It is in times like these as the world grapples to unriddle the mystery of a global pandemic which threatens to dethrone humanity, that the resilience of mankind really gets tested and mankind’s fi ghting spirit is pushed to the extremes. Thirteen weeks since the fi rst Covid-19 case was reported in South Africa, the fi ght against this deadly virus still rages on, igniting a display of the most unprecedented united front that our nation has ever seen.

The Coronavirus might have interrupted our lives and restricted some of our liberties but it shall never throw our backs to the canvas and subject us to a ten count send off. We are South Africans! We are the Rainbow Nation. Even with our backs against the ropes, we remain bobbing and weaving, jabbing and crossing. Like the musical group Queen rightfully sang,

“Inside, my heart is breakingMy makeup may be fl akingBut my heart still stays on.The show must go on.The show must go on.”

With these inspiring words, we now warmly look back at the year that was 2019 and appreciate the talent, the artistry, the craftsmanship and the genius that was displayed by our men and women in and outside the boxing ring. After all, this is a culture and practice dating back to more than four decades, when the fi rst Boxing Awards were held in Doug Dolan’s gymnasium in Durban in 1976.

Of course, over the years the form and content of the Boxing Awards have changed and evolved with time. Be that as it may, the fundamental objectives underpinning these awards still remains the same. They are to celebrate boxing excellence, reward boxing achievement, stimulate interest in boxing, unearth talent and promote boxing development, as well as to recognize luminaries in boxing in and outside the boxing ring.

As previously promised, we have heard your feedback and effected amendments to the Rulebook. The categories for public nomination have now been increased to eighteen (18), with the nineteenth category being the Chairperson’s Awards. There has also been a review of the criteria under certain categories. The nomination process opens from 8 June 2020 until 20 July 2020 and the period under review is 1 November 2018 until 16 March 2020.

We look forward to receiving your well-articulated and brilliantly motivated nominations of your favourite boxer, trainer, manager, promoter, ring offi cial or media personalities.

The South African Boxing Awards carry a total of nineteen (19) categories. The categories recognize South African boxing athletes; males and females, as well as members of the public who contribute positively to the sport of boxing through marketing drives, journalism and photography.

3. DETAILS OF EACH CATEGORY

Boxer of the Year

As the most sought out award in boxing, the Boxer of the Year award would go to a boxer who has earned the respect of the sports family for their conduct inside and outside the ring. This boxer is the fl agship of the sport and displays fi ghting prowess and would stand one in good stead.

The Boxer of the Year needs not be a champion, but must be an accomplished, experienced and scientifi c boxer. The manner in which he/she conducts him/herself inside the ring must be engaging, professional and respectful of the craft. He/she must be a boxer with high moral living with innate capacity to be a champion.

Fight of the Year

The Fight of the Year defi nes and displays the art and talent that is in the sport of boxing. It must therefore be a fi ght that captured the audience, was packed with thrills, drama and memorable punches and performance. Considered as well are the conduct of the boxers inside the ring, aggression and tactical excellence.

At times this will be a fi ght that divided boxing fans, may have caused an upset but remained in the lips of many long after the action had ended.

Prospect of the Year

The boxing space is occupied by a kaleidoscope of young and exciting prospects. This talent and latent potential is strewn across different weight divisions. The young braves are well-placed to maintain and sustain the momentum well into the future.

The fi ghter who will succeed as the Prospect of the Year should have not more than ten (10) fi ghts in his professional career and should not have more than twenty-four (24 )months in professional boxing at beginning of period under review. He/she may be or may not be a provincial or national champion but he must appear in the national ratings for the fi nancial year under review. He/she must be crowd capturing in the ring and undoubtedly a rising star who is set for national and international recognition.

New Comer of the Year

More often than not there come boxers into the professional rings of boxing who, in a very short period of time, captivate even the most critical stalwarts of the game. Most of these boxers have been shining at amateur levels long before they made their turn into the professional space. These are boxers who show no fear for their opponent in the ring but their respect is reserved for the sport. With adequate support for these young boxers, the boxing landscape is set for spectacular fi ghts for years to come.

The fi ghter who will succeed as the New Comer of the Year should have a minimum of three and a maximum of fi ve (5) fi ghts in his professional career and should not have more than twenty-four (24) months in professional boxing at beginning of period under review. The candidate for this award may or may not be in the national ratings, or be a provincial champion but must have a proven record that showcases his/her talent. He is set for a steady rise to championship. He/she must be crowd capturing in the ring and undoubtedly a rising star who is set for national recognition.

Most Promising Offi cial of the Year

This category considers those Offi cials who could develop and become rounded Offi cials with the ability to offi ciate as referees and/or judges and feature prominently in provincial and national title fi ghts.

The winner of this award will not necessarily be one who has the qualifi cation to be a referee but must have displayed professional judging, has affi nity with the rules of the sport. He/she is professional in conduct and treats boxers, his/her colleagues and the profession with respect and integrity.

Ring Offi cial of the Year

Boxing referees and judges have a tough and onerous task to accomplish in each and every tournament. They are charged with the responsibility of enforcing the rules of the sport during the fi ght looking out for fouls and acts of ill-discipline from both boxers. They are expected to judge fi ghts meticulously and protect the image and integrity of the sport. To a greater extent, they are also torchbearers of the sport.

In this category we look for an Offi cial who does not take the spotlight out of the fi ghters but is in control of the fi ght with a fi rm, assertive and quick interpretation of the rules. He/she is professional, presentable and displays mobility and fl exibility inside the ring

Boxing Writer of the Year

This category recognizes a vast array of boxing writers from seasoned journalists to modern day bloggers whom, through their informative and intriguing write-ups on print, digital and social media platforms, generate conversations about boxing, educate and inform the society about boxing and grow the brand of the sweet science.

In the absence of boxing magazines and the scarcity of television coverage these individuals have kept the faith and continued spreading the gospel of the sport of boxing. This category recognizes their valiant efforts.

Radio and TV Personality of the Year

One man once acclaimed, “Radio is the theatre of the mind”. On the other hand, visuals without a voice are but meaningless because any interruption can be attached to them.

This category seeks to recognize men and women who bring boxing to live on radio and television through their reporting, commentary and well researched analysis. They may be ring announcers, anchors, or commentators but over the years their voices and faces have become synonymous to boxing because they are the voices and faces that bring boxing to life.

Photographer and Videographer of the Year

As it is often popularly said, “a picture is worth a thousand words”. In boxing, a single properly captured image, be it audio-visuals or stills, can summarize a story of an entire bout.

Around the country, there are these men and women around our press briefi ngs, weigh-ins and tournaments venues who patiently prowl the entire show, capturing through their lens those goose bumps moments that artistically tell the story of our sport and its heroes and heroines.

Knockout of the Year

In combat sport like boxing, a knock-out is a fi ght ending and winning criterion. A knockout is a legal strike or combination thereof that sends the opponent to the canvas rendering him/her unable to continue fi ghting. The kind of knockout the fans live for.

While any pugilist can attain a knockout, the defi ning factor is the impeccable excellence and athleticism through which the nominee in this category executes and achieves the knock out. This category will also consider any fi ght ending spectacular technical knockouts.

Trainer of the Year

This is the category of the architects and the mechanics who toil hard, not only in established and affl uent gymnasiums, but equally in dingy backrooms and make-shift gymnasiums in the villages and hamlets of our county. Theirs is a thankless job, whose rewards are more often than not, reaped elsewhere by people who sign and contract an otherwise fi nished product.

This category seeks to reward a highly passionate and intensely driven individual whose love and loyalty to boxing is legendary. They may not, during the period under review, have any boxer in hand who is a shining star but you are able to trace the development of thriving boxers to one such trainer.

Manager of the Year

More often than not, managers are responsible for identifying and nurturing the budding talents who later become amateur boxing stars and ultimately successful professional boxers. They oversee the ascent of these youngsters to stardom. Very little is written or known about them.

In this category an astute manager who is equally administratively strong in managing the affairs and career of his/her athletes will be recognized. He/she, amongst other things, • secures sponsorship, endorsements and promotions for the boxer and manages its relations for

the benefi t of the boxer and the sport.

• sell and build the boxer’s brand.• ensuring that boxers’ overall boxing affairs are in order at all times.

Most Promising Development Promoter of the Year

Similarly to well established Promoters these are brands who display passion for the sport with their focus mainly on the development of talent at grassroot level.

This category focuses on those promoters who could develop into greater heights and grow to become prominent players in future capable of hosting impeccable international and world title fi ght tournaments.

Promoter of the Year

Promoters are at the cutting-edge of the business of professional boxing and very critical stakeholders in the business of professional boxing. They bring their money, funding and sponsorships into the fi ght game and their passion for the sport has seen some of them stage international fi ghts without any form of sponsorship. In this milieu, they are the cog of the boxing machinery.

Historically they are reputed to keep a combustible and pragmatic relationship with boxing governing bodies and have kept the home fi res burning when boxing was in the doldrums. Collectively, they have strived with might and main to maintain and sustain South African boxing. Promoters are standard bearers of boxing because the quality of match making belies the quality of the tournaments they promote.

In this category the consideration will be the following:• the nature and stature of events during the period under review. • compliance with the Act, Regulations, rules and policies of BSA. • boxer-centeredness of the promoter’s business.• conduct, e.g. courtesy and professionalism.• public relations, marketing and branding of the event• Matchmaking

Chairperson’s Awards

On an annual basis the Chairperson of Boxing SA confers awards in the following two (2) categories based on the recommendation of the Adjudication Panel as well as any other recommendations by the Board and the public.

Lifetime Achievement Award

The Awards function presents an apt opportunity for BSA to recognise hard-nosed veterans and legends of the fi ght-game whose lifetime sacrifi ces have kept the sport alive. Some of them remain house-hold names to this day whose history is engraved in the country’s boxing archives. They might

have been boxing administrators, promoters, managers or boxers in their life-time.

Special Achievement Award

This award is in recognition of individual who may not fall under the pre-determined award categories but have made notable contribution to the sport in various ways. Recipients are rewarded for, but not limited to, their exceptional Committee work, contributions in their communities and for any exceptional display of talent in the ring.

4. NOMINATION RULES:

Nominations for the awards are unlimited in number, therefore, the public may nominate as many licensees and individuals as they wish, for any of the respective award categories.The nomination period is open from Monday, 8 June 2020 until Monday, 20 July 2020. All nominations must be submitted using the Nomination Form which is available on the BSA website. Nominations that do not meet this requirement will be disqualifi ed.No nominations will be accepted after the closing date.

5. GENERIC CRITERIA FOR NOMINEES:

A Nominee must:• be a South African citizen;• have participated in the specifi ed qualifying period;• must hold a BSA valid license and must not be serving a suspension, either by BSA or any other

sport federation or sport affi liated institution, at the time of nominations.• Should the nominee be a member of the public but no a BSA licensee, he/she must not be serving

a suspension under any of BSA recognised athletic bodies, sport organisation or any other BSA affi liates.

Nomination Forms should be completed for each person nominated and should be submitted to BSA at [email protected] on or before 20 July 2020.

6. THE ADJUDICATION PANEL

The Adjudication Panel is made up of a diverse group of professional personalities with vast experience and expertise in the sport sector. The panel has been set up to allow for maximum inclusion and participation of all stakeholders involved in boxing in the Republic of South Africa and include sport administrators, journalists, commentators, writers and academics in sport science and sporting legends.

The Adjudication Panel shall shortlist nominees, selecting three (3) to fi ve (5) nominees in each category and fi nally vote for the winners of each category. They shall submit their votes to the

auditors who will collate, verify and announce the winners to the Chairperson of Adjudication Committee to approve.

7. VOTING PROCEDURE

There shall be two rounds of voting. The fi rst round will determine three (3) or fi ve (5) fi nalists in each award category and the second round will determine the fi nal winner for each award.The appointed auditors shall verify all the submitted nominations and the results of the two rounds of voting.

Nominations and voting shall take place as follows:STEP 1 – Submission of nominationsAuditors will verify and qualify all submitted nominationsAdjudication of the nominees for the fi rst and second round of voting.

STEP 2 – Selection of fi nalistsThe Adjudication Panel shall –determine the 3 or 5 fi nalists in each relevant categoryvote for their winner in each category; andsend these votes directly to the auditors for verifi cation.

STEP 3 – Nominees AnnouncementFollowing the collation and verifi cation of the votes results, BSA shall announce the names of the fi nalist to the media and the public.

8. NOMINATION AND AWARDS DISPUTES

A decision taken to-• facilitate any action or process required;• nominate candidates to be considered for any awards; and• shortlist the said candidates; and• make an award

In terms of this Rulebook relative to-• the Parties; and• the South African Boxing Awards event;• any nominated licensee and/or association; • and the winners decided upon to receive such awards.

Shall be fi nal and binding, subject to:• any aggrieved party exhausting the dispute resolution procedure as contemplated in par. 9

hereunder; and• a fi nal resolution pertaining to the dispute has been made by the arbitrator in writing as

contemplated in par. 9.5.

9. DISPUTE RESOLUTION

9.1. Except in respect of those provisions of this Rulebook which provide for their own remedy, any dispute arising out of or in connection with the South African Boxing Awards event or the subject matter of this Rulebook, other than where an interdict is sought or urgent relief may be obtained from a court of competent jurisdiction, shall be fi nally resolved in accordance with the rules of, and by an Appeals Committee comprising of fi ve (5) members appointed by the Board of Boxing South Africa in writing.

9.2. Any person, licensee, body, team or Association that is not satisfi ed with a decision taken for or against him/her or it, under this Rulebook or otherwise; may, within 24 hours after the decision had been taken, lodge a written grievance with the Appeals Committee established under par. 9.1.

9.3. The grievance contemplated in par. 9.2 must be submitted with a written statement to the Chairperson of the Appeals Committee setting out the grounds upon which the grievance is based.

9.4. Until any grievance has been decided by the Appeals Committee, the decision must be regarded to have been validly made or given.

9.5. The Appeals Committee must promptly within 24 hours after receiving a grievance –

decide and dispose of a grievance lodged before it and in any case must ensure that the object of lodging the grievance is not defeated by the Appeals Committee’s delay in reaching its decision; and advise the aggrieved party and parties of its ruling in the above regard in writing which must include the reasons for its decision.

Provided that nothing herein shall be construed to debar the Appeals Committee from requesting any additional information from the aggrieved party or any other party or person for that matter; andthe aggrieved party or any other party or person for that matter to appear before it as it deems fi t.

9.6. This clause shall not preclude any aggrieved party from obtaining relief by way of motion proceedings on an urgent basis from a court of competent jurisdiction, pending the decision of the Arbitrator.

9.7. The provisions of this paragraph-constitute an irrevocable consent by the parties and the aggrieved party to any proceedings in terms hereof and no party shall be entitled to withdraw there from or to claim that any such proceedings are not bound by such provisions; and• is severable from the rest of this Rulebook and shall remain in effect despite the termination of all

invalidity for any reason of this Rulebook.

9.8. Subject to par. 9.6, it is agreed between the Parties and the aggrieved party that there shall be no right of appeal and the aggrieved party and the parties-

expressly consent to a ruling on the said dispute to be made by the Appeals Committee in terms of its

rules as a matter of urgency; and• Irrevocably authorizes the other to apply, on behalf of all parties to such dispute, in writing, to the

secretariat of the Appeals Committee in terms of its rules for any such ruling to be made on an urgent basis.

10. DISQUALIFICATION OF NOMINEES AND WINNERS AND REVOKING OF NOMINATIONS AND AWARDS OF IDENTIFIED WINNERS

10.1. Subject to the provisions of par. 10.3, a nomination for an award at the South African Boxing Awards event as contemplated in this Rulebook, may be –• disqualifi ed by the Adjudication Panel as a nomination of a particular category of award; or Compelled by the Adjudication Panel to withdraw his/her nomination, if the nominee has:been found guilty of a criminal offence;• acted in contravention with the Preventing and Combating of Corrupt Activities Act, 2004 (Act 12 of

2004); contravened any provision of the following Acts:• The South African Boxing Act, 2001; • The South African Institute for Drug-free Sport Act, 1997;• The National Sport and Recreation Act, 1998;• The SASREA;• contravened any code of conduct relative to his/her the sport,• intentionally misrepresented him, her or itself in writing, orally or otherwise in order to be declared

the winner of the award;• made a false statement in writing or orally;• been involved in any activity or any other related matter in boxing that had brought the sport into

disrepute• not fully conformed to all the criteria relative to any of the awards as contemplated in this rulebook;• failed to conform with any other requirements as stipulated in this rulebook which include not

completing the Nomination Form, accurately and properly, or • directly or indirectly or through his/her spouse, partner or business associates, have any fi nancial

interest in the South African Boxing Awards event.

10.2. Subject to the provisions of par. 10.3, a licensee, individual that has been –compelled by the Adjudication Panel to –• declared a winner by the Adjudication Panel in any of the awards categories • awarded an award by the Adjudication Panel at the South African Boxing Awards event as

contemplated in this Rulebook, may be-• disqualifi ed by the Adjudication Panel as the winner of category of award; and• compelled by the Adjudication Panel to – • hand back his, her or its award; and• reimburse BSA with the full pecuniary amount awarded to the persons, team or Association,

if the person, team or Association has - • been found guilty of a criminal offence;• acted in contravention with the Preventing and Combating of Corrupt Activities Act, 2004 (Act 12 of

2004);

• contravened any provisions of the following Acts:• The South African Institute for Drug-free Sport Act, 1997;• The South African Boxing Act, 2001;• The National Sport and Recreation Act, 1998;• The SASREA;• contravened any code of conduct relative to his/her the sport,• intentionally misrepresented him, her or itself in writing, orally or otherwise in order to be declared

the winner of the award;• made a false statement in writing or orally;• been involved in any activity or any other related matter in boxing that had brought the sport into

disrepute• not fully conformed to all the criteria relative to any of the awards as contemplated in this rulebook;• failed to conform with any other requirements as stipulated in this rulebook which include not

completing the Nomination Form, accurately and properly, or • directly indirectly or through his/her spouse, partner or business associates, have any fi nancial

interest in the South African Boxing Awards event.

10.3. A decision taken by the Adjudication Panel in terms of par. 11.1 or 11.2 shall be subject to the compliance with the Promotion of Administrative Justice Act, 2000 (Act No. 3 of 2000) which, amongst others, means that –• an administrative action (e.g. disqualifi cation of nominee, winner or award, etc.) taken by the

Adjudication Panel which adversely affect the right of an athlete or Association, must be lawful, reasonable and procedurally fair;

• before an administrative action is taken by the Adjudication Panel in the above regard, the licensee, team or association must have offered an opportunity to submit his/her or its written representations relative to the decision considered by the Adjudication Panel; and

• after an administrative action had been taken by the Adjudication Panel, subject to the above, the licensee, team or Association must be given written reasons by the Adjudication Panel for taking such a decision.

10.4. Notwithstanding any - • nomination received;• winner identifi ed; or • ruling being made by the Adjudication Panelin terms of the processes described in this Rulebook, the Chairperson of Boxing South Africa may, if he deems it fi t, overrule such nomination, decision or ruling being made in respect of a nominee, winner or dispute respectively, subject to the Chairperson conforming to the provisions of par. 10.3.

11. GLOSSARY: SOUTH AFRICAN BOXING AWARDS RULEBOOK

“SOUTH AFRICAN INSTITUTE FOR DRUG-FREE SPORT”means the institute established by section 2 of the South African Institute for Drug-Free Sport Act, 1997 (Act No. 14 of 1997); ’

“ADJUDICATION PANEL”means the Committee established and contemplated in terms of par. 6;

“MANAGER”means any person to whom a certifi cate of registration has been issued in terms of Regulation 2;

“OFFICIAL”means a referee, judge, timekeeper, ringmaster or announcer to whom a certifi cate of registration has been issued in terms of Regulation 2;

“LICENSEE”means a person to whom a certifi cate of registration has been issued in terms of Regulation 2;

“MANAGER”means any person to whom a certifi cate of registration has been issued in terms of Regulation 2;

“PROMOTER”means any person to whom a certifi cate of registration as such has been issued in terms of Regulation 2;

“CEO”means the Chief Executive Offi cer of Boxing South Africa;

”TOURNAMENT”shall mean a boxing event staged by a Promoter and consisting of more than one bout sanctioned by Boxing SA with no less than 36 rounds;

“BOXING SA/BSA” means the Boxing Commission contemplated in section 4 of the South African Boxing Act, Act 11 of 2001;

“SRSA”means Sport and Recreation South Africa.
