Achievements

The ProjectThe First Biometric Electoral Register carried out by the National Electoral Court of Bolivia was a massive project tasked with the registration and identification of some 3.5 million citizens throughout the country and 211,092 nationals residing abroad in the record time of 75 days, using 3,000 registration stations.

Bolivia’s Biometric Register came up as an electoral initiative with the purpose of cleansing and updating the nation’s voter database efficiently and transparently, as well as incorporating the vote of Bolivian nationals residing abroad.

Every Bolivian citizen over the age of 18 was required to go a registration center to log his personal information into the new system. The voters submitted their biographic data (first and last names, address, education level, etc.) as well as biometric data (fingerprints, photograph and digitized signature).

TechnologySmartmatic ‘s solution was selected by the multinational NEC to capture the biometric and biographic information and other personal documents of over 5 million Bolivian voters, which was compiled in a database of over 1.5 TB in size. As long as privacy and security were critical concerns, symmetric encryption algorithms were applied to the information captured at the stations. All information packets were then digitally signed prior to being transmitted. At the data centers, the digitally-signed data were then validated, not only at the syntactical and semantical levels, but also at the technological level by verifying their origin through digital signatures in the information packets sent by the stations. The level of security of this solution is comparable with the one used in banking systems, with security features such as AES 256 encryption, an independent Certification Authority, SSL tunnels, redundant configurations, and the possibility of secure transmissions via Internet.
