2. Clayton County Emergency Operations Plan
The proposed Clayton County Emergency Operations Plan (EOP) supersedes the
latest updated EOP, dated March, 2018. The new plan incorporates guidance from
the Georgia Emergency Management Agency (GEMA) with amendments to meet
newly established federal and state requirements. At minimum the EOP will be
updated every four years. The EOP and it’s attachments will be sent via email to
the BOC.
IV. PUBLIC COMMENT:
Citizens will be given a three (3)-minute maximum time limit to speak before the Board
of Commissioners about various topics, issues, and concerns. Following thirty minutes
of hearing from the public, the Board of Commissioners will allow the remainder of
citizens who have signed up to be heard at the next Tuesday business meeting.

5. Recommendation for First Contract Amendment: RFB #17-89 Land
Boundary and Topographical Surveys for Clayton County, Georgia –
Annual Contract
Falcon Design Consultants, LLC, located in Stockbridge, Georgia. Funding
is available through the 2004, 2009, and 2015 SPLOST Funds and other various
funding sources. Pursuant to Section 2-136 of the Clayton County Code of
Ordinances, General Purchasing Methods. Change orders and contract
modifications. (a) General provisions. Except as hereinafter provided, any
change order or other modification of a contract term shall be approved by the
board of commissioners. (b) Chief operating officer authority. The chief
operating officer or his/her designee shall have authority to approve all change
orders to purchase orders and contracts up to an absolute value of 20 percent of
the original contract, provided the total change order amount is less than
$74,999.99. If the original contract or purchase order price did not exceed
$74,999.99, but the change order will make the total price of the contract exceed
$74,999.99, then the change order requires approval by official action of the
board of commissioners. Change orders to contracts that did not require official
action of the board of commissioners upon the original execution thereof and
which amend the scope of work, term, time and/or total cost not exceeding
$74,999.99 may be approved by the chief operating officer or his/her designee in
the same manner as the original contract. (c) Director of central services
authority. The director of central services and/or his/her designee shall have
authority to approve all change orders to purchase orders and contracts up to an
absolute value of $50,000.00. If the original contract or purchase order price did
not exceed $50,000.00, but the change order will make the total price of the

6. Recommendation for Award: RFP #19-17 Opening Day Collection for the
Clayton County Library System
$90,000.00 / Brodart Co. located in Williamsport, Pennsylvania. Funding is
available through the 2009 SPLOST Funds. As requested by the Department of
Library System. Pursuant to Section 2-114 of the Clayton County Code of
Ordinances, General Purchasing Methods. Competitive sealed proposal
process. Acquisitions greater than $74,999.99. Unless otherwise provided
herein, formal sealed proposals must be obtained for any item or service which
is expected cost in excess of $74,999.99 or is expected to generate revenue
greater than $74,999.99, for which the competitive sealed bid process is either
not applicable or is determined by the director not to be in the best interest of
the county.
7. Recommendation for Award: SP #19-91 Upgrade of Existing Equipment for
the Clayton County Sheriff’s Department
$1,645,792.00 / Black Creek Integrated Systems, located in Irondale,
Alabama. Funding is available through the 2009 SPLOST Funds. As requested
by the Department of Building Maintenance. Pursuant to Section 2-117 of the
Clayton County Code of Ordinances, General Purchasing Methods. Special
purchase. Notwithstanding any other provision of this Purchasing Code, the
director may initiate a purchase where he/she determines that an unusual or
unique situation exists that make the application of all requirements of
competitive sealed bidding or competitive sealed proposals contrary to the public
interest and the interest of the county and such purchase does not technically
qualify as a sole source purchase under section 4-305 of this Purchasing Code. If
determined as appropriate by the director, any special purchase under this section
shall be made with such competition as is practicable under the circumstances;
provided however, that the director may determine under appropriate
circumstances that there is only one logical choice as to a contractor to provide
the goods or services necessitated by the special purchase. A written
determination of the basis for the purchase and for the selection of the particular
contractor shall be included by the director in the contract file. The user
department and the director must certify in writing the basis for designating such
purchases as a special purchase with thorough reasoning. All awards under this
section for amounts where cost is in excess of $74,999.99 or is expected to
generate revenue greater than $74,999.99 shall be approved by the board of
commissioners.

the Department of Fire/EMS Services. Pursuant to Section 2-136 of the
Clayton County Code of Ordinances, General Purchasing Methods. Change

available through the Building Maintenance General Funds. As requested by the
Department of Building Maintenance. Pursuant to Section 2-113 of the Clayton
County Code of Ordinances, General Purchasing Methods. Competitive sealed
bidding process. Acquisitions greater than $74,999.99. Any commodity, good or
service that is expected to cost in excess of $74,999.99 or is expected to generate
revenue greater than $74,999.99 shall be acquired through the competitive sealed

10. Recommendation for Award: ITB #19-194 I.T. Products & Services for
Cisco, Tandberg, Webex & Smartnet Annual Contract for Clayton County,
Georgia
Multi-Award: Netsync Network Solutions, located in Roswell, Georgia;
CDW Government, LLC, located in Vernon Hills, Illinois; Disys Solutions,
Inc., located in Ashburn, Virginia; and Prosys Information Systems, Inc.,
located in Norcross, Georgia. Funding is available through the 2004, 2009 and
2015 SPLOST Funds. As requested by the Department of Information
Technology. Pursuant to Section 2-113 of the Clayton County Code of
Ordinances, General Purchasing Methods. Competitive sealed bidding
process. Acquisitions greater than $74,999.99. Any commodity, good or
service that is expected to cost in excess of $74,999.99 or is expected to
generate revenue greater than $74,999.99 shall be acquired through the
competitive sealed bid process except as otherwise provided in this Purchasing

11. Recommendation for Cooperative Purchase: CP #19-248 Roofing Supply and
Services, Waterproofing and Related Products and Services Annual Contract
for Clayton County, Georgia
Utilize OMNIA Cooperative Purchasing Contract with Garland/DBS, Inc.,
located in Cleveland, Ohio. Funding is available through the Building
Maintenance Repair and Maintenance Funds. As requested by the Department of
Building Maintenance. Pursuant to Section 2-119 of the Clayton County Code
of Ordinances, General Purchasing Methods. Cooperative purchase. The county
may participate in a cooperative purchase for commodities, equipment and
services when determined by the director that it is in the best interest of the
county. The sponsoring entity, whether federal, state or local must have
performed a competitive procurement process and entered into a contract that
stipulates allowance for other governmental entities to purchase the same
commodity, equipment or service from the supplier at the same price and under
the same terms and conditions as extended to sponsoring entity. If such
arrangement has not been made a part of the contract, written permission from
the sponsoring entity and the awarded supplier must be obtained. The director or
his/her designee must certify that the acquisition of the commodities, equipment
or services are consistent with the contract commodities, equipment and services,
and of equal or lesser price, of those commodities, equipment and services
offered to the sponsoring entity. Documentation to substantiate this decision will
be maintained by the department of central services. Cooperative purchases
where cost is in excess of $74,999.99 or is expected to generate revenue greater
than $74,999.99 shall be approved by the board of commissioners.

12. Recommendation for Award: SP #19-260 Records Management System for
the Clayton County Police Department
$866,240.43 / Central Square Technologies, located in Lake Mary, Florida.
Funding is available through the 2015 SPLOST Funds. As requested by the
Police Department. Pursuant to Section 2-117 of the Clayton County Code of
Ordinances, General Purchasing Methods. Special purchase. Notwithstanding
any other provision of this Purchasing Code, the director may initiate a purchase
where he/she determines that an unusual or unique situation exists that make the
application of all requirements of competitive sealed bidding or competitive
sealed proposals contrary to the public interest and the interest of the county and

$598,418.13 / NetPlanner Systems, Inc., located in Peachtree Corner,
Georgia. Funding is available through the 2009 SPLOST Funds. As requested
by the Department of Information Technology. Pursuant to Section 2-117 of
the Clayton County Code of Ordinances, General Purchasing Methods. Special
purchase. Notwithstanding any other provision of this Purchasing Code, the
director may initiate a purchase where he/she determines that an unusual or
unique situation exists that make the application of all requirements of
competitive sealed bidding or competitive sealed proposals contrary to the
public interest and the interest of the county and such purchase does not

14. Budget Amendment 2-17 / FY20 Domestic Seminars Fund
To appropriate funds to provide additional domestic seminars for Superior Court
in the amount of $4,500.
15. Solicitor General - Additional Position Executive Assistant
On behalf of the Office of the Solicitor General, Human Resources is requesting
the following: Addition of an Executive Assistant – Grade 20/Step 4 – Total
Compensation 59,860.
Some essential duties of the classification include: serve as the executive legal
assistant to the Solicitor General; conducting research; preparing statistical
reports; handling information requests; and performing clerical functions such as
preparing correspondence, receiving visitors, scheduling meetings, organizing and
maintaining paper and electronic files. This position requires discretion and
diplomatic skill in representing policies and working effectively with County
personnel, officials, and the public.
The budgetary impact of this request is 59,860.

On behalf of the Office of the District Attorney, Human Resources is requesting
the following classification changes:
Deletion of Investigator III Grade 28/Step 33
Addition of Chief Investigator Grade 33/Step 1
The request is made in response to the District Attorney’s restructuring to
promote overall staff and fiscal efficiency and effectiveness to achieve the goals
and mission of the Department.
The criticality of the work of the Office of the District Attorney cannot be
overstated, and has a major impact on the quality of life and safety of Clayton
County citizens. The ability to work effectively and efficiently affects many

lives, quality of life, and safety.
The request results in a savings of $12,985.
19. ARC Grant (NOFA) 2021-2022
20. Request to retire Police K-9 Odin, recognize his five years of service and
conditional gift of Odin to his partner, Officer James W. Baker
21. Resolution 2019-154-A resolution to initiate an amendment to Appendix A,
Article 13, Section 13.7 – Notice of Public Hearing; to define the size of signs for
public notice; to provide an effective date of this resolution; and for other
purposes.
Synopsis: This resolution initiates a text amendment to the Official Zoning Code
to amend Appendix A, Article 13, Section 13.7 of the Zoning Ordinance to define
the size of signs for required public notice.
22. Resolution 2019-155-A resolution to rescind a special facility use request to allow
use of meeting space at the south clayton recreation center for members of the
Zeta Mu Nu Chapter of Omega Psi Phi Fraternity, Inc.; to authorize the Chairman
to perform all acts necessary to accomplish the intent of this resolution; to provide
an effective date of this resolution; and for other purposes.
Synopsis: This resolution rescinds its authority to allow representatives of the
Zeta Mu Nu Chapter of Omega Psi Phi Fraternity, Inc. to host its meetings at the
South Clayton Recreation Center on the third Saturday of the month, excluding
July at no cost to the Chapter.
23. Resolution 2019-156-A resolution authorizing Clayton County to enter into a
Lease/Purchase Financing Agreement with SunTrust Equipment Finance &
Leasing Corp providing for the terms and conditions under which equipment will
be leased to the County; to authorize the Chairman to execute the agreement and
to otherwise perform all other acts necessary to accomplish the intent of this
resolution; to authorize the Chief Financial Officer to amend the budget where
necessary to reflect an appropriate revenue source and expense all as may be
required under the terms of the agreement; to provide an effective date; and for
other purposes.
Synopsis: This resolution authorizes the County to lease certain property from
time to time pursuant to the Tax Exempt Lease/Purchase Agreement with
SunTrust Equipment Finance and Leasing Corporation.

24. Resolution 2019-157-A resolution of the Clayton County Board of
Commissioners adopting the Georgia Department of Transportation Procurement
Policy for the procurement, management and administration of engineering and
design-related consultant services; to authorize the Chairman to execute the
agreement and to otherwise perform all other acts necessary to accomplish the
intent of this resolution; to provide an effective date of this resolution; and for
other purposes.
Synopsis: This resolution adopts the Georgia Department of Transportation
Procurement Policy for the Procurement, Management and Administration of
Engineering and Design Related Consultant Services.
25. Resolution 2019-158- A resolution authorizing Clayton County to apply for and
accept grant funds from the Criminal Justice Coordinating Council for Veterans
Treatment Court funding; to authorize the Chairman to execute any agreement
and to otherwise perform all acts necessary to accomplish the intent of this
resolution; to authorize the Chief Financial Officer to amend the budget where
necessary to reflect an appropriate revenue source and expense relating thereto; to
provide an effective date of this resolution; and for other purposes.
Synopsis: This resolution authorizes Clayton County to apply for and accept a
grant in the amount of $28,907.00 from the Criminal Justice Coordinating
Council with a ten (10) percent match from the County in the amount of $3,226.00
for the purpose of providing veterans with additional intense case management,
treatment, and access to a diverse range of needed services, and educating them
on coping skills and strategies to assist them in maintaining their sobriety and in
managing everyday life stressors without mood altering substances.
26. Resolution 2019-160-A resolution authorizing Clayton County to apply for and
accept grant funds from the Criminal Justice Coordinating Council for Veterans
Treatment Court funding; to authorize the Chairman to execute any agreement
and to otherwise perform all acts necessary to accomplish the intent of this
resolution; to authorize the Chief Financial Officer to amend the budget where
necessary to reflect an appropriate revenue source and expense relating thereto; to
provide an effective date of this resolution; and for other purposes.
Synopsis: This resolution authorizes Clayton County to apply for and accept a
grant in the amount of $2,250.00 from the Criminal Justice Coordinating Council
with no required match from the County for the purpose of transporting veterans to
and from court and treatment.

27. Resolution 219-161-A resolution authorizing Clayton County to enter into an
agreement with Ring; to authorize the Chairman to execute the agreement and to
otherwise perform all other acts necessary to accomplish the intent of this
resolution; to provide an effective date of this resolution; and for other purposes.
Synopsis: This resolution authorizes Clayton County to enter into an agreement
with Ring to have access to the Neighbors Portal for law enforcement purposes
only.
28. Resolution 2019-162-A resolution authorizing Clayton County to enter into an
agreement with VetTran; to authorize the Chairman to execute the agreement and
to otherwise perform all other acts necessary to accomplish the intent of this
resolution; to provide an effective date of this resolution; and for other purposes.
Synopsis: This resolution authorizes Clayton County to enter into an agreement
with VetTran to transport veterans that reside in Clayton County to medical
appointments.
VI. END OF CONSENT AGENDA
A. Civil Service Board Appointments
Human Resources requests the appointment of Posts 1 and 2 Civil Service Board
Members.
Post 1 – Kim Terrance Smith
Post 2 - Larry Allen Bartlett
Posts 1 and 2 Civil Service Board Members serve three-year terms. The current
term for both Posts 1 and 2 Board Members expires on December 31, 2019.
The Civil Service Act created a system of personnel administration for Clayton
County Board of Commissioners. The make-up of the Civil Service Board is
unique, and ensures representation of key stakeholders. Posts 1 and 2 Board
Members are elected by the Civil Service employees of Clayton County Board of
Commissioners; Post 3 Board Member is appointed by the constitutional officers
of Clayton County; and Post’s 4 and 5 Board Members are appointed by the
Clayton County Board of Commissioners.
Human Resources began the nomination process on October 15, 2019, and
coordinated the subsequent election on November 13, 2019.
Director of Elections Shauna Dozier’s office provided oversight for the election
process.

B. TXT-1910-0001 - Clayton County Board of Commissioners initiated Text
Amendment
TXT-1910-0001 - The Clayton County Board of Commissioners initiates a text
amendment to the Official Zoning Code to amend Appendix A, Article 1, Section
1.5 - Defined Words by defining the term “Place of Worship” to clarify ancillary
uses typically allowed in conjunction with a Place of Worship and located on the
same property. The Code does not currently define the term “Place of Worship”.
Staff recommended Approval of the text amendment.
ZAG recommended Approval of the text amendment.
C. BOC-1908-0006 - The applicant is requesting a Conditional Use Permit (CUP) to
allow an Adult Day Cen
BOC-1908-0006 - The applicant is requesting a Conditional Use Permit (CUP) to
allow an Adult Day Center within the existing place of worship (Solid Rock
Sanctuary). Applicant does not plan to expand parking or exterior changes to the
existing Place of Worship. The subject property is located at 1915 Rock Cut Place.

Staff recommendation is DENIAL given the district standards do not
support this use.

D. BOC-1910-0019 - Future Land Use Map Amend from GC to LI
BOC-1910-0019 (FLUP) – The applicant Whitley Engineering is requesting a
Future Land Use Map (FLUP) amendment of a parcel of land from General
Commercial (GC) to Light Industrial (LI) to allow for truck parking facility. The
subject property is located at 5490 Highway 42 South, Ellenwood, GA and is
located in the Highway 42 Overlay District; The subject property is further
described as Parcel 12171A A002, approximately 20.50 acres of land with
approximately 1,068 feet of road frontage on Highway 42

E. REZ-1908-0024 Rezone GB to LI
REZ-1908-0024 - The applicant is requesting to rezone the subject property to
Light Industrial in order to construct a parking facility for freight truck storage.
The parking lot would accommodate approximately 509 trucks and five spaces for
passenger vehicles. Applicant proposes a small structure at the entranceway.
Property is located with the General Business Character Area, so Staff
recommends applicant seek a Future Land Use map amendment and modify site
design to mitigate impacts

Staff recommendation to TABLE given the district standards do not support this
use.

residential
BOC1909-0005 (FLUP) – Applicant Thomas N. Ward is requesting a Future
Land Use Map amendment from Low-Density Residential to Medium Density
Residential for a senior housing development. The proposed location is at 4209 &
4213 Grant Road, Ellenwood GA, further described as Parcel 12235A A008 &
12235A A009. The subject property is approximately 19 acres with 141.4 feet of
road frontage on Grant Road. Companion to BOC1909-0016 Rezoning.
Commissioner District 1 – Sonna Singleton Gregory
Staff recommends APPROVAL-CONDITIONAL for the proposed senior living
facility.
1. The following parcels are to be combined 12235A A008 (19.70 +/- acres) and
12235A A009 (1.40 +/- acres) for not more than 122 senior housing units on the
conceptual site plan submitted with the rezoning.

housing units. The proposed location is at 4209 & 4213 Grant Road, Ellenwood
