    Message from the Chairman

    Drawing for positions on the ballot for the coming election will take place at the BowieCounty Courthouse in the Commissioners Court Room at 3PM, Monday, March 12. Anannouncement about the County Convention is pending.

    BOWIE COUNTY ELECTION ADMINISTRATOR

    George Stegall, the Bowie County Election Administrator has the schedule of datesimportant to the upcoming election process. The court rulings after the redistrictingconfusion have pushed all the dates back.

    1. March 2, 2012 to March 9, 2012: Filing for elective offices will be open

    2. March 14, 2012 to March 25, 2012 Early voting

    3. Saturday March 19, 2012 early voting from 8AM to 5PM for those who are

    unable to take advantage of the weekday voting times.

    4. May 29, 2012 is the primary election

    5. Primary election early voting by mail must be in the Election Administrators

    office by May 22, 2012

    6. April 30, 2012 at 5PM is the deadline to register to vote.

    7. Expired voter registration will receive the new registration cards from the

    Election Administrator in mailouts sometime around April 25, 2012

    8. May 12, 2012 School and City elections will be held.

    Federal court issues new Texas redistricting mapsFebruary 28, 2012 3:10 PMCHRIS TOMLINSON and PAUL J. WEBER, Associated PressSAN ANTONIO (AP) A federal court in San Antonio issued new Texascongressional and state House maps on Tuesday, just in time for the state tofinally hold its twice-delayed primary on May 29.The ruling by a three-judge panel could clear the way for elections, if noneof the nine groups contesting the state's political districts files an appeal. Allsides were studying the complex maps to determine their next move.Minority groups have accused the Republican-controlled Legislature ofdrawing maps that discriminated against them. The state's leaders say themaps merely give Republicans an advantage in the next election, somethingthat is perfectly legal in drawing political districts.Of national consequence is who will win the four new congressional seats

    moved to Texas following the 2010 census. Republicans want to retaincontrol of Congress, where they currently have a 50-seat majority.Minorities made up 89 percent of the population growth in the state, but theLegislature's map would have led to only one new minority elected toCongress from Texas.

    In the Dallas-Fort Worth area, the court fundamentally redrew theLegislature's congressional map to create a majority Hispanic CongressionalDistrict 33, which runs through the center of the Metroplex. Republican Rep.Joe Barton's District 6 creates a right-handed hook through the mid-citiesthat separate Dallas and Fort Worth.The court did make significant changes to Republican Rep. Quico Canseco'sCongressional District 23, which stretches from El Paso to the westernsuburbs of San Antonio. The changes reflected those requested by Hispanic

    groups, but it was unclear if they were enough to hurt Canseco's electionchances.In the Austin area, the court kept the Legislature's map of dividing heavily-Democratic Travis County into five districts from the existing three,virtually guaranteeing that an Austin Democrat could not win re-election.The only potentially Democratic district, Congressional District 35, has themajority of residents living in the San Antonio area.

    HIGHWAY 82 BONDS

    Commissioners Court will take up issuing of the $35 million Highway 82bonds for the widening project. The item was delayed because thePresidents Day holiday put off a meeting with the Assured GuarantyInsurance Company (municipal bond insurance company) and there wasinsufficient time to comply with the open meetings act.

    RIVERBEND BOARD

    The Riverbend Water Resources District board met in the TexAmericasCenters board room in New Boston to discuss several items: Election of

    board officers, consideration and approval of administrative responsibilitiesfor board members and reviewing invoices. Also, the board officers drew

    for staggered terms. Three directors will serve three-year terms and twodirectors will serve four year terms.

    Five board members represent the Texas water districts members which areAnnona, Atlanta, Avery, Bowie County, DeKalb, Hooks, Leary, Maud,Nash, New Boston, Red River County, Redwater, TexAmericas, Texarkanaand Wake Village.

    THE GREEN ENERGY SCAM

    Cost to operate a Chevy Volt

    Eric Bolling (Fox Business Channel's Follow the Money) test drove theChevy Volt at the invitation of General Motors. For four days in a row, thefully charged battery lasted only 25 miles before the Volt switched to the

    reserve gasoline engine.

    Eric calculated the car got 30 mpg including the 25 miles it ran on thebattery. So, the range including the 9 gallon gas tank and the 16 kwh battery

    is approximately 270 miles. It will take you 4 1/2 hours to drive 270 miles at60 mph. Then add 10 hours to charge the battery and you have a total triptime of 14.5 hours. In a typical road trip your average speed (includingcharging time) would be 20 mph.

    According to General Motors, the Volt battery holds 16 kwh of electricity. Ittakes a full 10 hours to charge a drained battery.

    The cost for the electricity to charge the Volt is never mentioned so I lookedup what I pay for electricity. I pay approximately (it varies with amount usedand the seasons) $1.16 per kwh.

    16 kwh x $1.16 per kwh = $18.56 to charge the battery.

    $18.56 per charge divided by 25 miles = $0.74 per mile to operate the Voltusing the battery.

    Compare this to a similar size car with a gasoline engine only that gets 32mpg.

    $3.19 per gallon divided by 32 mpg = $0.10 per mile.

    The gasoline powered car cost about $15,000 while the Volt costs $46,000.

    So Obama wants us to pay 3 times as much for a car that costs more that 7time as much to run and takes 3 times as long to drive across country.

    REALLY? Or is he just trying to save the UAW- owned company fromfailure?
