Additions
The scope of regulation now includes:
– Pressure Vessels …for flammable liquids
and gases over 300F
– Low Pressure Boilers ... down to 150 KW
(507,000 Btu/hr)
New Exemptions …..
Boiler systems in a residential building that has 12 units or less
Small pressure vessels (separators / autoclaves / air tanks / steam kettles / sterilizers) that have a capacity of 1.5 cu. ft. or less
Piping Exemptions
Steam:
< 15 psi welded
< 150 psi < 2”threaded (when it meets an acceptable standard)
Direct steam tracing
Piping Exemptions
Water / Similar:
< 160 psi < 250 F
< 150 psi < 2” threaded (when it meets an acceptable standard)
Piping Exemptions
Air:
< 200 psi
Breathing air systems covered under modular construction with Certification marking from a recognized organization
Piping Exemptions
Misc:
Pneumatic or hydraulic tubing for instrumentation
Fuel delivery under the Fuel Safety Regulations
Fire suppression under the Fire Safety Regulations
Medical and inert gas systems

Contractor Licensing
Owners and mechanical contractors are required to be licensed if they work on regulated products
A license is issued based on a registered and implemented Quality Control program
Permits are required prior to performing work on a regulated product
Quality Program Requirements
Some main points of a program;
– Programs elements that are applicable.. ie
materials, welding, purchasing, code
compliance
– Owner- User provincial or NB
– Routine repairs … owner / contractor
– Inspectors role

The basics
New welders after April 1st must meet the minimum education and experience prior to an initial plate test.
Plate tests are required prior to pipe testing*
It is now called a license
*Previous qualifications are honored
Two classes of welders
1. Pressure welder (plate) license … initial qualifications for a NSID
– Previous qualification from a recognized certification organization or authority having jurisdiction OR
– Holds a journey person status in welding or a red seal OR
– Has successfully completed a recognized welding diploma program OR
– Has completed at least 1 year of practical experience in welding
Two classes of welders
2. Pressure welder (pipe) license … initial qualifications
– Have successfully completed a preliminary welder proficiency test by a BPE inspector AND
– Previous qualification from a recognized certification organization or authority having jurisdiction OR
– Holds a journey person status in welding or a red seal OR
– Has successfully completed a pressure pipe welding course recognized by a recognized certification organization OR
– Has completed at least 2 years of practical experience in welding
Special Note...
REMEMBER THAT AN NSID will be required to permit performance testing of an individual
Example1: Owner doing Maintenance
...wants to do their own routine maintenance on piping / valves / fittings etc

Routine repairs listed and agreed upon in manual
Must maintain records and qualifications
Will be audited by department (no permit)
Example 2: Contractor doing repairs
.... Pressure part leaks / replacement in-kind
QC registered manual detailing scope
Welding procedures / tested welders
Only routine repairs listed and agreed upon in manual along with reporting notification to inspector ...No Permit required

Will be audited by department
Example 3: Contractor upgrades / alterations

Permits
For work that notification is not exempted through QC system
1. Notify your area inspector as before
2. Visit Service Nova Scotia’s website, print off copy of application and fax to Halifax office.
3. Will require notification / permit on site
