Cities looking to expand their influence were met with unanimous rejection last week.

Buckley, Carbonado and Bonney Lake had asked the Pierce County Planning Commission to expand their Urban Growth Areas – in some cases adding small parcels and minimal acreage, in other cases tak-ing in large and valuable chunks of real estate.

While Buckley and Carbonado had filed just one request each with Pierce County, Bonney Lake was much more ambi-tious, putting eight requests into the hopper. While county planners had rec-ommended that nine of the 10 be denied, the Planning Commission went one step further and turned thumbs

down on all.Each of the 10 requests

had been debated during a Dec. 9 public hearing in Tacoma. Members of the Planning Commission deliberated during evening sessions Dec. 10 and 11 before rendering their deci-sions.

The UGA process is now three-quarters complete. Cities made their pro-posal, county staff offered recommendations and the Planning Commission has issued its verdict. All that remains is a vote by the Pierce County Council, which is not bound to fol-low recommendations by staff or the commission.

The Spartan girls have won three in a row, four

games into the season.Sumner sits in second

place behind the Enumclaw Hornets with a 2-0 confer-ence record and 3-1 overall.

The Sumner girls bas-

ketball team beat the Kentwood Conquerors 33-29 Saturday.

On Friday, the Spartans beat the Peninsula Seahawks 48-19.

And first year head coach Jordan Moog’s first win of the season was 58-44 over the Auburn Riverside Ravens on Tuesday, Dec. 9.

Moog isn’t new to Sumner, she started coach-ing there after graduating from college in 2011.

She said she expects this year will be a challenging transition for Sumner.

“The girls are definitely ready and hungry to get back at it,” she said.

Moog added many of the girls remember the last two seasons ended one game

shy of going to state and they “want to change it.”

When it comes to play-ing in the new league, join-ing Bonney Lake in the South Puget Sound League 3A, Moog said the team is excited.

A downfall last season, Moog said was the fact that Sumner “didn’t face much competition throughout our (2A) league other than White River.”

She said that didn’t help the Spartans prepare for the playoffs.

“This year in 3A, teams have to show up every night to get the win and I think that is a great aspect the 3A brings,” Moog said.

Entering this season, three starters from last year

graduated.When it comes to filling

any holes left by those three, Moog said the Spartans “have some underclassmen who have really matured over the summer.”

She added she is excited to see how they step up this season.

Aside from losing start-ers due to graduation, Sumner is already faced with another challenge to overcome.

Starting sophomore Joy Mahnken tore her ACL in the first game of the sea-son.

“She was a huge part of this team and our younger girls are now going to have to step up,” Moog said.

This season, when it

comes to players to keep an eye on, Moog said SPSL 2A reigning most valuable player Jamie Lange “dom-inates inside and will be hard to stop.”

A new player for Sumner this season is a transfer student Jane-Allyn Norris who will be playing point guard.

“It will be fun to see what she can do (for us),” Moog said.

Senior guard Anna Hurd “is an incredible defender,” she said and another player to watch this season. “She can really get after it and is a great leader for our team.”

GERMAN APPLE PANCAKESBatter ingredients 4 eggs 1/2 cup � our 1 TBS sugar Pinch of salt1 cup milk1 teaspoon vanilla extract2 TBS melted butter1/2 teaspoon nutmegApple ingredients1 green apple, sliced thin (peeled optional)1/4 cup butter1/4 cup sugar1/2 teaspoon cinnamon1/2 teaspoon nutmeg

1. Mix the eggs, � our, sugar and salt together. Slowly add the milk while stirring. Add melted butter and nutmeg. Cover and refrigerate overnight or at least 30 minutes.

2. Preheat oven to 425 degrees F. 3. Melt the quarter cup butter in an oven-ready pan. Coat all the

sides. Combine sugar, cinnamon and nutmeg, and use half to coat melted butter.

4. Line the pan with sliced apples and sprinkle remaining cinna-mon sugar over apples. Once the butter/sugar mixture begins to bubble, pour batter over apples. Put pan in over.

5. Bake for 10 - 15 minutes, checking occasionally. When the batter is cooked all the way through, take out of oven, slice and serve hot.

TONY’S BEANSIngredients:1 Large can Van Camp Beans1 15oz Can Lima Beans (Or Butter Beans)1 15oz Can Dark Red Kidney Beans1 15oz Can Light Red Kidney Beans1 Cup Ketchup1/2 Cup Brown Sugar6-10 Slices Crisp Bacon1 Cup Shredded Sharp Cheese1 Sweet Onion Sliced2 Tbls - Worchester Sauce1lb Hamburger (Browned)

Ingredients (60pc):60 maraschino cherries with stems 3 tablespoons butter, softened 3 tablespoons corn syrup 2 cups sifted confectioners’ sugar 1 pound chocolate confectioners’ coating1. Drain cherries and set on paper towels to

dry.2. In a medium bowl, combine butter and

corn syrup until smooth. Stir in confection-ers’ sugar and knead to form a dough. Chill to sti� en if necessary. Wrap each cherry

2. Beat egg whites, pour syrup slowly into them and continue to beat until sti� . Add nuts (optional) and vanilla.

3. Drop onto wax paper or turn into buttered pan and cut into 1” squares when � rm.

Christmas is time of joy and many zippy yippees, except for boy-men who have to buy gifts for their wives or girlfriends.

The solution for this Christmas conundrum has arrived – from me.

I have decided to give the hapless males of the world my time-honored wisdom on buying the per-

fect package to express those queasy things inside that men never say out loud because all the words start with “F” and that is not allowed (except

for exceptions).I have not come upon all this wisdom on my own.

Kevin Hanson is one of the high priests of this secret knowledge, and in many ways a mentor.

Let me begin with a few “Do Not” pointers.• Do not buy anything incredibly cool like cordless

drills with every attachment known to humanity and speeds from slow to faster than “Space Balls” fast.

The excuse, “Honeybunch, I will hang the new medi-cine cabinet that has been sitting in the bathroom for seven years.”

• Do not buy a pneumatic nail gun and compres-sor set with three guns and extra hose. The excuse, “Sweetiepie, this will also work as a home protection device. If an evildoer comes near the house I will shoot framing nails at him. And think of all the great storage

There is a lesson that all who exer-cise power have to learn sooner or later. When anyone is in a position of power over others, those subordinate to the authority figure listen to every word and observe every action care-fully. What those authority figures say, or write, or do can and will come back to bite them sooner or later. That axiom applies to parents, teachers, employers and especially to public officials.

I almost never made promises to my children when they were grow-ing up because I knew they would eventually call me on it with: “You promised.”

When my daughter was in her 20s, she asked me what qualities she should look for in a potential husband. I told her “Ask yourself the question, does he keep his promises?” If the answer was “No,” then marrying that man was only going to bring her hardship and pain. Fortunately, her spouse is blessed with high integrity. He works hard to keep his promises.

When I was a teacher, I eventually learned not to make threats to stu-dents about their acting up in class. If I didn’t follow through I had only made my job harder. I learned to

stop making pronouncements that were unrealistic and unenforceable. I learned to choose my words carefully.

All of us have had bosses or col-leagues who told us things that weren’t true or were exaggerated. We learned to take their words or promises with a grain of salt. For us, their credibility diminished with each wayward word.

Words and their usage became especially important to me when I was elected to city council. I was usually very careful with what I said, but there were times when I just said whatever came to mind. I learned to regret that. One of my more senior council colleagues advised me early in my term: ”If you write something on city email, write with the thought that your statement will show up in the media.” Good advice.

When I spoke publicly I realized

every word I said could and would be used against me in the next election cycle. That’s exactly what happened in my re-election campaign. My words were taken, twisted and thrown back at me.

I learned very early in my adult life: “Don’t make promises you can’t or won’t keep.” That adage especially applies to politics. An elected official shouldn’t make promises to his/her constituents because in politics there are too many variables that can keep the elected official from being able to follow through. It’s better to say: “I will do my best,” rather than promise something that cannot be met.

Think of President Obama’s pledge to close the Guantanamo Bay terror-ist prison. Congressional Republicans have made sure that the president can-not fulfill his pledge. There is nothing President Obama can do about it and the Republicans chide him for that broken promise six years after he was first elected. It weakens his credibil-ity with the public and delights his opponents.

We all know that feeling. That food coma we go into after a great holiday meal. It’s simultaneously won-derful and depressing. It’s hard to not eat anything and everything served; and it’s all so appetizing, you wouldn’t want to be rude, now, would you?

But all that food can be unhealthy for your heart, can increase your risk for various chronic diseases and can take away from the nutrients your body needs to function.

Even though the holidays have a reputation for deli-cious food, it’s important for you to eat healthy not just around the holidays, but year-round. There are a few ways to eat healthy at this time, and all times, of the year:

• Watch the portion sizes. It’s better for you to just take small portions of the higher-calorie foods.

• Remember that drinks have calories too. There can be quite a lot of calories in alcohol and other types of delicious drinks like hot chocolate and eggnog.

• Asking for a spritzer of no-calorie seltzer water and

wine will cut down on the calories.

• Bring a healthy dish to a family gathering. That way you know what is healthy and you can eat more of that.

• Use lower-calorie or lower-fat substitutes, like light sour cream or light mayonnaise, when making classic holiday dishes.

• Eat a small, healthy snack before you go to a party or a meal.

• Eat regularly. You don’t want to be ravenously hun-gry when it’s time for the meal or the party.

• Exercise. Exercising can help you burn off those

excess calories.• Eat until you’re full, not

until you’re as stuffed as that turkey.

• Take small bites and chew slowly.

• Don’t stand and talk next to the appetizer table; instead talk with people away from it so you’re not tempted to take samples of the food.

• Whole grain bread is better for you than refined grains like white bread. You should check the label to make sure that the first ingredient in the bread is a “whole” grain.

• Eat light meat and take off the skin. Dark meat and

skin aren’t as healthy for you.

• Include the foods that are high in antioxidants at the dinner table like cran-berries, sweet potatoes and vegetables.

All the extra sugar around the holidays can be bad for your health. Sugar contrib-utes extra calories that can lead to obesity.

We all love to eat the extra pie in our kitchen, but remember, an extra 3,500 calories and you’ve got another pound. That’s an extra 500 calories a day for a week straight. With that you’ll be well on your way to gaining some extra weight.

The operation involved more than 19 agencies includ-ing the FBI, the coordinating agency, the Washington State Patrol, Homeland Security, the Kitsap County Sheriff’s Office and city police agen-cies from Pierce, Kitsap and King counties.

Along with Grundy, the Kitsap County prosecutor charged Erin Hart, Matthew Gary, Mitchell Fligor and Raynaldo Medellin with human trafficking.

In Pierce County, Prosecutor Mark Lindquist charged Marteze Ravoine

Clair, 27, and Erica Jade Cromartie, 23, with first-degree human trafficking, leading organized crime, promoting commercial sexu-al abuse of a minor and pro-moting prostitution in the second degree.

The charges against Grundy span from April to June 2014.

The Kitsap County Sheriff ’s Office probable cause document stated a police operative provided a tip to a Kitsap County detec-tive about a 14-year-old girl Grundy was prostituting. She will be identified as T-girl to protect her identity.

The document noted T-girl met Grundy in October 2013 and allegedly began working

as a prostitute for him on April 1, 2014. She and anoth-er girl, who was working as a prostitute for Grundy, met him in the Morgan Motel on Pacific Avenue in Tacoma.

T-girl told detectives she and the girl first met when “locked up” in juvenile detention.

At the April 1 meeting in the Morgan Motel, T-girl used methamphetamine with Grundy and he gave her money for a room to use for prostitution.

T-girl told detectives after that date she began working as a prostitute for Grundy, earning between $600 and $800 per day for two to three “dates.”

The documents recount

a story of prostitution of underage girls, beatings by Grundy of T-girl and other girls using electric extension cords and his fists, slapping with his open hand and back hand and kicking.

T-girl described a beating from Grundy with an exten-sion cord that left her with bloody welts on her neck and thighs.

The documents also cited Grundy’s alleged sexual rela-tions of T-girl from April to June when she was arrested.

Grundy is alleged to have used backpage.com to post ads for T-girl and other girls he was prostituting.

The detectives wrote, “(T-girl) said that Grundy determined the prices, half hour $100, hour $180 and a ‘quick visit’ was ‘like $80.’ (T-girl) said initially Grundy didn’t have a ‘quota’ because she was new. (T-girl) stated that Grundy told her she needed to ‘Go walk, go walk.’ (T-girl) said that it was like walking down the street with a sign that said, ‘I’m a hoe.’”

T-girl told detectives she was, “involved in an aver-age of 2-3 dates per day and would receive approximately $600 per day depending on the time (hours) paid.”

(T-girl) stated she was involved with Grundy for approximately three months.

The document also stat-ed, “(T-girl) said after the dates Grundy would come in and ask for the money and she’d give it to him. (T-girl) said that she didn’t receive any money from the dates. (T-girl) described that most of the dates she did ‘He (Grundy) was in the back room and he basically heard everything that was going on.’”

T-girl told detectives she made a methamphetamine drop for Grundy and said Grundy had another 14-year-old girl working as a pros-titute.

The document also alleged Grundy had sexual relations with a 15-year-old girl begin-ning in the spring of 2014 and lasting until about July.

Grundy allegedly gave the girl methamphetamine and told her he would teach her how to sell.

“Grundy told her that he would teach her how to weigh meth and said if he could trust her, then she could make runs for him,” the document stated.

The detectives recount numerous beating of the 15-year-old girl by Grundy, including a “whipping” with a TV electric cord when she refused a sexual demand from him.

“After the assault (the 15-year-old girl) said she went to a Rite Aid store asking for “big band aids.” She was told they didn’t’ have any and she went to McDonald’s, which could not provide any. The girl said she “cleaned up my leg,” and went to Fred Meyer. The girl said she made a “big bandage” using paper towels and smaller band aids and got dressed in the bathroom.

The girl told detectives she was pregnant and was afraid of Grundy.

December 6Trespassing: Officers responded to an apart-ment complex under con-struction for trespassing and malicious mischief. The reporting party told officers there was dam-age to the chain link fence around the pool and a sweatshirt was found lay-ing on the ground. This report has been written for informational purposes. No further action has been taken.

Unknown Person: Officers responded to the report of an unknown female and child inside the reporting party’s residence. She told officers the two had been on her property several times over the past few days. Walking through the residence, officers noticed mounds of garbage and

items throughout along with about 10 cats. There was no sign of any other people in the residence. This report was for infor-mational purposes only, no further action was taken.

December 5Break In: Officers responded to the report of a residential burglary where two TVs and other items had been taken. The reporting party told offi-cers he went to a court appearance and was released a few days later. It appeared the suspect had entered the house through a sliding glass door. There was no further action taken at the time of the report.

December 4Domestic Dispute: Officers responded to a parking lot to the report of a verbal argument between a husband and wife. Once officers arrived and spoke with the husband, he told officers it was his “wife’s time of the month” and she needed medical atten-tion. Then he told officers she left on foot but prior to she had hit him. He told officers two different

stories about where his wife had hit him. Officers observed no signs of inju-ry. The wife returned and told officers the two only had a verbal argument. No further action was taken.

December 3Vandalism: Officers responded to Mt. View Middle School to the report of graffiti found on Dec. 1. There were several locations including the main entrance, near the gym and near the cafete-ria. The graffiti was draw-ings of obscene images and words. Prior to the officers arriving two days after the images had been found, the school district had cleaned up the graf-fiti. Officers spoke with two suspects but due to the lack of evidence they were unable to press any charges. At the time of the report, there was no fur-ther action taken.

Warrant: On a routine patrol and random record check, officers learned the registered owner of a vehicle parked in a gro-cery store parking lot had an arrest warrant out of Bonney Lake. Once the vehicle left the parking,

officers pulled it over. Officers transported the driver to the Enumclaw jail where he was booked. There was nothing further at the time of this report.

December 2Residential Burglary: Officers responded to the report of a residential alarm going off. Officers checked the exterior of the residence and found a door had been forced open. Officers cleared the resi-dence and asked the owner

to check the house for missing property. She told officers nothing appeared to be missing. At the time of the report, there was no further action taken.

With changes with technology happening daily, it only seemed a matter of time before you could visit your doctor without leaving the com-fort of your home.

In September 2013, the Franciscan Health System launched its Franciscan Virtual Urgent Care ser-vice.

The program allows anyone in Washington state to receive care 24/7 by phone or video chat.

CHI Franciscan media relations manager, Scott Thompson, said this ser-vice is important to the

growth of Franciscan’s healthcare services.

“The health care industry is changing – patients expect greater control over how they access their health care,” he said. “I believe that Virtual Urgent Care is going to set the standard for care in the future.”

A virtual urgent care visit costs $35 per visit.

This service is not cov-ered by insurance but the cost is “often comparable to a copay for people with insurance and cheaper than an office visit for people without,” Wyatt Curtiss, public relations and social marketing for Franciscan said in an email.

Prior to launching this service last year, Franciscan had been providing virtual urgent care to employees as part of their benefits pack-age, according to CHI Franciscan Health’s web-site.

Then in July 2012, according to the website, “extended the service to provide after hour care to patients at primary care clinics.”

The feedback from employees, Thompson said, is what made Franciscan want to expand this service to the public.

Aside from users gain-ing easy access to medi-cal care from home, the

service also “lets patients decide how, when and where they access health care,” Thompson said.

Kathryn Crofts used the service three times since May. She said twice was for herself and once was for her daughter.

“I find it very conve-nient,” she said. “I have called on Memorial Day and while I was camping in August. It is just amaz-ing how simple it is.”

Virtual care also helps the physicians because it “allows us to write pre-scriptions or provide treatment without tying up other resources,” Thompson said.

Physicians, he added, can also refer patients to

see a physician for a fol-low-up if needed.

Crofts said if a phy-sician recommends you visit an urgent care loca-tion, your money paid for the virtual care is refund-ed.

“It makes for a bet-ter experience for our patients and health care professionals alike,” he said.

Crofts also said, the virtual care physicians make follow up calls after the fact to check in.

“It is just an amazing service and I highly rec-ommend Virtual Urgent Care,” she said.

On average, Thompson said, 200 patients are seen per month using vir-

tual care.And he only expects

this number to grow.Thompson estimates

that since the program launched “it has saved patients nearly $600,000 and almost 4,200 hours of their time.”

“It saved me time and money,” Crofts said. “I am surprised that every-one is not using virtual care.”

To receive virtual care, Thompson said, patients can sign up at franciscan-carenow.org, fill out con-tact information along with their symptoms. Once they have done that, he said, a doctor of nurse practitioner with contact them.

Virtual Urgent Care helps save time, money

money, Washington fire districts wouldn’t be able to pay the bills, includ-ing salaries, until revenue starts coming in April each year,” Thorson said. For the last several years, the department had around $6.5 million in its ending net cash balance, but it is estimated to drop to $5.5 million in 2015 if concessions are not made.

East Pierce has a policy to have ending net cash equal to 20 percent of the budget by the end of the year, according to fire Commissioner Dale Mitchell.

With the department’s current level of $6.5 million in ending net cash reserves, this puts the ending net cash reserves closer to 27 percent of the general fund budget, seven percent more than the department’s policy. If the ending net cash drops to $5.5 million for the 2015 budget, the percentage shrinks to 23 percent.

Westland has questioned why the department is trying to keep its ending net cash reserves at 27 percent when the department’s policy requires only 20 percent.

Thorson said, “While the policy states the district must carry over 20 percent, the amount actually needed, due to some delinquent taxes, is closer to 25 percent.”

The department is also using an addi-tional $1.2 million from its reserve fund to replace its self-contained breathing apparatuses, which Thorson said is an absolute necessity for the department’s firefighters.

In total, the department will spend $2.2 million from two reserve pools of money if the department and the union cannot agree on concessions.

Thorson said that if the department can cut that $2.2 million down “to a reasonable amount, then it is much more sustainable, especially if the economy continues to recover.”

reasons, but a common ele-ment is that such requests involve rural land being changed to something allowing higher density. And, while expanding a UGA does not mean annex-ation, it’s a start. Land can-not be annexed into a city unless it’s first in a UGA.

Here are the following requests considered last week by the Pierce County Planning Commission.

Carbonado: the small town’s proposal would have seen land designations change from Forest Lands and Rural 20 to Moderate Density Single-Family. The proposal includes 22 par-cels totaling approximately 686 acres. County staff said the city lacks the necessary infrastructure to handle growth and, further, that an expanded UGA would not help protect the city’s watershed.

Buckley: The city’s pro-posal would see land use designations changed from Agricultural Resource

Lands, Forest Lands, Park and Recreation and Rural to Moderate Density Single-Family and Neighborhood Commercial. The proposed area includes 112 parcels totaling approximately 899 acres.

The Pla nning Commission heard argu-ments from both sides: from those wanting their rural land protected from encroachment to land own-ers seeking the ability to divide their property for commercial gain.

The city had argued that it needs more land condu-cive to commercial develop-ment, if it is to show healthy growth.

Bonney LakeBonney Lake’s most con-

tentious proposal dealt with the Tahaleh community springing to life south of the city, a proposal taking in 816 parcels spread over 5,000 acres.

It was the only request garnering staff support, meaning it was the only case in which the commis-sion ran contrary to staff

opinion.Those who helped fill an

overflowing room Dec. 9 were clear in their oppo-sition to being part of an expanded Urban Growth Area.

Laura Valentine present-ed a petition signed by 210 property owners who asked that the commission reject the UGA plan.

“We don’t want to inherit Bonney Lake’s problems,” she said. “When we go through Bonney Lake, we don’t see good urban plan-ning; we don’t see planning at all.”

Scott Jones, general manager for Newland Communities, which is building homes at Tahaleh, disputed the notion that Bonney Lake could ade-quately provide services to the planned community.

He echoed the sentiments of many, who spoke of the day when Tahaleh becomes an independent, incorpo-rated city.

Jones asked, “Shouldn’t the residents of Tahaleh have the right to choose their own government?”

The seven other UGA

proposals filed by the city of Bonney Lake are as follows:

U-1 – This is identified as “city center,” sough of 96th Avenue East. It involves 31 parcels of land spread over approximately 73 acres. The land-use designation would change from Reserve 5 to Community Center.

U-2 – Involves 10 parcels totaling almost 30 acres, sit-ting north of 96th Avenue East and west of 214th Avenue. The land use des-ignation would change from Rural 10 and Agricultural Resource Lands to Moderate Density Single-Family.

U-3 – Takes in 123 parcels and almost 80 acres, all west of 234th and immediately north of Entwhistle Road.

Land use would change from Rural 10 and Reserve 5 to Moderate Density Single-Family and Community Center.

U-4 – This is in the Falling Waters/Creekside area and involves 466 par-cels over 840 acres. Land use is changed from Reserve 5, Rural 10 and Agricultural Resource Lands to Moderate Density Single-Family.

U-5 – In the Fennel Creek corridor, the propos-al takes in 62 parcels and 330 acres. Land use would change from Reserve 5 and Agricultural Resource Lands to Moderate Density Single-Family.

U-6 – The largest of the city proposals in terms of

parcels with 2,080, this totals 587 acres in the Prairie Ridge vicinity. Land use would change from Reserve 5 to Community Center and Moderate Density Single-Family.

U-8 – A complex area west of Lake Tapps, this would expand the city’s Urban Growth Area by 2,457 acres and the city’s Urban Service Area by approximately 2,772 acres. Land use designations would change from Reserve 5 (20 acres), rural 10 (2,437 acres) and Neighborhood Center (three acres) to Moderate Density Single-Family. Approximately 311 acres would remain as Moderate Density Single-Family.

Plateau Outreach Ministries began over 15 years ago when an elderly woman left a gift in her will to the churches of the Plateau Ministerial Association so they could care for others the way she had been cared for. She had no family or support structure in place, so in her time of need it was the churches & POM founders that made sure she was OK.

POM continues to be inspired by our founding story and serving the seniors in our community is still a core of our ministry. If you have the chance to view the short video on our website www.plateauoutreach.org, you will meet Betty. Betty shares her story of waiting for the neighbors to throw food out to the chickens or tuna to the cats and she would beg for it. This was before POM. She also shares her gratitude, “…now I come to the ministry here…and I don’t have to starve.” Betty has become family. We walk alongside her to be sure she is visiting the food bank for what she needs. We make certain she signs up for federal energy assistance as the winter comes. We always ask if she has a good warm coat, hat and gloves for winter and if her health is OK. I chuckle at the day Betty sat down and watched the video herself. She laughed as we told her she was a star and then she had to watch it again!

This time of year, as winter approaches, we see many of our community’s seniors who live on � xed incomes. They face more dif� culties � nancially in the winter because of the cold and their increased heating bills. We are fortunate to have the federal energy assistance program at POM once a month. In November, they served 90 families and seniors with their

heating needs. They will continue to come once each month through April. This program makes a huge difference to our low income seniors.

We become pretty attached to the seniors we serve. For Charlie (identity protected), we watched him aging in his own home. He did well for a long time, but he didn’t have family to visit and monitor how he was doing. He would check in with us and we could see things becoming more dif� cult for him living alone. We saw his health declining. He � nally told us that he worried that if he fell or became sick, no one would know. He became anxious that he might end up alone in his house for weeks before anyone knew anything was wrong. Charlie was also very independent and leaving his home was a dif� cult conversation.

Because we had built a relationship with Charlie, we were able to talk through the bene� ts of moving into an assisted living apartment. There were many conversations to assure him of his independence. We talked through the transition and little things like how great it would be to have meals available every day and other people to share them with. We celebrated with Charlie when he did move into an assisted living apartment. Today we know Charlie is much healthier and happier, in a safe place with people around to check in on him and a place where he can keep his independence.

Our community is fortunate to have a growing senior population. We appreciate all the support we receive in caring for our seniors who have most de� nitely become like family to us. Our founding donor would be proud of where we are today in helping the seniors of our community.

The Panthers are in sev-enth place in the South Puget Sound League 3A after two meets.

Bonney Lake is 0-2 in con-ference play and overall.

The Panthers lost its first meet 134-48 to the Enumclaw Hornets.

And Bonney Lake lost 121-61 to the Peninsula Seahawks Thursday.

“Our Panther swimmers had a good meet against a very tough Peninsula team,” coach Jay Paulson said. “Although we didn’t win, our athletes swam with a com-petitive attitude and we had some great successes.”

The 200 free relay made up of Ryan Engledow, Skylar Livingston, Garrett Feroy and Dawson Swanbeck placed first with a district qualifying time.

This holiday season, stu-dents at Lake Tapps Middle School have collected more than 100 gift boxes for local teenage students for their Teen Shoebox Project.

The Shoebox Project gives local teens, between the ages of 12 and 18 years of age, the opportunity to receive a small shoebox of gifts for the holiday season. Each box contains between $20 and $30 worth of gifts.

“I could not be more proud to be associated with

these fine young people,” said Effie Dattilo, president of the North Tapps Middle School Parent Teacher Student Association. “These students show compassion and gener-osity beyond what our world expects from middle school students.”

The shoeboxes, which were wrapped by student volunteers at the Bonney Lake Police Department Sunday, were received by the city’s Giving Tree pro-gram to be dispersed to the families in need.

One North Tapps stu-

dent, Lauren Churchill, gifted 20 shoeboxes and dipped into her own sav-ings to pay for them.

“I really wanted to help the kids,” Lauren said. “I didn’t want to do just a few.”

As well as a few fun items, Lauren put essen-tials into the shoeboxes, including toothpaste, deodorant and school sup-plies.

Barbara Wigton, who organizes Giving Tree, said the program gifted pres-ents to more than 800 chil-dren last year.

White River–Lake Tapps

Cascade Water Alliance announces that its major rehabilitation activities along the entire White River–Lake Tapps project to update, improve, and enhance the system are underway and ahead of schedule.

Cascade appreciates the patience and understanding of the community during this time. With the progress Cascade is making it appears that the lake may be refilled on a fairly normal schedule this spring.

Overall, this effort will result in a healthier lake that can be operated more efficiently and safely, and can be refilled with more reliability each spring. Normal refill is between 541.5 and 543 feet. With these improvements Lake Tapps will have stable recreational levels for the next 30 years.

Cascade purchased the century-old 48,258 acre feet Lake Tapps from Puget Sound Energy five years ago for use as an eventual municipal water supply. During that time, Cascade has made significant improvements to enhance reliability and safety.

This summer, Cascade began an overhaul of the entire system, eventually bringing the lake down to elevation 500 feet above sea level to perform critical tasks including:

• Sediment removal from the flowline;

• Replace and refurbish the headgates;

• Replace the last remaining sections of the timber flume (2,300 feet) with a concrete flume;

• Dike 3 seismic improvements and stopping seepage;

• Inspect and repair the tunnel intake/tunnel/forebay/penstocks; and

• Inspect and repair the powerhouse relief valves.

An assessment is being done of the lower conveyance system that brings water from the lake to the powerhouse below on East Valley Highway and back into the White River. Once that assessment is complete, necessary improvements can be made. The lake then will be refilled in time for summer recreation.

The White River–Lake Tapps improvement projects are underway, and the lake has reached historic low levels to allow Cascade to inspect, assess, and fix all conveyances and systems.

The lake bed is visible and in many instances accessible. Cascade owns the lake bed and, while the public is allowed to recreate on the waters of Lake Tapps, the public is not allowed on the lake bed for any reason.

Anyone on the lake bed is trespassing. Access to the lake bed on foot, with all-terrain and other vehicles is strictly prohibited. Pierce County Sheriff and Bonney Lake Police officers will be patrolling to enforce against trespassing occurrences.

The lake bed may have areas of instability, stumps and other protrusions, and soft areas where individuals and vehicles might be injured or become stuck. Parents should advise their children to stay out of the lake bed.

Where are you finding meaning in Christmas this year?

On our first Christmas, Tricia and I had just moved to the little college town of Newberg, Ore., and money was in short supply. Although I knew we could certainly survive without a Christmas tree, the vacan-cy in our living room was etching a corresponding hollowness into my sense of the season and in my sense of how things ought to be for us. So I prayed that we might somehow be able to afford one.

I think it was three days later that I was walk-ing home from I-don’t-remember-where and there it was: a Christmas tree of appropriate size, just dumped in the field near the street, tinsel strands still on it, no explanation, clearly abandoned. I paused to survey the scene. Then I stood it up, walked around it and after I was satis-fied that it approximated the answer to my prayer, shouldered it and walked the rest of the way home. In lieu of decorations, our first tree ended up wearing scarf, hat, mittens, plus a few stuffed animals nestled in its branches. The whole effect carried meaning for me.

Some of you are nodding your heads at this point, affirming that the mean-ing of Christmas is to be found in simple things, rather than the commer-cialization of Christmas; romanticizing about the kind of blessings money can’t buy, getting your Christmas glow on and affectionately visualizing Charlie Brown’s Christmas tree. I salute you. I must also interrupt the glow to warn you: that’s not actu-ally where I’m going with all this.

That evening, as I explained to Tricia the magic of God’s faithfulness in terms of a dead ever-green in our apartment, I was dismayed to find that her thoughts were moving in a different direction. She was unsure as to why I would drag something that had been abandoned in a field into our home. She wondered if it might carry disease, bugs or some other unpleasant surprise. And I think she hesitated somewhat at the idea of showcasing someone else’s garbage in our living room. She was not excited, but

she was loving. The tree stayed.

Looking back, I get it now. Both of our perspectives made perfect sense. And for me, it’s no longer the tree that is meaningful in this story, but the t e n d e r h e a r t e d -ness of God in providing

it and Tricia’s willingness to bypass her own perspec-

tive in order to bless me in the middle of mine... both compounded by a quarter-century of having seen more of the same.

Our affections get tied to the various traditions, events, foods and practices of Christmas and indeed, most carry a measure of meaning. Enjoy them, but keep in mind that they are

by no means universal in their meaning. This is why God began with the most universal of ingredients in providing the backdrop of an impoverished barnyard scene. This is why Jesus is spoken of with terms of universal clarity when it says, “For God so loved the world that He gave His only begotten Son that

whoever would believe in Him would not die, but have eternal life.”

Ponder the tenderheart-edness of God in sending his son. Consider Jesus’ willingness to abandon his own context in order to bless us in the middle of ours. Let the wonder and the joy begin to swell.

Applicants must have a superior understanding of typography and expert-level skills in Photoshop, Illustrator, InDesign, and Acrobat. Editorial design experience is a plus. The successful candidate will possess excellent communication and organizational skills and the ability to juggle several projects at once. Knowledge of PDF and postscript technology is bene� cial. Other talents such as illustration or photography are desirable, but not required.

Over the past few weeks, the City of Bonney Lake has:

• Reviewed the alcohol license application for the Buttered Biscuit that is opening a restaurant in Bonney Lake.

• Amended the fee schedule for leagues, groups, and individuals renting sports fields in City parks.

• Imposed an additional tax on City owned and operated utilities.

• Obtained a small grant from Pierce County for two (2) additional historical markers, one to be place on Connell’s Prairie, and the other at Victor Falls Park.

• Updated the zoning map of the City

• Adopted the biennial budget for 2015-2016.

• Clarified the meaning of Lewd Conduct in the City’s criminal code.

• Re-designated the Courier-Herald as the City’s official paper of record (for legal notices).

• Authorized a fleet maintenance agreement with Korum Ford.

• Renewed the Interlocal Agreement With Pierce County For Emergency Management Services.

Mayor Neil Johnson and several appointed City staff served as facilitators at the recent BLHS

Youth Forum. Students participating the Forum describe what they like about Bonney Lake, what concerns they have about the community, and then brain storm things they can do to make a positive difference in addressing community concerns. At the

recent BLHS Forum, students praised Bonney Lake for being a safe, clean, friendly community with a lot of natural beauty, including the local lakes. A sample of the student concerns included a relative lack of youth activities, particularly winter indoor events, an interest in more upscale retail shops, and more parks and recreational opportunities.

On Tuesday December 9th the Bonney Lake City Council adopted the 2015-2016 Biennial Budget for the City. While the operating budget is again very tight, the City was able to retain current service levels. Key

The new Bonney Lake Arts Commission sponsored the first annual Gingerbread House Contest in conjunction

with the annual Tree Lighting Ceremony on December 6th. Prizes were donated by the Bonney Lake Kiwanis Club. The Commission received 32 submissions, which were judged according to overall appearance, originality and creativity, difficulty, and precision. Compared to many state and local governments, Bonney Lake is in relatively good financial health.

The City has a “Rainy Day Fund” (Contingency Fund 126), which currently has a balance of approximately $1,145,500. This is in addition to any positive balances in the respective City funds. The future does not look rosy, however.

We anticipate Bonney Lake’s economy to continue to rebound but do not foresee a return to pre-Great Recession levels. While the general City sales tax collections remain consistent due to the increase in new businesses, sales tax growth has slowed significantly. In the General Fund, the “Big Five” revenue sources are, in order of dollar amount: Sales taxes, Property taxes, Building Permits, Utility taxes, and Fines and Forfeitures.

While general City sales tax collections from retail sales and food establishments remain flat, sales tax collections

were helped this year in large part to the increase in construction sales tax from the Renwood development and other building projects. Given anticipated and known commercial retail projects in Midtown and Eastown, we anticipate modest growth in sales tax collections, assuming the Puget Sound region continues to experience a modest rebound in the economy.

By state law, property tax is currently capped at a 1% increase plus the value of any annexations and new construction.

Years 2006 and 2007 say record ($1.7 million) revenues for licenses and building permit related revenue. When the recession hit, 2008 license and permit revenue dropped to $687,000, and in 2009 it further dropped to $376,000. 2014 was a much better year (

We anticipate a downturn in 2015 (35% over 2014), and

then a slight (15% increase over 2014) in 2016. It requires 39% of all general fund revenues to operate the police department. In fact, all of the property taxes collected in the entire city only covers 38% of the police department budget. That is one reason it is critical to maintain and enhance the sales tax base of the City.

There are no new employee positions included in the 2015-2016 biennial budget. 2015 City staffing is one position less than it was in 2009, even though the City has grown by another 2,000 residents.

The City has continued making considerable community progress during this past biennium despite a challenging economy. Mayor Johnson, the city council, and City staff are to be commended, and are conscientious in using scarce resources to provide essential services and improve the quality of community life we enjoy here in Bonney Lake.
