    Mayors messageWelcome to the May edition of Borough Life, keeping you up-to-date with the work of Antrim and Newtownabbey Borough Council. I hope you enjoy reading the magazine.

    As my time as Mayor draws to a close, its timely to reflect on some of the achievements of the new Council in our first year. Over the last year I have enjoyed visiting each and every town and village throughout Antrim and Newtownabbey. I am grateful for the warm welcome and generous spirit extended by our residents. Meeting such a diverse range of people has reinforced to me the great sense of community spirit which exists in our Borough.

    We have had some great events in the Borough and have plenty more to look forward to over the summer; Armed Forces Day, StreetVelodrome and the summer schemes are just a few. Please see the articles in the magazine or visit our website at www.antrimandnewtownabbey.gov.uk/events for more information on events.

    Tourism is growing in the Borough with higher than usual numbers of visitors through attractions such as Antrim Castle Gardens. The good news from Belfast International Airport of a new airline, new routes and new jobs, will have a positive impact on our Boroughs economy.

    I hope you enjoy your summer, whether at home or away and thank you for the privilege of serving as First Citizen of our great Borough.

    Many dog owners spend a lot of time and money ensuring their pets stay safe and healthy. Here are some tips from our dog wardens on how you can be a top owner to your four-legged friend!

    As well as being microchipped, its vital that your dog has a collar with tag attached so it can be traced

    Secure your garden or enclosures if your pet is not kept indoors

    Depending on the breed, dogs should enjoy around 30-60 minutes of exercise every day

    Its not good for your dog to be restricted for long periods in a kennel, outhouse or chained up at the bottom of the garden

    Your dog should always have access to clean, fresh water and be fed at least twice a day

    Dogs should have a clean, draught free building or kennel

    Dog FoulingThe Borough is covered by dog control orders, which require dog walkers to clean up after their pets or they could face a fine of up to 1,000. We would encourage a responsible approach to ensure our streets and

    parks are kept clean for all to enjoy and to protect our children.

    MicrochippingIt is a legal requirement for all dogs to be microchipped. This

    involves a tiny computerised capsule, containing the owner

    details being injected under the dogs skin. The procedure is virtually

    painless and helps to quickly reunite dogs with their owners if they

    stray. To enquire about getting your

    dog microchipped, contact your local vet or

    Dogs Trust.

    Dog LicensingUnder the Dogs (NI) Order 1983, anyone in possession of a dog must hold a valid licence. You can apply and pay for a licence:

    Our Dog Warden ServiceDog Wardens deal with a range of issues including offences defined in the Dogs (NI) Order 1983 such as straying, licensing and dog attacks.

  • Antrim and Newtownabbey PCSP works to help make communities safer and ensure that the voices of local people are heard on local policing and community safety issues. The aim is to empower communities to develop solutions in partnership to tackle crime, fear of crime and anti-social behaviour.

    What does the PCSP do?Many community safety issues cannot be r esolved in isolation. Antrim and Newtownabbey PCSP brings together partners from statutory agencies, communities and other groups to discuss, agree and co-ordinate actions in response to issues of concern. This makes a real difference on the ground.

    The PCSP aims to improve community safety by:

    Engaging and consulting with local people to help improve policing and community safety

    Identifying and prioritising issues of concern and working in partnership to tackle these issues

    Monitoring the performance of police and work to gain the co-operation of the public in preventing crime

    Delivering a range of programmes or interventions in partnership with local communities and partner agencies to enhance community safety by impacting on crime, fear of crime and anti-social behaviour

    What is the Policing & Community Safety Partnership (PCSP)?

    New Peace IV funding In a bid to secure approximately 3m funding, the Council is working on an exciting new Action Plan that will aim to reinforce progress towards a peaceful and stable society in our Borough.

    Consultation work has been ongoing with community groups and individuals in the Borough to establish priorities and gather information and ideas. These have fed into the design of both the new Peace IV Strategy Action Plan for 2016-2020.

    Funded by the European Union, the plan will consider three themes:

    Children and Young People Shared Spaces and Services Building Positive Relationships

    Councillors address issues in the District Electoral Areas

    Crumlin Health FairTaking control of your health and well-being was the theme of the recent

    Active Lifestyle Fair in Crumlin Leisure Centre with exhibitors providing advice and testing on a range of health and well-being related issues.

    From eating healthily, to protecting your skin from sun damage, to giving something back to your community through volunteering, the message is that we can all take small personal steps to improve our physical and mental health.

    The well-being of our residents is a fundamental concern of the Council as it develops the Community Plan and the

    fair in Crumlin was one of several pilot or development initiatives around this theme.

    To help explore and address some key environmental and social issues within our communities, the Council has made funding available for each District Electoral Area (DEA).

    A number of projects have already taken place, look out for more to come in other DEAs.

    Antrim Town Loyalty Card Antrim Town relaunched its loyalty card, a scheme to encourage local residents to think local and shop local every time. A large number of independent shops

    now offer incentives to card holders but this loyalty scheme can only work if you as a resident keep it local!

    So if you havent yet got your card, pick one up from The Old Courthouse, Antrim.

    Antrim Town MarketAntrims Market Square was recently transformed into a traditional market with an array of fine foods and crafts available to sample.

    Visitors had the opportunity to experience traditional paper making, paper quilling, traditional bread and butter making, harvest knot making and quilt making.

    The Armagh Rhymers ensured the entertainment was flowing as they wowed the crowds with their unique blend of poetry, music, drama, song and dance.

    On 1st April this year, we celebrated our one year anniversary and what a year it has been! There have been many challenges in the merging of the two councils and lots of achievements and successes along the way.

    In our Corporate Plan we outline a vision for the Borough to be a properous place, inspired by our people and driven by ambition. We plan to do this by focusing on our four themes of Place, People Prosperity and Performance.

    So lets take a look at how we are doing

    We were the first council in Northern Ireland to commence work on our Local Development Plan which will help shape

    our Borough over the next 15 years. The Plan can shape where things happen both in terms of their location and their design.

    Thank you to those who have taken part in our consultation sessions for the Plan. It can only be truly

    successful if it is rooted in local knowledge and includes an appreciation of what is important to local people, so your

    opinions are vitally important.

    PlaceWe want to create a place where people take pride in their surroundings and feel safe. A place we protect and enhance and where people choose to recycle their waste. Our efficient planning promotes positive development across the Borough and we want to have vibrant, welcoming towns, villages, neighbourhoods, and rural areas.

    As we work towards reducing landfill in our Borough a state-of-the-art recycling centre at ONeill Road was officially opened in November, adding to our four other recycling facilities at Bruslee, Newpark, Crumlin and Craigmore. The Council remains on target to recycle 50% of our waste by 2020. We currently recycle 49%. Recently 84% of residents told us they are satisfied in the way the Council deals with this. See page 22 for more information on our recycling initiatives and how our Borough can recycle more.

    New planning powers transferred to the Council on 1 April 2015 and right away we involved our citizens in the process. Our ratepayers and entrepreneurs of the future from primary schools across the Borough, enjoyed building their own place with a purpose built model town in our Planning My Place event.

    In September 2015, the superb V36 at the Valley opened. The state-of-the-art facility is home to an adventure play area, civic linear park and a floodlit third generation pitch for football, rugby and Gaelic sport. Over 160,000 visits have been made to V36 since September. If you havent been yet check it out at www.antrimandnewtownabbey.gov.uk/V36

    Overall 742,000 visits to our leisure and community centres were made in our first year and it has been a fantastic first year for the new Crumlin Leisure Centre.

    The high standard of maintenance across our Borough by our Parks team was recognised in Antrim Town being awarded Silver at the Britain in Bloom Awards and the achievement of ten Green Flag Accreditations for our green spaces. We have an enthusiastic volunteer group Friends of Antrim Castle Gardens working at Antrim Castle grounds. Over 1,147 people have participated in biodiversity events across the Borough.

    The Tidy Randalstown Clean-Up Day was a great day and saw great success for the local community with Mt St Michaels Eco-Group,

    St MacNissis Youth Club and Tr Na Ng all playing their part in lifting litter and clearing weeds. Over 165 bags of rubbish were recycled and it was a positive way for the local community to make a real difference to improving their local area.     equipment to community groups wanting to do a clean-up. We have helped 17 groups take part in similar initiatives over

    the past year. The Council has also been working on regeneration projects with local communities in Ballyclare and Randalstown.

    ProsperityWe identify and support entrepreneurship, have a strong competitive business advantage and are a centre of excellence for leading edge companies. Our world class infrastructure attracts inward investment and supports productivity, exports and business growth. Business activity is stimulated to sustain existing jobs and create new employment opportunities. Our tourism opportunities are maximised and we work to develop a strong arts and cultural economy.

    Liz Corrigan has recently opened a fabric and textile shop in Randalstown, Lizie Nellie took part in one of the Councils programmes for local business Bricks and Clicks a retail business start-up Programme which finished in March 2016. This first year has seen 46 new start-ups established. With 640 local school children submitting entries for Youth Enterprise NI, we are working to encourage our future entrepreneurs.     The Council is working with local businesses and is on board and ready to help the local area to maximise economic opportunities. The expansion of routes and airlines at Belfast International Airport was news welcomed by the Council.

    We have had the honour of hosting numerous large scale events, with many more to follow in 2016 including Garden Show Ireland, Armed Forces Day and the StreetVelodrome. These will promote the fantastic facilities, indoor and outdoor spaces our

    Borough has to offer. This year over 32,000 visitors have enjoyed our theatres.

    It was good news for domestic and business ratepayers in our first year as council. We have worked hard to

    achieve efficiencies whilst still continuing to improve and develop services and facilities. We announced a decrease of

    0.49% in domestic rates within the Antrim area, while households in Newtownabbey area saw another 0% increase. There was good news for non-

    domestic ratepayers across both Antrim and Newtownabbey areas with a 0.49% reduction in rates. The Council secured 1.1 million external funding for programmes and projects locally.

    Lighting of the BeaconsHer Majesty Queen Elizabeth II celebrated her 90th birthday on Thursday 21 April and in honour of this magnificent milestone, beacons were lit across the whole of the UK including Antrim Castle Gardens and Hazelbank Park.

    Before the beacons lit up the sky in Antrim and Newtownabbey, everyone gathered for the celebrations enjoying family

    fun activities. An evening of music, an art exhibition dedicated to the Queens Birthday and delicious treats from the tea party were enjoyed by all. Budding artists were busy creating replica crowns at the arts and crafts table and everyone had a great night to remember with the finale, the Lighting of the Beacons.

    Do you know someone who volunteers and deserves an award? Nominations are now open for the first Antrim and Newtownabbey Spirit of Volunteering Awards!

    This years Awards were launched with two Big Volunteering Roadshows, which

    announced the award categories and highlighted the process for nomination and selection.

    If you know someone who deserves an award then nominate them in one of the following categories

    Newcomer to Volunteering Award

    Team Spirit Award

    Personal Achievement Award

    Community Impact Award

    Lifetime Contribution Award

    Volunteering can take different forms such as sports or social clubs, walking or youth groups, events such as clean-ups, fundraising, church groups or simply helping an elderly neighbour.

    Giving selflessly to others, volunteers contribute significantly to the life of those in the Borough without financial gain. So if you can think of someone who deserves an award nominate them.

    Nominations close on Friday 1 July at 4pm. Winners will be announced at the BIG EVENT on Thursday 6 October at 7pm in Theatre at The Mill, Newtownabbey. This evening will showcase the high quality of volunteers and the great work they do in our Borough.

    Allen Park well underwayBuilding work at Allen Park is well underway as it is transformed into a multi-activity sports hub.

    Indoors, the new building is due to be completed in early summer and will feature a full size sports hall, golf simulator room, reception area and changing facilities. Outdoors, the three new 3G pitches, suitable for soccer, rugby and Gaelic sports are also due to be ready in early summer.

    Sports halls and pitches throughout the Borough are always in demand so these new facilities will be a welcome addition for many of our sporting clubs.

    The remainder of the work which includes redevelopment of the existing ground floor

    clubhouse into changing rooms, locker rooms and

    a committee room is expected to be completed at the end of the summer.

    Simply StrollingDo you struggle with your mobility and would like to do some gentle exercise? Or perhaps you are returning to exercise after an illness? Why not come along and take part in our Simply Strolling programme.

    These gentle weekly walks, are led by trained walk leaders and are designed for those with mobility restrictions or those in rehabilitation. Each walk lasts 30-40 minutes. Participants will also have the opportunity to learn some Nordic Walking skills - a full body version of walking using adapted poles.

    You told us that overall 74% of you were very or fairly satisfied with all waste collection services provided by Council.

    These survey results are important to us in helping to shape the service for the future. They will be influential in shaping the Corporate Improvement Plan for waste.

    In recent months the Council published its draft 2016-17 Corporate Improvement Plan for consultation with our citizens, businesses, community planning partners and other key stakeholders.

    Our Plan sets out our strategic improvement objectives for 2016-17. It recognises that improvement can mean more than efficiencies and effectiveness in the way we deliver our services, and it shows how we can enhance the quality of life for our local citizens and communities.

    The consultation closed on 29 April. Your feedback and comments are very much appreciated and will be reflected in the final draft.

    Newtownabbey areaApproximately 8,000 homes in the Newtownabbey area currently have a wheelie box and this new phase will accommodate a further 4,000 homes. To check if you are included in this next phase, visit www.antrimandnewtownabbey.gov.uk/binsHouseholds receiving the new wheelie boxes, will receive a new streamlined 180 litre black bin for household waste, which will help reduce waste going to landfill. If you are not part of this phase, dont worry, all Newtownabbey homes will get one in the future.
