    BE IT RESOLVED that Councilperson __________________ is hereby elected

    President of the Borough Council for the Year 2019.

    I hereby certify that the above resolution was duly adopted by the Mayor and Council of the Borough of Leonia at a meeting of said Borough Council held on January 07, 2018.

  • RES-2019-02 Borough and Labor Attorney Through a Fair and Open Process

    WHEREAS the Borough of Leonia requires the professional services of Borough and Labor Attorney for the calendar year 2019; and

    WHEREAS, the Borough advertised for professionals and received on November 28, 2018 at 3:00pm in accord with a Fair and Open process in accord with N.J.S.A.19:44A-20.4 et. Seq.; and

    WHEREAS, the Borough desires to appoint Brian Chewcaskie as the Boroughs Labor andBorough Attorney for the year 2019; and

    WHEREAS, the named professional has completed, submitted and filed a Business Entity Certification Disclosure which certifies that the above named persons and/ or entities have not made any reportable contributions to any political or candidate committee including Bergen County Democratic Organization, Bergen County Republican Organization, Leonia Democratic Organization, and Leonia Republican Organization in the previous one (1) year, and that the contract will prohibit the above named professionals/business entities from making reportable contributions through the term of the contract; and

    WHEREAS, the Chief Financial Officer, has duly executed Certificates of Availability, indicating that adequate funds have been, and additional funds will be appropriated in the 2019 Budgets for fees reasonably required by each of such professionals; and

    NOW, THEREFORE, BE IT RESOLVED, by the Mayor and Council of the Borough of Leonia as follows:

    1. That the appointment of Brian M. Chewcaskie, of 2200 Fletcher Avenue, Fort Lee, New Jersey 07024, as Borough and Labor Attorney, be and the same are hereby ratified, confirmed and approved.

    2. That the Mayor and Borough Clerk are authorized and directed to execute contracts with each of said professionals and to take all other steps necessary to carry this resolution into effect.

    3. A copy of this resolution be published in the Record Newspaper within ten days after its passage as required by law.

    I hereby certify that the above resolution was duly adopted by the Mayor and Council of the Borough of Leonia at a meeting of said Borough Council held on January 07, 2019.

    RESO-2019-41 Interest on Delinquent Taxes

    BE IT RESOLVED that interest will be charged at the rate of eight (8%) percent per annum on the first $1,500.00 of all delinquent taxes, assessments, and Borough charges, and eighteen (18%) percent of any amounts over $1,500.00 delinquency, except that no interest willbe charged on taxes for the current quarter if the said taxes are paid within the tenth (10th) calendar day following the date upon which the same became payable; and

    BE IT FURTHER RESOLVED that the interest rates shall revert to the percentage as foresaid from the first day of any current quarter unless taxes for the same quarter are paid during the first ten (10) days of such quarter; and

    WHEREAS, the Borough of Leonia, from time to time, authorizes use of public facilitiesfor certain organizations, neighborhood groups, or civic, charitable non-profit organizations; and

    RES-2019-45 2019 Safety Committee

    WHEREAS, the Bergen County Municipal Joint Insurance Fund requires that membermunicipalities establish safety committees to create an active interest in safety and to reduceaccidents; and

    WHEREAS, the safety committee will discuss existing safety problems and identify andrecommend solutions or measurer's for prevention; and

    NOW, THEREFORE, BE IT RESOLVED, that the Borough of Leonia hereby authorizes aSafety Committee for the year 2019 with the following duties:

    1. The membership of the Safety Committee shall be appointed by the Mayor, with the adviceand consent of the Borough Council, members shall serve at the pleasure of the Mayor andCouncil.2. The JIF Safety Delegate designated by the Mayor and Council shall serve as Chairperson.3. The Committee shall conduct no fewer than quarterly scheduled meetings at the call of theChairperson.4. The Committee’s basic functions are to create and maintain an active interest in safety andto reduce accidents. The Committee will discuss the existing safety problems and seek andrecommend solutions or means of prevention. The committee shall:a. Investigate accidents involving municipal employees and equipment andrecommend appropriate action as a result of those accident investigations.b. Recommend and conduct programs to increase awareness of safety issuesamong employees at all levels.c. Conduct periodic inspections of municipal property and facilities to determineif there are safety problems and recommend action to correct problems.d. Recommend training programs for employeese. Recommend to the Borough Administrator any action needed toimprove the safety related performance of any single department or group ofmunicipal departments.5. Additional duties of the Safety Committee are to include:a. Assist departments in integrating safety into the everyday operations ofthe departments

    b. Schedule and supervise periodic inspections for the identification andevaluation of unsafe conditions and work practicesc. Coordinate, where necessary, health hazard inspections with medicalpersonneld. Establish and supervise adequate record keeping of accidents, injuries,and illnesses determined to result from on-the-jib situations. The“PEOSHA” log recordable accident is mandatory in New Jerseye. Promote activities, furnish materials and provide a positive program tomaintain employee interest in safety.f. The Joint insurance Fund’s Safety Director and Borough’s RiskManagement Consultant will be advised of and invited to participate in allactivities.

    RES-2019-55 MUTUAL AID PLAN & RAPID DEPLOYMENT FORCE INTERLOCAL SERVICE AGREEMENT

    WHEREAS, the police department in Bergen County have a day-to-day responsibility to provide for the security of lives and property, for the maintenance and preservation of the public peace and order; and

    WHEREAS, Law Enforcement officials also have a responsibility to provide for preparedness against natural emergencies, such as floods, hurricanes, earthquakes, etc., manmade causes such as riots, strikes, jail or prison riots, train wrecks, aircraft crashes, major fires, ethnic disorders, terrorist incidents and bombings, state and national emergencies; and

    WHEREAS, the Bergen County Police Chief's Association has proposed a Mutual Aid Plan and Rapid Deployment Force to deal with these emergencies which is adopted in accordance with the provisions of N.J.S.A. 40A:14-156, N.J.S.A. 40A-156.1, N.J.S.A. 40A:14-156.4 and N.J.S.A. App. A: 9-40.6; and

    WHEREAS, the plan will provide a uniform procedure for the coordination of the requesting, dispatching and utilization of law enforcement personnel and equipment whenever a local law enforcement agency requires mutual aid assistance from any other jurisdiction in the event of an emergency in order to protect life and property; and

    WHEREAS, it is the desire of the Mayor and Council of the Borough of Leonia to participate in a Mutual Aid Plan and Rapid Deployment Force; and

    NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Leonia that the Police Department of the Borough of Leonia, under the direction of the Chief of Police, cooperate with the Bergen County Police Chief's Association to create an Inter-local Services Agreement with all municipalities in the County of Bergen to put into place the Mutual Aid Plan and Deployment Force; and

    BE IT FURTHER RESOLVED that a copy of this resolution be forwarded to the County Executive, Board of Chosen Freeholders, the County Prosecutor and all surrounding municipalities in the County of Bergen.

    RESOLUTION COMBINING SEVERAL AUTHORIZATIONS OFBONDS INTO A SINGLE ISSUE AND PRESCRIBINGTHE DETAILS AND BOND FORM THEREOF FOR$11,540,000 GENERAL IMPROVEMENT BONDS

    DATED FEBRUARY 15, 2019

    WHEREAS, the bond ordinances hereinafter described have

    been duly adopted and it is necessary to provide for the issuance of

    the bonds authorized by such bond ordinances; NOW, THEREFORE,

    BE IT RESOLVED by the Borough Council of the Borough of

    Leonia, in the County of Bergen, New Jersey (the "Borough"), as

    follows:

    Section 1. There shall be issued at this time $1,232,250

    of the bonds authorized pursuant to Bond Ordinance No. 01-10

    adopted by the Borough Council of said Borough on February 1, 2010,

    as amended by Bond Ordinance No. 10-10 adopted by the Borough

    Council of said Borough on September 20, 2010. The bonds are

    issued to finance the improvement of the following roads (including

    drainage improvements): (i) Linden Terrace (from Fort Lee Road to

    Woodland Place) and (ii) Glenwood Avenue (south of Fort Lee Road

    and from Fort Lee Road to Woodland Place); the undertaking of sewer

    system filming/repair at various locations; the installation of

    solar energy panels and related electrical system and building

    improvements at the Department of Public Works ("DPW") Garage and

    other Borough buildings; the acquisition of real property for use

    as a municipal parking lot located at 381 Broad Avenue and

    designated as Block 1002, Lot 1 on the Borough Tax Map; the

    acquisition of a pumper fire engine; the rehabilitation of Wood

    Park (Phase II); and the renovation of Sylvan Park, all in, by and

    for the Borough. The average period of usefulness of the several

    purposes to be financed by such bond ordinance is a period of 22.97

    years computed from the date of such bonds.

    Section 2. There shall be issued at this time $340,290

    of the bonds authorized pursuant to Bond Ordinance No. 08-11

    adopted by the Borough Council of said Borough on May 2, 2011. The

    bonds are issued to finance the improvement of Glenwood Avenue

    (from Highwood Avenue to Oakdene Avenue), including drainage

    improvements; the undertaking of sewer system filming/repair at

    various locations; the acquisition of an aerial lift truck and a

    mason dump truck for the use of the DPW; the undertaking of various

    barrier-free improvements at Borough buildings; the undertaking of

    various energy efficiency improvements at Borough buildings; the

    construction of a municipal parking lot on Borough-owned property

    located at 381 Broad Avenue and designated as Block 1002, Lot 1 on

    the Borough Tax Map; the acquisition of vehicle radios and related

    equipment for the use of the Police Department; the acquisition of

    turnout gear and bail-out systems and harnesses for the use of the

    Fire Department; and the renovation of basketball courts at Wood

    Park, all in, by and for the Borough. The average period of

    usefulness of the several purposes to be financed by such bond

    ordinance is a period of 8.63 years computed from the date of such

    bonds.

    Section 3. There shall be issued at this time $344,425

    of the bonds authorized pursuant to Bond Ordinance No. 11-12

    adopted by the Borough Council of said Borough on May 7, 2012. The

    bonds are issued to finance the reconstruction of Oakdene Avenue

    (from Grand Avenue to Broad Avenue), including sewer improvements;

    the undertaking of improvements to various Borough buildings; the

    acquisition of turnout gear, bail-out systems and harnesses, pagers

    and mobile radios for the use of the Fire Department; the

    installation of playground safety surfacing at Wood Park; the

    undertaking of Borough-wide shade tree addition or replacement; and

    the replacement of the tile flooring in the Meeting Room and

    improvement to the building access ramp at the Public Library, all

    in, by and for the Borough. The average period of usefulness of

    the several purposes to be financed by such bond ordinance is a

    period of 12.48 years computed from the date of such bonds.

    Section 4. There shall be issued at this time $443,492

    of the bonds authorized pursuant to Bond Ordinance No. 2013-2

    adopted by the Borough Council of said Borough on May 20, 2013.
