Mayor’s message Welcome to ‘Borough Life’, your magazine providing updates on the work of Antrim and Newtownabbey Borough Council.

To keep you up to date more regularly, Borough Life will now be issued six times per year and will include ‘Active Life’, your healthy lifestyle magazine.

The Council is committed to listening to its ratepayers and each publication will feature a survey on different topics so that you can have your say on what matters to you. Please take the time to participate, these consultations will help shape the way forward for many of our services and help us to measure our performance. You will also be able to read about our survey results in future issues.

It has been a busy start to what promises to be an exciting year with lots to do over the Easter period including the Circuit of Ireland Rally in March and Garden Show Ireland returning to Antrim Castle Gardens in May.

Antrim is host to this year’s Armed Forces Day in June and the programme of events continues with the Decade of Anniversaries.

With over 1,000 community engagements so far, I am thoroughly enjoying my year as Mayor. To keep everyone up to date, I have started a weekly blog available on the Council’s website. I would like to thank all those who have welcomed me during my year so far.

Calling all motoring enthusiasts! The lights turn green as we welcome a stage of the 2016 Circuit of Ireland Rally to the Borough.

The stunning surroundings of Antrim Castle Gardens and Clotworthy House will be the venue for the ceremonial start of the Qualifying Stage taking place throughout the picturesque countryside of Tardree.

Kicking off on the morning of Thursday 7 April, the Qualifying Stage will encompass a closed road, free practice session with cars departing from Antrim’s Lough Shore Park and traveling on roads in the Tardree area. The cars will then regroup at Antrim Castle Gardens for the ceremonial start, where they will leave at 1 minute intervals from 12.30pm onwards to undertake competitive rural roads at Tardree before returning to the official Service Park at King’s Hall in Belfast.

Mayor of Antrim and Newtownabbey, Councillor Thomas Hogg is delighted that the Borough has been

selected to host part of this exhilarating event; “This is a fantastic opportunity to showcase the outstanding facilities and services that are available within our Borough. I know the organisers have a history of selecting venues of international importance for the rally start so I have no doubt that the global visitors will be impressed with the majestic setting of Antrim Castle Gardens. I look forward to welcoming the competitors and their teams to the Borough and wish them and the organisers every success for a safe and enjoyable event.”

So come along to ANTRIM CASTLE GARDENS on Thursday 7 April, meet the drivers and enjoy some family entertainment as the cars rev up for the start of this exciting 2 days of racing!

The main stages of the event will take place at various stages throughout Northern Ireland on Friday 8 and Saturday 9 April.

Spring strollsPut a spring in your step and enjoy a stroll along some of the beautiful family walks available in the Borough.

The award winning Antrim Castle Gardens has lots to explore and if you cross the Deer Park Bridge and walk along the Six Mile River path, you can visit the swans at Antrim Lough Shore.

Enjoy a walk by the sea along the

Jordanstown Lough Shore or link up with the

Newtownabbey way and explore

the tree art and fairy doors as you walk to Mossley Mill.

All the venues are family friendly featuring coffee shops and bathroom facilities.

Light up eventsAntrim and Newtownabbey Borough Council continue to support local charities. Mossley Mill, Antrim Civic Centre and Ballyclare Town Hall will be lit up purple on Saturday 26 March to support International Day of Epilepsy Awareness. Also in support of ME Awareness Week these buildings will be lit up blue on Thursday 12 May.

The Queen’s Birthday

CelebrationsThe Queen celebrates

her 90th Birthday on Thursday 21 April. To commemorate this momentous landmark event, lighting of the beacons and family fun days will take place at Antrim Castle Gardens and on the shores of

Belfast Lough.

Planning our placeThe Council is preparing a new Local Development Plan for the Borough that will shape the development of our towns, villages and rural areas up to 2030.

The Plan can shape where things happen both in terms of their location and their design. It will be a powerful place-shaping tool that will influence the form and character of our built environment, so it provides a real opportunity to create high quality places. The Plan will have to balance a range of competing demands to ensure that we enable good development in the right place at the right time.

It will contain the policies and proposals that are used to assess planning applications. A good plan will lead to decisions that are consistent and people will know what to expect in terms of change.

What stage are we at?The Council is currently working towards the publication of a Preferred Options Paper (scheduled for late summer 2016). We are currently focussed

on gathering information on issues that affect development in the Borough. We are also engaging with key stakeholders such as government departments, statutory agencies and service providers.

We would like to hear your viewsOur Local Development Plan can only be truly successful if it is rooted in local knowledge and an appreciation of what is important to local people, so your opinions are vitally important. You should get involved because it’s all about where you live, work and play. The earlier we know about your ideas, the easier it will be to take them on board.

At a Special meeting on 8 February, Antrim and Newtownabbey Borough Council agreed its District Rate, which will come into effect on 1st April 2016.

Over the year, Antrim and Newtownabbey Borough Council has once again identified a range of efficiencies and is delighted to announce a decrease of 0.49% in domestic rates within the Antrim area, while households in the Newtownabbey area will see another 0% increase. There is further good news because non-domestic ratepayers across both Antrim and Newtownabbey areas will benefit from a 0.49% reduction in rates.

Mayor of Antrim and Newtownabbey, Councillor Thomas Hogg commented; “I am pleased that the ratepayers in the Newtownabbey area will experience a freeze in

their rates for the third year running, whilst those in Antrim receive a rates freeze and subsequent reduction for what is now the second year running.

Despite having an ambitious capital programme of approximately £22 million, the Council has still been able to achieve efficiencies whilst delivering excellent services for its residents. The high profile V36 scheme in Newtownabbey is an example of a fantastic scheme delivered to make real improvements for our residents, and in Antrim, work continues on the exciting Allen Park improvement which we look forward to completing later this year.

It is good news too for local businesses, with a reduction for our non-domestic ratepayers across the Borough. I know our local businesses will be pleased to hear this as any reduction in outgoings is welcome during these challenging economic times. It is great to deliver such good news to our citizens.”

The Regional Rate, the portion of all Rates bills which is determined by the Northern Ireland Assembly, and the same across all Council areas, has increased by 1.71% from 2015/16. Any increase that residents see this year in their rates bills will be due to the regional rate only.

Boost your broadband!Antrim and Newtownabbey Borough Council is working with Avanti Communications to promote a subsidised pilot to improve broadband speeds for homes and businesses based in rural areas, or in areas of poor connectivity.

The scheme was launched recently in Crumlin Leisure Centre and is available to homes and businesses, as well as community and voluntary organisations.

Poor broadband speeds can often be an issue for people and businesses in rural areas. Satellite broadband offers a cost effective alternative to farmers, agricultural businesses and people living in rural locations to improve their broadband speeds.

The scheme offers a maximum of 1,000 subsidised satellite broadband installations and packages to households and businesses across the pilot area. The scheme will end on 31 March 2016, those interested in the scheme should visit Crumlin Leisure

Centre to test what your broadband speed would be like.

A second trial demonstration site will be launched in the near future at Sixmile Leisure Centre, Ballyclare.

There’s ‘allot’ happening at ToomeThe community of Toomebridge will be growing their own fruit and vegetables soon thanks to the new Duneane Allotment Gardens. It will be a touch of the ‘Good Life’ when land the Council has leased beside the village play area is transformed into allotments, a seating area, picnic tables and a communal building with kitchen area and meeting space. It is hoped to hold gardening workshops in the new meeting space.

Funding for the project, which totals £20,000, was secured by TIDAL and has been funded by Groundwork NI, in partnership with Public Health Agency and the DOE’S Challenge Fund.

Plots will be available for both individuals and community groups.

Kid’s activitiesA range of kid’s activities take place in our leisure and community centres each week including dance, gymnastics, football, athletics and many more.

New Multi-Use Games Area for RathcooleWork is now underway on the construction of an exciting, new Multi-Use Games Area at Rathmullan Drive, Rathcoole. The project, which received an impressive £120,000 funding from Council in November 2014, has begun following the transfer of the

land required from Northern Ireland Housing Executive.

The Multi-Use Games Area is due to be completed

by the end of April and was identified as a need through a community consultation exercise commissioned by the Rathcoole Neighbourhood

Renewal Partnership and supported by Council. When

complete, the MUGA will be fenced and floodlit and will offer

high quality space for those wishing to take part in recreational activities,

in particular young people, who were highlighted as a priority through the consultation process.

The MUGA will enhance the sports provision within Rathcoole and a second phase development, to include a 3G Pitch on land beside the new MUGA is also being progressed.

Your opportunity to GROWGROW South Antrim will be launching its first Rural Business Investment application call in March 2016 for micro and small businesses across the rural areas of Antrim and Newtownabbey. It offers grants of up to £30,000 for new businesses and up to £50,000 for existing businesses, at a grant rate of 50%.

GROW has been allocated a total budget of approximately £2.6 million through the EU Rural Development Programme. In what continues to be a difficult economic climate, the Programme offers excellent opportunities for

local people to access project financing in rural areas.

As not all business activities are eligible, if you have a project idea, contact the GROW South Antrim team to find out whether you can benefit from the Programme.

You must register and attend a pre-application workshop before you can submit an application. So, don’t miss out and register your interest today!

GROW will be holding additional application calls throughout the year for Basic Services and Village Renewal projects.

New Peace IV fundingThe Peace IV Programme which aims to reinforce progress towards a peaceful and stable society in Northern Ireland and the border region of Ireland has recently been announced. This project is 85% financed by the European Union’s European Regional Development Fund, managed by the Special EU Programmes Body, with the Northern Ireland Executive and Irish Government providing the remaining 15%.

The content of the new Peace IV programme has been agreed by the Northern Ireland Executive and the Irish Government with the overarching priority of supporting peace and

reconciliation and details four objectives:

• Shared Education

• Children and Young People

• Shared Spaces and Services

• Building Positive Relations at a Local Level

The indicative financial allocation for Antrim and Newtownabbey Borough Council is £2,917,299 and the Council is putting together an exciting Local Area Action Plan in order to secure this funding.

The Local Area Action Plan will be developed through a series of interactive workshops, surveys

and public events with communities, members of the public and key stakeholders to provide opportunities to further develop the Borough.

Burglary and theft can have a huge impact on the lives of those affected. Antrim and Newtownabbey Policing and Community Safety Partnership (PCSP) is taking the lead with a scheme to help prevent residents falling victim to burglaries.

An initiative will see security packs

and information issued in March to each household in the former Newtownabbey area, following on from a recent campaign in the Antrim area before the Council merger.This now means that

ANTRIM AND NEWTOWNABBEY BOROUGH IS SECUREDThe simple message to criminals who are considering burglary or theft IS DON’T EVEN TRY, the chances of you getting caught with equipment that is securely marked are high and you will face the full rigors of the law.

The security pack includes signage, property marking equipment to help trace back any stolen goods and home security advice such as:

t Lock doors and windows – 1 in 3 burglaries are walk ins, close and lock windows and doors to the property, sheds and garages even if you are in the property.

t Lighten up – security lighting around the perimeter of the property can help as a deterrent.

t Home alarm – Consider installing a home alarm system as a deterrent.

t Don’t leave spare keys in obvious places – Criminals will know where to check if they want to find a key and gain easy access to your property or vehicles.

t Keep valuables out of sight – Make sure anything valuable or precious to you is hidden e.g. jewellery, credit cards, financial statements.

t Security mark all your valuables – Use a UV pen or property marking kit to help deter thieves or to return items to the rightful owner if they are stolen and recovered.

t Give the appearance that someone is home – When you are leaving the property consider altering your routine if possible and try to give the appearance that someone is at home by using timer switches to turn lights on and off when you are away.

The initiative has been funded by the Department of Justice, Northern Ireland Policing Board and Antrim and Newtownabbey Borough Council.

There are a range of agencies who co-operate in resolving anti-social behaviour and the table below highlights the most appropriate agency to contact if you are having any problems (large or small) with anti-social behaviour.

Anti-social behaviour can also be reported anonymously to Crimestoppers on 0800 555 111.It is important that anti-social behaviour is reported so that the agencies can take appropriate action and use resources effectively to resolve any issues. You will also receive advice and assurances on what action can or will be taken before issues potentially escalate.
