BACKGROUND: In 2012, the basketball court at Lantern Bay Park was removed due to substantial surface damage that made the court unusable. The removal of the basketball court allowed the City to expand the parking lot to accommodate the growing need for parking spaces. At the time, it was believed that the basketball court would simply be relocated to another area of the park. However, based on feedback from residents and after much discussion of what outdoor recreational opportunity would best be served by the park, staff is recommending the installation of three bocce ball courts. According to Campo di Bocce, bocce ball is the fastest growing ball sport in the world and the second most played ball sport behind soccer. There is evidence that the ancient Egyptians were playing a primitive form of bocce ball as far back as 5200 B.C. Bocce ball court sizes vary in length and width. Staff is proposing to construct three courts that would be 13’ x 91’ in accordance with standards set by the United States Bocce Federation. Staff has reviewed a variety of locations throughout the park to determine the best site for the courts. After careful consideration, an area of grass close to the Golden Lantern side of the park in between the Marriott hotel and the stairs leading down to the harbor was selected, and would have a minimal impact upon City events. The City also reached out to hotel management to make sure they didn’t have any issues or concerns with the location, and they were fine with the selection. Some trees will have to be removed in order to accommodate the layout of the courts. DISCUSSION: Staff met with five different contractors in hopes of receiving a number of competitive proposals. Two of the contractors decided to work together on the project (Doug Greek’s Concrete and JM Electric). Another contractor (Professional Sports Field Maintenance) stated they would provide a proposal to maintain the courts but didn’t want to construct them. One contractor (Ksons Landscaping) ended up not submitting a proposal. The fifth contractor (Athletic Field Specialists) submitted a proposal and has previous experience constructing bocce ball courts. In the end, staff received the following two proposals: Athletic Field Specialists: $86,850 JM Electric: $98,750 After reviewing the proposals and speaking with the contractors, staff is recommending awarding the project to the lowest responsible proposer, Athletic Field Specialists. In addition, staff is recommending a 15% contingency be budgeted and authorized. STRATEGIC PLAN IMPLEMENTATION: In compliance with the Strategic Plan Initiative to maintain, modernize and beautify the City’s infrastructure and neighborhoods, this effort’s goal is to create additional recreational opportunities in a park. FISCAL IMPACT: The proposed source of funding for this project is the Park Development Fund (21). The current balance in this fund, at roughly $690,000, is sufficient to cover the $86,850 proposed project costs plus a 15% contingency of $13,000, bringing the total to $99,850. Should the contingency not be needed, it will be transferred back to the Park Development Fund.
