A s the project’s title was designated as “DSS for RECRUITMENT PROCESS”, it has been

prepared for the “MIS 463 Decision Support Systems for Business” course, instructed by

Associate Professor “Aslı SENCER ERDEM”. The paper mainly covers the project overview,

EXECUTIVE SUMMARY

Increasing competition in global markets urges organizations to put more emphasis on personnel selection process. Hiring the right employee is a prerequisite for a successful business. Since the results of an erroneous choice are quite costly and time consuming, a less percentage of erroneous courses of action are needed. To be more specific, an inappropriate person employed means first of all, a waste of time, slow business flows (because of lack in the overall business process) and unnecessary use of resources. This project has been created with the purpose of understanding the significance of the need of a reliable decision support system in the recruitment process for a company. What this project intends to attain is basically a flexibly programmed system that, given the candidate information, can come up with the best candidate choice for a vacancy in a company. The main focus of the project is on the competitive qualities of the employee candidates. The Analytic Hierarchy Process (AHP) would seem to be an effective tool to use in this decision process. The overall decision process is complex and involves consideration of both objective and subjective factors. When choosing an employee for the particular position, a large number of criteria is determined and evaluated by interviewer. The ultimate decision will be reached through the comparison of a number of sub-criteria. AHP would seem to be a useful means to deal with this complexity, force determination of factor weights and evaluations, and provide empirical basis for a sound conclusion.

I. INTRODUCTION

I.1 The Decision Environment

This project has been created with the purpose of understanding the significance of the need of a reliable decision support system in the recruitment process for a company.

What this project intends to attain is basically a flexibly programmed system that, given the candidate information, can come up with the best candidate choice for a vacancy in a company. The main focus of the project is on the competitive qualities of the employee candidates.

The decision environment consists of what a basic interview necessitates. The interviewer is the major decision maker in that she is to choose the right candidate for the vacancy. Decision period depends mainly on the corporate needs. The immediacy of the need of an employee, the time needed to fulfill the procedural requirements of the recruitment process together with the time that the interviews take (this may change depending on the number of the candidates.) are the major factors that shape the decision period.

The decision environment can be a complex one in that the number of the candidates may be high which would render the process a bit cumbersome.

The urgency of the vacancy

A possible high number of candidates

Time constraints resulting from the procedural activities.

Why a DSS for the recruitment process?

Given the conventional technique of interviewing for a vacancy in a company, the need of a more systematic approach is obvious. There are some criteria to be met while the decision is made. The recruitment decision should be based on:

A consistent set of satisfaction of the requirements

A clear and objective decision making environment

A well defined and documented list of the requirements expected to be met by the candidates.

These factors can also be met by the conventional technique while with the use of a computerized decision support system, the results are sure to be more effective and much less biased. The use of the conventional interview technique together with the DSS can also be a fruitful option. The need of such a system can also minimize the erroneous choices for the employee selection. I.2 Mission of Project

Selection of the best candidate for the vacancy in the workplace is the mission of the project. The aim of the project is to give the best option amongst the others.

I.3 Scope of Project

The project will cover the personal and professional abilities of the candidates. These abilities will include language, educational background, knowledge, experience, computer abilities on one side; personal strength, social abilities and responsibility on the other side. The project is not supposed to cover the personal achievements of the candidates.

I.4 Methodology

Employee selection is the process of choosing individuals who match the qualifications required to perform a defined job in the best way.  Increasing competition in global markets urges organizations to put more emphasis on personnel selection process. Hiring the right employee is a prerequisite for a successful business. One of the most difficult problems facing academic, business and government institutions is that of evaluating job and/or promotion candidates. They need to utilize the techniques of an effective employment process for recognizing the most suitable person for a particular job profile. Namely, companies need to have a systematic employment procedure in place to make sure that the best is hired amongst the crowd. People from diverse careers try their hands in multiple jobs; it is the responsibility of an employer to select the most suitable one for his enterprise. According to Karsak’s study (Karsak, 2010), organizations differ with respect to the procedures and budgets for recruiting, selecting and orienting people. Some firms make a strategic decision to choose the best candidate by utilizing rigorous and costly selection procedures, while others decide to fill positions quickly and inexpensively based only on the information stated on the application forms. Nonetheless, the growing importance attached to personnel selection process has paved the way for analytical decision making approaches. We need a methodology which an interviewer is able to rank the criteria required for specific position. The ultimate decision will be reached through the comparison of a number of sub-criteria.

II. LITERATURE SURVEYII.1 Library& Web-site Review

What is Decision Support Systems?

DSS are a model-based set of procedures for processing data and judgments to assist a manager in his/her decision (Little,1970). DSS couple the intellectual resources of individuals with the capabilities of the computer to improve the quality of decisions. It’s a computer-based support for management decision makers who deal with semi-structured problems (Keen & Scott-Morton, 1978).

There is a substantial amount of empirical evidence that human intuitive judgment and decision making can be far from optimal, and it deteriorates even further with complexity and stress. Because in many situations the quality of decisions is important, aiding the decencies of human judgment and decision making has been a major focus of science throughout history. Disciplines such as statistics, economics, and operations research developed various methods for making rational choices. More recently, these methods, often enhanced by a variety of techniques originating from information science, cognitive psychology, and artificial intelligence, have been implemented in the form of computer programs, either as stand-alone tools or as integrated computing environments for complex decision making. Such environments are often given the common name of decision support systems (DSS). The concept of DSS is extremely broad, and its definitions vary, depending on the author's point of view. To avoid exclusion of any of the existing types of DSSs, we will define them roughly as interactive computer-based systems that aid users in judgment and choice activities. Another name sometimes used as a synonym for DSS is knowledge-based systems, which refers to their attempt to formalize domain knowledge so that it is amenable to mechanized reasoning (Druzdzel & Flynn, 2002).

The Functions of DSS

As Ariav and Ginzberg suggest that the objective or purpose of DSS has long been defined as support of a decision-making process. There are, however, many ways to support decision making. Three important dimensions of support are level, decision range, and process. Alter identifies several DSS types that provide users with different levels of support, ranging from retrieving and displaying raw data to suggesting or selecting solutions. There is a hierarchical relationship among the levels of decision support with each higher level containing and adding to the previous levels. Decision range refers to the degree to which support is generalized versus particularized. DSS can provide support that is tailored to a particular problem, or even to a specific individual’s view of a particular problem. At the other extreme, DSS can provide general analytic capabilities that will support multiple decision makers in related problem contexts (Ariav & Ginzberg, 1985).

According to Beckers and Bsat, a DSS should provide support for decision making:

With an emphasis on semi-structured and unstructured decision Between several managers dealing with related parts of a larger problem By pertaining to individual and group decision During all phases of the decision-making process By relating to a variety of decision-making processes and individual cognitive styles By providing user-friendly tools (Beckers & Bsat, 2002).

Decision and Decision Modeling

A simple view of decision making is that it is a problem of choice among several alternatives. A somewhat more sophisticated view includes the process of constructing the alternatives (i.e., given a problem statement, developing a list of choice options). A complete picture includes a search for opportunities for decisions (i.e., discovering that there is a decision to be made). A manager of a company may face a choice in which the options are clear (e.g., the choice of a supplier from among all existing suppliers). She may also face a well-defined problem for which she designs creative decision options (e.g., how to market a new product so that the profits are maximized). Finally, she may work in a less reactive fashion and view decision problems as opportunities that have to be discovered by studying the operations of her company and its surrounding environment (e.g., how can she make the production process more efficient). There is much anecdotal and some empirical evidence that structuring decision problems and identifying creative decision alternatives determine the ultimate quality of decisions. Decision support systems aim mainly at this broadest type of decision making, and in addition to supporting choice, they aid in modeling and analyzing systems (such as complex organizations), identifying decision opportunities, and structuring decision problems (Druzdzel & Flynn, 2002).

Figure 1 describes what probably came to be a more customarily used model of the decision-making process in a DSS environment. Here, the emphasis came to be on model development and problem analysis. Once the problem is recognized, it is defined in terms that facilitate the creation of models. Alternative solutions are created, and models are then developed to analyze the various alternatives. The choice is then made and implemented consistent with Simon’s description. Of course, no decision process is the clear-cut in an ill-structured situation. Typically, the phases overlap and blend together, with frequent looping back to earlier stags as more is learned about the problem, as solutions fail, and so forth (Shim, Warkentin, Power, Ramesh, & Christer, 2002).

Analytical Hierarchical Process

AHP is a method for ranking decision alternatives and selecting the best one when the decision maker has multiple criteria (Taylor, 2004). It answers the question, “Which one?”. With AHP, the decision maker selects the alternative that best meets his or her decision criteria developing a numerical score to rank each decision alternative based on how well each alternative meets them. In AHP, preferences between alternatives are determined by making pair wise comparisons. In a pair wise comparison, the decision maker examines two alternatives by considering one criterion and indicates a preference. These comparisons are made using a preference scale, which assigns numerical values to different levels of preference (Taha, 2003). The standard preference scale used for AHP is 1-9 scale which lies between “equal importance” to “extreme importance” where sometimes different evaluation scales can be used such as 1 to 5. In the pair wise comparison matrix, the value 9 indicates that one factor is extremely more important than the other, and the value 1/9 indicates that one factor is extremely less important than the other, and the value 1 indicates equal importance (Sarkis & Talluri, 2004). Therefore, if the importance of one factor with respect to a second is given, then the importance of the second factor with respect to the first is the reciprocal. Ratio scale and the use of verbal comparisons are used for weighting of quantifiable and non-quantifiable elements (Pohekar & Ramachandran, 2004). Since 1977, Saaty proposed that AHP as a decision aid to help solve unstructured problems in economics, social and management sciences (Saaty, 1980). AHP has been applied in a variety of contexts: from the simple everyday problem of selecting a school to the complex problems of designing alternative future outcomes of a developing country, evaluating political candidacy, allocating energy resources, and so on. It is showed that the AHP enables the decision-makers to structure a complex problem in the form of a simple hierarchy and to evaluate a large number of quantitative and qualitative factors in a systematic manner under multiple criteria environment in confliction (Cheng, Hwang, & Yang, 1999). The application of the AHP to the complex problem usually involves four major steps:

1. Break down the complex problem into a number of small constituent elements andthen structure the elements in a hierarchical form.2. Make a series of pair wise comparisons among the elements according to a ratioscale.3. Use the eigen value method to estimate the relative weights of the elements.4. Aggregate these relative weights and synthesize them for the final measurement ofgiven decision alternatives.

According to the study of Bevilacqua and Polonara, The AHP is a powerful and flexible multi-criteria decision-making tool for dealing with complex problems where both qualitative and quantitative aspects need to be considered. The AHP helps analysts to organize the critical aspects of a problem into a hierarchy rather like a family tree. The essence of the process is decomposition of a complex problem into a hierarchy with goal (criterion) at the top of the hierarchy, criteria and sub-criteria at levels and sub-levels of the hierarchy, and decision alternatives at the bottom of the hierarchy( Bevilacqua & Polonara, 2004). Elements at given hierarchy levels are compared in pairs to assess their relative preference with respect to each of the elements at the next higher level. The entries of final weight coefficients vector reflect the relative importance (value) of each alternative with respect to the goal stated at the top of the hierarchy (Pohekar & Ramachandran, 2004). A decision maker may use this vector according to his particular needs and interests. To elicit pairwise comparisons performed at a given level, a matrix A is created in turn by putting the result of pairwise comparison of element i with element j into the position aji as below.

After obtaining the weight vector, it is then multiplied with the weight coefficient of the element at a higher level (that was used as criterion for pairwise comparisons). The procedure is repeated upward for each level, until the top of the hierarchy is reached (Saaty, 1980). The overall weight coefficient, with respect to the goal for each decision alternative is then obtained. The alternative with the highest weight coefficient value should be taken as the best alternative. Saaty’s AHP, is a well known decision-making analytical tool used for modeling unstructured problems in various areas, e.g., social, economic, and management sciences (Bard & Sousk, 1990); (Triantaphyllou & Mann, 1995); (Wabalickis, 1988).

Employee Recruitment Process

Recruitment, as a human resource management function, is one of the activities that impact most critically on the performance of an organization. While it is understood and accepted that poor recruitment decisions continue to affect organizational performance and limit goal achievement. Acquiring and retaining high-quality talent is critical to an organization’s success. As the job market becomes increasingly competitive and the available skills grow more diverse, recruiters need to be more selective in their choices, since poor recruiting decisions can produce long-term negative effects, among them high training and development costs to minimize the incidence of poor performance and high turnover which, in turn, impact staff morale, the production of high quality goods and services and the retention of organizational memory. At worst, the organization can fail to achieve its objectives thereby losing its competitive edge and its share of the market (Richardson, 2005).

According to the study of Nyamupachari Vareta ( Vareta, 2002),

Meet the organizations legal and social obligations regarding the composition of its workforce.

The negative consequences of hiring wrong employee were examined by Chris Young. The costs of employee turnover can be staggering, ranging anywhere from 1/2 to 5 times an employee's annual wages dependant upon his or her position (Young, 2007).

The Hard Costs

Over one employee can cost around ½ of a low skilled hourly worker's annual wages plus benefits, while losing a member of C-Level upper management can cost 3 to 5 times his or her annual wages and benefits. Consider this: if your firm has a turnover rate of 25% (about the national average) and employs 40 employees each earning $25,000 annually, your costs of turning over 10 of these employees over the course of a year will be at least $125,000! What could you do with an additional $100,000+ in resources?

The Costs of Recruitment

Each time an employee is lost the hiring and selection cycle must start again. These costs can be significant: advertising costs to announce your job opening to the masses, cost of recruitment agencies, background checks, reference checks, drug testing, cost of overtime pay, temporary help and much more( Young, 2007).

Hiring costs

Once you’ve made a hiring decision, the costs of turnover don’t stop, but rather continue. Sign on bonuses, relocation costs, and any increases in salary level necessary to attract new talent all add up quickly. The time spent by HR managers to orientate and train the new employee can also be costly and unnecessary. These are all tangible costs that could be avoided with better employee retention. First of all consider the affects on productivity that are caused by turnover. It takes on average 8 weeks to recruit and hire a new employee. During this time production can seriously falter. A Harvard University study reports that 80% of employee turnover can be attributed to mistakes made during the hiring process. The implications of this are huge: up to 80% of your turnover can be blamed on hiring mistakes. The problem lies in the employee selection process. Simply put the wrong people are being hired for the wrong jobs. A Michigan State University indicates that traditional hiring techniques – résumé reviews, interviews, and reference checks only provide a 14% likelihood of a successful job hire. Your odds of winning a hand at Blackjack are significantly better at around 40%. If you rely only on traditional hiring practices you are truly gambling with the future success of your organization. The Michigan State University study does offer hope in regards to these horrendous odds of hiring the right employee. The effective utilization of powerful personality assessments are shown to increase the likelihood of a successful job hire to 75%. The power of these assessments is staggering and provides a powerful insight into the values, behaviors, and attributes the job candidate possesses. This information can be

II.2 Former Studies Review

The study of Baha Karaçolak and Furkan Ünal (Karaçolak & Ünal, 2005) focuses on the importance of selecting and hiring right employee through effective evaluation process to improve efficiency of the company and the employee. They define some criteria and sub criteria for the recruitment process.

We were conducted interview with Recruitment Specialist at Pepsico Beverages Canan HOTANOĞLU and HR Manager Esin AKŞEKER. According to the information we obtained, we determined the number of criteria and sub criteria.

III. DEVELOPMENT OF THE DSS

III.2. Technical Issues

As determined in the project schedule, the coding phase of the project will start at the 11th

week. The platform, tools and programming language will be used as below: Microsoft XP Professional Operating System will be used as platform by our

programmers. We are going to use SQL Server 2008 for database, Microsoft Excel 2007 for the

program and calculations, and Microsoft Word 2007 for documentation purposes. The programming language of the project will be ASP.Net.

III.3. Data Source and Flow Mechanism

We have two kinds of users. One of them is candidate and the other one is Recruitment Specialist. The specialist and the candidate have different interfaces. Both are needed to enter username and password to be authorized. After candidate logs into the system, he/she enters his/her personal, educational background information, computer skills, foreign language certificates and experience information. The candidate can edit his/her information. Recruitment specialist enters personal ability evaluations of the candidate he/she gains during interview. Recruitment Specialist can make a search by selecting criteria. Alternatives are listed. He/she selects 3-5 of the alternatives. Recruitment Specialist inputs his/her pair wise comparisons among the criteria/ sub criteria that the system provides. He/she inputs his evaluations of the 3-5 candidates he chose in terms of each of the alternatives. After all of the evaluations, optimal solution is shown to the user, ranking of the each alternative is done.

III.4.2.3 Modeling Steps

Step 1: In the first step, the user determines criteria and decides relative importance of each criterion. Pair wise matrix is made with the grades ranging from 1-9. The basic assumption is that “If attribute A is absolutely more important than attribute B and is rated at 9, then B must be absolutely less than A and is graded as 1/9”. In the below-represented table, it can be seen scale for pair wise comparisons. Additionally, the user should fill every cell and give the number between 1-9.

Step 3: The step is to calculate Consistency Ratio (CR) to measure how consistent the

judgments are. Calculation is done according to the table below derived from Saaty’s book.

Each of the numbers is the average of CI’s derived from a sample of randomly selected

reciprocal matrices of AHP method (Saaty, 1980). If CR is greater than 0.1, the judgments

are untrustworthy. In this case, comparisons should be repeated. For example, the average

random consistency degree in a 2 alternatives matrix should be 0.0.

IV. ASSESSMENT

Fist of all, we decided the methodology as Analytical Hierarchical Process, and then chose the project topic. Because of the fact that one of our team members did intern in PepsiCo Company, during the project we conducted interviews with PepsiCo Recruitment Specialist and HR Manager which was beneficial to determine our criterion together with literature review part. We made really huge effort to arrange interviews because of their intensive schedule. We did not deal with any difficulty during information gathering about recruitment process because recently recruitment issue has been on the top agenda for HR Department; and so it was so easy to find related research thesis papers or articles. After mid-report presentation, based on the recommendation for our instructor “Aslı SENCER ERDEM” we made some changes in hierarchical tree to make it more clear, of course, by getting conformation from Ms. Canan HOTANOĞLU and Ms. Esin AKŞEKER. After collecting necessary information for our project, we started designing decision support system model based on our findings. The coding part forced us to focus on more because of limited time, but we managed it with team spirit.

Meeting Place: We have decided to meet at study hall of the north campus. Especially for the Literature Review phase, we think the location of the meetings would be helpful in accessing the resources of the Library.

Meeting Time: We arranged the time of the meetings according to the schedules of the team members which are present in an editable format in the mail group page of the team. The members can communicate through this group created specifically for this project.

Coordinator: The team has reached to a consensus on working along with an organized predetermined task allocation and project plan. The creation of the project plan has been achieved in a collaborative manner. Thus, with the presence of such a plan, the team has not assigned a specific member as the coordinator.

V. CONCLUSION

The increasingly globalized world necessitates choose the best employee for the company otherwise both sides has to overcome severe losses. This project was prepared with the aim of shed light on PepsiCo Company about effective recruitment process. We prepared a system that works automatically to find the most suitable candidate for vacancy according to AHP model. At the last step of the project, we tested the system with real data then we know that our system works as a real AHP model and shows most appropriate candidates among the others. The master plan is represented below. Although in some phases, we are behind our master plan, we came so close to it.
