PURPOSE: To develop a list of projects to be submitted in the summer of 2016 to the Northern Virginia Transportation Authority (NVTA) for inclusion in the updated TransAction Long Range Transportation Plan.

RECOMMENDATIONS: Staff recommends that the Transportation and Land Use Committee (TLUC) recommend to the Board of Supervisors (Board) approval of projects for inclusion in the NVTA TransAction Long Range Transportation Plan, as shown in Attachments 1 and 3.

BACKGROUND: In 2013, the General Assembly passed HB 2313 creating a dedicated revenue source for funding transportation projects through the Northern Virginia Transportation Authority (NVTA). Thirty percent of the funds, referred to as local funds, are distributed to the qualifying jurisdictions using a formula based method. The remaining 70 percent funds are available to qualifying jurisdictions on a competitive basis to implement regional transportation projects. One of the criteria for eligibility to receive the 70 percent regional funds is that the transportation projects for which funding is sought must be included in NVTA’s long range transportation plan, today known as TransAction.

Revenues from HB 2313 generate an estimated $300 million annually in local and regional transportation funding to Northern Virginia. To date, Loudoun County (including the Town of Leesburg) has been awarded $101.64 million. On April 15, 2015 the Board of Supervisors directed staff to apply for FY 2017 NVTA regional funds in the amount of $37 million for the Route 7 /

Battlefield Parkway interchange as the candidate. The FY 2017 call for projects by NVTA is the last call for projects until TransAction is updated.

In August 2015, NVTA embarked on a major update to TransAction. The updated plan – to be known as TransAction (A Transportation Action Plan for Northern Virginia) – is anticipated to be adopted in late summer/early fall of 2017 (website is http://nvtatransaction.org/). Once adopted, TransAction will provide a multi-modal guide for transportation investments in Northern Virginia and will be the mechanism through which over $1 billion will be allocated to regional transportation improvements for fiscal years FY 2018 - FY 2023. Following the TransAction update in 2017, NVTA would call for applications for its inaugural Six-Year Funding Program (FY 2018 - FY 2023) through which the 70 percent regional funds would be allocated on a competitive basis to Northern Virginia jurisdictions for only projects included in TransAction.

At the March 17, 2016, Board Business Meeting, NVTA and Department of Transportation and Capital Infrastructure (DTCI) staff provided an overview of the TransAction update process. DTCI staff indicated that a wide range of transportation projects should be included in TransAction to ensure eligibility for consideration of 70 percent regional funding in forthcoming years. As an initial recommendation, DTCI staff noted that all roadways and interchanges currently identified in the Countywide Transportation Plan (CTP) that are not constructed to their ultimate planned conditions be submitted to NVTA for inclusion in TransAction. DTCI recommended that the item be forwarded to the April 15, 2016 TLUC meeting to allow for additional time for staff to identify other projects, including transit and bicycle/pedestrian projects included in the adopted Capital Improvements Program (CIP), for inclusion in TransAction. The Board voted 9-0 to forward the item to TLUC, with Supervisor Volpe indicating that she would be accepting suggestions from other Board members regarding specific projects to be included up through the April 15, 2016 TLUC meeting.

Staff from the Department of Transportation and Capital Infrastructure (DTCI) has identified and reviewed all projects in the Countywide Transportation Plan (CTP) and the recently approved CIP (FY 2017) that are not currently in TransAction to determine if there are other projects that should be included in the update (Attachments 1 and 2). To determine if any new projects should be added to TransAction, DTCI will appear before TLUC to discuss the update and will be available for questions. DTCI recommends that the BOS use the adopted CTP and recently approved CIP as the list of projects for Loudoun County to include in the update of TransAction.

ISSUES: The update of TransAction is significant as all projects funded by the NVTA with the 70 percent regional revenues must be in NVTA’s long-range transportation plan. TransAction is only updated approximately every four years and currently there is no process at NVTA for annual amendments. This meeting will provide TLUC members to an opportunity ask questions about the projects and the process, as well as provide an opportunity for Supervisors to discuss projects that may not be included in our list and want them to be considered. At this time DTCI staff is recommending an additional project be added to this list that is included in the CTP for planning and is listed in the recently adopted FY 2017 CIP (Attachment 3), but has not previously been identified as a specific project for the update of TransAction. The project is the construction of a roundabout at the intersection of Routes 9 and 287 and other safety improvements (as in the Town

of Hillsboro) along this corridor to be considered as a single Route 9 Corridor Project. Last year, when the County submitted projects for funding under a new VDOT program referred to as HB-2, the roundabout project was included, but did not score high enough to be funded. The CTP identifies a “Corridor Plan and Safety Improvement Program” for the Route 9 Corridor, and DTCI recommends the Board add this as a specific project for inclusion in the update of TransAction.

FISCAL IMPACT: The adopted Capital Improvement Program (CIP) for FY 2017 - FY 2022 lists many road projects, representing the County’s proportion of regional revenues collected during the six-year period that the County anticipates partial or full funding coming from NVTA’s 70 percent regional funds. NVTA regional funds are applied for and awarded on a competitive basis. If the County projects proposed for NVTA 70 percent regional funding in the CIP do not receive the requested funding awards from NVTA, then projects may need to be delayed, project funding re-allocated, or alternate funding identified to fund high priority transportation projects in the CIP.

ALTERNATIVES: The TLUC may recommend including some or all of the projects in the CTP or CIP, and/or additional projects as suggested by the TLUC, for inclusion in the TransAction Plan.

FY 2017 Proposed Budget

Loudoun County, Virginia Transportation

Transit Buses

Project Description This project procures buses in support of the County’s transit services. The first bus acquisition schedule was approved by the Board of Supervisors in FY 2004, when the first 22 buses were purchased. With the arrival of Phase I of the Silver Line to Wiehle Avenue, the County is transitioning to less expensive transit style buses, according to the County's Transit Development Plan, to provide connections to Metrorail. Transit buses will transport passengers to the most convenient Metrorail Stations on the Silver Line, initially in Fairfax County. Bus service will further transition to feeder service to Metrorail Stations within Loudoun County when they open for service in 2019. At least half of the funding for planned bus acquisitions will come from State Capital Assistance grant funding. The County will procure two transit buses in FY 2017. The program’s operations and maintenance expenses are funded through a combination of fare revenues, State operating assistance, and gasoline tax revenues. Funding Plan The transit bus acquisition program is funded through a combination of State Capital Assistance grants, cash proffers and excess prior year transit bus fee revenues.

Route 9/ Route 287 Roundabout

Project Description This project provides for the design, right-of-way acquisition and construction of intersection improvements on Route 9 at Route 287. Traffic movements and accident history at the intersection will be evaluated and appropriate improvements recommended as part of this project. Based on current information available, it is envisioned that a roundabout intersection will be recommended for this location. County staff is coordinating with VDOT to plan for improvements to this intersection.

This road is being designed and constructed to VDOT standards and will become part of the VDOT system for maintenance.

Current Status The intersection is currently signalized and experiences significant congestion. The right-of-way is narrow and significant environmentally sensitive areas are in the project vicinity. A draft report presenting design alternative was completed by VDOT in August 2015. Design alternatives are still under review.

Town of Hillsboro Traffic Calming and Pedestrian Safety

Project Description Each year, the County solicits capital project funding requests from Towns within the County for facilities: 1. owned by, or located within, the Town but operated by the County; or 2. for local pedestrian/transportation related improvements that benefit the County. As a capital expense, the funding for the projects is shown in the County’s CIP. This project provides state revenue sharing and NVTA 30% local funding in FY 2018 for the following project in the Town of Hillsboro:

Route 9 Traffic Calming and Pedestrian Safety Project This request is to construct traffic calming and pedestrian safety improvements along Route 9 in the Town of Hillsboro between Route 690 and Stoney Point Road. The entire project will include complete reconstruction of Route 9 in Hillsboro, two roundabouts and the addition of underground storm water drainage facilities and burial of overhead utilities – which must be constructed within the same narrow right-of-way as the water lines and wastewater pipes.

With the requested funding, undergrounding of utilities and installation of storm water facilities can be done simultaneously with the drinking water and wastewater pipe installation beneath Route 9, along with the installation of surface traffic calming measures, sidewalks, and safe on-street parking.

Funding Plan This project is funded using state revenue sharing and NVTA 30% local funds. All proposed uses of NVTA 30% local and state revenue sharing funding are subject to funding allocation to the County by NVTA and VDOT, respectively.
