1 Stipend Review Report 12-23-2008 Background for the Review Board of Education Meeting June 24 th , 2008: Springfield Public Schools’ Director of Instructional Improvement, Dr. Kelvin Pamperien, and the Director of Athletics and Activities, Mr. Mark Fisher, presented a proposed action plan for reviewing current extracurricular work assignments, providing appropriate and competitive stipends for those assignments and to maintain these stipends at a competitive level within the region. Stipend Review Report 12-23-2008

Background for the Review Board of Education Meeting June 24th, 2008: Springfield Public Schools’ Director of Instructional Improvement, Dr. Kelvin Pamperien, and the Director of Athletics and Activities, Mr. Mark Fisher, presented a proposed action plan for reviewing current extracurricular work assignments, providing appropriate and competitive stipends for those assignments and to maintain these stipends at a competitive level within the region. Quality Indicator 3 – The CTSO program of work includes leadership skills, career competency, community service, and school service

Quality Indicator 4 – Students participate in CTSO activities (this includes attendance and participation in local, regional and district meetings and competitions)

Quality Indicator 5 – The local CTSO chapter is recognized for meeting State and/or National organization standards

Level 2: Compensation = $350.00

A sponsor has an affiliated chapter, but does not participate in regional meetings or competitions; they should receive partial (1/4 to 1/3) stipend.

During Board discussion, two additional questions arose:

What other District implemented extra-duty assignments are not being compensated? Do the current stipend positions that are being compensated align with SP5 Goal 3: Ensure

Effective and Efficient Use of Resources?

Within Goal 3, the District strives to be a regional leader in rank of salary as compared to a regional cohort group. A request was made from the Board of Education for a review of all extracurricular stipends paid by the District and a study of the alignment of those stipends with the District’s Strategic Plan (SP5). The study included a review of surrounding school districts, the extracurricular stipends paid by those districts, and the compensation process employed by those districts. Also examined were any extracurricular duties assigned by Springfield Public Schools that are currently not being compensated for, but should be considered for compensation. The Board of Education requested that a committee be created to study the issues and to develop a plan to align extracurricular stipends with SP5. Additionally, an action plan that would maintain this alignment and allow for a specified cyclical review of stipend positions would be created.

Action Plan An Executive Committee was formed; chaired by Mr. Parker McKenna, Human Resources and Benefits Manager. The Executive Committee included Dr. Kelvin Pamperien, Director of Instructional Improvement; Mr. Mark Fisher, Director of Athletics and Activities; Mr. Steve Chodes, Chief Financial Officer; Mr. Les Ford; Executive Director for Middle Schools; and Dr. Justin Herrell, Executive Director for High Schools. The Executive Committee met in August, 2008 and developed strategies to allow for maximum feedback from any teacher that may be performing extracurricular duties (compensated or not compensated). These strategies included the development of two subcommittees, one that would study activity oriented extracurricular positions and one that would study athletic oriented extracurricular activities. In addition, these strategies called for the development of a survey administered to all Springfield Public Schools staff members. This survey would help determine what extracurricular duties were being performed (compensated and non-compensated) as well as teacher

perceptions/opinions of how these duties should be compensated and the appropriate rate of compensation. During the initial meeting on September 3rd, 2008 the purposes and non-purposes of the committee were presented. The purposes of the committee were:

To review the scope and compensation level of extra duty stipends paid to the faculty and staff of Springfield Public Schools.

To make recommendations regarding extra-duty stipends to the Cabinet and Board of Education which support the District’s Strategic Plan and the ability to attract and retain high quality staff.

The non-purposes of the committee were:

To discuss any components of compensation beyond extra-duty stipends. To discuss the validity of alternative or supplemental compensation methods (e.g. career

ladder). The Activities Stipends subcommittee was co-chaired by Dr. Kelvin Pamperien and Mr. Les Ford and included representatives from each of the five high schools, middle school administrators, and representatives from both the local National Education Association (NEA) and the Missouri State Teachers Association (MSTA).

Ray Shaffer—Assistant Principal/Athletic Director, Parkview High School Ray Smith—NEA Representative Each of the subcommittees met to develop a survey for all staff members. Input from each subcommittee was taken to the Executive Committee and an initial survey was developed; this survey went back to subcommittees for refining. The finalized on-line survey was sent to all staff on September 22, 2008 with an ending date of September 29, 2008; 415 staff members completed the survey. In addition to the information gathered from the survey, a comparison was done involving nineteen area schools and Springfield Public Schools. Each of the area schools were contacted via phone and asked questions concerning the stipend positions they offered as well as the process/practices they utilize to compensate for these stipends. These nineteen schools were chosen based on their geographic location in relationship to Springfield and their affiliation with Central Ozarks Conference and the Ozark Conference. These schools were: Bolivar Joplin Ozark Springfield Branson Lebanon Reeds Spring Waynesville Camdenton Marshfield Republic Webb City Carthage Neosho Rogersville West Plains Catholic Nixa Rolla Willard

Data Utilized The data from the comparison schools was compiled into tables based on whether the stipend was an activity or an athletic stipend and collected into a resource book entitled: Springfield Public Schools Stipend Review Committee Comparative Data Sourcebook. This book has been made available for your review; however, you will find a summary of this data attached to this report. The resource book was distributed to both subcommittees. The schools were compared based on stipend amounts as well as the process for determining stipend amounts. Some schools pay with a set amount, as is the Springfield Public Schools current practice; while the majority of schools pay based on a percentage of either the base salary or of that individual’s salary. It is important to note that not all of the schools offer the same stipends. Additionally, all the information gleaned from the Springfield Public Schools staff survey was compiled and shared with both subcommittees. Staff survey results identified teacher perceptions not only on the process and amount of pay for stipends, but also current duties that were either not being compensated or not appropriately compensated. The subcommittees utilized all gathered data and created proposals that were submitted to the Executive Committee. The Executive Committee then reviewed the two proposals identifying similarities and aligning the work of both committees. A plan was developed for making market adjustments to current stipends as well as recommending that teachers be paid for some extra-curricular responsibilities that are not currently paid a stipend. Furthermore, this plan recommended aligning all stipends that are paid at the building level, so teachers are paid evenly across the District for these types of duties.

Additional Information Charts are attached that represent market adjustments to all stipends, include the addition of stipends for extra-curricular responsibilities currently performed but not paid a stipend, establish targets for stipend compensation, and present a three-tiered approach to implementing these adjustments and additions. Though it is a SP5 Performance Indicator to be a regional leader in teacher compensation, these target percentages are not always the highest in the region. In some cases a comparison district may have paid what was considered by the committee to be an exorbitant amount in order to attract a specific individual. These situations were treated as out-lying data and a focus was put on the amount being paid by most of the studied districts. Both subcommittees agreed that compensation should be based on a percentage of base salary and not on a set amount. By using a percentage, the stipend will maintain alignment and appropriate cost of living adjustments as the base-pay increases. The current amount that Springfield Public Schools pays for an existing stipend was converted into a percentage of the base salary and that position was categorized based on two identifiers:

The current grouping of stipend titles, which have been in place for several years; The target for the final recommended percentage of compensation was set at Step 4 with seven

years experience. An example of this process is as follows:

Determining Target Percentages for the Three-Tiered Plan: The Athletic Subcommittee targeted reaching regionally leading stipend compensation by Step 4. The Activities Subcommittee targeted reaching regionally leading stipend compensation by Step 5 and the two plans were then aligned by the Executive Committee. The additional steps were included to support our most veteran sponsors and coaches at years 10, 15, 20, and 25. Example Calculation: Current SPS stipend for Head Swimming at Level 4 = $4,110 divided by SPS base salary converts this to a percentage of base;

$4,110 ÷ $32,920 = 12.5%

The targeted compensation percentage is 20%. The committee recommends a three-tier implementation process. The difference between these two values (current percentage and target percentage) is obtained by subtracting the current percentage from the target percentage;

20% - 12.5% = 7.5%

Incremental increases for Tier 1, and Tier 2, were determined by adding 1/3 and 2/3 respectively of the difference between the Tier 3 goal compensation percentage and the current compensation percentage;

7.5 ÷ 3 = 2.5% Thus the incremental increases would be 2.5 % per Tier. In this example:

Tier 1 = 15.0% indicated in Pink on the attached charts Tier 2 = 17.5% indicated in Yellow on the attached charts Tier 3 = 20.0% the targeted percentage; indicated in Green on the attached charts

Note: Because the current amount of compensation varies from stipend to stipend the current percentage and incremental percentage increases would also vary.

It is important to note that the current grouping of stipend positions at Springfield Public Schools is found to be very compatible with the regional districts studied in this comparison. Also, some stipend positions that are currently paid at one flat rate would remain at a flat rate with no or with only one increase over time within this proposal. These stipends are based on specific activities that vary in expectation from site to site in the areas of student involvement, time commitment or responsibilities of the staff member; site Scholastic Reading Inventory (SRI) Coordinators and Cultural Diversity Club Coordinators are examples of these flat rate stipends. The plan developed by the Committee includes:

Implementation Plan The following stipend list and charts describe the recommended adjustments for each stipend position throughout the three tiers. Ideally these tiers would take place one per year so that the entire plan would be implemented at the end of three years. As a reminder, the charts are color coded for ease of understanding/reading:

Blue = the current percentage Springfield Public Schools pays for that stipend per step Pink = the recommended compensation percentage for Tier 1 for that stipend per step Yellow = the recommended compensation percentage for Tier 2 for that stipend per step Green = the final recommended compensation percentage for each stipend position

(See example calculations above.) In the following sections of this report, all new proposed stipends are listed; with justification, by Tier and divided by Activity Subcommittee and Athletic Subcommittee. Within the plan, charts have been created for all the individual stipends. The stipends are listed by group and the groups are indicated Group A – Group L; the new proposed stipends are delineated by an asterisk (*). All flat rate stipends are listed on a separate chart. Again; in this plan, a flat rate stipend is defined as compensation for extra-curricular duties in which there is no or only one increase in stipend amount over time. These stipends are based on specific activities that vary in expectation from site to site in the areas of student involvement, time

commitment or responsibilities of the staff member; site Scholastic Reading Inventory (SRI) Coordinators and Cultural Diversity Club Coordinators are examples of these flat rate stipends. Note: Citywide Middle School Honors Band was one stipend shared by all of the middle school band

teachers. That stipend has been removed and absorbed by the increase in the proposed Middle School Band Stipend.

Proposed Additional Stipends List by Tier: Tier1: Activities Subcommittee: Elementary School Vocal Music—these teachers are expected to hold night programs for every grade level in every school they serve (some work at two schools) and offer/maintain after school music clubs and/or select music choirs. Designated Account for Site-based Activities—teacher survey input recommended the paying of a stipend for many different clubs that are currently being offered at our schools without pay. The nature and range of these activities varied widely; they were all worthwhile, but every school does not have or need the same activities. Therefore, we propose an account with which principals can pay employees an hourly rate for sponsoring after-school activities that meet their approval. The amount would be determined on a per-pupil basis for all schools. At the high school division, building principals utilize soda-machine monies to pay for teachers to supervise lower-level (junior varsity, freshman, etc.) competitions or activities due to the volume of supervision the principal and assistant principals must cover. Also, one time needs such as research or professional development planning done by teachers when compensated is often compensated from soda-monies. With the implementation of the Wellness Plan; soda was removed from the buildings and replaced with more nutritious offerings; unfortunately revenues dropped dramatically and have not rebounded. The committees recommend a district account be established with discretionary guidelines to help buffer these costs; it would be the recommendation that this account be funded on a per pupil basis, i.e., $2.00 per student annually. Athletics Subcommittee: The following stipends have been paid by the Athletics Office with exemption pay monies. The recommendation would be that these stipends be added to the stipend tables and salary scale:

Middle School Assistant Basketball/Football Assistant Swimming Head Diving Assistant Coach Tennis (currently paid from Athletics Office as an aide) Assistant Coach Cross Country (currently paid from Athletics Office as an aide) Middle School Aides in Football and Track

Tier 2: Activities Subcommittee: Elementary Lead Teacher—every elementary school that does not have an assistant to the principal has a designated teacher who serves as lead teacher. This teacher is responsible for managing the building and handling disciplinary issues when the principal is out of the building. The lead teacher would also be expected to chair committees and perform other leadership tasks for the school. There is currently no compensation for this responsibility. Elementary School Curriculum Development Committee—these teachers serve on a district committee that writes and develops curriculum for the entire district. Their time commitment intensifies in the three years surrounding the implementation of a new curriculum adoption, which is why we propose a larger stipend during those three implementation years. High School Non-Core Department Chair—these teachers serve in a managerial capacity for the department and its teachers within their school. They are a communication liaison with curriculum and instruction, assist the building principal with implementing initiatives, and they help implement district curriculum. Also, their time commitment intensifies in the three years surrounding a new curriculum adoption. We propose adding this stipend for the departments of:

Art Business Family and Consumer Sciences Foreign Language Industrial Technology Marketing/COE Music Physical Education

Middle School Core Department Chair—these teachers serve in a managerial capacity for the department and its teachers within their school. They are a communication liaison with curriculum and instruction, assist the building principal with implementing initiatives, and they help implement district curriculum. Their time commitment intensifies in the three years surrounding a new curriculum adoption. We propose adding this stipend for the departments of:

Communication Arts Math Science Social Studies

Athletics Subcommittee: Middle School Basketball Aide—this person would assist the middle school basketball coach Middle School Volleyball Aide—this person would assist the middle school volleyball coach

Tier 3: Activities Subcommittee High School Concessions Manager—each high school currently pays employees out of building funds to manage their concession operations. It is a time-intensive job that spans several athletic seasons. These managers are the purchaser and bookkeeper for the concessions operations. We recommend paying this as a stipend position because an effective manager is essential for a profitable concession operation, and building budgets should not have the burden of paying this stipend. High School Web-Master—these employees are currently maintaining and updating school web sites for no pay. The high school web masters are recommended for a higher stipend because they have more events to update than K-8. High School Broadcast Journalism/Media—these award-winning programs are currently are currently not compensated beyond teacher pay, yet require a great deal of time outside the classroom and compete at state and national levels. We propose a stipend equal to that of traditional print journalism. K-8 Web-Master—these employees are currently maintaining and updating school web sites for no pay. K-12 Professional Development Chair—the committee proposes a small stipend for those teachers who currently volunteer to serve on the district Professional Development Committee to work with planning professional development activities and implementing new and current curriculum. High School National Honor Society—these clubs are currently sponsored at our high schools without compensation. It is an important honor for our students, and the clubs are required to meet regularly and perform school and community service. Middle School National Junior Honor Society—these clubs are currently sponsored at our middle schools for no additional compensation. Though not at the level of the high school society, it is still an important honor for our students, and the clubs meet regularly and perform school and community service. Athletics Subcommittee The Athletics Subcommittee does not have any recommendations for new stipends within Tier 3. In the following section, the above information has been condensed into an itemized listing of new stipends per Tier.

of experience. In these scenarios that individual would be frozen at their current stipend amount until the time their stipend would increase and align with the proposed plan. No individual would see a reduction in stipend amount for current and continued extra-curricular duties.

Recommendations It is the recommendation of the Stipend Review Executive Committee that the Cabinet accept the Stipend Review Report, the three-tiered approach to implementation, and the additional stipend proposals or adjustments that have been requested in each of these tiers. In addition, due to expectations established by the Department of Elementary and Secondary Education (DESE); the Committee recommends that the four CTSO stipends (FBLA, FCCLA, DECA, and TSA) be implemented into the stipend structure regardless if any other adjustments can be made. Finally, a process for implementing proposed new stipends, as those issues arise, should be developed.
