1. MECHANICAL WORK SHALL CONFORM WITH THE 2012 VIRGINIA UNIFORM
STATEWIDE BUILDING CODE (VUSBC). ALL EQUIPMENT AND INSTALLATION
METHODS SHALL CONFORM.
2. DUCT DIMENSIONS MAY BE MODIFIED AS APPROVED BY ENGINEER.
3. SEAL AROUND AND MAKE AIRTIGHT ALL DUCTS AND PIPES PENETRATING

VALVES OR UNLESS NOTED OTHERWISE.
6. CORRECT SETTING ON BALANCING FITTINGS SHALL BE PERMANENTLY
MARKED.
7. PROVIDE MANUAL AIR VENTS AT HIGH POINTS OF HYDRONIC SYSTEMS.
8. PROVIDE 1/2" DRAIN VALVES AND CAPPED CONNECTIONS AT LOW POINTS IN
PIPING SYSTEMS FOR DRAINING.
9. EXAMINE MANUFACTURER'S LITERATURE TO DETERMINE RECOMMENDED
CLEARANCES, THESE CLEARANCES SHALL BE ESTABLISHED AND
MAINTAINED. THE CONTRACTOR SHALL BE RESPONSIBLE FOR

NRHA HAS AN EXISTING WEB BASED BACNET ENTERPRISE DDC CONTROL
SYSTEM IN OPERATION CONNECTED TO MULTIPLE NRHA BOILER PLANT
FACILITIES. IT IS AN AUTOMATED LOGIC (ALC) WEBCTRL SYSTEM. THE FRONT
-END WEB SERVER AND APPLICATION SOFTWARE IS LOCATED AT THE 910
BALLENTINE FACILITY. NETWORK SECURITY IS COORDINATED WITH THE
NRHA IT DEPARTMENT AND FIREWALL VPN PROTECTION FOR THE NRHA
WIDE AREA NETWORK IS MAINTAINED TO ALLOW THE STAND-ALONE REMOTE
BOILER PLANTS TO COMMUNICATE SEAMLESSLY TO THE ALC WEBCTRL
SERVER. THE ALC SYSTEM IS SERVICED MONTHLY AND OPERATIONALLY
MAINTAINED BY THERMO-TROL SYSTEMS OF VIRGINIA BEACH.
THE CONTRACTOR WILL BE RESPONSIBLE FOR INCLUDING IN THEIR PRICE
THE SERVICES OF THERMO-TROL SYSTEMS TO PERFORM THE CONTROL
PORTION OF THE SCOPE OF WORK. ADDITIONALLY IT IS THE RESPONSIBILITY
OF THE CONTRACTOR TO COORDINATE THE DEMOLITION OF CONTROLS AND
INSTALLATION OF CONTROLS WITH THERMO-TROL SYSTEMS TO ENSURE
THAT THE EQUIPMENT CONTROLS REMAIN OPERATIONAL DURING THE
RENOVATION AND DOWNTIME IS MINIMIZED. WORK SHALL NOT AFFECT THE
OPERATION OF THE OTHER EQUIPMENT MONITORED AND CONTROLLED BY
THE AUTOMATED LOGIC WEBCTRL SYSTEM.

1. SINGLE WATER COOLED CHILLER (TYPICAL OF 1)
CHILLER - RUN CONDITIONS:
THE CHILLER SHALL BE ENABLED TO RUN WHENEVER:
• A DEFINABLE NUMBER OF CHILLED WATER COILS NEED COOLING
• AND THE OUTSIDE AIR TEMPERATURE IS GREATER THAN 54°F (ADJ.).
TO PREVENT SHORT CYCLING, THE CHILLER SHALL RUN FOR AND BE OFF FOR
MINIMUM ADJUSTABLE TIMES (BOTH USER DEFINABLE), UNLESS SHUTDOWN ON
SAFETIES OR OUTSIDE AIR CONDITIONS.
THE CHILLER SHALL RUN SUBJECT TO ITS OWN INTERNAL SAFETIES AND
CONTROLS.
EMERGENCY SHUTDOWN:
THE CHILLER SHALL SHUT DOWN AND AN ALARM GENERATED UPON RECEIVING
AN EMERGENCY SHUTDOWN SIGNAL STATUS.
REFRIGERANT DETECTION:
THE CHILLER SHALL SHUT DOWN AND AN ALARM GENERATED UPON RECEIVING
A REFRIGERANT LEAK DETECTION STATUS.T HE EXISTING PURGE FAN SHALL
ENGAGE UPON DETECTION OF REFRIGERANT AT LOW SPEED. UPON INCREASE
IN REFRIGERANT DETECTED THE PURGE FAN SHALL OPERATE AT HIGH SPEED.
CHILLED WATER ISOLATION VALVE:
THE CHILLED WATER ISOLATION VALVE SHALL OPEN ANYTIME THE CHILLER IS
CALLED TO RUN. THE CHILLED WATER ISOLATION VALVE SHALL ALSO OPEN
WHENEVER THE CHILLED WATER PUMP RUNS FOR FREEZE PROTECTION.
THE CHILLED WATER ISOLATION VALVE SHALL OPEN PRIOR TO THE
CHILLER BEING ENABLED AND SHALL CLOSE ONLY AFTER THE CHILLER IS
DISABLED. THE CHILLED WATER ISOLATION VALVE SHALL THEREFORE HAVE:
• A USER ADJUSTABLE DELAY ON START.
• AND A USER ADJUSTABLE DELAY ON STOP.
THE DELAY TIMES SHALL BE SET APPROPRIATELY TO ALLOW FOR ORDERLY
CHILLED WATER SYSTEM START-UP, SHUTDOWN AND SEQUENCING.
ALARMS SHALL BE PROVIDED AS FOLLOWS:
• CHILLED WATER ISOLATION VALVE FAILURE: VALVE COMMANDED OPEN
BUT THE STATUS INDICATES CLOSED.
• CHILLED WATER ISOLATION VALVE OPEN IN HAND: VALVE COMMANDED
CLOSED BUT THE STATUS INDICATES OPEN.
• CHILLED WATER ISOLATION VALVE RUNTIME EXCEEDED: VALVE STATUS
RUNTIME EXCEEDS A USER-DEFINABLE LIMIT.
CHILLED WATER PUMP:
THE CHILLED WATER PUMP SHALL RUN ANYTIME THE CHILLER IS CALLED TO
RUN. THE CHILLED WATER PUMP SHALL ALSO RUN FOR FREEZE PROTECTION
WHENEVER THE OUTSIDE AIR TEMPERATURE IS LESS THAN A USER
DEFINABLE SETPOINT (ADJ.).
THE CHILLED WATER PUMP SHALL START PRIOR TO THE CHILLER BEING
ENABLED AND SHALL STOP ONLY AFTER THE CHILLER IS DISABLED. THE
CHILLED WATER PUMP SHALL THEREFORE HAVE:

CONTROLLER SHALL MODULATE THE CHILLED WATER BYPASS VALVE OPEN TO
MAINTAIN THE MINIMUM CHILLED WATER FLOW SETPOINT.
ALARMS SHALL BE PROVIDED AS FOLLOWS:
• LOW CHILLED WATER FLOW: IF THE CHILLED WATER FLOW IS 25% LESS
THAN SETPOINT.
CONDENSER WATER PUMP:
THE CONDENSER WATER PUMP SHALL RUN ANYTIME THE CHILLER IS CALLED TO
RUN.
THE CONDENSER WATER PUMP SHALL START PRIOR TO THE CHILLER BEING
ENABLED AND SHALL STOP ONLY AFTER THE CHILLER IS DISABLED. THE

EXISTING CONDITIONS OF ALL AFFECTED CIRCUITRY AND EQUIPMENT. THE

AND TYPES OF EXISTING CONDUCTORS AND CONDUITS THAT ARE BEING
EXTENDED AS PART OF THE CONTRACT.
3. ALL WORK IN THE BUILDING SHALL BE SCHEDULED AT TIMES THAT ARE
CONVENIENT AND ACCEPTABLE TO THE OWNER. ENTIRE FACILITY SHALL
REMAIN OPERATIONAL DURING THE ENTIRE CONSTRUCTION PERIOD. ALL
REQUIRED POWER OUTAGES SHALL BE PLANNED AHEAD OF TIME SO THAT
THE DURATION OF EACH OUTAGE IS MINIMIZED. PROVIDE ALL NEW
CONSTRUCTION TO THE FULLEST EXTENT POSSIBLE PRIOR TO ANY GIVEN

CONDUIT PENETRATIONS. PROVIDE PROPERLY RATED FIRE SEALS FOR ALL

BACK TO THEIR ORIGIN AT THE ASSOCIATED PANELBOARD UNLESS OTHERWISE
NOTED.
3. REMOVE ALL CONDUIT, WIRE, BOXES AND FASTENING DEVICES AS REQUIRED
TO AVOID ANY INTERFERENCE WITH NEW INSTALLATION. CONDUITS MAY BE
ABANDONED IN FLOOR AND WALLS ONLY. ELECTRICAL CONTRACTOR SHALL
REMOVE ALL WIRING FROM ABANDONED CONDUITS, DISCONNECT FROM ALL
POWER SOURCES AND PROVIDE STAINLESS STEEL BLANK PLATES ON ALL
ABANDONED OUTLETS. CUT OFF ABANDONED CONDUITS 1" BELOW FINISHED
FLOOR AND GROUT FLUSH. ABANDONED CONDUIT SHALL BE CAPPED AT BOTH
ENDS.
4. ELECTRICAL CONTRACTOR SHALL RECONNECT ANY EQUIPMENT BEING
DISTURBED BY THE RENOVATION YET REQUIRED FOR CONTINUED SERVICE TO
SAME PANEL.
5. ELECTRICAL CONTRACTOR SHALL RING OUT ALL CIRCUITS IN EXISTING PANELS
AFFECTED BY THIS ALTERATION. NEW, TYPED PANELBOARD SCHEDULES SHALL
BE PROVIDED FOR ALL PANELS AFFECTED BY THIS ALTERATION.
6. REMOVE ALL EXISTING DEVICES AS INDICATED AND/OR REQUIRED TO CLEAR
AREA FOR NEW INSTALLATION.
7. COORDINATE WORK SCHEDULE IN EXISTING BUILDING WITH OWNER'S
REPRESENTATIVE.
8. ANY ELECTRICAL OUTAGES REQUIRED BY THE WORK SHALL BE COORDINATED
WITH OWNER'S REPRESENTATIVE AND CONFIRMED IN WRITING. ANY OUTAGE
SHALL NOT BE SCHEDULED DURING NORMAL BUSINESS HOURS AND ALL COSTS
FOR OVERTIME SHALL BE INCLUDED IN THE BID.
9. ANY DAMAGE DONE TO THE EXISTING BUILDING BY THE CONTRACTOR SHALL BE
REPAIRED BY THE CONTRACTOR TO THE SATISFACTION OF THE OWNER AT NO
ADDITIONAL CHARGE.
10. ALL BREAKERS AND THEIR ASSOCIATED HARDWARE NOT BEING REUSED SHALL
BE CAREFULLY REMOVED AND TURNED OVER TO THE OWNER IN THE SAME
