alternative policies regarding performance based funding pursuant to A.R.S. 15-977,(B). Due to the implementation of the AzMERIT state assessment this year, the district will have limited longitudinal school-wide data on which to base a performance award. Therefore, the administration recommended using AIMS science as the sole assessment upon which an award is determined. The governing board approved the Performance Award Plan for school year 2015-216. Approval of Classified Wages Dr. Bartlett presented the proposed 2015-2016 Classified Wage Schedule. A horizontal step movement was recommended for all classified employees on the proposed wage schedule. The governing board approved both the schedule and step movement. Approval of Classified Notices of Appointment Dr. Bartlett presented the list of classified employees who will be returning for the 2015-2016 school year. The governing board approved the classified notices of appointment for returning exempt and non-exempt classified staff. Approval of Superintendents 2014-2015 Performance Pay In compliance with A.R.S. 15-341(A)(40), which ensures that the contract for the superintendent is structured in a manner in which up to 20% of the total annual salary is classified as performance pay, the governing board approved performance pay for Superintendent Kamerzell in the amount of $4,500. Approval of Fiscal Year 2016 Expenditure Budget Director of Finance Sandra N. Thompson reviewed the process used for the preparation of the fiscal year 2016 proposed budget. Ms. Thompson also provided an overview of the 2016 projected revenue sheets. The FY 2016 Maintenance & Operations (M&O) proposed budget reflected a slight decrease to the 100th day enrollment or ADM affecting M&O revenues. The decrease resulted in revenue changes in the areas of the K-12 and Special Program Overrides. The projected District Additional Assistance (DAA) funding for 2016 was updated with a $10K increase from the previous report. Also reviewed were changes made to the 2016 Straw Budget in areas related to the M&O base revenue, the Prop 301 shortfall funding reduction, smartschoolsplus M&O costs, and the alternate contribution rate for ASRS, property/liability insurance, pest and terminate control and supplemental services, and the insurance FY2017 prepayment amount. The governing board approved the proposed FY16 expenditure budget. A public hearing and final adoption of the budget will take place at the next regular governing board meeting on June 23, 2015.

Consideration of Revisions to the Teacher Assessment Program (TAP) (first reading) Dr. Bartlett reviewed the summary of the revisions for consideration to the TAP program. A retention survey was done in January 2015 to determine potential revisions to the TAP documents. The teacher feedback received was mainly on the Teaching for Learning Framework (TLF) rubrics. Dr. Bartlett indicated that it was necessary to revise all rubrics and forms to include Deep Learning Proficiencies to replace 21st century skills. In the Measuring Student Growth section, revisions were made on the charts that define Group A and Group B teachers. There were four TLF rubrics that have revisions:

Develop Instructional Plans Aligned to Standards

Improving Student Achievement 1: Design Student Assessments

Professional Responsibilities 1: Grow and Develop Professionally

Professional Responsibilities 2: Professional Responsibilities at the School and District Level

Changes to the TAP document will reduce paperwork involved in the evaluation process, which reduces the workload for teachers. Consideration of Draft Governing Board Pro Statement for District Additional Assistance Override (capital) (first reading) Vice President Eileen Jackson presented a draft of the proposed pro statement from the governing board for the anticipated November 3 District Additional Assistance (capital outlay) Override election. Final approval of the pro statement is scheduled for the June 23 meeting. Consideration of Draft Statement from the District for Bond Election (first reading) Ms. Jackson presented a draft of the proposed statement from the governing board explaining why it called a bond election for November 3. Final approval of the statement is scheduled for the June 23 meeting. District TAP Performance Classification Summary Report Dr. Bartlett presented the district TAP aggregate overall performance classification data collected for the 2014-2015 school year. The performance was determined using collective ratings on each of the three rubric areas; plan, teach, and increase student achievement (60%), exhibit professionalism (7%) and student achievement data (33%). Nine percent (9%) of CFSD teachers were classified highly effective; 57% effective; and 34% developing. A comparison of
