B. It was moved by Mr. Mitchell, seconded by Mr. McFadden, and carried, that consultant agreements be offered to Mr. Gleazncy for $800, Mr. Hathaway for $300, and Mr. Trone for $600, to assist in the P.E./Health Department during the 1973-74 fall semester.

Authorization to It was moved by Mr. McFadden, seconded by Mr. Mitchell, Fill Vacancies and carried, that the Administration be authorized to between July 18, fill unexpected vacancies occurring between July 18, 1973, 1973, and September and September 20, 1973, subject to ratification of 20, 1973: Trustees at their September meeting.

Senate -- B i l l 6. Governor Reagan signed Senate B i l l 6 on Wednesday, J u l y 11, 1973. Nhile t h e b i l l does not give u s a s much tax ing a u t h o r i t y a s o r i g i n a l l y a n t i c i p a t e d , we a r e allowed some inc rease i n our maximum t a x r a t e under the provis ions of t h e new law. We a r e s t i l l await ing p a r t i c u l a r s which might a f f e c t our maximum t a x r a t e f o r 1973-74.
Net Beginning Balance, July 1, 1973. The inc rease i n t h e n e t beginning - -- balance is due to (1) unant ic ipa ted revenue r e l a t e d t o s t a t e a i d , (2) r ece ivab les r e l a t e d t o t h e Predischarge Education Program, and (3) o u t of-county t ax r e c e i p t s .
Unsecured Taxes. The budget e s t ima te is based upon a 12.7% inc rease i n unsecured v a l u a t i o n s , a c o l l e c t i o n f a c t o r of .97 pe rcen t , and t h e 1972-73 gross genera l purposes t ax r a t e of .596.
Secured Taxes. The secured va lua t ions f o r 1973-74 r ep resen t a 10.7% inc rease over 1972-73. We w i l l not have S t a t e Board of Equal iza t ion f i g u r e s u n t i l on o r about t h e adoption d a t e of t h e f i n a l budget.

It was moved by Mr. Mitchell, seconded by Mr. McFadden, and carried, that Associated Students-College of the Desert (ASCOD) be permitted to establish a student recre- ational area in the east Library Courtyard.
It was moved by Mr. Mitchell, seconded by Mr. McFadden, and carried, that out-of-state travel for Mr. Roy Wilson to attend the National Annual Journalism Convention at Ft. Collins State University Campus, August 16-25, 1973, be approved, at a cost to the District of not more than $82.50,
It was moved by Mr. Mitchell, seconded by Mr. McFadden, and carried, that the administration be authorized to invest Cultural Center funds in the amount of $40,000 in U. S. Treasury Bills for approximately 180 days.
It was moved by Mr. McFadden, seconded by Mr. Mitchell, and carried, that the administration be authorized to direct the Riverside County Treasurer to invest Building Fund monies in the amount of $800,000.- in U. S. Treasury Bills for approximately 180 days.

School D i s t r i c t request the levy of a tax r a t e and authorize the necessary budget
adjustments as indicated i n paragraph c below. Said tax ra tes a r e A. B o r C ~~ ~
requested and authorized budget adjustments a r e to be made i n the specified budget
c lasses by the County Superintendent. Said tax r a t e request and budget adjustments
were adopted a t the public hearing and a re considered t o be a par t of the lega l ly
adopted budget as required by Education Code Section 20607 for the 1973-74 f i s ca l
year.
A. The to ta l tax r a t e shall be s e t a t $ , which r a t e i s equal
t o o r l e s s than the computed maximum ra t e ,for said d i s t r i c t ; and the
County Superintendent of Schools i s hereby authorized t o increase or
decrease the amount budgeted for , a s shown on page , Item , Column 3, of the
budget, i n order t ha t the r a t e may be as requested above.
B. The to ta l tax r a t e shall be s e t a t whatever amount the budget as
presented by the Governing Board shal l require, not t o exceed the
computed maximum r a t e authorized for said school d i s t r i c t .
C. The total tax rate shall be the computed maximum rate for said district
plus whatever excess rates are necessary to raise the amounts entcrcd by
the Governing Board on Line 13, pages 6 and 6a (pages 6-8 for community
colleges), of the budget, subject to any legal limitations on such
excess rates. The amount budgeted for Undistributed Reserve or General
Reserve (cross out the one not desired), Column 3, may be increased or
decreased to accomodate the computed maximum tax rate for general
purposes.

It was moved by Mr. Mitchell, seconded by Mr. McFadden, and carried, that the Whittier Cavalier Youth Band be permitted to use the gymnasium for the purpose of resting, on the night of February 17, 1974, contingent upon the addition of one security guard to be paid for by the band or sponsoring organ- izations; and that the Whittier Cavalier Youth Band be granted permission to use the Football field during daylight hours for a practice area.

It was moved by Mr. McFadden, seconded by Mr. Rummonds, and carried, that preliminary drawings of the proposed diesel mechanics facility be accepted and that Williams, Clark and Williams be authorized to proceed with working drawings and planning for the bidding process.
It was moved by Mr. McFadden, seconded by Mr. ~unnnbnds, and carried, that Williams, Clark and Williams be authorized to draw specifications for parking lot #21 in preparation for bidding the construction of the lot which will accommo- date 123 automobiles.
It was moved by Mr. McFadden, seconded by Mr. Rummonds, and carried, that the administration be authorized to proceed with printing and issuing "Certificates of Service" to all Advisory Committee members.
It was moved by Mr. McFadden, seconded by Mr. Rummonds, and carried, that out-of-state travel to Yuma, Arizona on May 15, 1974, for a Diesel Equipment demonstration be approved.
It was moved by Mr. Rummonds, seconded by Mr. McFadden, and carried, that the Administration be authorized to notify the Riverside County Superintendent of Schools of the Die- trict's intention to provide for its own audit, and'further, that the Administration be authorized to negotiate with the firm of Lund & Guttry for such audit(s) for a period not to exceed three years.
It was moved by Mr. Rummonds, seconded by Mr. McFadden, and carried, that Dr. M. W. Ellerbroek be awarded a leave of absence from September 1, 1974 through January 31, 1975, to assume a teaching assignment with the University of Southern California in Europe or Asia. The five month period will be compensated on the basis of three months of earned vaca- tion and two months of paid leave.

It was moved by Mrs. Staley, seconded by Mr. McFadden, and carried, that Dr. F. D. Stout be authorized travel expenses to study facilities in other areas along with the Exedutive Director and architect for the Friends of the Cultural Center.
It was moved by Mr. Mepadden, seconded by Mrs. Staley, and carried, that Bid No. B-74-2 for Parking Lot No. 21 be awarded to Maesey Sand and Rock Company in the total amount of $51,700., which amount will be adjusted by change order so as to deduct that portion of the total related to the installation of the sprinkler system by the Maintenance and Operation Department of the College.
It was moved by Mr. Mitchell, seconded by Mrs. Staley, and carried, that the Board accept the proposal of Mr. David Ziemer, Supervising Personnel Analyst for Riverside County, to conduct a job classification survey for all classified personnel, which proposal is in the total amount of $3,680. In addition, the Board expressed a desire to'review the possibility of establishing a position and office to handle the personnel function for the College.
It was moved by Mr. Rumonds, seconded by Mr. McFadden, and carried, that July and August, 1974 meeting dates be estab- lished as follows: July 15, 8:00 p.m. and August 7, 8:00 p.m. in the College of the Desert Board Room.
