Local French students Quebec boundThe BCSS French class is heading off on a

weeklong exchange trip to Quebec next month and they want to invite Boundary residents to join them for a spaghetti dinner fundraiser at the Midway Community Hall beginning at 6 p.m. on Monday, March 9. The evening will include a silent auction and French films produced by the BCSS students themselves.

Tickets are available from Grade 11/12 French students or from the office at BCSS. Adult $10, child (4-12) $6, those under four they eat free. It’s still not too late for businesses or anyone to donate items to the Silent Auction.

“This is a wonderful opportunity for our students to experience Canada’s diversity,” said teacher and group leader Nick Bond. “The trip has generated some great excitement for our growing French program,” he added. Fifteen stu-dents and two chaperones are slated for the trip.

The Grade 11/12 BCSS French class has been twinned with College des Hauts Sommets under the SEVEC Youth Exchanges Canada program. The program is aimed at youth groups between

the ages of 12 – 17 from various provinces and territories across Canada.

Over 5,000 young Canadians travelled in Canada last year thanks to the SEVECYouth Exchanges Canada program, which is partially funded by the government of Canada through Exchanges Canada and the Department of Cana-dian Heritage. In addition, several local suppliers and volunteers made a significant contribution to this project.

Letters Policy

It was Pink Shirt Day on Wednesday and Black Press gave all of the staff at the paper some really cool official looking t-shirts for the event.

I started the Wednesday this week down at the high school hoping to get the group shot of the pink crowd there. But things had changed up a bit this year and the photo op would come later in the day at lunchtime when students would be invited to sign a anti-bullying banner.

Events like Pink Shirt Day are valuable in that they bring people together. A fellow wearing a pink bow tie kindly bought my morning coffee. I guess his philosophy was why stop at just anti-bullying, when you can go all the way to being pro-nice.

Later in the morning I was witness to an interesting exchange when someone who was not wearing any visible pink clothing came into a room. They were greeted by a totally in the groove person wearing a pink shirt.

Instead of looking up and welcoming the newcomer to the room the pink shirter – who shall forever remained unnamed – cut right to the chase and asked why they weren’t in the uniform of the day so to speak.

So it comes down to a question is: Is it okay to be judge-mental and bullying toward someone on Pink Shirt Day just because they aren’t wearing pink?

Later in the morning someone came in to the newspaper office. They were wearing pink, but they thought ours were pretty spiffy too. But this individual came on kind of strong about the whole deal. “Where’d you guys get those shirts?” she demanded in a bullying tone.

**** Business is on the move in Greenwood this spring.

Hardware will once again be available without leaving town as the Greenwood Country Store is reopening this Friday after moving up the street to the corner of Greenwood Street and South Copper (across the street from Greenwood City Foods).

Brandi’s Sweets and Buddies Treats will be moving to the storefront beside the Pacific Grill at the end of March.

Both businesses may benefit from their moves. The hardware store will have more space and higher ceilings. They are said to be looking forward to stocking lumber at the new store.

The candy shop stocks a few items other than just sweets to make their small business a success here in Greenwood. They carry top-quality pet food too (hence the Buddies Treats) and they also carry children’s books. Their new store will be smaller than where they are located now and the décor will be perfect for a candy store.

***** Sometimes things just don’t work right for me with the

new fangled technology we have these days. I lost some pictures a couple of weeks ago before I sent them in to the production department.

Nothing that can’t be reshot later though. So I can live without them. Since I’ve already exhausted every option for recovering the files I will have to live without them anyhow.

But taking pictures for the paper is somewhat nerve wracking.

But sometime this photojournalism gig can be pretty intense. To be perfectly frank with you, I shutter every time I press the button on my camera.

Pink Shirt Day message important

The province came out with a new budget last week. Good news for rural areas is the firm goal of expanding high-speed Internet access to all of BC. The downside is that they set the target date as 2021 for it to happen.

So in the meantime keep recycling your tin cans and string to the folks who live up Christian Valley and along Hwy 33.

The BC Liberals have finally ended the claw-back on child support payments for single parents on welfare. It is estimated this change will to put some $13 million in the hands of some of the poorest British Columbians.

The Canadian Centre for Policy Alternatives calls it a good step forward, “but it is very, very small.” The CCPA points out that $13 million is three hundredths of one percent of the provincial budget.

In contrast, the richest 2 per cent of British Columbians are getting 17 times more (or $227 million) with the phase out of the tax bracket at $150,000.

Another criticism of the budget from the CCPA is that BC remains the only province in Canada without a poverty reduction plan.

“There is also no money in the budget to increase in-come assistance rates, which have been frozen since 2007,” says the CCPA. This is despite the fact that the bi-partisan committee of MLAs who conduced this year’s pre-budget consultations unanimously recommended these in the pre-Budget consultation report that the government intro-duce a comprehensive poverty reduction plan, and review income assistance rates, the minimum wage, and clawback of child support payments.

“The government deserves credit for ending the claw-back of child support payments from income assistance,” remarks the CCPA report, “but that is one of the cheapest items on the list that affects the fewest people. What about all the others?”

Area E director Vicki Gee held a town hall meeting on Thurs-day, Feb. 19 at the Rock Creek fair grounds pavilion. Joining her were RDKB staff mem-bers Maureen Forster - executive assistant, Beth Burget - General Manager of Finance and Alan Stanley - General Manager of Environmental Servic-es. The public meeting is required each year to brief the ratepayers on the annual budget and five-year plan. In going over the budget Gee explained increases are being considered this year for building in-spection and economic development, while the budget for general government and ad-ministrative services is expected to go down.

Gee opened by giving a brief overview of how regional district government works and the services they can pro-vide to rural residents. The grant in aid budget is one of the services provided in the annual budget and Gee ex-plained that she expects to have about $20,000 less in that fund this year than the $105,000 distributed last year. She explained the amount is less this year because the account balance being carried forward in 2015 is smaller than last year. Gee explained some changes she is making to the Area E grant in aid process. She said she will be working closely with organizations that apply for money; trying to get people to plan ahead so she will have a better idea at the beginning of the year how much groups will be asking for.

Gee said she is trying to advance the RDKB regional park and trail service as the spearhead that will help drive a unified rail trail project through Area E. She explained that the Area E budget has some $6,000 set aside for re-gional parks and recreation and she would like to use some of that to hire a part-time trail project coordinator to help pull together all of the rail trail projects across the region. On Feb. 5 Ministry of Forests, Lands and Natural Resource Operations sent three representatives to a meet-ing in Midway that provided an overview of a partnership program between the province and local groups to ensure that the rail trail corridor remains clear, passable, useable and in good condition. Gee said she saw a lot of enthusi-asm at that meeting and wants to build upon it.

Gee said that, while she is not ready at this time to do anything yet, she is working on a proposal that would see some Area E properties contribute to the operation of the Midway Public Library. Currently only Village of Midway residents directly support the library through their taxes. Non-residents are charged a user fee. But Gee would like to see the library made more financially secure by having

nearby Area E residents contribute through their annual property taxes as a specified service. This is similar to a service that provides revenue to the Greenwood Public Li-brary from Area E residents living near that municipality.

Projects and issues being worked on this year that touch upon Area E include the Solid Waste Management Plan review, implementation of the Kettle River Water-shed Management Plan, the Boundary Agriculture Plan, expansion of broadband service in the rural area, an up-date of the Official Community plan for Big White and the proposed unified rail trail project.

Alan Stanley, General Manager of Environmental Ser-vices for the regional district gave an overview of the Solid Waste Management Plan review currently being under-taken.

Water was the major topic as discussion was opened up to the people who attended the town hall meeting. One resident expressed concern that water meters might one day become mandatory on rural wells.

Stanley replied that for many years there has been a lack of protection for ground water. The province last year passed the Water Sustainability Act but regulations are still being drafted for it. He explained that this is a provincial initiative and outside of the authority of the re-gional district.

Several questions came from residents living in the Si-dley Mountain area where the owners of Miller Springs have made application to the Agricultural Land Commis-sion (ALC) for changes to their operation. Area resident Don Halverson asked if the regional district had any au-thority or jurisdiction in such applications. “I would like to find out if the system is capable of handling that and who has the authority and capability to find out whether that groundwater system is capable of that [level of water extraction].”

Event noise brings concerns A theme for the annual fall fair, some complaints about

late-night noise and some heated discussion about the rental rate charged local non-profit groups were all on the agenda of the February meeting of the Rock Creek and Boundary Fair Association last week (Feb. 18).

The theme for the 2016 Rock Creek fall fair has been set: “Celebrating 101 of the Rock Creek Farmer’s Institute - Sow it.  Grow it.  Show it.”

Concerns were again raised by residents living near the fairgrounds about the noise and hours of operation for the Association of Injured Motorcyclists Boogie Bash and the Ponderosa Music Festival events. Both contracts were ac-cepted by the membership as proposed by the board. There will be no change in hours but the draft meeting minutes state that work will continue on ways to mitigate the noise.

The Boogie Bash will take place over the August long weekend. They will pay $7,000 (same as last year) and shut-down time is 1 a.m. Friday through Sunday.

The Ponderosa Festival will run from Aug 21-23. The rent-al fee has increased from $3500 to $3800 and they can run the stage from 1p.m. to 2 a.m. on Friday and Saturday, and from 1 p.m. - 12 a.m. on Sunday (same as last year).

Members of the Bridesville Women’s Institute (WI) came to the fair meeting in hoping to amend the rental rate poli-cy for local non-profit groups after they didn’t qualify for a 25 per cent discount on their rental of the pavilion for the Christmas Craft Fair.  

In March of 2014, the fair association adopted a rental policy that would allow a 25 per cent discount off posted rental rates for local non-profit (Area E) groups to rent the facilities for non-fundraising events. 

“We felt this policy was fair and gave our office manager a clear guideline for the rental of facilities,” fair secretary Ra-chael Lautard told the Times. “This way the board of direc-

tors would not have to get involved in debating discounts every time the building was rented.”

When the Bridesville WI sent a letter to the Board in January requesting a discount they were told that only non-fundraising events would continue to receive a discount.

The WI replied with another letter stating that all of the money they raise is donated back to the community and they wanted it discussed at a general meeting.

Lautard said that the board feels that if any local non-prof-it is renting the facilities for a fundraiser they should charge their patrons accordingly to cover the costs. 

Louise Fossen made a motion on behalf of the Brides-ville WI that the “non-fundraising” phrase be removed from the rental agreement policy for all local Area E non-profit groups.

“I guess the bigger question is:  Are the fair facilities part of a community centre or not,” asked Fossen.

Fossen said she had talked to other local groups that feel the same. “We are just asking that local non-profit groups that volunteer at the fair be given a break on rentals.  

Bridesville WI donates to the fair, scholarship fund, W.B.E. breakfast program, 4-H and many others as the need arises.  

“The board seems to be overly concerned on giving us a break as it might set some precedent.  We understand that the fair has a lot of expenses but we think some of those ex-penses can be covered by fair income, not on the backs of the local non-profit volunteers.”

After nearly an hour of discussion Fossen withdrew her motion and the policy will remain in place. “I withdrew the motion because they started to discuss whether it should be Area E or not,” explained Fossen. “We felt is should be for groups that volunteer at the fair.”

Next meeting will be on Wednesday, March 18 at 7 p.m.

Greenwood falls short at water competition

The judges taste blind so keeping the waters and their numbers straight is a crucial part of assuring the quality and validity of the judging.

Winners of the 25th annual Berkeley Springs Inter-national Water Tasting competition were announced on Saturday night and, for only the second time in six years of trying, Greenwood didn’t win a medal this year. Greenwood won gold in 2012, and bronze in 2010, 2013 and 2014.

The top municipal tap waters in the world in 2015 were all previous gold medalists. The top municipal wa-ter this year was awarded to Hamilton, Ohio - adding another gold to their back-to-back golds in 2009 and 10. Emporia, Kansas took the silver, and three-time gold

medal winner Clearbrook, BC won the bronze.“The consistency in winners from year to year

with different panels of judges validates the choic-es,” remarked perennial watermaster, Arthur von Wiesenberger. “It also speaks to the impressively high caliber of the waters entered.”

“It was another wonderful year for the longest running and largest water tasting in the world,” said von Wiesenberger. “Berkeley Springs is the grand-daddy of them all.”

Founder’s Day activity expandsDonna Guenther received permission

When Councillor Lee Cudworth urged council to move forward on the replace-ment of the city hall furnace Mayor Ed Smith suggested a meeting on the issue. “We should probably just have a meeting and decide what kind of a system we should get. We were looking at a boiler system or a hot water system and I think we should look into that too.” But he also suggested looking at a forced air furnace. “Boiler systems end up being somewhat troublesome,” he said. � e issue was referred to a later meeting. 

Rink upgrades continueChristopher Yates sought permission

to go ahead with  electri-cal work at the rink. He said they have a certi� ed elec-trician ready to do the work. Jim Nathorst cautioned the city to make sure they have copies of work permits and licenses for work done on city property.

dison. “One piece of advice pretty clearly from the regional district is that there is no planning - we have no community planning and no zoning in much of Area E,” said Gee. She said there are a lot of unanswered questions and they are trying to pull the pieces together so they can find a way forward. Gee acknowledged the need to know the science behind it, “We need to have quantification of how much water is there.”

She suggested pulling the residents of at least the Sidley area together to talk about planning and what that might look like. In the meantime the Miller Springs appli-cation will be forwarded to the ALC along with all letters of comment the regional district has received.

Another Sidley area resident expressed concern about the uncertainty of the situ-ation. With regulations still being drafted, she worried corporate laws may super-sede the wishes of local citizens and the needs of agriculture.

“We are just at the start of it and we need to pull together all levels of government to answer these questions,” said Gee.

Kettle Valley residents complained of abandoned vehicles near the river that are flooded during the spring run off. They were encouraged to contact their MLA, the conservation officer’s Report All Poachers and Polluters hotline (RAPP) and the me-dia if necessary.

Mosquito control in Westbridge was also raised – local residents have been asking that something be done for a number of years. It was suggested from the floor that, as well as seeking a mosquito control program, that bat houses be put up in the area.
