Certification of Athletic Coaches for the Spring Season Action: X Agenda Item: B-1 Consent: May 22, 2014 Information: Page 1 of 1 Presentation: Prepared by: Pamela Wilson, Assistant Superintendent, Human Resources Background Information As per Title 5, California Code of Regulation Section 5593, the Board of Education must annually certify to the State Board of Education that the provisions of Section 5593 have been met. Our district certifies coaches on a seasonal and as needed basis. The following athletic coaches have met the provisions as set forth in Title 5, California Code of Regulations, Section 5593.

Approval of Revised 2013/14 Certificated and Classified Staffing Plans Action: X Agenda Item: B-5 Consent: May 22, 2014 Information: Page 1 of 1 Presentation: Attachment: 7 Pages Prepared by: Pamela Wilson, Assistant Superintendent, Human Resources Linda Diaz, Coordinator, Certificated Personnel Susan Carlson, Coordinator, Classified Personnel Background Information The Certificated and Classified Staffing Plans for the 2013/14 school year are hereby presented the Board of Education for approval of revisions. These revisions are the result of changes approved over the course of the school year. All changes to the 2013/14 staffing plans have been highlighted in bold type. Page 2 of the Certificated Staffing Plan provides details of all revisions to certificated staffing, and Page 5 of the Classified Staffing Plan provides details for all revisions to classified staffing. Educational Implications Staffing plans are developed with classroom needs given first consideration. Other needs of the district are examined to ensure that direct and indirect services of the district continue at an appropriate and adequate level. Financial Implications Budgetary adjustments for these changes have been included in the First and Second Interim Financial Reports. Recommendation It is recommended that the Board of Education approve the 2013/14 Certificated and Classified Staffing Plans as revised.

2. Transform the middle school educational infrastructure to improve culture, climate and student access, by fostering and promoting rigor, relevance, relationships and student to school connectedness.

3. Develop and implement school-wide Positive Behavioral Interventions and Supports (SWPBIS), a district-wide and a three-tiered model of behavior interventions that proactively teaches positive behavior, identifies at-risk students, and offers effective interventions to support academic success.

The purpose of this agenda item is to provide the Board with an update on the implementation of the Behavior Supports Work Plan last reported at the February 27, 2014 Special Board meeting. Presentation and Information regarding the 2014/15 Local Control and Accountability Plan Action: Agenda Item: C-2 Consent: May 22, 2014 Information: X Page 1 of 2 Presentation: X Prepared by: Guy Romero, Assistant Superintendent, Educational Services Background Information School board members have long been urging the state to let them use resources in a way that best fits local needs to help improve student outcomes. In June 2013, the California Legislature approved, and Governor Jerry Brown signed into law, a historic reform of public K-12 education finance. Based on equity, transparency, accountability and local governing board authority, the Local Control Funding Formula (LCFF) transformed the distribution of funding to school districts, charter schools and county offices of education in a manner that grants local communities greater autonomy to customize education program offerings in purposeful ways for the entire student population generally, yet specifically, for those students who are English learners, from low-income families, and those who are foster youth. The LCFF eliminates most categorical funding streams replacing them with an LCFF supplemental allocation based on a school district’s student demographic profile. This supplemental allocation is a per pupil allowance for every student who is low income, a foster youth, and an English learner. In order to access the supplemental revenue, every school district must engage parents, staff, and community to create a Local Control and Accountability Plan. The purpose of this agenda item and presentation will be to provide the Board with information regarding the 2014/15 Local Control and Accountability Plan. Educational Implications An important component of the LCFF is the Local Control and Accountability Plan (LCAP). LEAs will use the state-approved LCAP template to develop a plan that includes annual goals and actions that will be implemented to meet eight state priorities and describe the related budget. Every program and service described in the LCAP must be aligned and address at least one of the eight state priorities.
