I. Short Title

This document shall be known as the Implementing Rules and Regulations in the Conduct of the12th National Capital Region Cup (NCR Cup) “A Call to Supremacy: Soaring to greater Heights”. 

II. Declaration of Policy1. The Council recognizes the importance of accountants in nation building and development

of the society. Hence, it shall develop and nurture competent, virtuous, productive andwell-rounded professionals whose standards of practice and service shall be excellent,qualitative, world class and globally competitive through:

a. Inviolable, honest, effective, and credible quiz bees, andb. Regulatory measures, programs, and activities that foster their 

professional growth and development.

2. This Implementing Rules and Regulations (IRR) shall be interpreted, construed, and carriedout in the light of the above Declaration of Policy.

III. Objective

This IRR shall govern and regulate the conduct of the quiz bees in the National Capital Region Cup.

IV. Definition

The National Capital Region Cup is a regional academic competition to be participated by the topaccountancy students of all the accredited member schools and universities across the NCRduly recognized by the Commission on Higher Education (CHED) and the National Federation of Junior Philippine Institute of Accountants - National Capital Region Council (NFJPIA - NCRC).

V. Scope

NCR Cup shall cover the following Certified Public Accountant Licensure Examination subjects:

Quiz I : Practical Accounting IQuiz II : Theory of AccountsQuiz III : Business LawQuiz IV: TaxationQuiz V : Auditing TheoryQuiz VI: Auditing ProblemsQuiz VII: Practical Accounting IIQuiz VIII: Management Advisory Services

VI. Selection Process

1. The NCR Cup is an individual quiz bee event. Hence, every accredited member local chapter may send only one (1) contestant for each particular quiz.

2. Each local chapter has the discretion to set its own criteria in choosing a contestant for each of the quiz event.

3. Contestants are allowed to join at most two quiz categories.

4. Previous winners (1st, 2nd and 3rd placers) of a particular quiz are not allowed to join in thesame quiz again.

VII. Qualifications of Contestants

1. The contestant should be a bona fide JPIA member, verified through the Regional Vice Presidentfor Membership of NFJPIA - NCRC.

2. Duly accredited Local Chapters in the National Capital Region are the only organizations who areallowed to join.

3. A contestant should preferably be a fourth year student in a four (4) year course or a fifth year student in a five (5) year course. Local chapters have the discretion to send contestants in a lower level.

4. In the event that a particular Local Chapter chooses to send a contestant in a lower year level,they are allowed to do so provided that they will submit a proof (i.e. BSA curriculumapplicable to contestants) to substantiate that the contestant has already taken the respective quizcategory.

5. Change of contestant representing a local chapter shall be allowed during the day of thecompetition provided that they would submit all pertinent hard copy requirements during theregistration phase of the event. Failure to do so will disqualify the said contestant from joining theparticular level.

VIII. Requirements

1. To confirm the local chapter ’ s participation for each quiz of the NCR Cup, the contestant should submit the following:

a. Accomplished Application Form with 2X2 formal ID picture in a white background(Softcopy/Hardcopy);

b. Softcopy of the contestant’s picture (for AVP/Powerpoint)

c. Softcopy of the contestant’s Certificate of Registration/Enrolment.

d. Endorsement letter certifying that he is the official representative of his Local Chapter duly signed by the Local Chapter president.

e. School ID (must be presented upon registration on the day of the event).

2. Documents requiring softcopies should be e-mailed to either of the following :

a. Host school’s president or his/her duly authorized representative, and

b. NFJPIA - NCR Council Regional Vice President for Academics or his/her duly

authorized representative. 

IX. Punctuality of the Contestant

1. Contestants are highly recommended to be at the designated venue 30 minutes before thescheduled time of the event.

2. All late contestants are still allowed to participate. However, questions previously readand answered will no longer be repeated for their benefit. Hence, all latecomers will automaticallyreceive a zero (0) point for question/s already read and answered. They will be allowed to answer only the remaining questions in the said round.

X. Belongings the Contestant Should Bring

The contestants are not allowed to bring anything on top of their desks except their writing materialsand non-programmable calculators. Mobile phones, iPod, laptop and other electronic devices arenot allowed to be used during the contest proper.

XI. Manner of Reading and Answering the Questions

1. The quizmaster shall read each question once.

2. The contestants will be provided with a copy of the questions. The contestants shall start readingthe question only when the quizmaster started reading the same. The contestants may startanswering and manipulating their calculators as soon as the quizmaster has read the first word of thequestion.

3. Before the time allotted for each question had lapsed, the contestant should have written his/her answer on his/her answer board. When the bell rings signalling the lapse of time allotted,

the contestant should stop answering and must raise his/her answer board. Otherwise, his/her answer will be forfeited.

4. Contestants may neither glance nor talk to their seatmates during the contest proper.

5.The Contestants must not allowed erase what they have written in the answer board unless thequizmaster has given the clearance. This is to document the answer of the contestants in casedisputes/protests have been made on a certain question. In view of the said protest, a contestant whoerased their respective answer board is deemed to be forfeiting the chance to have a correct answer.  

XII. Categories and Time Allotments, Pointing System

a. The Elimination Round is Composed of Three Subset Levels namely; Easy,

 Average Dif f icult . Corresponding points ,time allotments and no. of questions for Elimination Round are as follows:

b. The top ten (10 ) contestants with the highest points shall advance to the Final Round.

c. In case of a tie, a question chosen either by the panel of judges or the Vice President for 

 Academics of NFJPIA-NCRC shall be asked to the concerned contestants to break the

Deadlock. The first contestant to riase the correct answer wins the clincher round.

XIII. Specific Contest Rules in the conduct of the 12th

NCR CUP- FINAL ROUND

d. The privilege to choose the first question in this round is given to the quizmaster. Thecontestant who will answer the previously asked question correctly shall have the right tochoose the next question, and so on

e. There will be deductions for every incorrect answers; two ( 2) points for easy, three (3) point for average and five (5) points for difficult questions.

f. There will be a given deduction to a contestant who provided a wrong answer even thoughhe/she answers the question. Simply stated, negative points shall be awarded.

g. The Contestants are allowed to manipulate their calculator only when the quizmaster reads thefirst word in the problem.

h. The contestant may answer the question at any moment even if the quizmaster is in the courseof reading the question provided that before he presses the buzzer, his answer must be writtenalready on the answer board otherwise his answer is deemed null and void.

i. The first contestant who presses the buzzer shall be given the chance to answer the question.During the Final Round one (1) chance of steal for each question shall be given to the other contestants and if the question is answered correctly, the corresponding point for the questionshall be given to the contestant and he shall now have the privilege to advance in the race. Incase of a steal, an incorrect answer and/or void answer will have a corresponding pointdeduction on that particular question depending on the type of the question.

 j. The contestant must aim to conquer the f ive(5) level race and reach the finish line in order to

win the game. The First contestant to reach the finish line will be declared as the champion.The second and third contestants who shall reach the finish line shall be declared as the 2 nd 

and 3rd placer respectively.

k.  A contestant’s track to the finish line has its own twist and turns. Each Contest shall have the

chance to use four (4) special powers namely: Freeze; Immunity; Tag; and Back to Base. All of 

the strategy powers stated above will test the contestant’s ability to strategize and size up their 

opponents.

l. In the event that only one (1) contestant reached the finish line at the end of thirty-six(36)

questions, the 2nd and 3rd placer shall be determined based on the accumulation of points. The

two(2) highest scorers except the one already declared as champion shall be declared as 2 nd 

and 3rd

placer respectively.

m. In the event that only two (2) contestants reached the finish line at the end of thirty-six(36)

questions, the 3rd placer shall be determined based on the accumulation of points. The highest

scorer shall be declared 3rd placer.

n. If no contestant reached the finish line , the three(3) highest scorers shall be declared as

1st,2nd, and 3rd placers.

o. In case of a tie, a question chosen either by the panel of judges or the Regional Vice President

for Academics of NFJPIA-NCRC shall be asked to the concerned contestants to break the

dead lock. The first contestant to raise the correct answer wins the clincher round.

XIV. Special Powers

  IMMUNITY - This power will prevent point deduction in case the contestant incorrectly

answered the question.

To use this power, the contest must raise his white flag before the tallying of scores for a

particular question or they before the judge or a contestant picks the next question.

  FREEZE   – This special Power commands one contestant to lose a turn or prevent him / her 

from answering the next question. This can be used by a contestant after a correct answer is

made.

To use this power, the contest must raise his blue flag after giving a correct answer and before

advancing to the next stage.

  TAG - This special power allows the contestant to choose one opponent and have him / her 

answer the question. If the opponent given the "TAG" answers correctly, he can advance one

stage forward. Otherwise, it'll allow the member who called this power to move forward.

To use this power, the contestant must be the first one to press the buzzer and raise his yellow

flag while the question is being asked. Contestants can also use this power after the question

is asked.

  BACK TO BASE   – This is the most notorious power. Back to Base forces the inflicted

contestant to move back to the base "stage", whichever stage the inflicted might be. Thispower can only be used three times in the final round. Back to Base will be hidden randomly in

three(3) questions and a correct answer will correspond to an additional three (3) points for the

contestant.

XV. Ruling on Contestant’s Answers

1. The contestants should write their answers clearly and legibly on the answer boards provided

to them.

2. The contestants are allowed to use the following abbreviations:

T or F for True or False, respectively

U or F for Unfavorable or Favorable, respectively

Dr or Cr for Debit or Credit, respectively

 A/B/C/D for multiple choice

3. Other abbreviations not specifically written in this IRR are highly discouraged to be used.

4. For questions requiring computations, only final answers shall be rounded off to the

nearest hundredths.

5. Contestants who shall insist in writing the answers ambiguously, abbreviated or illegibly may still

claim points for correct answers only upon the discretion of the panel of judges or the RegionalVice President for Academics.

XVI. Queries, Clarifications, Questions, and/or Protests

1. After the final answer has been announced by the quizmaster to the contestants, the quizmaster 

may entertain protests and questions.

2. Only the contestants are allowed to raise queries, clarifications, questions and/or protests.

3. All queries, clarifications, questions and/or protests shall be addressed to the panel of  judges. The decision of the panel of judges is final and irrevocable.

4. Once the next question has been distributed, queries, clarifications, questions and/or protestswill not be entertained.

XVII. Offences

1. Failure to follow the instructions will merit the contestant a warning.

2. A maximum of two (2) warnings will be given to each contestant.

3. A third violation automatically disqualifies the said contestant from the competition.

4. An officer from the host school and the NFJPIA NCRC will be in-charge for monitoring the said

offences. Their decision shall be binding and irrevocable.

XVIII. Cases Where Tiebreaker Round Shall Take Place

1. In case of a tie, clincher questions will be given until the deadlock is broken.

2. Whoever gets the right answer and raises his answer board first shall be the winner.

3. Clincher round questions shall have no bearing on the cumulative scores of the contestants.  

XIX. Declaration of Over All Champion

1. The computation of scores for the NCR Cup Over All Champion shall be as follows:

a. 12th NCR Cup

1st place – 15 pts

2nd place – 10 pts

3rd place – 7 pts

Participation – 3 pts

b. 2nd  NCR Cup Jr. (please see the IRR specific to NCR Cup Jr.)

1st place – 15 pts

2nd place – 10 pts

3rd place – 7 pts

2. Top three contestants will not be given additional 3 pts for participation.

3. In case of a tie in the top 3 overall champion, the following will determine the overall champion

(in order of priority) until the tie is broken.

a. Most number of 1st place winners

will be counted b. Most number of 2nd

place winners will be counted c. Most

number of 3rd place winners will be

counted

d. Accumulated points in all quizzes will be considered.

4. The NCR Council, together with the host school, shall provide an official tabulation of score during

the competition. Any discrepancies with points shall be directed to Regional Vice President

for Academics for verification during the event. Score tabulation presented to the local chapters after 

the difficult round shall be final and irrevocable.

XX. Prizes and Awards

1. NCR Council will provide the following prizesand awards:

Certificates of Participation

Medals and Certificates of Recognition for top 3 winners of each quiz

Trophies for overall champions

2. Host schools will provide books and other awards. 

XXI. Permanency of the Revolving Cup

1. The NCR Cup shall be a Revolving Cup. The overall champion of NCR Cup for the federationyear shall be given the right to hold the Cup from the moment the NCR Cup champion is

announced and awarded until the next federation year ’s NCR Cup Opening Ceremony.

2. Permanency of the right to hold the cup will be granted if and only if a participating school has wonsix (6) first places out of nine (9) NCR cup quizzes including the NCR Cup Jr. during the federationyear or they have been awarded as overall champion for three (3) consecutive years. Otherwise, thecup will remain as a Revolving Cup.

XXII. Enforcement of the Implementing Rules andRegulations

1. It shall be the primary duty of the Regional Vice President for Academics and the Council toeffectively enforce the provisions of this Implementing Rules and Regulations. The Council also hasthe sole right to interpret the contents of this Implementing Rules & Regulations and their decision willbebinding and irrevocable.

2. All the host schools of NCR Cup, upon the call or request of the Regional Vice President

for Academics or the Council, shall render assistance in enforcing this Implementing Rules

and Regulations and to give necessary action to any person violating the provisions of the same.

3. The Regional Adviser or his duly designated representative shall act as legal adviser to theRegional Vice President for Academics and the Council and shall render legal assistance as may benecessary in carrying out the provisions of this Implementing Rules and Regulations.  

XXIII. Amendments or Revisions 1. The Council shall be vested with the exclusive power to revise and amend this Implementing

Rules and Regulations.

2. Any amendments to or revisions to this Implementing Rules and Regulations may be proposed

by any member of any local chapter upon a written request of such member, stating the reasons

thereto.

3. Any request for amendments and revisions as well as proposed amendments must initially be

reviewed by the Regional Vice President for Academics attested by the Regional Adviser and

then forwarded to the Executive Officers for discussion, editing and final approval.

4. The Executive Officers shall have the right to debunk any proposed revisions and

amendments, submitted to them by the Vice President for Academics, which are deemed

unnecessary. The final decision on any inclusions and exclusions to this Implementing Rules

and Regulations must be determined by a majority vote of all Executive Officers in which the

Regional Vice President for Academics is included.

5. Amendments to particular provisions in this Implementing Rules & Regulations shall be allowedprovided that such amendments will be communicated to the local chapters during the Presidents ’Meeting prior to the 12th NCR Cup Quiz 1.

XXII. Separability Clause If any clause, provision, paragraph or part of this Implementing Rules and Regulations shall bedeclared unconstitutional or invalid, such judgment shall not affect, invalidate, or impair any other parthereof, but shall be merely confined to the clause, provision, paragraph or part directly involved in thecontroversy in which such judgment has been rendered.

XXIII. Repealing Clause  Any rule and regulation or resolution or part/s thereof inconsistent with the provisions of thisImplementing Rules and Regulations are hereby repealed or modified accordingly.

XXIV. Effectivity

This Implementing Ruels and Regulations shall take its effect immediately after presentation to theassembly. Promulgated in the City of Manila this 1st day of June, 2013.
