What is a persistent evader?

The majority of motorists comply with parking restrictions in the Borough of Broxbourne. There are, however, a number of motorists, who park in contravention. This can cause an obstruction to traffic flow, endanger other users of the highway and cause inconvenience by reducing the turnover of parking spaces. Under the provisions contained in the Traffic Management Act 2004, the Council has powers to remove and impound vehicles of persistent evaders. The Department for Transport defines a persistent evader as: “A vehicle owner, who has three or more recorded contraventions for the vehicle and those Penalty Charge Notice’s have not been paid, represented or appealed against within the statutory time limits or their representations or appeals have been rejected but they still have not paid”. If you fall within this definition you are a persistent evader and the Council may remove your vehicle.

What to do if you think your vehicle has been removed?

If you think your vehicle has been removed please contact parking services on 01992 785557. If your vehicle has been removed under the persistent evader procedure you will be informed of the steps you need to take to have the vehicle released to you and the location of the pound. This number is available from 8.30am to 5.30pm Monday to Thursday, and 8.30am to 5pm Friday and Saturdays 8.30am to 1pm.Outside of these hours please contact the police on 101 who will be informed of the vehicle

details as soon as it has been removed. Your vehicle may have been removed if it has been considered abandoned or does not have valid Vehicle Licence Duty displayed.

What to do if your vehicle has been removed

If your vehicle has been removed it will be stored at the contractor’s pound. The contractors are Redcorn Ltd who can be contacted on 0208 8855570The address of the pound is:44 White Hart LaneLondon N17 8DPThe pound is open from Monday to Friday 8am to 5pm.

How to get your vehicle released

In order to have the vehicle released you will need to produce one of the following documents:

• Vehicle registration document

• Formal proof of purchase of vehicleand one of the following:

A current tenancy agreement• A current UK driving licenceor one of the following which must be dated within the last three months:

Utility bill• Benefits letter

l (landline only)• Bank statementYou will also have to pay the following to the pound:. The amount of the penalty charge which

was issued at the time the vehicle was removed. (normally £50 reduced to £25 if paid with 14 days of issue or £70 reduced to £35 if paid within 14 days of issue)

. The removal charge - £105

. Vehicle storage charge - £12 per day(chargeable from midnight of the day after the removal)
