives.

    At the national level, Ms. Ulmer served as a member of the Federal Communications Commission'sState and Local Advisory Committee, the Federal Elections Commission's State Advisory Committee and co-chaired the National Academies of Sciences Committee on State VoterRegistration Databases.

    Biography: Don Boesch is a Professor of Marine Science and President of

    the University of Maryland Center for Environmental Science (UMCES). The Center is one of two research and service institutions in the 13-institutionUniversity System of Maryland. It conducts comprehensive research, trainsgraduate students, contributes to public education, and advises publicagencies and others on environmental and natural resource management fromits three laboratories distributed across the state: Appalachian Laboratory,Chesapeake Biological Laboratory, and Horn Point Laboratory. In additionthe Center administers Maryland Sea Grant.

    From June 2002 through October 2003, Dr. Boesch also served as Interim Vice Chancellor for Academic Affairs of the University System of Maryland. In 2008, Dr. Boesch was given theadditional responsibility of Vice Chancellor for Environmental Sustainability to lead the University Systems Environmental Sustainability Initiative.

    A native of New Orleans, Don Boesch received his B.S. fromTulane University and Ph.D. fromthe College of William & Mary. He was a Fulbright Postdoctoral Fellow at the University of Queensland and subsequently served on the faculty of the Virginia Institute of Marine Science. In1980 he became the first Executive Director of the Louisiana Universities Marine Consortium(LUMCON), where he was also a Professor of Marine Science at Louisiana State University. Heassumed his present position in Maryland in 1990.

    Dr. Boesch is a biological oceanographer who has conducted research in coastal and continentalshelf environments along the Atlantic Coast and in the Gulf of Mexico, eastern Australia and the

    East China Sea. He has published two books and more than 85 papers on marine benthos,estuaries, wetlands, continental shelves, oil pollution, nutrient over-enrichment, environmentalassessment and monitoring and science policy. Presently his research focuses on the use of sciencein ecosystem management.

    Don Boesch is active in extending knowledge to environmental and resource management atregional, national and international levels. He has served as science advisor to many state andfederal agencies and regional, national and international programs. He has chaired numerous of committees and scientific assessment teams that have produced reports on a wide variety of coastalenvironmental and climate change issues.
