    INFORMATION

    That the Board of Education approves the superintendent’s revised FY

    2015 state capital budget recommendations. The budget was introduced

    at the August 6, 2013, Board meeting and discussed at the Board work

    session on August 20, 2013. The county capital budget will be

    presented to the Board on December 17, 2013, and for approval on

    January 14, 2014. The initial proposed budget was approved by the

    Board of Education on September 10, 2013. However, due to the

    feedback received from the recently held community forums and

    discussions with the county and state the FY2015 state capital budget

    has been revised. The state-requested projects require that county

    matching funds be verified before final state approval.

    POLICY ANALYSIS FOR

    BOARD OF EDUCATION POLICY 7530

    NAMING OF AN AREA OF A SCHOOL

    Statement of Issues or Questions Addressed

    At the request of the president of the Board of Education, the Policy Review Committee has been

    asked to review Policy 7530 and make recommendations concerning expanding the policy to

    permit naming rights for certain persons. Policy 7530 outlines the standards for naming of a

    capital project or area of a school. The Policy Review Committee is recommending that the

    policy be revised to: (1) rename it; (2) permit parts of a school to be named after a person who is

    living; (3) include a statement regarding the implementation of this policy; and (4) conform with

    the Policy Review Committee’s editing conventions.

    Cost Analysis and Fiscal Impact on School System

    No fiscal impact is anticipated by the revision of this policy.

    POLICY 7530

    NEW CONSTRUCTION: Occupying

    Naming of AN [a Capital Project or] Area of a School

    I. Philosophy

    [A.] The Board of Education of Baltimore County (Board) recognizes that

    individuals, private organizations, parent and community groups, or businesses

    may wish to propose a name for ANY [a capital project or] area of a school AND

    ANY OF ITS GROUNDS.

    II. Authority

    A. THE BOARD HEREBY RETAINS THE RIGHT TO NAME OR

    RENAME ANY AREA OF A SCHOOL AND ITS GROUNDS AT ANY

    TIME IN THE FUTURE IF THE NAME IS DEEMED BY THE BOARD

    TO BE INCONSISTENT WITH ITS EDUCATIONAL MISSION OR IS

    OTHERWISE DISRUPTIVE TO THE LEARNING ENVIRONMENT.

    B. The Board reserves sole control and authority over the naming of any

    school, capital project, or ANY area of A [any] school AND ITS

    GROUNDS. [Moreover, the Board hereby retains the right to rename any

    capital project or area at any time in the future if the name is deemed by the

    Board to be inconsistent with its educational mission or otherwise

    disruptive to the learning environment.]

    III. STANDARDS [Implementation]

    A. The Board WILL CONSIDER THE FOLLOWING CRITERIA WHEN [hereby directs the Superintendent to establish procedures for] accepting a

    proposal to name OR RENAME AN [a capital project or] area of a school

    OR ANY OF ITS GROUNDS: [.]

    1. Exceptional private donations or other circumstances [may be recognized by naming a capital project or an appropriate area at a

    school] in honor of a [deceased individual,] private organization,

    business, community organization, or foundation.

    2. A PERSON, LIVING OR DEAD, WHO HAS MADE A CONTRIBUTION OF SIGNIFICANCE TO BALTIMORE

    COUNTY PUBLIC SCHOOLS OR TO EDUCATION IN THE

    STATE OF MARYLAND.

    POLICY 7530

    B. [3.]Unless reauthorized by the Board, no naming OR RENAMING shall

    extend beyond FIFTEEN (15) [ten (10)] years from the date of formal

    Board adoption, EXCEPT THAT FOR GOOD CAUSE SHOWN, THE

    BOARD MAY REVOKE ANY NAME ASSIGNED TO AN AREA OF A

    SCHOOL AND ITS GROUNDS BEFORE THE EXPIRATION OF THE

    FIFTEEN YEAR PERIOD.

    IV. IMPLEMENTATION

    THE BOARD DIRECTS THE SUPERINTENDENT TO IMPLEMENT THIS

    POLICY.

    EXECUTIVE SUMMARY

    In January 2008, the Baltimore County Board of Education (Board) approved the Imagine

    Discovery Public Charter School (IDPCS) Agreement for a period of four years. IDPCS opened

    in August 2008, with grades kindergarten to fourth grade. Each year, the school added an

    additional grade level until it included grades kindergarten through eighth grade during school

    year 2012-2013.

    In October 2011, the charter school applied for an extension of the charter for another four years.

    The application was received past the designated deadline. The Board allowed the application to

    go forward, even though it was not received within the timeline. In November 2012, the Board

    approved the charter agreement of January 2008, to be extended until the end of the 2013-2014

    school year. The determination of whether the Board will extend the agreement for four

    additional years beyond the 2013-2014 school year is contingent upon the attainment of specified

    criteria as indicated by the initial and end-of-year evaluation.

    In March 2013, a report was given to the Board with the results of the joint mid-year evaluation.

    A summary of that report, which is attached, includes the following:

    The students (Grades 3 through 5) of IDPCS Fall MAP reading scores are below those of Baltimore County Public Schools (BCPS) students.

    The students (Grades 3 through 5) of IDPCS Fall MAP mathematics scores are below those of BCPS students.

    The students (Grades 6 through 7) of IDPCS School Fall MAP reading scores are below those of BCPS students; whereas, Grade 8 students in the charter are slightly above those

    of BCPS students.

    The students (Grades 6 through 8) of IDPCS Fall MAP mathematics scores are below those of BCPS students.

    On the Stanford Achievement Test reading and mathematics results, IDPCS students Grades 1 through 7 fall below the national norm. BCPS does not administer the SAT-10;

    therefore, comparisons to BCPS cannot be made.

    In August 2013, the Board received the results of the third party evaluation, which was

    performed by Westat. A summary of that report, which is attached, includes the following:

    From school year 2010 through 2013, elementary IDPCS student achievement in MSA reading and math were lower than the same grade levels in the Southwest area elementary

    schools and the IDPCS feeder schools.

    From school year 2010 through 2013, elementary IDPCS student achievement in MSA science was lower than the same grade levels in the Southwest area elementary schools

    and comparable in the IDPCS feeder schools.

  • From school year 2010 through 2013, middle IDPCS student achievement in MSA reading and math were lower than the same grade levels in the Southwest area elementary

    schools and the IDPCS feeder schools.

    For school year 2012-2013, middle IDPCS student achievement in MSA science was higher than the same grade levels in the Southwest area elementary schools and in the

    IDPCS feeder schools.

    Every school in BCPS is required to have procedures in place to identify students who may be in

    need of special education services. In its report, Westat found that IDPCS has a lower proportion

    of special education students compared to other schools in the Southwest area. Westat purposes

    that one possible reason for this difference is that IDPCS may not be taking adequate measures to

    identify students who may benefit from special education services, as is required and is done in

    every BCPS school. The measures to identify students include implementation of procedures for

    teachers to identify and document potential students who may benefit from special education

    services.

    The end-of-year evaluation found that for school year 2012-2013, IDPCS did not provide gifted

    and talented (GT) services to students. The school also does not currently have procedures in

    place to identify students for GT services.

    The data for two major assessments, MAP and the SAT-10, were only available for IDPCS.

    SAT-10 is the assessment used in some Imagine schools throughout the country. However,

    comparison data among the schools are not available according to the executive vice president of

    Imagine Discovery.

    Prior to the completion of the evaluation by Westat, concerns continued over the school’s

    leadership. Not wanting to wait until the evaluation was complete to address the concerns, the

    superintendent recommended to the Board to replace the current principal with Ms. Cathy

    Thomas. Ms. Thomas was appointed by the Board in May 2013. Since Ms. Thomas has

    assumed the leadership role at IDPCS, the following positive steps have been taken:

    A GT identification process has been developed.

    A pre-Algebra GT course has been implemented and students are accelerated to the next level upon demonstrating grade level performance.

    A Positive Behavior Interventions and Supports Program has been implemented to improve student behavior.

    Safety measures for student arrival and dismissal have been improved.

    School-based professional development has been provided in group instruction, writing objectives, and lesson planning.

    Under the leadership of Ms. Thomas, changes have been made at IDPCS to raise the bar for

    students and close the achievement gap between IDPCS students and other BCPS schools in the

    Southwest area.

    That the Board of Education approves the installation of a stadium

    scoreboard at Perry Hall High School.

    In accordance with Superintendent’s Rule 7330, Perry Hall High School is proposing the

    installation of a stadium scoreboard be approved. This stadium scoreboard is being constructed

    with donations from the Perry Hall High School Booster Club. The installation will be done by H

    & M Signs, Inc.

    H & M Signs, which is an approved BCPS vendor, presented a proposal for the installation of

    the stadium scoreboard and followed the procedure set forth in Superintendent’s Rule #7330.

    Students, as well as the total school community, will enjoy the stadium scoreboard while

    attending games at Perry Hall High School.

    That the Board of Education approves the naming of the stadium

    at Perry Hall High School.

    In accordance with Superintendent's Rule 7530, Perry Hall High School and Center of the Arts is

    proposing to name the stadium, an area of their school.

    The school community would like to honor and recognize Mr. Al Miller, by naming the Perry

    Hall High School stadium the Perry Hall High School Al Miller Stadium. Mr. Miller dedicated

    42 years of service to the students of Baltimore County Public Schools, with the majority of

    those years serving the students of Perry Hall High School. He was an integral member of the

    inaugural staff of Perry Hall High and served as its first Athletic Director. In addition, he

    worked as a physical education teacher and the school’s long time football and wrestling coach.

    In this capacity, he educated, nurtured and worked with thousands of Perry Hall students in his

    long tenure at the school.

  • Frequently Asked Questions about Enrollments, Projections, and Capacities When are enrollments counted? The official enrollments for all schools are calculated on September 30 in accordance with the Maryland State Department of Education (MSDE) policies. What is Full Time Equivalent Enrollment? Full Time Equivalent (FTE) enrollment is an adjustment made to a school’s total enrollment for the purpose of comparing enrollment to a school’s official capacity. FTE enrollment factors 100% of students in kindergarten through Grade 5, and 50% of students in prekindergarten and preschool because they are half-day programs. No FTE conversion is required at secondary schools. How often are enrollment projections updated? School system enrollment projections are updated annually to ensure that trend information is current and the latest data are available. BCPS shares updated ten-year projections every January. Are enrollment projections accurate? In alignment with BCPS-established performance standards, the target accuracy for systemwide projections is 99%. This goal has been met consistently for the past several years, including September 30, 2013, (99.94% accuracy). The target accuracy for individual schools is +/- 40 students. How is capacity calculated? State-Rated Capacity (SRC) is defined by MSDE and is calculated based on the number of teaching stations in the school and their utilization. SRC applies to the main building and permanent additions. SRC does not include relocatable units.

    At the elementary level, SRC is calculated as follows:

    • Regular classroom (Grades 1-5) 23 seats • Self-contained special education classroom 10 seats • Kindergarten classroom 22 seats • Prekindergarten classroom 20 seats • Zero-capacity allowances: cafeteria, gymnasium and multi-purpose rooms, computer lab,

    art, vocal music, instrumental music, reading resource, science storage and preparation rooms

    At the secondary level, SRC is calculated as follows:

    • Regular classroom/computer classroom (Grades 6-12) 25 seats x 85% utilization • Career and technology education classroom 20 seats x 85% utilization • Self-contained special education classroom 10 seats x 100% utilization • Gymnasium (2 classrooms) 50 seats x 85% utilization • Zero-capacity allowances: computer lab • Teaching stations used for activity rooms, dance studios, weight rooms, science labs, art,

    music, technology education, family studies, and business classrooms all count as teaching stations (25 seats x 85% utilization)

    • Teaching stations that can be separated by moveable walls or partitions (such as those in some designed auditoriums) also contribute to capacity (25 seats x 85% utilization)

When FTE enrollments exceed 90% capacity at a school, the school system may consider implementing enrollment relief strategies. Why does capacity change?
