Consent Agenda: Conversion of Matched Endowed Professorships to Endowed Superior Graduate Student Scholarships: University of Louisiana at Lafayette

Background Information At its meeting of September 25, 2014, the Board of Regents inaugurated the Endowed Superior Graduate Student Scholarships subprogram. The approved policy permits campuses to convert previously matched Endowed Chairs and Professorships to Endowed Superior Graduate Student Scholarships on a non-competitive, non-punitive basis. Graduate Student Scholarships may be used to support students in any level of graduate education, as well as post-doctoral fellows. Staff Summary The University of Louisiana at Lafayette requests to convert two (2) previously matched Endowed Professorships to two (2) Endowed Superior Graduate Student Scholarships, as follows:

American Legion Hospital/BORSF Professorship in Health Care Administration, matched in FY 2006-07, to the American Legion Hospital/BORSF Endowed Graduate Student Scholarship in MBA Program-Health Care Administration; and

Dudley M. Romero/BORSF Professorship in Health Care Administration, matched in FY 1996-97, to the Dudley M. Romero/BORSF Endowed Graduate Student Scholarship in MBA Program-Health Care Administration

The corpus value of each resulting endowed scholarship will be $100,000. The original non-State donor and the UL Board of Supervisors have endorsed the conversions. Senior Staff Recommendation Consistent with program policy, the Senior Staff recommends approval of the conversion of two Professorships, each with a corpus value of $100,000, to two Superior Graduate Student Scholarships, as follows:

American Legion Hospital/BORSF Professorship in Health Care Administration to the American Legion Hospital/BORSF Endowed Graduate Student Scholarship in MBA Program-Health Care Administration; and

Dudley M. Romero/BORSF Professorship in Health Care Administration to the Dudley M. Romero/BORSF Endowed Graduate Student Scholarship in MBA Program-Health Care Administration.

Consent Agenda: Appointment of Chairholders without National Search 1. Louisiana State University and A&M College 2. Nicholls State University

Background Information At its January 12, 2015 meeting, the Board unanimously approved the following revision to the Endowed Chairs for Eminent Scholars policy:

Effective immediately, all campuses shall provide documentation to the Commissioner of Higher Education that each Chair vacancy is being filled – whether externally or internally – following a national search. Any request for waiver of this policy shall be made in writing to the Commissioner of Higher Education and reviewed by external consultants. Upon receipt of the consultants’ response, the Commissioner will provide a formal recommendation for consideration and approval by the Board of Regents. Board approval of the waiver must be provided prior to appointment of the chairholder. The Board reserves the right to render a campus not in compliance with this policy to be ineligible for new Endowed Chairs funds.

Staff Summary 1. Louisiana State University and A&M College The Bernice and Smiley Romero Raborn Chair in Mechanical Engineering to Recognize Max Faget was matched by the Board of Regents Support Fund in FY 2005-06. In accordance with current policy, LSU and A&M College has requested waiver of the Endowed Chairs national search requirement to appoint Dr. Wen Jin Meng, full professor in the Mechanical Engineering Department, to the Raborn Chair. Documentation outlining Dr. Meng’s qualifications were provided to an external reviewer, who concluded that this appointment is appropriate and recommended approval; the Commissioner of Higher Education concurred. Senior Staff Recommendation The Senior Staff recommends approval of Louisiana State University and A&M College’s request to appoint Dr. Wen Jin Meng to the Bernice and Smiley Romero Raborn Chair in Mechanical Engineering to Recognize Max Faget without a national search. As stipulated in Board policy, a Letter of Appointment to Dr. Meng must be submitted to the Board within 90 days of this approval. 2. Nicholls State University The Arlen B. Cenac, Jr. Endowed Chair in the College of Business Administration was matched by the Board of Regents Support Fund in FY 2002-03. In accordance with current policy, Nicholls State University has requested waiver of the Endowed Chairs national search requirement to appoint Dr. Marilyn Macik-

Frey, currently Dean of the College of Business Administration, to the Cenac Chair. Due to a communication issue that prevented previous consideration by the Regents, the waiver must be applicable retroactively, to Fall 2016. Documentation outlining Dr. Macik-Frey’s qualifications were provided to an external reviewer, who concluded that this appointment is appropriate and recommended approval; the Commissioner of Higher Education concurred. Senior Staff Recommendation The Senior Staff recommends approval of Nicholls State University’s request to appoint Dr. Marilyn Macik-Frey to the Arlen B. Cenac, Jr. Endowed Chair in the College of Business Administration without a national search. Approval shall be retroactive to Fall 2016. As stipulated in Board policy, a Letter of Appointment to Dr. Macik-Frey must be submitted to the Board within 90 days of this approval.

Update: Requests for Endowment Matching Under Previous Policies

Background Information The Board of Regents Support Fund’s Endowed Professorships and Endowed First-Generation Undergraduate Scholarships programs provide matching funds to a non-State contribution to establish Professorships with a corpus of $100,000 or above and First-Generation Scholarships with a corpus value of $50,000 or above. In November 2016 the BoR approved termination of matching for First-Generation Undergraduate Scholarships and a change in the match ratio for Endowed Professorships from 60% non-State/40% BoRSF to 80% non-State/20% BoRSF. These changes were approved in light of the severe financial constraints affecting the Support Fund. Staff Summary Immediately following the adoption of policy changes in November 2016, the Commissioner of Higher Education notified campuses of the terms under which donor contributions made under previous policies and match rates would be accepted. These terms allowed campuses to submit eligible contributions for match through June 30, 2017, and made additional accommodations for contributions submitted through wills and estate documents which specify the donor’s intent to match through the BoRSF programs. As of the June 30 deadline, staff received requests for a total of $9,400,000 in matching from the BoRSF: $8,040,000 for 117 Endowed Professorships and $1,360,000 for 27 First-Generation Scholarships, with thirteen campuses submitting across the programs. Summary information is provided in Attachment A. The FY 2017-18 BoRSF budget includes a total of $3,380,000 to match submissions in these two programs; distribution of available funds will be considered by the Board during its April 2018 meeting. Senior Staff Recommendation This update is for informational purposes only. No action is required.
