PRESENTATION OF EMPLOYEE OF THE MONTH DEBRA MILLER, COORDINATOR, COMPUTER LABS, INFORMATION TECHNOLOGY. Scott Conrad, Director, Information Technology presented Debra Miller as the July Employee of the Month. Debra was recognized for her ability to quickly adapt to changing technical environments to support staff and student needs. Debra was presented with a Recognition Plaque from the College, two season tickets to SRT, a gift certificate to the Culinary Café, and a gift certificate from colleagues.

COMPUTER LABS, INFORMATION TECHNOLOGY. Scott Conrad, Director, Information Technology presented Debra Miller as the July Employee of the Month. Debra was recognized for her ability to quickly adapt to changing technical environments to support staff and student needs. Debra was presented with a Recognition Plaque from the College, two season tickets to SRT, a gift certificate to the Culinary Café, and a gift certificate from colleagues.

4. PUBLIC HEARING ON THE MUTUAL INTENT BY THE DISTRICT AND SEIU TO OPEN FOR

NEGOTIATIONS ARTICLE 19, CLASSIFICATION/ RECLASSIFICATION An opportunity for the public to comment, per Government Code 3457, on the Mutual Intent by the Sonoma County Junior College District (District) and the Service Employees International Union (SEIU) to Open for Negotiations one Additional Article of the Contract, Article 19–Classification/ Reclassification, between the District and SEIU. –There were no public comments made.

5. PUBLIC COMMENTS An opportunity for members of the public to address the Board. At this time Board President Kunde reviewed the process for receiving public comment at this time and during the agendized items, if individuals so choose. He also reviewed the time allotment. –Vice President of Student Services, Ricardo Navarrette introduced two new Student Services managers: Lauralyn Larsen, Dean III, Counseling & Special Programs, and Vayta Smith, Director of Admission & Enrollment Services. --Hilleary Izard, SEIU president, noted that the classified staff had ratified the tentative agreement and asked for the Board’s approval. She also noted that the biggest issue with negotiations was the cost of health care. –Dan Munton, mathematics faculty for 25 years spoke in support of a new math-science building and a bond that would fund it, also noting the crowded classrooms and infrastructure problems of Shuhaw Hall. –Lenny Wagner, KAD department chair and head football coach said that passage of a bound will allow the department to keep doing what they are doing and would enhance student success and experience.

6. MONTHLY UPDATE Oral reports from members of the Board of Trustees and President

A. Board Facilities Committee

Trustee Call gave the following report from the Board Facilities Committee meeting on July 1, 2014: Potential Bond – an update was provided by Jared Boigon of TBWB and Mark Epstein with California Financial Services. Electronic Signage – Tony Ichsan previewed an LED sign that has a simpler design and larger screen. The next step is to investigate the feasibility of a 15 x 30 foot size sign, especially for the north bound 101 traffic. Pioneer Hall Loading Dock Roof & Shuhaw Split-Systems – Installations are now complete. Other Project Updates – included the replacement of the flagpole on the Santa Rosa campus; replacement of the pump at the Quinn swimming pools to a more energy efficient variable speed drive pump; and the installation of the new parking ticket dispensers at all District sites.

B. College President Report President Chong gave the following report:

•Noted that summer session is in progress and enrollment goals were met. •The North Bay Biz magazine recognized SRJC in their Game Changer article. The JC was the only non profit organization that was included. •SRJC once again recognized as a “Great College to Work For” by the Chronicle of Higher Education, achieving this status in 6 categories, and was the only community college to receive this distinction. This will be a great recruiting tool. He acknowledged Ellen Maremont Silver and Sarah Hopkins for working on this. •Announced that he met with the Advocacy Committee of the Santa Rosa Chamber of Commerce and they voted unanimously to endorse the prospective bond. •Met with Tim Tesconi of the Sonoma Farm Bureau to discuss ways to partner, and was also favorable. •Met with Keith Woods of the North Coast Builders Exchange and gave him a tour of the Santa Rosa campus. •Welcomed new president of the SRJC Foundation, Paul Yeomans, and thanked outgoing president Don Chigazola. •Recognized Dean Anne DeClouette and thanked her for her service. Ann is returning to Oklahoma after a year at SRJC. •Attended the Hispanic Chamber of Commerce Scholarship fundraiser dinner, where he served as MC. Over $300,000 was raised for student scholarships.

C. Board Member Comments

Student trustee Omar Paz, Jr. gave the following report •Noted that he also attended the Hispanic Chamber event and said that SRJC was well represented. There was a lot of motivation and inspiration for education. •Attended the California Student Sustainability Coalition retreat in Santa Cruz, along with SRJC Student Vice President of Sustainability, Cherie Mclean. There was attendance from the community college, CSU and UC systems and all focusing on sustainability issues.

•Participated in the Law Enforcement Task Force meeting at Cook Middle School sponsored by Supervisor Efren Carrillo. A previous meeting was sponsored by Supervisor Shirley Zane. He encouraged JC members to attend these community meetings. •He will be attending the Student Trustee Workshop sponsored by the California Community League of California in Burlingame on August 8. •Is pleased that negotiations have concluded and expressed appreciation for Hilleary and the team, noted the effort that was put into this and the integral role that classified staff play. •Announced that he was elected President of the Student Senate for California Community Colleges (SSCCC) in Sacramento. He will represent 2.1 million community college students and hopes to bring back resources to our college.

•Trustee Kunde congratulated Omar on his appointment, noting this is quite a feat.

A. OUT-OF-COUNTRY TRAVEL TO SWEDEN

Approved the out-of-country travel to Borås, Sweden for Lisa Beach, adjunct instructor in the Computer Studies Department, from September 13 through September 27, 2014 at no cost to the District.

B. REAPPROVAL OF A NEW NON-CREDIT COURSE FOR THE SENIORS/OLDER ADULTS PROGRAM Re-approved a prior Curriculum Review Committee recommendation for a new non-credit course for the Seniors/Older Adults Program.

C. INSTRUCTOR LOAD REPORTS FOR SPRING AND SUMMER 2014 Approved changes to the Spring and Summer 2014 Instructor Load Reports since the June Board meeting.

D. RATIFICATION OF CONTRACTS Ratified contracts for the period May 21, 2014 – June 16, 2014.

E. GRANTS Approved the submission of new grant applications and renewals/amendments of existing grants as presented, and authorized expenditure of funds upon their award and receipt. Renewal MESA Community College Program, submitted by Darci Rosales, in the amount of $50,500.00, from the California Community College Chancellor’s Office, with a one-to-one district match required that includes both direct and in-kind allocations. This grant provides academic assistance and pre-professional skill development to first generation, economically disadvantaged students attending SRJC with the goal of transferring to a four year institution with a calculus-based STEM major. (Pending award notification) Resolution #16-14, General Child Care & Development Program, submitted by Yolanda Garcia, in the amount of $242,838.00, from the California State Department of Education, with no district match required. This grant provides a practicum of experience for child development students and students from other disciplines, allows parents to attend classes and work while enrolled, and promotes the healthy growth and development of young children. (Award notification received)

F. DECLARATION OF SURPLUS PROPERTY Approved the declaration of surplus property.

G. PIONEER HALL LOADING DOCK ROOF PROJECT, CHANGE ORDER #2 Approved Change Order #2 in the amount of $ 1,467.00 for the Pioneer Hall Loading Dock Roof Project, for a revised contract price of $ $59,416.00. Trustee Doyle requested clarification about the 14.04% increase in change orders.

H. PIONEER HALL LOADING DOCK ROOF PROJECT, NOTICE OF COMPLETION Approved as complete the work for the Pioneer Hall Loading Dock Roof Project, and directed staff to record a Notice of Completion with the County of Sonoma.

I. SHUHAW HVAC MULTI-ZONE REPLACEMENT SPLIT SYSTEMS PROJECT, CHANGE ORDER #1 Approved Change Order #1 in the amount of $1,568.00 for the Shuhaw HVAC Multi-Zone Replacement Split Systems Project, for a revised contract price of $159,386.00.

J. SHUHAW HVAC MULTI-ZONE REPLACEMENT SPLIT SYSTEMS PROJECT, NOTICE OF COMPLETION Approved as complete the work for the Shuhaw HVAC Multi-Zone Replacement Split Systems Project, and directed staff to record a Notice of Completion with the County of Sonoma.

K. PROPOSITION 39 ENERGY EFFICIENCY LED REPLACEMENT PROJECT, RATIFICATION OF AWARD Ratified the low bid in the amount of $346,000.00, to Northern Electric for the Proposition 39 Energy Efficiency LED Replacement Project. In response to Student trustee Paz’s questions about feasibility studies done for cost benefit analysis and diversification of funding towards other sustainability initiatives or renovations that might help the college save money, as well implementation of the Strategic Plan having impact on projects, Tony Ichsan explained that Prop 39 energy efficiency projects were targeted based on previous audits completed and based on prop 39 requirements. With regard to the Strategic Plan prioritization, he noted that there will be a focus as noted in sections D-facilities technology & E-sustainability of the plan.

RENEWAL OF CONTRACTS FOR SHONE FARM VINEYARDS M/S/C (Lindley/Edgar) the Board of Trustees unanimously approved the renewal of the Shone Farm vineyard development and vineyard management contracts with Sanchietti Farming, Inc., in the amount of $400,000 per year for a five-year term though December 31, 2019. Trustee Lindley remarked that the college is fortunate to have the services of Sanchietti Farming and that they are of the highest caliber and extremely reputable.

11. SERVICE EMPLOYEES INTERNATIONAL UNION (SEIU) TENTATIVE AGREEMENT 2014-17 M/S/C (Call/Edgar) the Board of Trustees unanimously approved the Tentative Contract Agreement with Service Employees International Union (SEIU), Local 1021, for 2014-17, contingent upon ratification by members of SEIU. Doug Roberts noted that the agreement includes the remuneration package for 2014-15 and a 3-year contract to 2017. He also clarified a point about Article 7 noting that the total increase is 3.53% for 2014-15—a 2.56% increase which is the same salary increase as AFA, compounded by .95% in PTO from years ago that is now converted to salary. Trustee Kunde thanked everyone involved in the process.

12. RESOLUTION #17-14, OF THE BOARD OF TRUSTEES OF THE SONOMA COUNTY JUNIOR COLLEGE DISTRICT, ORDERING AN ELECTION AND ESTABLISHING SPECIFICATIONS OF THE ELECTION ORDER FOR NOVEMBER 4, 2014 M/S/C (Lindley/Edgar) the Board of Trustees unanimously approved Resolution #17-14 authorizing an Election and stablishing Specifications of the Bond Election Order for November 4, 2014 on the following roll call vote:

Prior to discussion and action taken by the Board, several individuals provided public comments in support of the bond. -Abigail Zoger, Life Sciences instructor said good facilities are needed to train future people going into health and science fields.

-Laura Aspinall, new department chair of Disability Resources said infrastructure and technological upgrades are critical to meet the needs of employers.

-Hal Sanford, Forensics instructor, spoke of needs in the Burbank building

-Julie Thompson, English faculty and on behalf of AFA noted that newer buildings convey message to community; older buildings with facilities attention needed do not.

-Dorothy Battenfeld, Santa Rosa resident said there needs to be transparency, accountability; supports bond; information need to be accessible.

-Jessica Jones, former SRJC student stressed that sustainability practices be followed and guiding principles of the Strategic Plan.

-Javier Rodriguez, Manager of Custodial Services, said that it is costly to keep putting money into old facilities that continue to not work well.

-Sue Nelson, SRJC Foundation Board member, noted that she and Paul Yeomans were present on behalf of the Foundation. Over the past year the Foundation has taken tours of the facilities and held meetings in various district locations, as well as reviewed facilities reports. In May the SRJC Foundation took action contingent on the Board of Trustees action to stand ready, willing and able to assist in a campaign in a similar way the Foundation assisted for the Measure A campaign.

-President Chong then made opening remarks about his consideration for recommending that the college go forward with a bond. He said the college would look at unfinished business begun with the Measure in 2002 including technology needs. He highlighted signature buildings, reviewed list of new construction and renovations, noted three projects not attained through previous bond, and discussed renovation and modernization, and shared the plan of projects totaling $410 million. -Scott Conrad, Director of Information Technology, then gave a presentation on information technology improvements and outlined the designated projects and estimated costs that would be undertaken with bond funds, and noted that network infrastructure is exceeding capacity. Bond consultants then made presentations: -Mark Epstein, California Financial Services, and the college financial advisor, then gave an overview of proposed obligation bonds, briefly reviewed the 2002 bond, outlined necessary preparation for the 2014 election and post election, outlined a checklist of basic conditions for a successful bond, reviewed historical and projected assessed values and provided tax base information, reviewed bond series over a 30 year period. In conclusion he outlined the rationale for proceeding with a bond in 2014 and the powers retained by the Board of Trustees after voter approval of the bond. -Michael Terris, TBWB Strategies, reviewed statistics of the poll conducted by FM3, noting there was very strong support across the county in all trustee areas. He presented charts of the poll conducted showed that 3 in four voters indicate support, and at least two-thirds of voters back the bond in each of the trustee areas. -David Casnocha, Stradling Yocca Carlson & Rauth, then went through the entire bond resolution, highlighting specific sections, noting also that a 2007 regulation now requires more specificity. He also noted that according to Prop 98, 2/3rds of the Board (5 trustees) must vote in favor of this resolution to be approved by the board in order to put it on the ballot. -In conclusion Dr. Chong then acknowledged the members of the bond team, noted that much work and discussion has been done, the Board Facilities Committee and Board Finance Committee have been very active, noted that much work has been done there is much work to be done, stressed that the Board will be in full engaged and in control. He said this process would be fully transparent and an accountable process in implementing the projects, with involvement from faulty, students, staff, and the community; there will be a citizens bond oversight committee and annual audits. He reiterated that the Board will be in control at every step, controlling the timing and amount of each sale of bonds, and reviewing and approving all construction costs. Board member comments -Trustee Call expressed that he will vote in favor; acknowledged the great job the team has done, and did the best they could to put this together.

-Trustee Kunde said this is not something to be taken lightly; the board has discussed this for a number of years. Commended everyone who has taken a part in this; very well presented.

-Trustee Edgar – in considering this, sees it as an opportunity to work with people for the good of the college and good of the students. As a trustee he has an opportunity to put this before the voters for them to decide.

-Student trustee Paz – as a student and elected official, the opportunity, obligation and role as a board shows him and students why they come here, what vision the board has and where thoughts are when thinking of future generations. Appreciates the effort of the Board and the Bond team. Paz also noted concern over signaling out a specific group (veterans) over a larger student population (Latino). Re sustainability there was a two year process that focused on

sustainability that could have been put in this as well. Appreciates all the efforts and noted the student support of this measure.

-Trustee Burdo noted that not all boards are hands on as this Board has been. If voters approve, expects this board to be very involved, as it was in the past in an effort to spend dollars in the best way possible. In the last bond the list of projects was long, and not everything was done; but what was done was done well and that is the heritage of this board. -Trustee Zumwalt hopes that the community appreciate the board it has. The bond will make the JC even more outstanding. -In conclusion President Chong acknowledged the work of Vice President of Business Services, Doug Roberts, and Dean of Facilities Planning and Operations, Tony Ichsan and their staff.

INFORMATION 13. LIFE SCIENCES DEPARTMENT

Abigail Zoger Life Sciences instructors gave a presentation ongoing projects and program developments in the Life Sciences Department. As recommended by national science organizations such as the American Association for the Advancement of Sciences, Abigail showed projects of how SRJC is incorporating research into curriculum, some of which are hands on research at Gulf of Farallones Marine Sanctuary and Pepperwood Preserve; internship opportunities at California Academy of Sciences, Pt Reyes National Seashore, Bodega Marine Lab through grants from NSF, NIH, May Clinic, Buck Institute. She also noted outreach efforts being made by SRJC to tie in the scientific community with K-12 and the community.

14. REPORTS

A. Academic Senate Robin Fautley announced she did not have a report but was present to express support for

the bond. B. Classified Senate Kathy Matthies, Classified Senate president, gave the following report:

•Classified Senate held their annual retreat where interest was expressed in more community involvement projects wanted.

•Kathy attended the 4Cs meeting at Skyline college that included legislation and classified staff involvement in shared governance. •Looking forward to being part of the PDA program in August. The Classified Senate really appreciates being able to participate.

C. Associated Students Joshua Pinaula gave the following report:

•Recently met with IT department to provide input about the SRJC website. •The student ID cards have officially been changed to Cub Cards and the associated student membership benefits to Cub Card Plus. This initiative is to create an identity for students •Acknowledged Omar Paz for being named president of SSCCC. Omar will represent all of 2.1 million community college students and will have lots to say.

•Announced that former SRJC cheerleader Jessica Walsh is now a Raiderette cheerleader with the Oakland Raiders. •Vending machines have been installed and now accept credit cards. •He spoke with representatives from Netflix and they are supportive of JC using Netflix as a resource for classroom use. Faculty will be able to stream in documentaries. •All the past years agendas and minutes of Associated Student meetings are being scanned and will be put online in with searchable PDF capability. •Josh has met with some individuals to discuss how he presents himself; finds pleasantries slow and fake; choose to not engage in that. Hopes to be judged not by word choices but by content. •Made recommendations about incorporating search features in board minutes; reversing the student trustee advisory vote to be first vote on roll calls; adding the student trustee photo to the Trustee case in Bertolini; updating the Board of Trustees information on the web to include bios, photos; requesting that constituent reports be moved from the last item of the board agenda to earlier in the meeting.

15. ADJOURNMENT At the conclusion of the meeting, Board President Kunde asked that the meeting be adjourned in memory of Greg Hayes, husband of Robin Fautley, Academic Senate President. Greg worked as an Instructional Assistant SRJC’s English Department from 2008-2014. He will be greatly missed. The regular Meeting was adjourned at 6:50 pm.
